Ang matagal at malawakang pagba-ha sa dalawang bayan ay bunga ng pag-

papatapon ng tubig ng PantabanganDam saNueva Ecija dahil sa bagyongPepeng. Napaalala rin nito sa mgaresidente ang mas malalim na pagbahanoong dekada ’70.

“Dalawang linggo na kaming lubog sabaha at dalawang linggo pa kaminglulubog dahil sa tubig na pinatapon ngPantabangan Dam,” ani Elmer Santos,

ang bise-alkalde ng Hagonoy at isa samga opisyal ng Municipal Disaster Co-ordinating Council (MDCC).

STA. MARIA, Bulacan — Unti-untinang naibalik ang operasyon ng mgaospital sa bayang ito na lumubog sabaha, isang linggo matapos angpananalasa ng bagyong Ondoy.

Ngunit ayon sa mga opisyal,matatagalan pa bago tuluyang maiba-lik ang normal na operasyon ng Roga-ciano Mercado Memorial DistrictHospital (RMMDH) at ng pribadongMateo’s Hospital na kapwa matatag-puan sa bayang ito, at ng BulacanMedical Mission Group Hospital(BMMGH) na matatagpuan sa kata-bing bayan ng Bocaue.

“Emergency Room (ER) servicesat Out Patient Department (OPD) palang ang nagbalik nang operation,”ani Dr. Joycelyn Gomez, direktorpara sa public health ng ProvincialHealth Office (PHO) ng Bulacan saMabuhay ng siya ay makapanayamnoong Oktubre 5.

Ang tinutukoy niya ay angRMMDH na may kapasidad para sa100 pasyente. Ang RMMDH ay isa sapitong pampublikong pagamutan salalawigan na nasa ilalim ng pamama-hala ng pamahalaang panglalawigano kapitolyo.

Ang iba pang pagamutang nasailalim ng pamamahala ng kapitolyoay ang Bulacan Medical Center(BMC) sa Malolos; Gregorio Del Pi-lar District Hospital (GDPDH) sabayan ng Bulakan; Emilio G. PerezDistrict Hospital (EGPDH) sa Hago-noy; Bulacan Maternity Hospital(BMH) sa Calumpit; Baliuag DistrictHospital (BDH); San Miguel DistrictHospital (SMDH).

Ayon kay Gomez, matatagalan pabago tuluyang maibalik sa normalang operasyon ng RMMDH dahil sanasira ang mga kagamitan doon nagamit sa paggamot, kasama ang ibapang gamit nang ito ay lumubog sabaha.

Tinatayang aabot sa P50 milyonang halaga ng mga kagamitang nasirasa RMMDH kabilang ang bagongx-ray machine, mga kama at kutsonnito, maging mga computer at air-conditioner.

Ayon kay Catalina Halili, ang chiefnurse ng nasabing ospital, halos apatna talampakan ang lalim ng tubigbaha na pumasok at nagpalubog saunang palapag ng RMMDH noongSetyembre 26.

Ito ay dahil sa tubig ulan na ibinu-hos ng bagyong Ondoy na nagpa-apaw sa di kalayuang Sta. Maria-Bocaue River nanng araw na iyon.

“Nagsimulang pumasok ang tubigdito sa hospital around 3:00 p.m. kayainilipat agad namin sa second flooryung mga pasyente, at by 7:00 p.m.hanggang dibdib na ang tubig dito safirst floor,” ani Halili sa Mabuhaynang siya ay makapanayam noongOktubre 2.

Dahil dito, lumubog ang iba’tibang departamento ng ospital nanasa unang palapag ng gusali. Kabi-lang dito ang OPD, Emergency Room,Pediatrics, Surgery, OB-Gynecologyat Medical Department, na nagingsanhi ng pagkasira ng mga kagami-tan doon kabilang ang mga record omga tala nila.

Ayon naman kay Estella Darilag,

ang administrative officer ng RMMDHna halos 20 taon nang nagtatrabahosa nasabing pagamutan, hindi nilainaasahan ang pangyayari.

“This is the first time na binahakami dito,” ani Darilag at iginiit nanapilitan silang ilipat sa BMC saMalolos ang ilang pasyenteng sensi-tibo ang kalagayan, samantalang angiba ay pinauwi dahil hindi namangrabe ang kalagayan.

“Nagpapasalamat pa rin kami saPanginoong Diyos dahil walang na-disgrasya sa mga staff ng RMMDH, atiyan ay nangangahulugan lang na maybuhay pa kaming magagamit sapagserserbisyo sa kapwa,” ani Darilag.

Lumubog din sa baha ang Mateo’sHospital sa Barangay Bagbaguin ngbayang ito at ang BMMGH sa Baran-gay Turo ng katabing bayan ngBocaue.

Kapwa itinigil ng mga nabanggitna pagamutan ang kanilang operas-yon matapos pauwiin ang mga pas-yenteng inabutan doon ng pagbahanoong Setyembre 26.

Gayunpaman, patuloy pa rin angmga doktor sa pagsasagawa ng kon-sultasyon sa mga pasyenteng duma-dalaw sa kanila.

Mula sa nagibang bahay,tinipon ni Lito Navarro ngBarangay Turo sa bayangito ang ilang piraso ng yeroat mga tabla.

“Mabuti na ito kaysawala,” aniya. “Nakakahiyakasi na makitira kami ngmatagal sa kamag-anak.”

Bulakenyong nawasak angbahay sanhi ng bahanghatid ng bagyong Ondoy.

Ngunit katulad ng ibangBulakenyong biktima ngkalamidad, sinikap niyangmuling itayo ang bahay sakabila ng kakulangan okawalan ng tulong mula sagobyerno.

