we are, in fact, moving forward...and that isin spite of, not due to, government.

We’d heard the prediction four years ago froma number of economists: this will be a long andslow recovery, which has proven to be the case,and it’s distinctly different than anything most ofus have ever seen before. it’s been brutal, and itsremnants are all around us in vacant store fronts,vacant homes, and unemployment still lagging.The good news in this comes in what’s generallyconsidered to be an improving environment, busi-nesses cautiously expanding with great care, andan improved outlook on the future.

Many policymakers would have us believe theresilience of business is due to the brilliance oftheir policies, however the reality is business isits own driver because succeeding in business isat the initiative of those in business regardless ofwhat the regulatory environment hands to us.The drive to succeed requires we do it better,faster, creating or innovating and serving ourcustomers better.

if we fail in that pursuit, we perish. The driveris innovation, anticipating change, and workingwithin the ever changing environment to stayahead.

government’s part in this is greatly overstated.With rare exception, every time we hear an as-

piring politician talk about creating jobs it servesas a reminder than very few politicians have anyexperience in actually doing that. at best theirpolicies either serve to encourage or to hindergrowth. When policies complicate the businessplace or create uncertainty, they hinder growth.

Business is resilient: look at your own busi-ness. Markets change, rules, regulations change,and those of you still standing have done so onyour own resourcefulness and hard work.

Thus whatever comes of the november elec-tion, the creative and resourceful will find a wayto succeed, grow and adapt.

Leadership

while much of theattention on na-

tional political leader-ship in our country isfocused on the presi-dency, we feel stronglythat the switch in lead-ership should extendbeyond into the leader-ship of both parties.

The attitude of pos-turing, obstructing,

with the emphasis directed towards winning withone point of view rather than finding a solutionand finding a better solution where everyone winsand we carry on, would rightly put any businessout of business.

The leadership of each party needs a housecleaning on a regular basis. certainly experiencehas a value, but when one’s personal and partyagenda are advanced ahead of those you repre-sent, and they start to believe their own press re-leases, the interest in serving the electorate takessecond place to your re-election.

Forward... lemmings

the campaign season mercifully comes to anend early this month.

We feel the choice could not be clearer. Sixyears ago then Sen. obama started his campaign,which has yet to end. he inherited a mess createdby many, and in four years done precious little toimprove it. in many ways in mirror’s the carteradministration.

all campaigns are marketing plans, advancingyour “new and improved” brand above whoeveryou’re competing with. The difference in thisyear’s campaign... President obama has a recordwe’ve all lived through and at best are where wewere four years ago, and which he would like tocast as an improvement, um, right.

Marketing campaigns like catchy phrases, suchas nike’s “Just do it.”

forward is the word for obama’s 2012 cam-paign, which he contrasts with “we don’t want togo backwards, we’ve been there.”

We’ve seen the before and we’ve seen the pre-sent. Those wishing to join hands and chargemerrily forward in the direction we’ve been di-rected to over the past four years do so at theirown peril. We’d suggest that obama’s forward isin fact a path that leads to a cliff with a verysharp drop of opportunity, freedom, the value of

our own dollar, and stability for future genera-tions.

We can and will survive even four more yearswith this administration, yes.

however we’d far rather shift the attitude andcontempt for business into the more positive lightof finding solutions, rather than placing blame.

Blindly forward on this path is not new, and ithas four years of debt and failed policy to prove it.forward lemmings, maybe. But four more yearsof what we’ve seen just puts us four additionalyears away from correcting the past four yearsdisaster.

The immediate step in that direction is com-mitting to vote in this election, and encouragingyour friends, neighbors, crews and business asso-ciates to vote as well for the future.

Natural management... The smoke gets in your eyes

early in october we were driving to the 18thannual american loggers council in coeur

d’alene, which meant we were traversing thecascades on interstate 90, a six-hour or so drive,with one difference from typical drives: smoke,specifically smoke from the wildfires of north-eastern Washington, which charred in excess of196,000+ acres of forestlands, much of it Wash-ington Dnr (41,708 acres) and u.S. forest Ser-vice/BlM (154,907acres) grounds.

certainly this could have been a far worsewildfire season, although acreage consumed bywildfires this year nationally this year totaledsome 8,482,785 plus acres, the most since 2006.

