I reported last month that our cash position was very poor. Unfortunately it is worse now. We were unable to make the September transfer to reserves and will, in all likelihood face a cash deficit on October 27th when we have to pay our water bill. Our projection is that the deficit will be even worse the following week when we must meet payroll and pay the normal end of the month bills. With no good options available to us, we consulted our attorney whose general informal advise

statutes. However, there are times when an association is in poor financial condition and there are no alternatives; in other words, an association should not fail to pay the water and power while money is in the reserve account. The Division has suggested in the past that borrowing from reserves may be permissible so long as the reserves are fully funded, there is clear docu-

At the October 18, 2011 Open Board meeting, based on a cash flow chart I had given the Board members earlier and the fact that our reserve account now has a cash balance in excess of $3,000,000 when the reserve study calls for only about $2,100,000 at the end of this fiscal year, the Board approved, if the anticipated deficit actually occurs, a loan of up to $100,000 from re-serves to operating to be repaid by February 28, 2012. The reasons for the poor cash position fall mostly in two categories; aged owner balances (amounts owed Los Prados that are more than 90 days late) and revenues not meeting expecta-tions. Aged owner balances have increased by over $40,000 since March 1, 2011. Golf reve-nues are nearly $150,000 less than budgeted and F&B revenues are about $64,000 less than budgeted. While expenses in each of those departments are also less than budget, the two de-partments are a combined worse than budget figure of around $120,000. Those negatives more than offset the positive in the General category (administration, loop road, maintenance, and se-

Hello Everyone,

I am pleased to have been selected as your new Chief Operating Officer at Los Prados. By the time you are reading this, I will have been in the position for one month. Los Pra-dos is a wonderful community and I am ex-cited to meet so many nice people. As part of the new management structure, I will be coor-dinating with Mr. Gerry Northfield who will be heading up those services requiring a CAM. My background is in the hospitality industry with a focus on clubs. I am looking forward to bringing new ideas as well as addressing op-erational matters to enhance your enjoyment of the amenities and services at Los Prados.

TugBoat Society Dear Los Prados Friends: For the ninth year in a row, The Tugboat Society, Inc. will be assisting Nellis Air Force Base First Sergeant's Association to provide the components for a Thanksgiving holiday dinner to military families who are struggling financially. We are blessed again this year to have received some corporate grants from Wal-Mart Corpora-tion, and combined with generous donations from organizations and individuals like you, we plan on supplying 100% of the food baskets for 700 fami-lies! Each gift basket will include a frozen turkey and ALL of the side dishes to comprise a tradi-tional American Thanksgiving meal!

You can be part of this by contributing cash, 100% of which is converted to food. All tax-deductible donations are spent on specific holiday meal items* and are then taken to Nellis where holiday baskets are assembled for the recipients. 6. If you fill out a courtesy vacation watch form with Security, please in-sure the emergency contact informa-tion is on the form for both you as you are out of town and your contact per-son here in Las Vegas.

7. If you have a security system in your home, please insure that the contact person here in Las Vegas can gain en-try with the proper access codes.

October's general meeting was called to order by President Geneiva Cestkowski and all officers were present. Vice President Linda Chandler, our repre-sentative on the Los Prados Golf Board, reported that the pond on # 9 will be cleaned up and that the course will be well marked for our Invitational on October 26. The course played tough with the rough being high and balls were hard to find. She also said the Thanksgiving tournament is scheduled for Sunday, November 20.

The October Low Gross winner was Debbie Rainey and the Low Net winner was Linda Erick-son. Awards Chair Laura Cumming presented Deb-

round in September. Congratulations to all of you! Laura also explained the mechanics of the Ringer award for the benefit of new members. The new Ringer started in September and will run through December. The first score is posted for the first La-dies Day, then any subsequent Ladies Day a better score is shot for any hole, it is recorded. The culmi-nation of the best scores, minus your handicap, is how the winners are determined. There are three flights. (5112 Mandrake Lane).

Tournament Chair Cheryl Rodriguez had the $25 drawing which was won by Geneiva. Cheryl also announced that her 65-member women's choral group, Celebrity City Chorus, will be competing in an international competition in Houston on October 20. The final competition will be October 22. Good luck to all of you!

Nancy Williams mentioned that Sue Geil is having a pretty tough time recuperating from eye surgery so keep her in your prayers. Ginny is doing much better. Avis Bata is also recovering from knee sur-gery but was able to attend the meeting in her brace. We wish them all speedy recoveries.