“Wala kaming gamit nanaisalba,” aniya. “Nata-ngay lahat nang maibuwalng tubig ang bahay na-min.” Sinabi rin niya nawala pang nakarating natulong mula sa gobyerno sakanila nang siya ay maka-panayam ng Mabuhaynoong Setyembre 29.

Gayundin ang nagingpahayag ng kanyang mgakaanak at kapitbahay nanagsabing hindi nila puwe-deng hintayin ang tulongng gobyerno bago simulanang pagbangon sa kalami-dad.

“Sariling sikap muna.Hindi na kami makapag-hintay sa ipinagmamala-king tulong ng gobyerno,”ani ng isang babaeng kapit-bahay ni Navarro na tu-mangging ipabanggit angpangalan.

Isa pa sa mga problemanilang unang hinarap ayang kawalan ng daloy ngtubig mula sa gripo kaya’tnahirapan sila sa paglilinisng kanilang bahay at mgagamit na lumubog sa baha.

Sa katabing bayan na-man ng Sta. Maria, pagka-in ang pangunahing proble-ma ng mga residente ilangaraw matapos ang baha.

“Hindi kami nakapag-trabaho dahil inuna naminang paglilinis at pag-aayosng bahay,” ani Myrna Nie-pes, isang residente ng Ba-rangay Lalakhan sa nasa-bing bayan.

Maituturing namangmas grabe ang kalagayanng mga residente sa SitioPulo, Barangay San JoseCalumpit dahil mula panoong unang linggo ngAgosto ay lumubog na anglugar nila sa baha.

“Mahigit dalawang bu-wan nang baha dito saamin,” ani Caridad Roblesat sinabing ang bahangnagpalubog sa kanila ayhatid ng bagyong Kiko.

Ang bagyong Kiko aynanalasa sa bansa noongunang linggo ng Agostokung kailan inilibing si da-ting Pangulong CorazonAquino.

Ngunit sa kabila ng ma-higit dalawang buwangpagbaha, hindi pa rin su-musuko ang mga residenteng Sitio Pulo.

Isang halimbawa ay siRobles na nagsabi sa Ma-buhay na sumasakay siyasa bangka upang makapa-mili ng mga produktongibinebenta naman niya saKalakhang Maynila.

Ang kanyang mga anaknamang nagsisipag-aral aypansamantalang pinatirasa mga kaanak sa bayan ngHagonoy upang makapa-sok sa eskwela.

“Hindi ako puwedengmagmumukmok sa bahay,”ani Robles. “Kailangangmagtrabaho dahil magugu-tom kami.”

Sinabi rin niya na maynakarating na ring reliefgoods o rasyon sa kanilangunit hindi iyon sapat.

Sinabi pa niya na mashigit na apektado ang mgakapitbahay na magsasakadahil sa hanggang sinusu-lat ang balitang ito aynakalubog pa rin sa bahaang kanilang mga bukirin.— Dino Balabo

KahandaanHABANG patuloy ang pagbaha sa mga bayan ng Calumpit atHagonoy sanhi ng back flood mula sa silangang bahagi ngGitnang Luzon, patuloy namang nasusukat ang kahandaan atkakayahan ng mga pamahalaang lokal at ng bawat isangBulakenyo sa pagtugon sa kalamidad.

Masakit mang aminin, hindi sapat ang kakayahan ngpamahalaan. Ito ay sa kabila ng pagpapakita ng mga bagongkagamitan tulad ng mga rubber boat at jetski na noon lamanghuling linggo ng Setyembre binili, ilang araw matapos mana-lasa ang bagyong Ondoy sa lalawigan.

Isa itong palatandaan ng maikling pananaw ng mga nama-mahala at ng bawat isa sa atin.

Aminin natin o hindi, naaalala lamang natin ang pagha-handa at kakulangan sa kagamitan sa pagtugon sa mga kalami-dad na tulad ng pagbaha kung mayroon na namang bahangdarating.

Sa kalagayang ito, dapat unawain at tanggapin ng mganamumuno at ng bawat isa sa atin ang babala ng mgadalubhasa na hindi lang ngayon mangyayari ang mgakalamidad. Mas higit pa raw na malupit ang mga darating,kung kailan ay hindi pa natin alam.

Mahalaga ang pag-unawa at pagtanggap sa mga babala,dahil ito ang maaaring manimbang sa buhay at kamatayan, sapinsala at kaligtasan.

Sa diwang ito, dapat nating laging isaisip kung paanomabawasan, kungdi man maiiwasan ang pagkasawi ngmaraming buhay at pagkasalanta ng mga ari-arian at pananim.

Nagagawa ito ng ibang bansa tulad ng Japan na lagingnagsasagawa ng earthquake drill, na ginagawa rin natin.Ngunit ang flood drill ay hindi pa natin nagagawa at kung tayoang magsisimula magiging kontribusyon natin ito sa daigdigna palagiang nakaharap sa ngitngit ng kalikasang inaabuso.

Simple lang ang pagsasagawa ang flood drill na halosmakakatulad ng isinasagawang earthquake drill. Ngunit bagoito maisagawa ay may mga dapat ihanda.

Kabilang dito ang pagpapalakas at pagpapalawak sa fore-casting at warning system o ang pagbibigay ng babala sapamamagitan ng pagtatalaga ng mga taong nakakaunawa sadaloy ng tubig sa lalawigan.

Kabilang din ang pagdadagdag ng kagamitan ng bawatpamahalaang lokal mula sa barangay hanggang sa pama-halaang panglalawigan, tulad ng mga rubber boat, life jacket,ambulansiya at iba pa.