Wildfires are a natural fact of life, yes, andthere are many who would cheer these catas-trophic events as Mother nature at work, a posi-tion far easier to occupy when those making theseverbose claims are in the cities and far away fromthe harsh reality of natural management, whichincludes erosion, loss of productivity, life, homes,habitat, etc. out of sight, out of mind, and withour national forests being far away from the na-tional media and the population, it is far easier toessentially ignore the long term care and vision ofhow to best manage this resource.

workers’ compensation ratesare (again) rearing their ugly

heads as proposals are in order tognaw away at the bones of the tim-ber industry. any of you who re-ceived a postcard from l & i knowwhat i’m talking about already andfor those of you who didn’t receivethe notice here’s the lead-in line:

no general rate increase pro-posed for workers’ comp

But, before you wipe your sweat-ing brow and breathe a sigh of“phew” (as in, we dodged a bullet),you will need to read the fine print:“l&i has proposed there will be nogeneral rate increase on average inworkers’ compensation rates in2013. While there will be no generalrate increase, individual employersmay see their rates go up or down,depending on their recent claimshistory and changes in the frequen-cy and cost of claims in their indus-try.”

how does that translate in “our”world? Well, you are going to paymore as a logger than you wouldracing hydroplanes (non-mecha-

nized up 6% to $19.6110/hour andmechanized logging up 4% to$l.7764/hour). if you are drivingaround all day in a flashy k-Dub orPete your rates may even go downby a nickel and a half (now don’t gohogwild and start lookin’ at chrome,boys).

l & i lists 319 job classificationsunder businesses ranging from agri-culture, forestry, construction,Mining and so on - 16 types of in-dustry all together. out of the 319types of work listed for these indus-tries: in 37 workers’ compensationrates were down, 137 areas were upbetween a 1 and 10% increase andthe remaining 145 job types hadcompensation rates unchanged.(note that these figures may be off asmidgeon as slight increases or re-ductions of one or two cents arecounted by l&i as 0%)

The rate hearings are being heldthis month (october 23-29) and iwill be attending as many of the lo-cations as possible. not only do i en-joy the surprised look on the faces ofthe moderators as they assess me inmuch the same way as they would a“matching sock” that has been eatenby the dryer, but also because i

want them to receive multiple testi-monies from me in different localesto emphasize that my attendanceisn’t just for one industry or one lo-cation, but for all businesses thatare struggling to stay alive in thecurrent economic climate!! By thetime you are reading this, the hear-ings will be over but, in the next is-sue i will have a report for you withregard to the hearing sessions. un-til then i ask you, as i’ve asked my-self many times over: are the yearlyrate increases a necessity for theDepartment of labor and industriesor has the “fix” become an addictionwith them?

One more thing . . .as i close this month’s column, i

want to mention a thought thatcrossed my mind the other night asi listened (for the umpteenth time)to yet another raggety-assed remarkfrom a wanna-be political candidate.There’s little difference between hir-ing a politician and hiring a driver.Both should have experience to dothe job, knowledge of what is re-quired of that job and the ability toperform. When turning one loose onthe job, you want to feel certain of

their ethics, moral compass andtheir integrity. inability to success-fully execute the requirements ofthe position may lead to lying, lameexcuses and worse. More often thannot, when the truth is discovered it’shard to rein in a loose cannon andhavoc can be wreaked in an instant.

When you get ready to make yourchoice of either the driver or thepolitician, think first of the impacteither will have on you, your life,your business and your ability toearn a living. either genre of pro-fession holds other lives in the bal-ance; responsibility, creativity, logic,basic fundamentals ... all play a partin both jobs.

a phrase i’ve heard repeated overthe years is, “my vote doesn’t mat-ter”. let me say this on closing.Your vote could be the one to “tipthe scale” in getting america backin balance. it only takes one!!

“my story? it’s a long one . . ,”remarks Daniel Boon. and

Yes, that’s his real name, but ratherthan a coonskin cap, this DanielBoone wears a hard hat and a drivesa logging truck.

Boone was involved with the tim-ber industry at an early age. Beinghome schooled, he was able to go towork on a tower logging side duringthe day, and then fit in his lessonswhen he got home. he was 17 yearsold at the time, and when tower log-ging slowed down, he joined up withthe skidder crew at JSB logging.

