SPEAKER: But in cities around the globe, there is huge opportunity. Because the cities of tomorrow, which will have more people, more infrastructure, and more challenges, are being built today. Estimates are that a staggering 75% of urban infrastructure that will exist in 2050 doesn't exist today.   Planning for a dynamic future is the task at hand. Cities have the potential to be the greatest engine of prosperity and economic equality the world has ever seen.

SPEAKER: We have a technical definition of resilience here on the screen, but I’d like to tell you how that definition applies to real life.   Building resilience is about recognizing that shocks and stresses are interconnected, and solutions should be as well. We can go around trying to solve single challenges with single solutions, but at the pace of growth, and pace of challenges, cities will bankrupt themselves. Instead, what resilience aims to do is focus on developing responses that have multiple benefits. It also requires comprehensive input from people outside of government – everything from technical experts to community leaders to the business community.   In short, resilience requires that cities gain a better understanding of their challenges, recognize those challenges are connected, and seek to solve them holistically.   If a city does this, it will be better able to serve its citizens in both good times and bad, and will be better prepared to face a wide range of future challenges, both known and unknown.

City Action: We partner with cities as they hire a CRO, create a holistic resilience strategy, and most importantly, implement it. We provide funding, capacity building and technical assistance to help cities change the way they understand risk and plan for the future  Resilience Solutions: We seek to build an urban resilience marketplace. To do that, we are building a diverse network of global industry leaders and innovators from the private and non-profit sectors to match our diverse network of cities. These partners deliver solutions to cities and collaborate to create new services and tools where necessary. Local Leaders: To be successful, local leaders must serve as resilience champions and experts, and galvanize support among stakeholders and residents. We partner with CROs and local leaders to deliver trainings, share best practices, solve problems, and collectively build the resilience practice—with the larger goal of generating collective action toward resilience building Gobal Influence: By proving and sharing the value of resilience solutions, 100RC seeks to inspire and influence global thought leaders, policy makers, and financial institutions to incentivize and fund resilience building—in our cities and around the world.

As part of its climate change adaptation strategy, Paris intends to transform 700 school yards into local oases, or cool zones, by replacing ashphalt with vegetation for cooling and wellbeing in the city. School yards will become places for community learning as well as cool refuges for vulnerable members of the community during heat waves. Paris has just completed the first 3 school conversions!

To reduce heatwave impacts, improve storm water retention and support biodiversity, Melbourne is working across the 10,000 km squared city area to develop a metropolitan urban forest strategy. Working with 32 councils and the provincial government, Melbourne has mapped existing canopy cover, established targets for vegetation type and location, and is now developing an implementation plan including funding and finance.

In Mexico, a new skatepark is building resilience. The park promotes recreation, and was designed to serve as a rainwater catchment structure. 8 rainwater storage deposits allow the capture of up to 150m3 of rainwater, that will then infiltrate into the soil below the skatepark, allowing the rain to feed depleted aquifers rather than flooding the streets.

Sydney is not governed as a single city. The three layers of government with jurisdiction over Sydney have overlapping responsibilities for supporting the economy, the environment and More than 100 government entities, agencies and departments have some level of policy or operational control. These organisations gather data, make decisions and undertake actions and investments that determine how Sydneys’ city systems function. However the people in these organisations are not in the same location, may not know each other, and often have differing priorities. Analysis shows an inability to coordinate decision making and action has at the very least exacerbated our challenges, and in some cases contributed to the risks That Sydney faces. This project aims to Engage 100 organisations in the Sydney Resilience Commitment, which is a step by step approach to building organizational resileince, including thinking beyond your own organization to those communities that rely on you, and the other organisations that you rely on.

At the provincial level in Sydney, the resilience principles in the strategy have been embedded by the Office of Emergency Management in the Critical Infrastructure Resilience Strategy. This means that decisions made across the province seek to achieve secure and reliable essential services, such as food, water, energy, transport, telecommunications and health care by focusing on 3 outcomes: Improved Infrastructure Resilience Improved Organisational Resilience Improved Community Resilience

In Wellington, the city has recently released its 10 year infrastructure plan, which includes city resilience as one of its 4 priorities. By linking the 10 year plan to the resilience strategy, Wellington city council was able to seek support for an increase in the city’s debt by $300million US dollars in order to bring forward investment in water supply, building safety, waste water management and public transport.

One of the outcomes we are focused on is embedding resilience in the city, and doing so in creative ways. For instance, Semarang has established a centre of urban resilience at the urban planning department of Diponegro University, where the Deputy CRO is based. This centre is charged with creating research connect with national and international universities, undertaken local research on resilience, and providing evidence based advice to government on the future of the city.

In Melbourne, the CRO office has focused some of its time on resilience training for local government. Melbourne has 32 local governments who have asked to be trained in how to apply the resilience strategy to their areas. The training has been so successful that businesses are not paying the resilience office to train their executives on resilience thinking and planning.

Sydney’s strategy is the most recent to be released in this region. Sydney has a clearly articulated vision for a city that is connected, inclusive and resilient. Wellington’s vision is even simpler: As Wellington changes, everyone here will survive and thrive. Both capture the essence of what the city needs to work towards. Sydney’s first goal is also clear: We include communities in decision making for growth and equity. This goal connects to the vision, and provides the umbrella for the 5-10 actions that Sydney will need to take to achieve that goal. Targets are the tangible measures that let you know if you are on the right track – for instance in Sydney one target is that 100,000 people are using an emergency preparedness app from a baseline of zero.

As countries look more and more to cities to support the achievement of the SDG’s, resilience strategies across the network are able to demonstrate how the goals and actions can directly build towards SDG’s, as well as the Sendai Framework and Paris Climate targets.

Sydney is a city of 5 million people, governed by 33 local councils, in addition to provincial and national government. Building a working relationship between the local councils has been a critical first step – both to overcome issues of administrative borders stopping partnerships, and also to create clusters of councils to partner with other levels of government to solve issues like heat, transport, economic development, and emergency management.