Kailangan din magbuo ng grupo ng mga volunteer sabawat barangay na maghahatid ng impormasyon sa mgaresidente upang malaman ang mga nagbabagong kalagayankung may bagyo at bahang darating. Ito ay isang hakbangupang makapaghanda ang mga tao at maitaas ang kanilangmga gamit na maaaring lumubog sa baha.

Dapat ding matukoy ang mga lugar na laging binabaha,bilang ng pamilya, at lugar na maaaring paglipatan sa kanilasa panahon ng pagbaha. Kaakibat nito ang pagtiyak na maysapat na pasilidad tulad ng palikuran at malinis na daloy ngtubig na maiinom sa mga lugar na paglilipatan ng mgapamilyang ililikas upang hindi mabawasan ang kanilangdignidad bilang tao.

Kapag ang mga ito ay natupad na, madali nang isagawaang flood drill dahil handa na ang mga mamamayan at angmga nasa pamahalaan.

Gawin natin ito upang maging laging handa at matiyakang kaligtasan ng maraming buhay at mabawasan angpinsalang hatid ng kalamidad.

Encouraging local milk productionWITH more than 90 million Fili-pinos living in the Philippinestoday, each person gets onlyabout three drops of milk per day.That’s according to RaylinSanchez of the Federation of Da-vao Dairy Farmers Cooperative(FDDFC) based in Malagos, Da-vao City.

“It’s sad but that the situationright now,” the dairy federation’soverall project coordinatorpointed out. “But we are doingour best to change the condition.”

The Philippine dairy industry— although considered a vitalcomponent of the country’s eco-nomic and nutritional develop-ment — remains undeveloped.Presently, the country imports 98percent of its milk and otherdairy products requirements.

“We pay foreign dairy farmersmillions of dollars each year,”deplored the Philippine CarabaoCenter (PCC). “During the period2002-2007, the Philippines spentan average of over US$460 mil-lion to cover the cost for an aver-age volume of 1.8 billion liters ofmilk imports annually. Powderedmilk accounts for some 86 per-cent of the imports.”

Nestlé Philippines, AlaskaMilk Corporation, and NewZealand Creamery are the topthree importers of milk in thecountry, according to the Na-tional Dairy Authority (NDA), anattached agency of the Depart-ment of Agriculture (DA).

While the production of localdairy farmers has been steadilyincreasing, the average annuallocal production is only about12,000 metric tons or some 12million liters. On the other hand,the national requirement basedon actual consumption during theperiod 2002-2007 was 1,550 met-ric tons or about 1.55 billion li-ters.

“If we are to compute the na-tional milk requirement based onthe recommended dietary allow-ance of 19 kilograms per year, wewould need an average supply of

about 2,500 thousand metric tonsof 2.5 billion liters each year,” thePCC claimed.

According to the NDA, thePhilippines has not achieved self-sufficiency in milk because thereis not enough investments indairy and there are not enoughanimals on the ground to supportthe huge demand.

The Davao-based FDDFC,which is assisted by NDA, is verymuch aware of this when it waslaunched in 1990. With only fourcooperatives as members initially,the members surged to 30 coop-eratives today. From producingonly 700 liters of fresh milk a day,it now produces 1,300-1,500 literseach day.

The dairy federation is re-sponsible for producing the Da-vao Dairy Best fresh and flavoredmilk. It delivers milk to super-markets not only in Davao Citybut also in General Santos City,Agusan del Sur, North Cotabatoand South Cotabato.

The main objective of FDDFCis “to be the dairy capital of thePhilippines, providing better nu-trition to Filipinos and livelihoodto the dairy farmers.”

The dairy federation providesloan to interested farmers by pro-viding them three dairy cows.Most of the cattle are heifers andimported from New Zealand. Pay-ment is five years in the form ofmilk or cash. The FDDFC be-lieves that increasing the dairyherd in southern Mindanao couldgreatly contribute to the increasein milk production in the region.

The loaned-out cattle arecrossbred between Holstein-Friesen and Sahiwal. The tem-perate Holstein-Friesian has anaverage daily milk production of22 kilograms with an averagebutterfat content of 3.6 percent.Sahiwal, a tropical breed that ismore adapted to Philippine con-ditions, has an average daily milkproduction of eight kilogramswith a butterfat content of 4.9

Inthe past days, the airwaves andthe newspapers were full of dis-cussion about relocating informalsettlers to safer places, but willall this talk ever result in realactions?

I am all for local autonomy, butin everything that concerns localgovernance we should alwaysproceed on the assumption thatthere is a functional oversightsystem at the national level, tomake sure that the exercise ofautonomy is within the pre-scribed national standards. Yes,autonomy is supposed to givefreedom, but only within therealm of what is legally right andwhat is technologically correct.

The extension of local au-tonomy should also proceed fromthe assumption that the localauthorities are technologicallyand functionally competent toplan and implement their ownland use programs, inclusive of allsafety and environmental con-cerns. This goes without sayingthat the national governmentshould also be in a position to

guide local authorities in this con-cern, and to provide technical ser-vices if and when necessary.

As far as I recall, there is a lawthat requires developers to turnover the jurisdiction and manage-ment of subdivisions from thedevelopers to the local govern-ments, as soon as it is establishedthat the development is alreadyfunctionally and technologicallycompleted. This also goes with-out saying that the nationalagency, in this case the Housingand Land Use Regulatory Board(HLURB) will be the one to fi-nally validate the state of comple-tion.

Moving back one step, I recallthat even before a developmentshould start, the developer is sup-posed to get an EnvironmentalClearance Certificate (ECC) fromthe Department of Environment& Natural Resources (DENR),attesting that the subdivisioncomplies with all safety and en-vironmental requirements, pre-sumably including as well allnatural and demographic threatsto the development as the casemay be.

