v. Lockwood Street Outfall A. Physical Inspection Findings The storm sewers in Lockwood Street, Lister Avenue. Chapel Street, Albert Avenue. Euclid Avenue and the Morris Canal Right-of- Way all drain through the Lockwood Street outfall (see Plate 2). Drainage from parts of Raymond Boulevard, Ferry Street. and the Pulaski Skyway ramp are also connected to the Lockwood Street system. Separate sanitary sewers serve the entire area. All storm manholes and inlets in the study area were inspected. The limits of tidal flow were identified and all sources of dry weather flow were iso- lated. Chemical spills at industrial facilities were noted. Tha ~orris Canal storm sewer west of Lockwood Street (LW-8 to Me-ll) was lamped. A. Physical Inspection Findings

The storm sewers in Lockwood Street, Lister Avenue. ChapelStreet, Albert Avenue. Euclid Avenue and the Morris Canal Right-of-Way all drain through the Lockwood Street outfall (see Plate 2).Drainage from parts of Raymond Boulevard, Ferry Street. and thePulaski Skyway ramp are also connected to the Lockwood Street system.Separate sanitary sewers serve the entire area. All storm manholesand inlets in the study area were inspected. The limits of tidalflow were identified and all sources of dry weather flow were iso-lated. (1) Lister Avenue Sewer

The manholes, Inlets and pipes on Lister Avenue were coated witha black oily material. Sediment depth varied between 0.5 and 1.5feet. The source of the oil was spillage at the B-L1ne TruckingCompany. Tank trucks are allowed to drain while parked at this faci-lity. Black o11y chemicals flow into inlets on Lister Avenue andEsther Street. The flow into Esther Street is continuous and thecurb has been broken out to facilitate it.

were entering the Lister Avenue storlD sewer. A cooling water dis-charge pipe frOIDFiske Borthers was found at the inlet on the south-west corner of Lockwood Street and Lister Avenue. A 2-inch + connec-tion was found entering inlet LS-10. Because of its diameter. it isimprobable that this line contains wastes. It was not floWing wheninspected. The only building near L5-10 is occupied by the StateProduce Company. No dry weather flow was observed upstream of man-hole LS-12 and no sources of pollution are suspected above thatpoint.

(2) Morris Canal Sewers

Continuous flow was observed in the Morris Canal storlD sewprseast and west of LOCKwood Street. The flow in th. easterly line(LW-8 to HC-105) was traced to the Newark Boxboard Company. Thisflow was estimated at 0.16 mgd using depth measurements. The muni-cipal swimming pool on Waydell Street was discharging an estimated0.07 mgd into the westerly line upstream of manhole MC3. The carwash drains at the Sunoco Station on Raymond Boulevard were found tobe connected to the storm sewer between manholes HC3 and HC-4. Per-sonnel at Associated Auto Body and Trucks Inc. were observed dumpingpaint into the storm sewer between manholes HC-6 and MC-7. ManholeHC-7 is the limit of tidal influence and no dry weather flow was ob-served upstream of that point. A partial blockage was found in theinvert of manhole HC-2. Sediment varying in depth between 0.5 and1.0 feet was noted between manhole' I,.W-8and MC-7.

(3) Euclid Avenue Sewer

The flow in the Euclid Avenue storm sewer, e'tillated at 0.02mgd, was traced to the Radda"ay Manufacturing Company's cooling waterdischarge at inlet E-I04.

(4) At bert Avenue Sewer

Tidal flow was observed in the Albert Avenue storm sewer up tomanhole A-3. A minor, intermittent flow of water and oil fromCellomer enters the Carnelia Street gutter and flows to the A1 ber tAvenue storm ..wer. However, DO dry weather flow was actually ob-served upstream of manhole A-3.

(5) Lockwood Street Sewer

No dry weather flow was oblerved in the Lockwood Street Btormsewer upstream of manhole LW-8. There is no indication of pollutantsources above that point. The croll-connections, shown on the sewerplans were inspected and found to be sealed. A railroad drain on thesouth lide of the Hessinger Trucking and Warehouse Corporation build-ing appeared to be connected to the Lockwood Street lanitary sewer.Major spillage of chellicd. was ob.erved at the Atlas Refinery Inc.railroad siding. The eastern portion of this siding drains intorailroad drainase ditches that are connected to the Blanchard Streetstorm sewer system. The discharges from Newark Boxboard, the muni-cipal swimming pool, and Reddaway Manufacturing produce a base dis-charge of approximately 0.25 mad.

(6) Lister Avenue Tide Gate

There ~s no evidence of chellical attack or deterioration of theconcrete challber. Sedillent in the invert of the chamber prevents theLister Avenue tide gate frail eloaing cOllpletely. The gate a~lows in-flow during the risinl tide. AssUlling a five foot tidal ranle and anopen tide gate, approx1maeely 270,000 gallon. of river waeer enterlwith each incoming tide, mixe. with pollutanta beinl di.~harled intothe systea ad flows back into the river as the tiele fall.. the tide sates were to close completely. the discharge from thesystem of any polluted flow would be restricted to a relatively shortperiod around low tide.

(7) Lockwood Street Outfall

An abandoned railroad drain was found connected to manhole LS-l.The last 25 feet of the 72-inch outfall was exposed and showed evi-dence of chemical attack. Portion of the crown had completely de-teriorated. The headwall was not deteriorated and there was no evi-dence of chemical attack below the Iprins line of the pipe •
