The escalation of commitment in Northern Norway within fields such as technology, aquaculture, energy and environment will further strengthen Northern Norway’s role within the Norwegian Govern-ment’s High North strategy.

Northern Norway is a competence region, and you will find eight higher education and research institutions in the region. All eight are internationally active and participate in various networks, programs and activities around the World, including the University of the Arctic, Barentsplus, Nordplus, Fellowship of studies in the High North and EU’s Lifelong Learning Program. The following is a presentation of the eight institutions.

Northern Norway is a country of contrasts; midnight sun and 24-hours darkness, mountains and fjords, sea and land, warm and cold, cities and countryside, fishing and reindeer husbandry, modern and old – Northern Norway has it all!

The winter season is characterized by the dark, withup to a two-month long polar night during which we cannot see the sun at all. Instead, we can see beautiful northern lights when the conditions are right. In summer, on the other hand, it is light both day and night. From the end of May to the end of July the midnight sun shines whenever the weather is good.

Since ancient times, Northern Norway has had trade relations with the East, particularly with Russia. The region has been characterized for generations by peaceful co-existence and an absence of profound conflict. Tolerance and broadmindedness have characterized Northern Norway in many ways, which are also evident in the way that new and foreign cultures find their place in Northern Norway.

The Sámi, who are the most numerous indigenous people in Norway, traditionally occupied their own areas in all the countries that now constitute the Barents Region. The Sámi, Kven and Norwegians have lived peacefully, side by side, across the borders and boundaries of religion and culture.

Today the University College provides education at bache-lor and master levels within the fields of Nursing, ICT and Media Pro-duction, Pedagogy, Musicology and Natural Sciences. It also includes the Center for Northern Norwegian Music Research (SnoMus) which has a long tradition of academic research on Folk and Sami music.

English programs At Nesna we offer two one-year academic programs taught in English both for Norwegian and international exchange students:

Programs taught in English: • English Language • International Cultural Studies (ICS) ICS also includes an introductory course to Norwegian language and culture. Both programs can be pursued during one term or during a whole academic year, free of tuition fee.

Harstad University College (HiH) was established in 1983 and is part of the higher public education system in Norway – hence; regulated by strict national quality standards. HiH is a holder of EU’s Diploma Supplement label, and is i.a. an active member of University of the Arctic – a circumpolar network for research and education. Our vision is: A university college with room for great ambitions. Good learning environment With a total number of approximately 1,300 students, it is one of the smaller university colleges, characterized by an informal and open atmosphere, which makes it easy to get to know other students as well as members of the academic and administrative staff.

Students may choose between study programmes at Bachelor and Master level – within the fields of health and social work on the one hand; and business education and social sciences on the other. Most of the programmes are conducted in Norwegian, a few in English: Advanced Marketing and Tourism Management and Marketing. Both of them are popular among foreign students.

With its 24.000 inhabitants Harstad is a charming small town located near the 69th parallel on Norway’s biggest island – 1 hrs 30 min away by direct flight from Oslo. The area was an economic and political centre a thousand years ago, and local Viking lords played an impor-tant role in Norwegian history.

One of Norway’s most famous tourist attractions, spectacular Lofoten islands, are just a couple of hours away by car. A guided tour to Lofoten for our foreign students is arranged at our expense at least once a year.

Sámi University College was established in 1989, and is located in Guovdageaidnu on the tundra of Finnmark in Northern Norway.

Sámi University College is a world leading indigenous research and higher education institution withapproximately 200 students and 100 employees from all the four countries in Sápmi (Norway, Sweden, Finland and Russia). All educational and research activities aim to strengthen and develop Sami society and to contribute to increased competence in Sami and indigenous issues. All teaching is grounded in a Sami and indigenous perspective and traditional and indigenous knowledge is included in research and education

Sámi University College has recently moved into a new high-tech building called Diehtosiida, which houses many institutions, such as Gáldu (Resource Centre for the Rights of Indigenous Peoples), International Centre of Reindeer Husbandry, the Sami Parliament and the Sami archive amongst others.

Sámi University College has a Sami profile with an international perspective. We cooperate with indigenous institutions all over the world, with focus on the circumpolar area. One of Sámi University College’s main goals is to preserve and develop the Sami language, culture and community.

Most of our studies are taught in Sami language, except some studies which are offered in English.

We offer a complete program in Sami language, from beginner’s level to advanced studies in language and literature. After you have obtained competence in the Sami language it is possible to move on to other studies. Guovdageaidnu / Kautokeino Guovdageaidnu has 3000 inhabitants of which 85 % speak the Sami language. Guovdageaidnu is a host to many cultural activities such as the popular Sami Easter Festival. The Sami National Theater (Beaivváš) and the International Sami Film Centre are also located in Guovdageaidnu.

The Guovdageaidnu area is fantastic for outdoor activities, such as cross country skiing, picking cloudberries, fishing and snowmobiling.

UiT The Arctic University of Norway University of Tromsø – the northernmost university in the world – was established in 1968. It is a full university offering all classical subject areas at seven faculties: • Faculty of Health Sciences • Faculty of Science and Technology• Faculty of Humanities, Social Sciences and Education • Faculty of Biosciences, Fisheries and Economics • Faculty of Fine Arts • Faculty of Law• Faculty of Finnmark

1 August 2013 the University of Tromsø was merged with Finnmark University College in Alta. UiT has two campuses: Campus Tromsø and Campus Alta. The latter has two branches in Hammerfest and Kirkenes.