The logic of giftSAD to say, what’s supposed tobe common knowledge and prac-tice now sounds new if notstrange. That’s because we haveveered so much and so long fromour Christian ideals such that ourrelations with others, and espe-cially in our temporal and eco-nomic affairs, have become anosebleeder.

I’m referring to the concept ofthe “logic of gift” that peppersthat grand encyclical of PopeBenedict XVI, “Caritas inveritate” (Charity in the truth),meant to tackle today’s formi-dable economic and social crisis.

Let’s quote some lines:- “The human being is made

for gift, which expresses andmakes present his transcendentdimension… (34)

- “We must make it clear, onthe one hand, that the logic of giftdoes not exclude justice… on theother hand, economic, social andpolitical development, if it is tobe authentically human, needs tomake room for the principle ofgratuitousness as an expression

There are a lot more. You mayread the whole encyclical to get awonderful discussion of thispoint. What interests us now ishow to restore this lost conceptas well as how to give it moreteeth, more flesh and bones so itcan really walk and take its placein our society and stop being aghost.

Let’s hope that after recover-ing from our initial stun from thisawful discovery, we can move for-ward and gain momentum in oureffort of cultivating this mental-ity and culture of gift. There area lot of things to be done in thisregard.

For sure, this concept of gifthas to be understood well. It can-not be set within the frameworkof the purely human. That wouldmake gift-giving a shallow and

showy act of goodness, full of ic-ing without the cake, rich in pack-aging with poor item inside.

The logic of gift referred to inthe encyclical carries with itnothing less than the full wisdomof God. It involves justice but goesbeyond justice. It brings the fullweight of prudence to bear on allthe steps of decision-making.

It involves nothing less thantotal self-giving, and necessarilyleads us to the cross. It surely hasits moments of sweetness andtenderness, but it cannot avoidbeing exacting, since things haveto conform to nothing less thanGod’s will, and not only to ours.

This is how the logic of giftbecomes charity in the truth inmotion. As the Holy Father said:“Only in truth does charity shineforth, only in truth can charitybe authentically lived.” We haveto disabuse ourselves from theurban legend that gift-giving isall sweet things and roses. It hasstrict requirements, my dear.

this meteorological catastrophehad shaped their character andviews about life. For the greatmajority of the students it wastheir first time to be involved insuch a large scale volunteer op-eration. This required a lot oftime and sacrifice on their part:staying up late at night, havingvery little food and water, beingdeployed to almost any point withunknown shift hours, and beingexposed to elements that their“university shells” had kept fromthem.

me,” Iñigo shared, “was seeing so

many people hungry and tired.We didn’t have enough reliefgoods. But it moved me how dis-ciplined and how they patientlywaited for their turns.”

“I was involved with organiz-ing the distribution of the reliefgoods,” Calai, a young profes-sional said. “It was quite a head-ache to determine how to system-atically distribute the help and tothose who really needed it. Allthis, however, was so fulfilling!”

Sa ilalim ngbatas, may karapatan pong mag-sampa ng kasong contempt angbarangay captain laban sa isangipinagsusumbong sa barangay nahindi sumisipot sa patawag sa kanyang barangay para sa kaso. Kayalamang, kung magsasampa pa angbarangay captain ng kasong con-tempt, kakailanganin pa niyanggumastos sa abogado, at sa huku-man, kung saan isasampa ang con-tempt.

Gayunpaman, tiniyak niProvincial AdministratorPerlita Mendoza na magpa-patuloy ang rehabilitasyonng mga bahagi ng lalawi-gan na napinsala, lalo na sasakahan.

Batay sa tala ng Provin-cial Disaster Manage Office(PDMO) umabot sa P685milyon ang halaga ng mgapananim na nasalanta ngbahang hatid ng bagyongOndoy sa lalawigan simula

noong Setyembre 26, sa-mantalang umabot namansa P168 milyon ang nasa-lantang ari-arian at mgaimprastraktura.

Ito ang nauna pa la-mang pinsala ng kalamidadsa lalawigan hatid ng big-lang pagbaha sa 310 baran-gay sa 21 bayan at tatlonglungsod sa Bulacan, nahumupa sa loob ng tatlongaraw.

Ito ay dahil sa pagpa-patapon ng tubig ng Panta-bangan Dam na matatag-puan sa Nueva Ecija mulanoong unang linggo ngOktubre na lalo pang na-dagdagan nong Oktubre 8kung kailan nagpataponang dam ng 700 cubicmeters per second (cms) naang katumbas ay 700,000litro ng tubig.

Ito ay nadagdagan pa ng1.5 milyon litro ng tubig napinatapon hanggang arawng Linggo, Oktubre11.

Ayon kay Gloria Carillo,hepe ng provincial agricul-ture office ng Bulacan,umabot 3,240 ektarayang

bukirin ang napinsala ngback flood sa Bulacan kungsaan ay tinatayang aabot saP52 milyon ang halaga ngdagdag na pinsala sa mgapananim.

Sinabi niya na bukod samga bayan ng Hagonoy,Calumpit at Pulilan, napin-sala rin ang mga bukirin samga bayan ng San Rafael,San Ildefonso at San Mi-guel na matatagpuan satimog na bahagi ng Canda-ba Swamp na lumubog ma-tapos umapaw ang Pam-panga River na nakaba-latay mula Nueva Ecija,pababa sa Pampanga hang-gang Manila Bay.

Ang Pampanga River aymay sanga na umuugnaysa Angat River ng Bulacansa bahagi ng Calumpit,kaya’t may tubig na duma-daloy sa nasabing ilog nadumadaloy din sa AngatRiver at Labangan Chan-nel palabas ng Manila Bay.

of the sites slated for develop-ment at that time were environ-mentally unsafe for housing pur-poses, naturally hazardous inother words. Since the identity ofthese sites are already known,what is the government going todo about making sure that thesesame sites that were hit by thefloods will not be inhabitedagain?

