ESTD: 1955

All India Federation of the Deaf (AIFD) is an apex body of different affiliated organisations spread all over India and serves the deaf community in elevating living quality of them. Globally, it works with World Federation of the Deaf (WFD), which is in turn affiliated to UNESCO, UNICEF and ILO of United Nations Organisation (UNO). The Federation was set up on 22nd December 1955 with an aim to unite the Deaf all over country. AIFD has been presented number of awards at National and State level.

For Socio-economic mainstreaming of the hearing impaired, AIFD has promoted Multipurpose Training Centre for the Deaf (MPTCD) at Delhi, which renders vocational training with residential facility for the Deaf boys and girls. Projects of AIFD are duly recognised by the Ministry of Social Justice and Empowerment, Govt. of India, and ITI.

To

develop awareness campaign,

AIFD

has been constantly supplying necessary assistance to the

affiliated organisations

and

brings different NGOs

working for similar causes

under one umbrella.

Multipurpose Training Centre for the Deaf (popularly known as MPTCD) at Qutub Institutional area in South Delhi

renders job oriented vocational training with residential facility for the deaf boys & girls. The training Centre has two

separate buildings on its 1.5 acres campus. There are also open space for future expansion and playground.

Hearing impaired, age between 14-30 years are being trained at MPTCD in different trades. Presently, it runs four

main trades e.g. Computer (PGR & PGA), Photography, Fitter & Turner and Cutting & Sewing (Tailoring). Each trade

is subdivided in two batches for fresher and advanced students with duration of one year for each batch. The 1st

year Refresher courses (one year) are mostly for confidence building in the trade along with linguistic mainstream-

ing. 2nd year advanced courses are kept equivalent to ITI curriculum. So, the total list of batches is as follows:

Cutting & Tailoring (Refresher)

Fitter & Turner (Refresher)

Fitter & Turner (Advanced with ITI Curriculum)

Computer Basic (Refresher)

Computer—Printing Graphic (Advanced Level)

The institute has trainees not only from Delhi, a good number hearing impaired youth from other states of India take

admission every year. Cutting & Sewing and Photography courses are recognised by National Council of Vocational

Training (NCVT), Govt. of India. Initiative is going on for recognition of other courses too. The digital techniques in-

cluding use of software have been added with the traditional wet process in photography curriculum to make the

training more contemporary. Institute run Computer training course provides basic training and job related Printing -

Graphics. Turner— Fitter is a specially designed course which helps to get job easily in mechanical industry.

The academic season starts from August every year. Candidates seeking admission are required to qualify the

screening test conducted by MPTCD and or according to directive of ITI authority, ministry of Technical Education,

Delhi. Candidate who has passed at least VIII standard and 14 years of age is eligible for admission. Special cases

are treated subject to individual merit. The Projects of AIFD are duly recognized by the Ministry of Social Justice and

Empowerment, Govt. of India. Since its inception (1977), MPTCD has produced more than 2845 boys & girls. Many

of them have been gainfully employed in different parts of India.

Final Examinations are conducted by external examiners from ITI, INSDOC etc. The Cutting & Sewing (tailoring) and

Photographer trades are run under the guideline of ITI. In the First 4 batches of ITI, the candidates have come out

with 100% success, and secured more than 82% marks in average in practical examination. Two more course, Fitter

trade and Data Entry are in the pipeline for reorganization of National Council for Vocational Training (NCVT). AIFD

feels sure of the possibility of their gainful employment because of the ITI recognition in future.

Every trade being trained by the instructors of that specified field as per NCVT norms and special skill training is being provided by the professionals. Students are also taken for field visit to gain experience. For practical, institute provides instrumental support and students are being taken care individually.

Cutting & Sewing: In tailoring section (both ITI & non ITI) each

student use individual set of instruments including sewing machine both manual and motorized. Institute is planning to induct modern computerized machine for skill training.

Photography: Photography students get opportunity to handle

different types of camera from vintage models to modern digital cameras besides operating traditional wet process and modern digital technology including handling different photo-software. Photography students also learn to do graphic works related to Photographer profession.