“i just showed a genuine interestin it and the guys just gave me ashot,” says Boone, “i just went outthere and did it. i knocked my head

against the wall a number of timestrying to figure things out, but i hadguys who were willing to teach meand show me the ropes.”

where he worked as a commercialfisherman and diesel mechanic. hegot his first log trucking experiencein 2009 back in Washington for aguy with whom he’d previously tow-er logged. it was a real lesson too,behind the wheel of a 1979 MackSuper-liner.

Jump ahead to March of 2011when Boone followed a girlfriend toaustralia. “i figured i might as welldo it while i can still get away, dosome traveling and live the life ofriley. i took my work boots with mebecause i’d heard they had a bighardwood timber industry.”

Boone and his girlfriend traveleddown under, making their first stopin Tasmania, an island state 150miles to the south of the australiancontinent. They went “drive-about”in a little van they bought, andBoone went to about 30 differentlogging outfits on the island lookingfor job; unfortunately, it was duringa recession period and a time whengreen activists were forcing a slow-down in the industry.

The next stop on the journey wasthe Snowy Mountains, known infor-mally as “The Snowies”; the highestaustralian mountain range, whereBoone bumped into a logger process-ing logs one afternoon. he told guythat he was looking for work on atower logging crew, and as it wouldhappen, the logger owned one of justthree tower operations in the area.The logger offered to give Boone achance as a rigging slinger, which inaustralia are known as “breaker

outs.” The tower is referred to as a“hauler” and the carriage “a shotguncarriage.”

Most of australia is too dry tosupport forests as arid lands occupyabout 70 percent of the interior ofaustralia. Most forests are locatedin areas of the continent that re-ceive more than 500 milliliters ofrainfall annually. it’s a smallamount compared to our lushforests, but australia has some 370million acres of forests comprising365 million acres of native forestsand 5 million acres of plantations.

“When i first got to Sydney, iwasn’t really sure what i’d be get-ting into and then i saw logging

trucks cruising around and ithought ‘What in the dickens is thisabout?’ i had to get outside of Syd-ney, probably three and a halfhours, before i saw any timber har-vesting,” Boone says. “right alongthe coast line is pretty flat, and afew hours inland you’ll get into somemountainous terrain, but of it isn’tas rugged - australia’s mountainsare more like hills compared to ourmountains.”

Boone decided to hang out inBrisbane until the logging seasonstarted, but he never stepped foot inthe brush, as the logger called withan offer to drive a logging truck.Boone lived with the logger and his

family for the next nine monthswhile he hauled logs for the outfit.he started out in a 2001 Sterling,pulling a hayrack, then got into a2002 Westernstar 4964 with ahayrack and a Mack Superliner.

Probably the most obvious fea-ture of australian trucks that oper-ate in the forest and the outback is amassive front bumper and grillguard known as a “roo bar.” Someresemble the cowcatcher on old loco-motives, and the idea is the same -to help protect the front of the vehi-

cle from collisions with kangaroos.The average kangaroo can weigh afew hundred pounds, and Boonesays that they will run out in frontof a truck just like a deer.

“i’ve hit more than i can count.They breed like rats and are verystupid animals,” he says. “They ac-tually hang out in the tree planta-tions, and they’ll be cruising aroundlooking for something to eat and willjust hop across the road. They don’treally look around, and next thingyou know, their right in your grill.”

kangaroos aren’t the only crea-tures native to australia that truck-ers “run into” on a daily basis. Thereare forest-dwelling wallabies, a

smaller version of the kangaroo, andwombats, small bear-like animalsthat Boone says are hard as rocks ifyou were to hit one. one of the firstthings they warn about in the occu-pational health and safety programis to watch out for the Sydney fun-nel Web Spider, considered one ofthe most dangerous spiders in theworld with a nasty temperamentand a deadly bite.

To some australians, americansare seen as a kind of nuisance.“americas are seen as kind of glut-tonous people who are always want-ing more,” Boone says.

“in general, you’re getting into anoutback community where logging is

the big thing, so there’s a commoninterest. Most people accepted mecoming in to their industry - somethought i was canadian, so their ac-cepted me a little easier,” Booneadds.