Without any doubt, corruptionis a very dangerous evil that couldcause the death of hundreds ofpeople in its consequential ef-fects. What is even more danger-ous is the evil combination of cor-ruption and incompetence, be-cause this union has the poten-tial of killing thousands of peopleat the very least. We have seenthis happen, and we could see ithappening again not unless wewill do something to change it.

From out of the rubble of thedestruction, we should now learnhard lessons that should changethe way we do things, not just fornow, but for good. Not just for usin this generation but for the gen-erations to come, for the sake ofour nation that could practicallybecome a paradise if only wecould deal with the natural haz-ards by using the right legal andtechnological solutions.

As big things start from small

things, we should now start cor-recting our small mistakes thathave worsened into the big prob-lems that are now confronting us.Nothing is too small when itcomes to putting into order thebigger picture which is the safetyand well-being of the bigger popu-lation over and above the pettyinterests of the smaller politicalelite.

I think that it is not too lateto say that we should start withsmall yet basic steps such aswaste segregation and hazardmapping, very simple and yetvery meaningful steps that couldlead us to bigger and more en-compassing solutions that areneeded anyway as we also haveto deal with climate change andglobal warming.

At this stage of our history, weshould be talking about buyingbattle ships and combat jets butnever mind that for now as longas we could buy rubber boats andrescue helicopters. Better still, letus also buy portable toilets andtent shelters if only to prove thatwe know how to take the basicsteps.

Currently, there are 200 farm-ers who are members in DavaoCity alone. The productive lifespan of each cattle is 10 years.“Our dairy federation is the oneand only in Southern Mindanao,”Sanchez says.

The dairy federation got helpfrom the Department of Scienceand Technology (DOST). For one,the staff underwent training onmilk processing and pasteuriza-tion. The government agencyprovided the design for the retortmachine used in milk processing.“As a result of the design, we wereable to spend only P2 million in-stead of the usual cost of P20 mil-lion,” points out Sanchez.

Maintenance of the retortmachine, which is done everyyear, is also provided by theDOST. “We spend aboutP40,000,” Sanchez says. “Thatincludes the airfare of the personsince he comes from Manila.”

It has been reported thatNDA-assisted dairy cooperativeshave been utilized in the milkfeeding program of the govern-ment. Results from the programnoted that the locally produced

fresh milk contributed to the im-provement of the children’s dietand their nutritional status.

The rationed fresh milk con-tributed to about 8% of the totalenergy, 12% of protein, and 41%of calcium intake of the partici-pating children. This narrows theenergy gap by 43.5% among the1-3 year old children and by23.7% among the 4-6 year oldchildren participating in the pro-gram.

The Food and Nutrition Re-search Institute reveals that es-timated underweights and under-heights among 11.99 million pre-school children are 3.674 million(30.6 percent) and 3.77 million(31.4 percent while underweightsand underheights among the 9.31million school-age children are3.065 million and 3.829 million.

According to NDA, milk feed-ing programs have generated jobsand expanded dairy enterprisesin rural areas. “The milk feedingprogram benefits 20,000 childrenannually,” NDA said in a state-ment. “The needed supply of480,000 liters of milk primarilycomes from local milk produc-ers.”

The skeptics of the govern-ment’s policy argue that thestimulus and the bail-outs havenot produced the desired results.Unemployment remains high,the dollar value is plunging—infact, there is talk that the dollarmight lose its world’s reserve cur-rency status.

The touted Keynesian, gov-ernment-led approach to eco-nomic recovery, effective in theyears of the Depression, nowseems to falter. What could be thereason?

There can be many reasons.But it seems to me that this tre-mendous infusion of dollars to-gether with some institutionalreforms in the economic struc-ture will come to nothing if in thefirst place the people are not

ready to be truly productive.More than institutional re-

forms including the combinedbest features of capitalism andsocialism, what seems moreneeded, and urgently at that, is aradical change of heart of all theeconomic players involved—which means everyone.

When that heart is hookedonly on what is convenient, prac-tical, popular, profitable, in short,greed, while largely ignoring therequirements of solidarity, socialjustice, etc., it will not be produc-tive. It will soon get into a dead-end.

It can give only an appearanceof economic activity and growth,but not real human developmentthat is self-sustaining. It can onlyhave fat but not meat.

The logic of gift has to perme-ate our economic affairs, settingin motion real charity in thetruth, so we can really get on witha development proper to us.

“Natural catch basin ng Central Luzonang Hagonoy at Calumpit, kaya limangaraw matapos ang walang tigil na pag-ulansa loob ng apat o higit pang araw ay sakalumulubog dito,” ani Bise Alkalde Santos.

Sinabi ni Santos na isa sa mga dahilanng matagal na pagbaha sa Hagonoy atCalumpit ay ang pagpapatapon ng tubigmula sa Pantabangan Dam.

Inayunan ito nina Mel Halili at AgnesCervantes na kapwa kagawad ng Baran-gay San Juan ng Hagonoy.

“Hindi na makapaghanap-buhay angmga kabarangay namin at yung mgaestudyante ay hindi makapasok sa eskwelakung minsan,” ani Halili. Sinabi namanni Cervantes na dahil sa pagbaha, magingang daloy ng transportasyon ay apektado.

“Dito dumadaan sa aming barangay’yung mga jeep na biyaheng Hagonoy-Calumpit, pero hindi sila makaraan samalalim na baha sa Barangay Bulusan(Calumpit) kaya doon sila umiikot saBarangay Iba (Hagonoy) papunta sakabayanan ng Calumpit,” ani Cervantes.

