He noted that Kuwait seeks to make the best use of training programs offered by the IACA. The International Anti-Corruption Academy (IACA) is an international organization based in Laxemburg, Austria. The Academy provides a new and holistic approach to anti-corrup- tion education and research, delivers and facilitates anti-corruption training for practitioners from all sectors of society, and provides technical support and assistance to a wide variety of stakeholders. It offers standardized and tailor- made trainings, academic degree pro- grams, opportunities for dialogue and networking, anti-corruption think-tank and benchmarking activities. Minister Al-Sanaie hoped the fourth assembly would come up with resolu- tions to strengthen cooperation and coordination in this crucial domain. The fourth session of IACA’s Assembly of Parties started earlier on Wednesday, concentrating on the Academy’s overall policy as well as key issues regarding the work pro- gram, financing, and elections in the Board of Governors. More than 200 delegates from Parties and Observers to the IACA Agreement are partaking in the meeting. Two side events are also on the agenda for Dec 10. The first is a panel discussion on the nexus between cor- ruption and security with Sarah Chayes from the Carnegie Endowment for International Peace, as well as sen- ior representatives from UNODC, the OSCE, and others. The second event aims to raise awareness on the importance of anti- corruption education and training, par- ticularly in view of the 2030 Agenda for Sustainable Development. Participants will have a chance to hear from IACA students and faculty about how the organization’s programs and activities have impacted them and the communities they serve. Serious Corruption and bribery, if left unchecked, are serious impediments to sustainable development and the achievement of the 2030 Agenda for Sustainable Development throughout the world, said Yury Fedotov, Executive Director of the UN Office on Drugs and Crime (UNODC), on Wednesday. “These serious crimes breach the essential trust between citizens and governments, as well as businesses and consumers,” he said in a press release on the occasion of the International Anti-Corruption Day. “When corruption and bribery suc- ceed, the goal of fairness and equality fails; entire communities can be left without infrastructure, hospitals or schools. But, corruption also under- mines vital tendering processes, dam- ages industries and debases competition. “Where corruption is rampant, countries face poor inward investment and blemished reputations. Corruption is, therefore, a short term victory for the few that deeply harms the many,” Fedotov pointed out. “For all these reasons, International Anti-Corruption Day is an opportunity to acknowledge the work undertaken against corruption and bribery, but also to chart future efforts to rid the world of these crimes. “This year was another milestone in these activities. The sixth session of the Conference of the States Parties to the UN Convention against Corruption (UNCAC) came together in St Petersburg to hold a dialogue on global anti-corruption activities,” he stressed. “There were a number of successes, including in the areas of asset recov- ery, prevention of corruption and bribery, the development of public/pri- vate partnerships and the launch of the second cycle of the review mechanism under UNCAC. “In his first-ever message to the Conference, the UN Secretary-General (Ban Ki-moon) stressed the need to end corruption as a means of achieving sustainable development,” Fedotov noted. “In December, we will celebrate a decade in the life of UNCAC. MP submits queries to Al-Essa regarding KISR By Abubakar A. Ibrahim Arab Times Staff KUWAIT CITY, Dec 10: The Parliament will vote on the proposed amendments to the Anti-Corruption Authority Law in the first and second readings on Tuesday even if the govern- ment fails to meet the deadline for sub- mitting its recommendations, says MP Ahmed Al-Qudaibi. In a press statement, Al-Qudaibi clari- fied the government has been given a chance to present its recommendations regarding the proposal until Sunday. He disclosed the Parliament’s proposed amendments include putting the author- ity under the control of the National Assembly. He asserted the Parliament will not accept any sign of weakness in the fight against corruption, so it intends to vote on the proposal whether or not the gov- ernment submits its recommendations on Sunday. Meanwhile, MP Mohammad Tana Al- Enazi wondered why FIFA asked Kuwait’s sports clubs not to participate in the opening of Jaber Stadium allegedly due to the suspension of Kuwait from participating in international sports events. He said he was surprised when he heard about FIFA’s action considering the opening ceremony is under the patronage of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah. He asserted, “This only shows some- one is trying to work against Kuwait, so the government must immediately take action rather than remaining silent over the issue. Today, everyone knows who controls the sports sector and these peo- ple seem keen on wreaking havoc in this field.” In another development, MP Abdul Hameed Dashti presented questions to Minister of Education and Higher Education Bader Al-Essa regarding the Kuwait Institute for Scientific Research (KISR). He said he needs answers to these queries in order to guarantee trans- parency and to protect the rights of KISR and its staff. He demanded for a copy of KISR’s organizational structure approved by the Civil Service Commission on June 24, 2012; copy of the proof on the approved jobs forwarded to the Board of Trustees; names and nationalities of the managers of Operations and Research depart- ments; copies of their contracts; names of advisers of the KISR director; mem- bers of the Promotions, Scholarships and Projects Evaluation committees; managers of foreign programs; their qualifications and years of service in the institute. MP submits queries to Al-Essa regarding KISR

KUWAIT CITY, Dec 10: TheParliament will vote on the proposedamendments to the Anti-CorruptionAuthority Law in the first and secondreadings on Tuesday even if the govern-ment fails to meet the deadline for sub-mitting its recommendations, says MPAhmed Al-Qudaibi.

In a press statement, Al-Qudaibi clari-fied the government has been given achance to present its recommendationsregarding the proposal until Sunday. Hedisclosed the Parliament’s proposedamendments include putting the author-ity under the control of the NationalAssembly.

He asserted the Parliament will notaccept any sign of weakness in the fightagainst corruption, so it intends to voteon the proposal whether or not the gov-ernment submits its recommendationson Sunday.

Meanwhile, MP Mohammad Tana Al-Enazi wondered why FIFA askedKuwait’s sports clubs not to participate inthe opening of Jaber Stadium allegedlydue to the suspension of Kuwait fromparticipating in international sportsevents. He said he was surprised when heheard about FIFA’s action considering theopening ceremony is under the patronage

of His Highness the Amir Sheikh SabahAl-Ahmad Al-Jaber Al-Sabah.

He asserted, “This only shows some-one is trying to work against Kuwait, sothe government must immediately takeaction rather than remaining silent overthe issue. Today, everyone knows whocontrols the sports sector and these peo-ple seem keen on wreaking havoc in thisfield.”

In another development, MP AbdulHameed Dashti presented questions toMinister of Education and HigherEducation Bader Al-Essa regarding theKuwait Institute for Scientific Research(KISR). He said he needs answers tothese queries in order to guarantee trans-parency and to protect the rights ofKISR and its staff.

He demanded for a copy of KISR’sorganizational structure approved by theCivil Service Commission on June 24,2012; copy of the proof on the approvedjobs forwarded to the Board of Trustees;names and nationalities of the managersof Operations and Research depart-ments; copies of their contracts; namesof advisers of the KISR director; mem-bers of the Promotions, Scholarshipsand Projects Evaluation committees;managers of foreign programs; theirqualifications and years of service in theinstitute.