“i’m one of the guys who cansay that i was born into the

timber industry,” states Todd Stof-fel, of Vancouver, Washington, whoworks as a hired driver for chiltonlogging out of nearby Woodland.

Stoffel, 43, has roots in Tillam-ook, oregon, his grandfather, gerrySorensen, was a logger working outof nehalem, and was one of the pio-neers in thinning back in the 1970s,and his great grandfather was ed-ward Sorensen, who in the 1950s,operated kilchis river logging.

“That was my life,” Stoffel says. “iwas raised in Monroe, oregon andduring christmas and summer va-cations growing up we’d visit thecoast and i’d go to work with mygrandpa. i started out setting chok-ers behind the cat when i wasabout 10 years old. it was awesome!after working for him all one sum-mer, he said, ‘That kid saved me aton of steps this year.’

“The highlights of my childhoodwere riding in the log trucks withsome of the log truckers who hauledfor my grandpa. i’d sit in the shovelwith grandpa when he was loadingand i’d spend all day in the truckswith al Semia and Milt collins.”

“i love the woods,” Stoffel says.“it’s where i belong.”

following high school, Stoffeljoined the arMY, and after servingin operation Desert Storm, he wentright back to the mountains, work-ing in the rigging for r&r king, lit-tlejohn, Penagor, Weyerhaeuser andinternational Paper.

“i loved being in the rigging andworking with the guys. There’s a lotof camaraderie and team spirit.You’re working hard every day; yea,you get pissed off at each other andwant to fight, but at the end of theday, you’ll have a beer together andyou’ll be buddies again.”

in 1999, Stoffel accepted an offerto work installing pipe for fire con-trol sprinkler systems. he did thatfor nearly 10 years, and while he en-joyed the job, he missed being in-volved with the logging industry.

Towards the tail end of 2009,Stoffel suffered a catastrophic injuryon the job. he was picking up apiece of heavy pipe and ruptured hisleft bicep. he was out of work for 14months, and when he was cleared togo back, there wasn’t any work to behad. Through the State of Washing-

“Secretly, trucking was some-thing i’d always wanted to do,” Stof-fel says. “When it was raining side-ways and snowing, i’d look up fromthe hole and see the guys in theirtrucks and think, ‘Someday . . .!’”

be more than i ever thought itwould be. i really like the emotionalfreedom; you still have somebodylooking over your shoulder, but youdon’t have somebody chipping at youconstantly.”

Being that Stoffel had worked inthe woods all his life, hauling logscame naturally to him. That’s not tosay there weren’t a few lessons to belearned. his very first job was driv-ing a 1996 Westernstar for a smalloutfit that had placed an ad - WillTrain The righT PerSon. Stof-fel called and said that was him. heremembers one of the first tripswhen something shiny caught hisattention and he looked away forjust a second and the next thing heknew he was in the ditch.

“it happens,” he admits, “butyou’ve got to stay focused because atthe drop of a hat you can go off theroad, and if you’re up in the woods,that could mean going over a cliff.”

“You just have to slow down andpay attention . . . the wood’s not go-ing to rot before you get it to themill,” he adds. “i use my mirrorsconstantly and if i have a question, idon’t hesitate to ask.”

Stoffel also overcame a more per-sonal challenge. he is proud to state

that he’s been sober for almost fiveyears. “if i wasn’t sober, i wouldn’thave had the courage to followthrough with getting my cDl,” hesays. (Being sober) is one of thegreatest gifts there is . . . since i’vequit drinking, things have definitelyimproved.”

eventually, Stoffel found a steadyhaul with chilton logging as one ofa dozen company drivers.

“i’m grateful that they gave me a

shot when nobody else would evengive me the time of day,” he says. “irode with the truck boss one dayand then they put me in the oldesttruck in the fleet for about a week.at the end of that week, they saidthey were moving me up.”

Stoffel started out with a conven-tional long logger, but even thoughhe’d never pulled a pup and didn’tknow much about it, he didn’t hesi-tate to take on the challenge. hedrives a 2005 kenworth T800 pow-ered by a c15 cat 550hp motor andequipped with hassell bunk gearand a Peerless pup trailer. Puptrailers are typically pulled empty,but chilton, which three super-trains, has this one set up so that itcan be loaded onto the frame alongwith the main log trailer. it’s a longload with the pup attached - 72 feetor so from grill to tail lights.