Sinabi ng dalawang kagawad na dahilsa madalas na pagbaha sa kanilang lugarnasanay na ang kanilang mga kabarangaykaya’t oras na makarating sa mga ito angbabala ng pagbaha ay itinataas na ang mgakagamitan tulad ng mga appliance upanghindi masira.

Ang ilan naman ay nag-iiimbak na ngpagkain tulad ng mga de-lata.

Ngunit dahil sa matagal ang pagbaha,sinabi nila na kinakapos din ang mga taoat nangangailangan ng mga rasyongpagkain bukod pa sa nababahala sila saposibilidad ng pagkakasakit.

Tuwing ikalawang taon mula 1970 aylumulubog ng mahigit isang buwang angHagonoy at Calumpit,”ani Robles patung-kol sa malalim, malawakan at matagal napagbaha noong 1970, ’72, ’74, ’76, at ’78.

Natigil lamang ang mga katulad napagbaha sa dalawang bayan nang mataposhukaying ang Labangan Channel noong1978.

Hinukay ang Labangan Channel atiniugnay sa Angat River mula sa BarangayIba O’este sa Calumpit hanggang sa mgabarangay ng Pugad at Tibaguin sa bay-bayin ng Hagonoy sa Manila Bay.

Ang hukay ay dumaan sa mga bukirinat palaisdaan sa pagitan ng mga bayan ngHagonoy at Paombong.

Batay sa paglalarawan ni InhinyeroJose Gabriel ng Department of PublicWorks and Highways (DPWH), ang Laba-ngan Channel ay isang “flood expressway.”

Sa panayam ng Mabuhay kay Gabrielnoong 2006, sinabi niya na pinag-aaralanng DPWH ang muling paghukay atpagpapalapad sa Labangan Channel.“Silted na kasi kaya mababaw at kailangannang hukayin,” aniya.

Sinabi naman ni Abogado Zoilo Perlas,ang regional election director ng Comelecsa Gitnang Luzon at nananunupang elec-tion supervisor sa Bulacan, ang mga hindinakaboto sa huling dalawang magkasunodna halalan ay pinadadalahan nila ng lihamupang ipaalala na muling magparehistro.

Ito naman ay napatunayan ng mama-mahayag na ito nang matanggap siya ngisang liham mula sa Comelec hinggil sahindi pagboto ng kanyang ama sa halalanglokal at pambarangay noong 2007.

Ang ama ng mamamahayag na ito ayyumao noong 2004.

Ayon kay Perlas, tanging ang listahanng mga botante ang kanilang basehan nghindi pagboto.

“Hindi kasi kami nabibigyan ng mgamunicipal civil registrar ng listahan ngmga namatay sa bawat bayan, kaya depen-dent kami sa voters list,” ani Perlas.

Ito ang dahilan kung bakit ang nila-laman ng sulat ng Comelec sa mga hindibumoto at maging sa mga namatay nabotante ay nasa tema ng pagpapaalala nahindi sila nakaboto sa dalawang hulinghalalan.

“We don’t have much time to know kungpatay o buhay pa sila. Basta we are basingour decision sa record na hindi silanakaboto. Kung sasabihin naming patayna sila, baka magkamali kami at made-manda pa,” ani Perlas.

Hinggil sa demonstrasyon ng Smart-matic-TIM ng kanilang makinang ga-gamitin sa automated election sa Bulacan,ani Maclang, “Wala pang schedule. Baka

ang dalawang araw na training workshopng mahigit sa 100 regional at mga provin-cial director ng Comelec noong Setyembre29 at 30 sa Bayview Park Hotel sa Maynila.

Ang nasabing training workshop ayisang daan para sa sanayin ang mgaopisyal ng Comelec sa automated electionsystem na unang gagamitin sa 2010.

“The two-day workshop is aimed toalign the efforts of Comelec and Smart-matic-TIM to establish working proce-dures on the ground for the success of theAutomated Elections System (AES),” aniGene Gregorio, ang tapagasalita ngSmartmatic-TIM.

Inamin naman ni Comelec ChairmanJose Melo na ang automated elections aypuno ng hamon ng sabihin niyang, “Theproject is full of challenges and would re-quire a mammoth mobilization of men andmachines.”

Iginiit din ni Melo na may tiwala angComelec sa kakayahan ng Smartmatic-TIM Regions Team na matugunan angmga hamon at maging matagumpay anghalalan sa 2010.

Isang pangunahing bahagi ng nasabingpagsasanay ay ang isasagawang Country-wide Site Survey, isang kritikal na gawainupang matukoy ang mga lugar kung saanmayroon at walang network coverage ang80,000 clustered precincts.

Kabilang din dito ang pagtukoy sa mgakalagayan ng mga lugar kung saanilalagay ang mga polling center.

Ayon sa Smartmatic-TIM, ang resultang isasagawang site survey ay maka-katulong sa pagdidisenyo nila ng isang vir-tual private network (VPN) kung saanlilikumin o pagsasam-samahin ang mgaterrestrial at satellite network sa pagpa-pahatid ng mga election return mula samga polling center patungo sa iba’t ibangdata center.

Ang tetano ay isangnakakamatay na sakit nasanhi ng impeksyon mulasa bacterium na ang epektosa tao ay ang paninigas ngpanga.

May nagsasabi na itoang ginagawa ng kalika-san: kapag hindi natintinapon sa maayos na pa-mamaraan ang ating ba-sura, ibabalik ng kalikasanang basurang ating bastana lang itinapon.

Minsan, sumasang-ayonako sa isipang ito.

