I would be false to the feelings ot my people and those ot t he Government of the Republic it I were silent before the cruel outr~ge ot which,- without the slightest Justification,- a tree Nation that has reached so high a degree or law-abiding civilization end authentic culture is now the victim. The small nations ot the world, which, eager tor peace, seek t he well-being of t heir sons within the reality ot inalienable libertiee and, holding strictly t o the rules ot right, wish to maintain irrevocably t heir full independence, whatever sacrifice such maintenance may involve, cannot, without endanger ing their own exist ence , r emain indifferent to a total disregard or t hose rules,

The Legation has been instructed to assume a discour aging attitude if t he subject of financial assistance to Finland in meeting r eparations obligat i ons is broached, but not to attempt a definitive answer . Ther e has been some indication that not only t he Government of Finland but the Governments of Sweden and the Soviet Union as well ar e inter ested in what t he United States pol icy wi ll be on the matter under r eference.
