Additionally, we were asked about teacher pay supplements in North Carolina. The Fiscal Research Division provided the following response (Please refer to Attachment 3, entitled 2012-13 L ocal Salary Supplements): • "The State authorizes local school districts (LEAs) to provide supplements under G.S. 115C- 302.1(h). The pertinent language reads as follows: Teachers Paid From O ther Funds. - Every local board of education may adopt, as to teachers not paid out of State funds, a salary schedule similar to the State salary schedule, but it likewise shall recognize a difference in salaries based on different duties, training, experience, professional fitness, and continued service in the same school system. If a local board of education does not adopt a local salary schedule, the State salary schedule shall apply. No teacher shall receive a salary higher than that provided in the salary schedule, unless by action of the board of education a higher salary is allowed for special fitness, special duties, or under extraordinary circumstances. When a higher salary is allowed, the minutes of the board shall show what salary is allowed and the reason. A board of education may authorize the superintendent to supplement the salaries of all teachers from local funds, and the m inutes of the board shall show what increase is allowed each teacher." These supplements are above the salary cited for a teacher in the Statewide schedule published in every budget bill. That is to say, a LEA may not pay a State or locally-paid teacher less than the required minimum on the State schedule, but may pay a higher wage out of local funds. As noted above, the local school board m akes the determination on whether to provide a supplement and the size of the supplement. Of course, the ability to provide supplements ultimately sits with the C ounty Boards of Commissioners who control local appropriations for schools. Attached is the 2012-13 supplement information by LE A that you requested."