Computer: Computer students learn the basics of computer,

Data-entry and later profession related graphic-printing using modern software. Students also allowed practicing extra time after class hours under guidance of our instructor.

Turner-Fitter-Welder: Institute runs a unique combined tech-

nical course of Turner-Fitter-Welder for two years following ITI curriculums. Institute workshop has two types of Lathe, drilling and grinding machine for tool making. Welding training is provid-ed on the fourth quarter of training after students’ concept is clear about metallurgy. Total protection measure is taken during the training. This combined course attracts numbers of small tools making factories and a good number of students from this trade are employed in the industry.

Overall performance of MPTCD in sports and other extra curriculum activities are impressive. Some individuals

showcased their performances remarkable. Many students had been qualified for National & International Level com-

petitions in Soccer, Cricket, Chess and representing state teams regularly. Two students represented National Deaf

soccer team for international tournament in Seoul, South Korea in2011. In cricket, Institute team won good number

of friendly match and two students represented Delhi deaf cricket team.

AIFD organise excursion for students every year to get socialise with fellow-students, outsiders and to learn the life

outside the home or classroom setting. MPTCD trainees take active part in adventure camps in Uttrakhand, Chhattis-

garh and other locations hosted by AIFD independently or jointly with other NGO.

In the art and cultural field students of MPTCD participate in various competitions in Delhi and other places and won

prizes. Three of our students awarded in Spot painting Competition in All India Level organized by the Ministry of

Urban Development. Mrs. Ranjit Makar one of our senior teachers of Cutting & Tailoring honored as best teacher

by YMCA Nizamuddin unit at a competition. With the support of Lioness Club Gurgaon and Art of Living, Yoga clas-

ses are organized time to time. Mime skits staged by MPTCD students on social awareness are well popular and call

shows offered by the organisers of international conference including different institutions and star graded hotels.

Students won number of prizes for their acting skill.

Scholarship : Scholarships are arranged by AIFD for needy students including some sponsorship for poor ones.

Institute also help the students to furnish the applications for Government grants applicable for disable . Every year

good number Scholarships have been awarded to needy deaf students with the help of philanthropists, Jindal Foun-

dation, Lioness Club etc.

Approximately an amount of Rs. 1,84,000/- has been awarded among 75% of students in form of scholarship/

sponsorship/award from Govt., & other generous donors during 2011-2012 averaging around Rs. 7000/- per persons

annually.

AIFD runs a Hostel with separate section for boys & girls. Hostel has running hot and cold water facility for

the students. Accommodations are dormitory with separate personal chest. Hostel also has canteen for

fooding facility. Normally four course veg — meals are served beside breakfast and afternoon tea to the

students. Student’s common room has TV for entertainment. Girls’ wing has separate TV connection.

Students can go out for local purchasing if necessary with prior permission from warden. Girl students are

escorted by a teacher or warden for their shopping. Institute has introduced guest room facility for the out

station parents who want to halt for a night or a day as most of the students are from outside Delhi.

Medical facility : AIFD organize medical checkup camp time to time inside the campus. Well known

Eye hospital ‘Venu’ organises ophthalmic camp at MPTCD campus once a year for students. For general

health related problem institute maintain a contact with Delhi Government Health Centre located nearby.

Two AIFD advisors, Dr. B.M. Abrol, eye specialist and Dr. C. M. Saini provide necessary support and pay

their visit when required. Hostel also has separate Sick room for student.

Placement Section AIFD runs a placement section through which qualified deaf people are employed in various government

and private Organizations. The placement unit pursues the pass outs of MPTCD students for suitable job.

Though the job market is shrinking day by day, the reputation of our training are well acclaimed by different

employers including government sector.

Govt. jobs are hard to get and their employment system is different, its works directly a through advertisement, vocational

rehabilitation Centre's and Special Employment Exchanges. AIFD on the other hand tries to reach private establishments

and industries, where we are able to get a number of deaf employed.
