Conmen trying new tricksBy Our Staff Reporter

Conmen are resorting tonew tactics to lure their vic-tims.

Recently, a man followed asenior citizen (resident ofEaswaran Koil Street, WestMambalam) who was goingto the T. Nagar bus termi-nus.

There he struck up a con-versation with him andgleaned information aboutwhere he was going.

After the senior citizenboarded a bus, the man wentback to the senior citizen’sresidence and told his wifethat her husband had met

with an accident and was inhospital on Anna Salai. Heintroduced himself as Mani,a ward boy in the hospital, and offered to accompany herto the hospital.

Not quite convinced, thelady telephoned her son toinform him of the accident.Seeing her in conversationwith her son the man disap-peared.

The son called his fatherover the phone to learn thathe was quite safe and hadreached his destination.

What the conman wouldhave done to dupe the womanis anybody’s guess.

NO HOLDS BARREDBy M. A. SADANAND

Deepavali is not only explosive but also sweet. The cracker chaps afloat with their wares in the Island

Grounds, to which space they were isolated from thehumdrum denizens of the city, did a bumper sale if thethousands crowding the ENT clinics after the festival areany indication, in spite of the entry of the northeastmonsoon which had held itself off deliberately to dampenthe festivities at the behest of social activists who arereally wolves in sheep’s clothing.

When the big bang started early on D-day, I was at thefag end of a dream in which Aishwarya Rai, the mostbeautiful woman on earth, was offering me a cup of coffeeand I was wishing her the express-delivery of a beautifulgirl who would raise the hackles of Cleopatra and therecently-dead Elizabeth Taylor.

Aishwarya thanked me and was refilling my cup of joywhen an atom bomb exploded perhaps a mile away andbrought me back to Second Avenue, Anna Nagar WesternExtension. I sent a curse to the bomber and told Lakshmiabout my vision. Our day was made!

It is good to see well-dressed people out in the open foran expo, especially when they ring your door bell andproffer a bag containing sweets and say “Happy Deepavali”.This is an acknowledgment that good prevails over evil andthat, until 2012, the protective armour of good will con-tinue to act. It is the absence of this protection that killedpolice officers Hemant Karkar, Asok Kamte and VijaySalaskar when the Pak gang attacked Mumbai. Theywere bereft of bullet proof vests of quality and they died forthe country.

“Lakshmi, let us send Aishwarya a good wish message.I don’t know her address, but just write ‘Mumbai’ after hername”.

Hundreds of shops down shutters for a dayHundreds of shops down shutters for a day

Continued from page 1rule violations.

Officials had announced onNov. 8 that the second phaseof sealing of shop buildingsconstructed in violation of buil-

Usman Road Sathya Bazaarding rules will begin on Nov.17. Representatives of trad-ers’ associations gathered onRan-ganathan Street for ameeting but moved indoorswhen told by the police that

they had not obtained permis-sion to hold a public meeting.

At the end of the meeting, the associations issued a jointappeal to the Chief Ministerto cancel the ‘lock and seal’

orders and allow the shops tofunction, citing livelihoodissues of several thousandpersons employed in the sho-ps. CMDA and Chennai Cor-poration had sealed 25 build-

ings in the first phase. The two bodies had served

notices on 62 buildings sinceSeptember. The deadline forabout 30 of them is nearing.

A recent review meeting con-

ducted by the State Govern-ment noted that about 1.5 lakhbuildings in the city had vio-lated norms of floor space index(ratio of land to built-up area),parking and setback area.

This is how T. Nagar came into being anddeveloped over the years

Until the turn of the 19th

century, the villages to the westof Mount Road formed a part ofChingleput District.

Railways laid the suburbanrailway line from Egmore toKancheepuram in 1911 with astation in Mambalam.

During 1923-25, a townshipwas carved out of the southernpart of the erstwhile Mamba-lam zamindari.

It was named ThyagarayaNagar (T. Nagar) after theJustice Party leader PittiThyagaraya Chetty.

1928The lush green Panagal

Park, named after the thenChief Minister Raja of Panagal, was thrown open to the public. The Hindu quotes the MadrasGovernor Viscount Goschensaying that there was conside-rable apprehension with regardto the financial success of thetownship.

1930sPondy Bazaar began to

make its appearance. It wasinitially known as Soundara-pandia Bazaar after JusticeParty politician W. P. A.Soundarapandian Nadar.

1950s-60sVegetable shops and small

stores start coming up onRanganathan Street. One ofthe busiest streets in India, itwas supposed to be namedRangaswamy Iyengar Street. At a time when it was usualpractice to name streets afterthe first resident, the religiousand self-effacing Rangaswamyrequested civic authorities toname the street after LordRanganatha of Srirangam.

1962Thyagaraya Nagar bus

stand inaugurated by ChiefMinister K. Kamaraj. Therewere 650 Government busesoperating in the city.

1982There was a spurt in deve-

lopment within the T. Nagarmarket area. GRT expandedwith a new jewellery showroom.

1994Proposals to convert T. Na-

gar into a ‘pedestrian shoppingcampus’ began to take shapeas part of the Madras Vision2000 project.

2000-2006The period of ‘extreme

growth’, as one trader body putit, when the number of shopsincreased by 300-400%. On anaverage 5 lakh shoppers visitT. Nagar daily.

August, 2008North Usman road flyover

opened. Usman Road becomesone of the most highly pricedreal estate zones in Tamilnadu.

From The Hindu ArchivesThere used to be a public

radio inside Panagal Park thosedays. A small crowd wouldgather there to listen to musicand news.

The crowd dispersed afterthe last news broadcast at7.15 p.m, after which all thestreets would become deserted.

Krishna Kumar, passed the or-der on a special leave petitionfrom the association against thesealing and closure of shops inT. Nagar on Oct. 31.

Sundaram submitted that theshops were sealed without evengiving the owners an opportu-nity to put forth their conten-tions. He said that the Govern-ment had brought forward anordinance to regularise thebuildings and it was to be madeinto an Act.

Justice Bhandari asked theAdditional Advocate General,“Is it proper for the High Courtto pass an order without evenhearing them, when they saythey are in existence for 20 or 25years. Principles of natural jus-tice demand that they must beheard and appropriate ordersare passed on their applications. We are not saying anything onmerits.”

The Bench, while disposingof the present SLP, ordered sta-tus quo and made it clear thatthere should be no further seal-ing or demolition. In respect ofthe shops already sealed, theBench asked the High Court topass appropriate directions af-ter hearing the petitioners whenthe matter is taken up on Nov.30. The SLP said it was directedagainst the sudden closure offamous business establish-ments, textile showrooms andshops in existence for decades.

While the Chennai Corpora-tion sealed 21 buildings, theChennai Metropolitan Devel-opment Authority sealed sixbuildings on Oct. 31. As a result, not only the owners but alsothousands of employees wererendered jobless.

The shopkeepers were ag-grieved that buildings weresealed by declaring them asunauthorised and illegal, whentheir applications for regula-risation were still pending be-fore the authorities concerned. The SLP said that in not consid-ering their representations to

Supreme Court orders status quoshowcause notices issued tothem, they were deprived of anopportunity of proper hearing.

The SLP said that the authori-ties had resorted to vague crite-ria in declaring the buildings asunauthorised without anyguidelines. Further, termingthem serious violations, waterand power supply and sewerageconnections were disconnected, followed by cancellation of tradelicences and these were fraughtwith serious consequences. Itsought a direction to quash theinterim order and a direction toopen their shops forthwith.