Nancy reported on the WSNGA meeting stating that the Board is quite concerned about the ten-tative decision by SNGA to cut their handicap subsidy by 50% next year. This could signifi-cantly impact what WSNGA can do for our member clubs affecting team play, fun days, Sil-ver Cup and other tournaments. Currently there are 2400 women in WSNGA and 11,000 men in SNGA. LPWGA will mainly be affected through team play costs. Rules Chair, Ruth Golden, stated that when the tee markers are missing (such as today on a few holes), just play from the permanent red mark-ers. That way everyone will be teeing off from the same place. By the time you read this, the Fall Social and the Invitational will be happy memories. Questions have been asked about the necessity to over seed each year and it was explained by Mr. St. John that the underlying Bermuda grass used on the course becomes dormant in the winter months and requires a rye overseed to prevent the course from going completely brown and possible frost damage to the Bermuda when carts run over the grass. There is no way to replace the Bermuda grass short of physically stripping the course of all grass. Bermuda will not permit other grasses to survive. Mr. St. John noted that the sand box now contains a mixture of rye seed. Players are encouraged to use this mixture more aggressively for the next few months.

Rule 11-4. Playing from Outside Teeing Ground a. Match Play

If a player, when starting a hole, plays a ball from outside the teeing ground, there is no penalty, but the opponent may immediately require the player to cancel the stroke and play a ball from within the teeing ground.

b. Stroke Play

If a competitor, when starting a hole, plays a ball from outside the teeing ground, he incurs a pen-alty of two strokes and must then play a ball from within the teeing ground.

If the competitor makes a stroke from the next teeing ground without first correcting his mistake or, in the case of the last hole of the round, leaves the putting green without first declaring his intention to correct his mistake, he is disqualified.

The stroke from outside the teeing ground and any subsequent strokes by the competitor on the hole prior to his correction of the mistake do not count in his score.

Did you hear about the hole-in-one on hole number six? Well as it turns out it was not as simple as a one stroke and it goes in the hole. After hitting the ball toward the green the player arrived at the green and saw a ball close to the green and assumed it to be his. He chipped the ball on to the green and when he marked it discovered it was not his ball. He looked in the cup and found his ball. Concerned that he may have a rules problem with his hole-in-one he contacted me for advice. Rule 1- teeing ground into the hole by a stroke or successive strokes in accordance with the Rules -1/4 fits this case exactly it says:

1-1/4 Player Discovers Own Ball Is in Hole After Playing Wrong Ball Q. A player played to a blind green and putted what he thought was his ball. He then discov-ered that his own ball was in the hole and that the ball he had putted was a wrong ball. What is the ruling?

A. Since the play of the hole was completed when the original ball was holed (Rule 1-1), the player was not in breach of Rule 15-3 for subsequently playing a wrong ball.

LIBRARY FACTS This is a recap for new residents. The library is a non-funded function of our community. It has a fantastic stock of current hard and paper back books of almost every genre, along with a fair elec-tion of books on tape / CD, AND jigsaw puzzles. It is stocked solely from the donations of our residents and operates on an honor system. It is maintained by a small staff of volunteers.

Because there is no control over donations and/or withdrawals, the library cannot be stocked in the same manner as a regular library. However, there are several systems in place to aid users in finding their favorite author and reading type. All the shelves in the library are numbered and all book shelves are in alphabetical order. There is a locator board on the wall which indicates read-ing types and authors as well as indicating the shelves on which the books and items are located.

It is requested that all donations and returns be placed in or around a box located near the fire-place. If you are considering a large donation of items, it is hoped that you call me before doing so. Also, all suggestions , comments and recommendations regarding the library and this column are welcome.

The mammoths, ground sloth, camels and horses that called Southern Nevada home before us may be gone, but some of their remains can be found in residents' backyards. The creatures' teeth and bones have been unearthed for decades, and through the work of some valley paleontological advocates, their legacy could be felt for years to come.

"Scientists tell us it's one of the largest Ice Age sites in America," said Helen Mortenson, presi-dent of the Protectors of Tule Springs and the Gil-crease Nature Sanctuary's board of directors.

This Proposed Ice Age Park will be centered around the famous Tule Springs paleontological site in the heart of the Upper Las Vegas Wash. The Park will provide a home for an organization with four basic goals: Research, Curation and Care of Fossil Specimens, Public Access and In-terpretation, and Preservation of Sites. Also this is the last remaining area of the endangered Las Ve-gas Bear Poppy and Buckwheat.