Shaping the new North The Arctic is one of Norway’s most important strategic priority areas and attracts a great deal of international attention. The extent of the Arctic sea ice is shrinking as a result of global climate change. As the ice melts, the Arctic with its richness of nature recourses is becoming more accessible for economic activities. But these spur also challenges to indigenous people, local communities and the health of Arctic and sub-Arctic ecosystems. UiT is in the center of this development and dedicated to internationally high-standard research on Polar and Arctic regions. Although a small institution by global standards, UiT with its different campuses is a large institution in the circumpolar world, with approximately 11 300 students. The institution offers a unique combination of theoretical knowledge and first-hand experience of issues of global importance. Prioritised fields of research are: Fisheries and marine sciences, law of the sea, biotechnology and marine prospecting, Northern Light and space research, telemedicine and community medicine, indigenous studies, theoretical linguistics, among others. UiT offers over 300 study programmes at Bachelor and Master level including professional training in areas such as teaching,

pilot training, nursing, music, engineering, and tourism. PhD programmes are offered in all major subject areas. Knowledge with impactUiT houses the University Museum, the University Library, the Centre for Sami Studies as well as two Centres of Excellence, one in Arctic Gas Hydrate, Environment and Climate and one in Theoretical and Com-putational Chemistry. Three of Norway’s Centres of Research-based Innovation are located at UiT, the subject areas being telemedicine, information and communication technology and marine resource management. Besides the University, Tromsø hosts also the FRAM High North Research Centre for Climate and the Environment as well as the permanent Secretariat of the Arctic Council.

In order to carry out the responsibilities for regional and national high-er education and research needs, the University has become a highly international learning community. Students come from over a hundred nations. One of four faculty members is from abroad. Over twenty master’s degree programmes are taught entirely in English as well as numerous courses at bachelor’s and master’s level.

UiT Campus Alta has approximately 1800 students. Finnmark is the largest county in Norway. In Finnmark you can experience the dynam-ics between traditional livelihood like fishing and reindeer herding, and modern industries like oil and gas exploration.

UiT Campus Alta offers several bachelor programmes and courses in English as well as a one year programme in Norwegian for foreign students. Study options range from health sciences and teacher ed-ucation to social sciences, psychology, communications and media, economics and business administration, languages and tourism. Most programmes are taught in Norwegian, but exchange students can choose from an increasing number of English taught courses in Arctic Entrepreneurship and Innovation, Management of Local and Regional Development and High North Cooperation, Arctic Adventure Tourism.

The facilities at UiT Campus Alta are modern with sophisticated technical/ IT infrastructure. The institution is known for its compact locations, the informal student oriented learning environment and teachers with open doors and time for you.

UiT Campus Alta has branches also in Hammerfest and Kirkenes. All three cities are located at 70 degrees north and have a wide range of urban activities like cafes, cinemas, shopping, and concerts. If you are interested in wild nature and sports, you can watch the Northern light most of the winter and the midnight sun in the summer, go skiing, fish in the fjord or in some of Finnmark´s many rivers and lakes.

Several well-known cultural attractions are located in Finnmark County. The Sámi theme park is located in the Sámi people central area in Karasjok, the North Cape plateau and the well-known rock carvings in Alta (on the UNESCO World Heritage List).

UiT Campus Alta’s international student group (ESN Finnmark) organizes trips to these sites among other social activities. You can also visit Sámi communities or you can travel across the border to Russia or Finland.

The University Centre in Svalbard (UNIS) is the world’s northernmost higher education institution, located in Longyearbyen, Svalbard, at 78º N. UNIS offers high quality courses at the undergraduate, graduate and Ph.D. level in Arctic Biology, Arctic Geology, Arctic Geophysics and Arctic Technology. The courses are offered as a supplement to the students’ university education. Students are admitted twice a year; autumn semester (August-December) and spring semester (January-June).

Unique study destination About 450 students from all over the world take one or more courses every year at UNIS. The student body consist of 50 % Norwegian and 50 % international students and English is the official language at UNIS. The international setting and the small and intimate campus, make UNIS a unique study destination where students from all over the world get hands-on experience in Arctic studies. There are no tuition fees and there is affordable student accommodation.

UNIS’ faculty consist currently of 20 fulltime professors and assistant professors, 30 adjunct staff and 175 guest lecturers who specialize in Arctic issues. UNIS researchers work in collaboration with Norwegian and foreign research institutions and are actively involved in a large number of joint research projects. As a result, there are ample opportunities for UNIS students to get involved in a wide range of exciting research projects.

UNIS is the core of the Svalbard Science Centre, an international arctic centre of expertise in research and education, which also incorporates other professional and scientific institutions on Svalbard, such as The Norwegian Polar Institute, EISCAT and Svalbard Science Forum.

UNIS’ geographical position gives it a unique advantage, enabling students and faculty to use the Arctic nature as a laboratory, arena for observation and data collection, and almost all of the courses include field excursions as part of the course requirements.