Stoffel has only been pulling thesuper-train for a short time, but he’s

already picked up a few pointersthere as well - such as how the wellthe pup tracks has a lot to do withhow it’s loaded. “obviously you tryto load it as evenly as you can, butyou want the back to be just a littlebit heavier,” he says.

“With the pup, you have to beeven that much sharper, and i likethat,” Stoffel says. “it keeps me thatmuch more focused and in tune withwhat’s going on.”

chilton has logs to haul everyday,and even though Stoffel is one of thelow men on the totem pole, he’s hap-py to be were he is at. Still, there’s apart of him, as there is with mostpassionate drivers that would like totry log hauling on his own.

“right now, i’m still learning theropes, but i’d love the opportunity toeventually be an owner-operator,”he says. “There are some advan-tages to being a hired driver - ifsomething is broken, you just writeit down and the mechanic will fix it.i also like being able to spend timewith my family.”

Stoffel and his wife Tammy,who’ve been married for 20 years,have four children and two grand-kids. When he’s not working, Stoffelis watching his son carson playingbaseball, and helping his oldest sonTyler as an eagle Scout. not tomention plenty of hunting and fish-ing.

one thing’s for certain, whateverroad Stoffel takes, it’s going to leadinto the woods.

“i’m a log trucker now. The rig-ging is a young man’s game,” hesays.

“i enjoy getting up and going towork everyday. like the old guyssays, ‘if you do what you love, you’llnever work a day in your life,’”

CSA truck safety programunder scrutiny

Scrutiny of the CSa truck safe-ty program went up a notch in octo-ber with a congressional request foran audit and the launch of a review

by a federal Motor carrier Safetyadministration advisory group.

rep. Peter Defazio, D-ore.,asked calvin Scovel, the inspectorgeneral of the Department of Trans-portation, to audit cSa concerningissues raised in a recent congres-

sional hearing.Defazio wants the inspector gen-

eral to look into the accuracy, relia-bility and significance of cSascores, in light of testimony that thesystem does not accurately rate car-rier performance. he wants the au-dit done by august 1, 2013.

The cSa Subcommittee of theMotor carrier Safety advisory com-mittee began work on an analysisthat will ultimately lead to recom-mendations to fMcSa on how toimprove the program.

in a related development, ameri-can Trucking associations called onfMcSa to be "more candid andtransparent" in its evaluations of

cSa.The agency must acknowledge

shortcomings in cSa before it canmake improvements, said rob ab-bott, aTa vice president for safetypolicy.

in a continuation of aTa's ongo-ing critique of the program, abbotturged the agency to make sure thatthe cSa Subcommittee hears fromresearchers who have found flaws inthe system.

The Motor carrier Safety adviso-ry committee, a group of 19 officialsfrom industry, the enforcement com-munity and labor and safety advoca-cy groups that provides counsel tofMcSa on a variety of issues, setup the subcommittee to look intocSa issues.

The subcommittee is at this pointfocused on planning its approach tothe wide-ranging and complex prob-lem of cSa.

at the outset of deliberations yes-terday, chairman David Parker, se-nior counsel at great West casual-ty, urged the panel members to startwith premise that cSa is a goodidea that can be improved by com-promise among those who use or areaffected by the system.

he suggested that the list ofquestions posed by rep. Defazio

might be a good place for the panelto start.

robert Pentracosta, vice presi-dent of safety for con-Way freight,urged the panel to start its reviewby identifying cSa's objective. hesaid it was conceived as a way toleverage the agency's resources toprevent more crashes, but has be-come a way to account for compli-ance with the rules.

"if we don't start at the beginningwe'll get mired in the details," hesaid.

The subcommittee continueswork today with the aim of produc-ing a preliminary report that willshape its recommendations to thefull committee.

ATA urges science-basedoutcomes in sleep apneatesting

Seeing disturbing indicationsthat the federal Motor carrier Safe-ty administration may plan to ad-dress the issue of sleep apneaamong truck drivers with a "guid-ance" rather than a rulemaking, theamerican Trucking associations hasa new policy position that will allowits staff to work to convince agencyleaders that a formal rulemakingprocess is necessary.