Tayo ang siyang dapatmagsimula ng pagliligtasng mundo at buhay.

of Adoption issued by Yokohama Family Court dated August 28, 2009,which was filed on September 1, 2009, allege among others: that pe-titioner Emily Papistol Takegami bore two (2) children out of wedlock,namely: Mikka Papistol born September 4, 1996 and Makki Papistolborn on May 2, 2000; that sometime in 1994, petitioners Emily PapistolTakegami met her co-petitioner Junzo M. Takegami: that since then,petitioner Junzo Takegami continued to court her , that sometime onAugust 1999, petitioner Emily Papistol Takegami and petitioner JunzoTakegami became sweethearts; that despite the fact that the petitionerEmily Papistol had already an illegitimate daughter named Mikka, peti-tioner Junzo Takegami still proposed marriage to petitioner Emily PapistolTakegami; that despite the fact that she was pregnant with her secondchild, thereafter named as Makki, their wedding was scheduled onOctober 8, 1999, which marriage was solemnized by Rev. Bagsik inthe City of Manila; that on July 2001, petitioner Emily Papistol went toJapan to live with her husband; that petitioner Junzo M. Takegami de-cided to sponsor the vacation of petitioner Emily’s children in Japan onSeptember 2005, which vacation lasted for three (3) months, and onApril 2006 which lasted for four (44) months; that petitioner Junzo M.Tekegami, having learned to love Makki Papistol and Mikka Papistol,decided to adopt them, so as to give them the status as legitimatechildren of petitioner Junzo Takegami and in order to bring the childrento Japan; that on February 1, 2007, petitioners Junzo M. Takegami andEmily Papistol Takegami filed a petition for adoption before the YokohamaFamily Court in year 2007 (Family Court) No 1810, 1811 and a Deci-sion dated December 28, 2007 was rendered by the Court granting thepetition; that the said decision was duly authenticated by the Depart-ment of Foreign Affairs (DFA), Manila; that a certification dated August14, 2009 was issued by the City Civil Registry Office for the City ofManila, certifying that the same has been filed and recorded in saidoffice under Reg. No. 875, Series of 2009; that in view of the same,herein petitioners filed this present case for judicial recognition of theDecree of Adoption issued by Yokohama Family Court; that said adop-tion was for the benefit of the two children, namely: Mikka PapistolTakegami and Makki Papistol Takegami: that the decision dated De-cember 28, 2007 rendered by Yokohama court was in accordancewith the Family Code of the Philippines and Republic Act No. 8552,otherwise known as the “Philippine Domestic Adoption Law” and forthe benefit and welfare of the two (2) children of petitioner Emily PapistolTakegami that petitioners pray that after due notice and hearing, anorder/decision be issued judicially recognizing the Decision dated De-cember 28, 2007 rendered by Yokohama Family Court granting theadoption of the two (2) children Mikka Papistol Takegami and MakkiPapistol Takegami and the Court Decree dated May 12, 2009 issued inJapan; and that ordering the Locala Civil Registrar of Bulacan, Bulacanto cause the registration of birth of Mikka papistol Takegami in accor-dance with the Decree of Adoption issued by Yokohama Family Court.

Finding the petition to be sufficient in form and in substance, letthe initial hearing of the petition be set on November 6, 2009 at 8:30o’clock in the morning before this Branch of Court located at 2nd Floor,Bulwagan ng Katarungan Bldg., Provincial Capitol Compound, MalolosCity, Bulacan on which date, time and place all interested persons arehereby required to appear and show cause why the petition should notbe granted.

Sa pagbabalik ni Pagdanganan sa larangan ng pulitikasa lalawigan ay makakatunggali niya si Kint. Marivic SyAlvarado, ang maybahay ni Bise Gob. Wilhelmino SyAlvarado, ang naging katambal ng dating gobernador sahalalan noong 2007.

Pinabulaanan din ni Pagdanganan ang balitangkumakalat na kakampi na siya ng grupo ni Gob. Men-doza na tumalo sa kanya sa pagka-gobernador noong2007.

Ipinahayag din ni Pagdanganan ang pangamba natuluyang mawalan ng alokasyong tubig ang magsasakangBulakenyo dahil sa pagsasapribado ng Angat Hydroelec-tric Power Plant (AHEPP) ng National Power Corpora-tion (Napocor) na siyang namamahala sa Angat Dam.

Hinggil naman sa kanyang isinampang election pro-test laban kay Mendoza, sinabi ni Pagdanganan na halos100 araw na itong nakabinbin sa Korte Suprema.

“I’m still hoping that the Supreme Court will rule onthe case soon,” ani Pagdanganan na sinabing matapos namuling bilangin ang mga boto sa Bulacan ay lumamangsiya kay Mendoza ng 46,134 boto.

Matatandaan na matapos bilangin ang boto sa 21bayan at talong lungsod sa Bulacan noong 2007 electionsay lumamang ang dating kapitan ng barangay na siMendoza kay Pagdanganan ng 15,732 boto.

Iprinoklama si Mendoza bilang gobernador, ngunitnagsampa naman sa Commission on Elections (Comelec)sa Maynila si Pagdanganan ng election protest noongHulyo 1, 2007.

Batay sa mga dokumentong ipinakita ni Pagdanganansa Mabuhay, mula pa noong Nobyembre ng nakaraangtaon ay sunod-sunod na mosyon ang inihain ng abogadoni Mendoza sa Comelec.

Ayon kay Pagdanganan, isa iyong istratehiya upangantalahin ang pagpoproklama sa kanya ng Comelec bilangnagwaging gobernador ng Bulacan.

