“The hardest thing was to clear Federal Aviation Administration FAA regulations”, commented Garcia who has led the way locally for this project. He said the venture will bring in new opportunities and visitors to the area and a huge economic impact to lower Valley. Boca Chica Beach is the considered location for the launch site and it was one of 10 sites considered by NASA as far back as the 1950’s. The Open Beach Act is to be amended to allow temporary closure of the public beaches at Boca Chica for each launch. SpaceX plans to publicly advertise closures prior to launches.

Holding Pre-Entrance Testing Dates for Class of 2015

HARLINGEN – The Valley Baptist Medical Center School of Vocational Nursing offers a comprehensive full-year training program with classroom and clinical competencies. The program is designed to successfully prepare individuals to become a Vocational Nurse suited to treat acute or chronically-ill patients. This curriculum is fully approved by the Texas Board of Nursing, Texas Workforce Commission, and Veterans Administration

Graduates will receive a certificate of completion and are fully prepared to take the National Licensing Examination for Practical Nursing (NCLEX-PN). Historically and repeatedly, the licensing exam pass rate for the Valley Baptist program usually exceeds the state and national average.

Valley Baptist Medical Center’s Vocational Nursing Program began in 1957. The program believes that nursing care is a service committed to promoting a state of wellness and at the same time educating people on the prevention of disease.

The RGV Highway 83 Power Volleyball League is a summer-time, high-school, month-long vol-leyball tournament put on by RGV Juniors Volleyball Club. (You can read more about their organization at www.rgvjrs.org. )

This is the 16th year they have conducted “Highway 83”, and for the second year in a row, the Los

Fresnos Lady Falcons out-lasted all 30 teams entered to win the Championship on July 30th at Donna High School.

The 30 teams play a pool-play round-robin against schools for 3 weeks of play, and then are seeded into 5 separate brackets, with the Gold Bracket set with the 6 highest seeded teams. This year, Los

Fresnos, Donna, McAllen Rowe, McAllen, McAllen Memorial, and Sharyland Pioneer were the top 6. Los Fresnos had straight set victories over Donna and Sharyland Pioneer to reach the finals against McAllen Memorial. Los Fresnos won 25-18, 25-18, to defend their Highway 83 Championship.

Peyton Sales, a senior setter for the Lady Fal-cons, was named Most Valuable Player of the Highway 83 Tournament by the RGV Juniors staff.

With passage of the federal RESTORE Act, funds will be made available to the five Gulf States, including Texas, from civil and administrative penalties assessed against respon-sible parties associated with the one of the larg-est environmental disas-ters in U.S. history.

“Texas’s biological and economic resourc-es are vital to both the health of the Gulf and our nation. Texas will utilize RESTORE Act funds on coastal res-toration and economic revitalization, which will provide benefits not only in Texas, but across the Gulf Coast region and beyond,” says Texas Commission on Envi-ronmental Quality Com-missioner and Chair of the Texas RESTORE Act Advisory Board, Toby Baker.

Plans are also under-way for Commissioner Baker to hold four lis-tening sessions later this year (in Corpus Christi,

Galveston, South Padre Island and Beaumont), where participants can provide information on projects they want fund-ed.

“Although the spill was unquestionably terribly unfortunate, the funding stemming from it now represents a critical opportunity to invest in the well-being and future of the Texas coast,” said Carter Smith, executive director of Texas Parks and Wildlife Depart-ment, one of the trustee agencies overseeing the Deepwater Horizon Oil Spill Natural Resource Damage Assessment. “We are committed to identifying the best pos-sible coastal projects for funding, and this website will help people stay informed and in-volved.”

oVERToN – Early aware-ness of a tiny insect could save Texas fruit growers a lot of money, perhaps even their en-tire crop, according to a Texas A&M AgriLife Extension Ser-vice entomologist.

The potential risk is from the spotted wing drosophila, a member of the vinegar fly ge-nus, said Erfan Vafaie, AgriLife Extension integrated pest man-agement specialist, Overton.

At first glance, vinegar flies look very similar to common fruit flies, he said. Crops at risk include apples, Asian pears, Asian plums, blackberries, blueberries, boysenberries, cherries, cold hardy kiwis, elderberries, grapes, Italian plums, mulberries, nectarines, peaches, persimmons, plum-cots, raspberries, strawberries and tomatoes, he said.

Most vinegar fly species are nothing more than a nuisance, Vafaie said. They are attracted to rotting fruit, but have noth-ing to do with the fruit initially spoiling. This is because ordi-nary fruit flies don’t have the ability to break through the skin of berries, grapes, pears and other thin-skinned fruit.

But the female spotted wing drosophila has a unique attri-bute: a saw-like tubular organ, called the ovipositor, which allows them to hack into fresh fruit to deposit their eggs, he said.

The eggs and the resulting larvae are microscopic and pose no risk to anyone consuming them, but by creating small tears in the skin, the spotted wing drosophila opens up the fruit to invasion by bacteria and mold, which accelerates spoilage, Vafaie said.

“They do pose risk to the

fruit on their own as well,” he said. “By consuming the fruit, they can cause it to soften from the inside-out.”

Vafaie is relatively new to Texas and to AgriLife Exten-sion. He was hired in Decem-ber. His previous position was as a research technician at the Vineland Research and Innova-tion Center, Ontario, Canada, where he worked on biological control of whiteflies and moni-toring spotted wing drosophila populations.

In June, he found the insects in traps set as part of a high tunnel strawberry project he was working on with Dr. Russ Wallace, AgriLife Extension vegetable specialist, Lubbock.

Vafaie said he was not sur-prised to find the insect, which was introduced into the U.S. via California about 2008. He was “somewhat” surprised, however, to find relatively high numbers of the insect because there had been, to his knowl-edge, no previous reports by Texas growers of the insect or its damage.

“One trap had 26 female and three male SWD, out of about 60 flies total caught in the trap, which is a high proportion of SWD,” he said.

In Canada, as in some U.S. states, there is awareness of the pest because of the damage it can cause.

“I was surprised that no one had really noticed them here,” he said. “I thought it might have been because no one was look-ing for them.”

That no one noticed them is not unusual, because the spot-ted wing drosophila looks much like any other fruit fly to the na-ked eye, Vafaie hypothesized. Also, the holes the ovipositors make in the fruit of the skin are nearly microscopic, and the resulting fruit spoilage does not look any different than normal spoilage, except it may occur days earlier than expected.

The exception is when fly populations erupt in very high numbers, he said. In that case, a grower can lose very large amounts of his or her crop on the vine, sometimes even an

entire crop.But is the spotted wing dros-

ophila really a big risk to Texas fruit growers?

Vafaie said the first step is to more widely monitor for the insect. Fruit fly traps are easy and inexpensive to con-struct. See the YouTube video at https://www.youtube.com/watch?v=qxZVdQOHk9A for how to build a trap.

Distinguishing the spotted wing drosophila from other fruit flies is a little more dif-ficult, he said.

People with a trained eye and excellent vision will be able to see the black spot on the male fly’s first wing vein, Vafaie said. The females are distinguishable by the serrated ovipositor, but only by using a microscope.

Suspect insects can also be delivered to Vafaie for identi-fication.

Place suspect flies into a sealable plastic container with 70 percent or higher isopropyl alcohol, which will help pre-serve the flies,” he said. “No plastic bags, as they may leak. No live insects as it’s against U.S. Postal Service rules to do so.

“Include as much informa-tion as possible with the con-tainer, such as your name, date, contact information, where you found it and what are some fruit crops nearby.”