The new policy was approved bythe aTa board of directors duringaTa's annual Management confer-ence & exhibition.

"fatigue and driver health aretwo serious issues facing the truck-

ing industry," aTa President andceo Bill graves said. "however, asimportant as it is to address thoseissues, it is equally important forthe federal government to use theregulatory process - with its empha-sis on and cost-benefit analyses."

aTa's new policy reads in partthat any effort to address sleep dis-orders, such as obstructive sleep ap-nea, should be done "through rule-making and not through the publi-cation of regulatory guidance;" andthat those rules focus on "conditionsthat pose a substantially elevatedcrash risk based on sound data andanalysis, be cost beneficial and pro-mote effective treatments that mini-mize the impact to motor carriers."

"There's potential that in the fu-ture, guidance could be made effec-tive immediately, and that wouldnot be a good idea from our perspec-tive," says Dave osiecki, senior vicepresident of policy and regulatoryaffairs. "a rulemaking requires pub-lic input," which would allow thetrucking industry and aTa to com-ment on how it would affect them.

"it also requires a cost benefitanalysis, which goes to the pointthat there has to be enough benefitto outweight the cost," osiecki says."We're a little concerned that that isnot the current plan of this adminis-tration.

"We know that federal regulatorsare looking to address the issue ofsleep disorders," said Mike card,president of combined Transport,central Point, ore., and new aTa

the house of representatives inoctober passed a Senate bill (S.3624) that lets states issue commer-cial driver's licenses to military per-sonnel stationed in the state insteadof in their home state.

The Military commercial Driverslicense act of 2012 will ease thetransition of recent veterans intojobs as commercial truck drivers.President Barack obama is expect-ed to sign the bill within the nextfew days.

BBQ burgers pollute morethan diesel Trucks

Just how clean is the latestclean diesel technology? Put it thisway: a study by the university ofcalifornia-riverside found commer-cially cooked hamburgers emit moreparticulate matter than dieseltrucks meeting ePa 2007 and ePa2010 emissions standards. The uc-riverside study was funded by theSouth coast air Quality Manage-ment District and the San JoaquinValley air Pollution control Dis-trict.

"While the primary focus of thisnew study was on emissions fromcommercial charbroilers, this com-parison clearly illustrates the signif-icant improvements from cleandiesel technology on california's airquality," said allen Schaeffer, theexecutive director of the DieselTechnology forum. "in fact, thestudy also found that the particulatematter inventory from commercialcooking is more than double the in-

ventory from heavy-duty dieseltrucks."

Schaeffer notes that his was anextremely unusual comparison."generally, clean diesels arematched up against natural gas, hy-brids or electric vehicles for emis-sions or fuel efficiency tests. This isthe first time we've gone head-to-head against fast food," Schaeffersaid.

"But more of these kinds of com-parisons are likely, especially incalifornia, where clean diesel tech-nology has been such a success sto-ry. Today, in california the majorityof particulate emissions come frombrake and tire wear, with dieselemissions making up small and de-clining fraction."

according to the Diesel Technolo-gy forum, in the united States,emissions from heavy-duty diesel

trucks and buses have been reducedby 99% for nitrogen oxides (nox) -an ozone precursor - and particulateemissions. a key part of reducingemissions has been the shift to ul-tra-low sulfur diesel fuel that hasbeen available since 2006.

This change in fuel specificationreduced sulfur emissions by 97% -from 500 PM to 15 PM - and enablesthe use of advanced emissions con-trol technologies. Similar advance-ments are taking place in off-roadengines and machines.

"across the u.S. emissions of par-ticulate matter from diesel enginesare declining and make up less than6% of all particulate emissions,"Shaeffer said. "Because of the in-vestments in new technology, it nowtakes 60 of today's technology trucksto emit the same level of PM emis-sions as one truck built in 1988."

What if we were tomake such a comparison and if thenumbers bear out, were to shiftfrom funding bureaucrats writingand enforcing air quality rules, toharvesting, manufacturing woodproducts and managing our forestsfor multiple-use?

radical concept, i know... but farmore effective to actually encour-age an economy with raw materialsthat create industry, jobs, andbuild communities outside thecities.