Ayon sa mga dokumentong hawak ni Pagdanganan,nag-utos noong Pebrero 5 ang Senate Electoral Tribunal(SET) na ilipat ang mga balota mula sa Bulacan sa Senadoupang magbigay daan sa protesta ni Aquilino “Koko”Pimentel laban kay Senador Juan Miguel Zubiri.

Dahil dito, nagsumite ng Motion for Suspension of Fur-ther Proceedings noong Marso 27 ang abogado niMendoza at sinabing wala na sa kustodiya ng Comelecang mga balotang nirerebisa.

Ngunit iginiit ng abogado ni Pagdanganan na taposna ang pagrebisa at isinumite para sa resolusyon.

Muling nagsumite ng mosyon ang kampo ni Mendozanoong Abril 29 na ibinasura ng Comelec.

Sinundan pa ito ng isang mosyon para sa rekonsi-derasyon na isinumite ng kampo Mendoza noong Mayo11, ngunit ibinasura din ng Comelec noong Mayo 26.

Ang pinakahuli ay ang pagsusumite noong Hulyo ngabogado ni Mendoza ng motion for prohibition and cer-tiorari sa Korte Suprema kung saan ay nananatilingnakabinbin ang kaso.

Ayon kay Pagdanganan, umaasa siyang bago mataposang taon ay magdedesisyon na ang Korte Suprema sakanyang kaso.

Si Pagdanganan ay isang dating mataas na opisyal ngUnilever, isang multinational corporation nang siya ayitalagang gobernador ng Bulacan matapos ang EdsaPeople’s Power Revolution noong 1986.

Nanungkulan siya bilang gobernador hanggang 1998kung kailan kumandidato siya bilang Senador ngunitnatalo. Muli siyang kumandidatoi bilang Senador noong2001 ngunit muling natalo.

Diether adds, “Whether it’s working or working out, I always make ita point to spend the energy that I accumulate from the food that I eat –my more than six meals a day. I always make it a point to burn thecalories.”

He takes it a step further by knowing his calorie intake for the day,something that most people forget about. “I try to measure my intake toknow what other activities I should do to burn. Whether I am just singingin the bathroom while preparing for work, or while lifting my luggage tothe car, I require energy for that. Definitely any simple household chorelike cleaning your bedroom or getting rid of excess stuff in your cabinetrequires a lot of energy. Our body is designed to do physical activity.”

Gulp to Good HealthThe third HAL value goes hand in hand not just with regular physical

activity – but with everyday life as well: proper hydration. Staying hy-

His many roles on and offcamera have taught Diether theimportance of being healthy andactive and at the top of his gameevery time. But you don’t needto be a mulit-tasker or a star likehim to live a healthy and activelifestyle or HAL. It’s somethingthat you can do, whatever yourjob is, whatever your likes anddislikes are. You just need to fol-low three key values: a balanceddiet, regular physical activity andproper hydration.

Busy Days Need

Balanced DietDiether understands very

well how important a balanceddiet is. “Since my schedule is soerratic, I really need to have abalanced diet because that’s theonly way I can sustain my en-ergy for the entire day. I eat inmoderation; in fact I eat morethan six times a day. It’s morethe quality of the food that I eatthan the quantity.”

He is also not the type to belured in by fad diets. “I don’teliminate impor tant nutrientsfrom my diet especially carbo-hydrates which give me energyand which I need for my day. Soit has to be a balanced diet. Youneed a good variety of choices

Your body is constantlylosing water — through yourbreath as you exhale, throughyour skin as perspiration, andthrough urine. This water mustbe replaced to maintain goodhealth.”

Diether wholly agrees. “It’svery important because yourbody won’t function properlywithout proper hydration. If youare going to have a very activeday, just make sure to keep your-self hydrated. Any variety of drinkor even foods which containwater are good sources for re-hydration, like turnips and wa-termelon, they have lots of wa-ter.”

The BIHW recommendsdrinking not 8 glasses of waterbut more; 11-16 cups of total flu-ids depending on age, weight,gender, the weather and level ofphysical activity. Water is not theonly source of hydration but allbeverages and foods like fruits,

to make sure that your body gets everything it needs to stay healthy andactive. Eliminating one type of food from your diet may lead you to missout on important nutrients. You can make choices to meet your nutri-tional needs from consumption amounts recommended in the food pyra-mid. Furthermore, there are no “junk foods,” only junk diets or bad com-binations of food and excessive eating. Basically all types of food havetheir own value to the body. Just make sure to maintain moderation:Remember that anything in excess is bad for you.

Active All Day, Any WayAn avid fan of sports, Diether is no stranger to the next healthy and

active living value: regular physical activity. “I am a very active person,”says Diether. “It’s something that has become part of my life not be-cause I need to work out but because I need a balanced lifestyle.” Heprofesses a love for water spor ts and motor spor ts. He doeswakeboarding, sailing, badminton, golf, and sometimes tennis. He trieseverything from motocross, rallycross, to mountain biking. As he says,he’ll do anything that can get him moving.

Being physically active doesn’t necessarily mean going to the gymto work out. Although it is an excellent place to stay fit, if it’s not yourthing, you do have other options. Experts just recommend being activefor an hour to an hour and a half everyday doing anything that can get

vegetables, soups and stews. Even your favorite juices, teas and softdrinks can hydrate too.

Love Yourself to Enjoy LifeIn the end, Diether explains that being healthy and active means be-

ing able to do the things you want and enjoy. “You have to be good toyourself. You have to love yourself. It is the only way you can functionproperly. If you feel good inside, you look good outside; it really radiates.There are a lot of things that you enjoy doing so always remember thatthe way to enjoy life is to take care of your body. You only live once andyou want to experience everything in this world. How are you going tothat? You have to sustain a healthy and active lifestyle.”
