Dear President Hughes,
I find it very disappointing that a scheduled meeting between Local 333 and the United Marine Division
officials was cancelled. You informed that UMD officials did not attend and that another meeting will
not be scheduled. The meeting was supposed to be a forum for Local 333 to protest the chartering of a
new tug boat local by the UMD. The local is supposedly headed by UMD President John Healy, ex-
president of Local 333, International Vice President of the ILA. The company is a one boat operation
with only 3 employees that signed pledge cards. One of the employees was thrown out of Local 333 for
crossing a bona fide picket line last year and other refused to pay his back dues. Local 333 has been
chartered to the ILA for 80 years.
The ILA should not tolerate competing locals in the same craft, in the same jurisdiction. President
Hughes J know your hands are full but so are mine. Our local is dealing with a local in the middle of ourjurisdiction. It is a big laugh with the companies and a slap in the face to the men and women who work
on 333 vessels and take pride in their union. This is a prime example of divide and conquer, a page takenout of the company handbooks.
We have tried many times to have UMD officials come to a Local 333 Executive Board but they never
attend. They have changed their by-laws illegally without our input or our knowledge. They ask to audit
all our books. They have chartered out another local in our craft and given sanctuary to a scab of Local
333. One of the UMD officials was the spokesperson for a trusteeship hearing at the ILA Headquarters
last w~ar. With the passing of UMD board member Dave Woods the UMD would not let us appoint his
replacement. Do you see a pattern happening?

Now the simple question is; does Local 350 UMD have a charter approved by the International
Longshoremen's Association?
Is Local 333 on its own with dealing with the UMD and can we have a meeting to get all the facts here?

Brother Healy,
Local 333 would like for the United Marine Division to go on record about Local 350 which has beenallegedly chartered by the UMD. We would like to know when it was chartered, who the officers are,
how many members it has and what companies it represents? Also, has the ILA approved the charter?
We confirmed that one of the companies was Thornton Brothers, a company that had been undercontract with Local 333 until the owner informed us that he was going out of business. Local 333
consider this raiding.
The Executive Board has asked you several times to attend an Executive Board meeting to explain the
situation with Local 350. You and other UMD officials have yet to attend.

Dear Brother Ron,
On Monday June zo" 2011 at ILA legal counsel's office of Andre Mazzola, Local 333 United Marine
Division's John Healy admitted he was the President of Local 350. Present at this meeting was AndreMazzola, Local 342 UMD Bill Hennessey, and Local 333 Executive Board member Salvatore Blasi. Finally
after many attempts, Brother Healy admitted that Local 350 existed and he was the President of Local
350. This local was chartered without the notification or approval of Local 333 Executive Board. Brother
Healy sits on the UMD board and represents Local 333 United Marine Division.
Brother Healy has shown little regard to his representation of Local 333 on the United Marine DivisionBoard. In more than 3 years Brother Healy has never attended an Executive Board meeting after such
request from the Executive Board or attended a regular membership meeting. Brother Healy has taken it
on himself to forgo any approval from Local 333 on issues with the United Marine Division. He is running
a Local in the middle of our jurisdiction and operating the same craft as Local 333. With this action
Brother Healy has violated section 11. (a), (d),(e), and (f) Obligations of Members of our by-laws. Iambringing charges against Brother Healy regarding these violations.

Brother Healy,
It seems that you and the other officers ofthe United Marine Division will not go on record about Local350 that was chartered by the UMD without our knowledge. We have asked you several times to attend
a Local 333 Executive Board Meeting to explain why and how this Local was chartered. Our latest
request was in a February 2, 2011 letter that went unanswered.
All we hear is word of mouth. The new local ~oes represent workers in the same crafts as in Local 333
and is in the middle of our jurisdiction. The only company we are aware of that is under contract with
Local 350 is Thornton Brothers, which had been under contract with Local 333 before it went out of
business and was in discussions with Local 333 about recognizing us as it's employees bargaining
representative at the time Local 350 was chartered and signed a contract with the company. Therefore,
we consider this a raid of our union. When reviewing the United Marine Division's Report and
Certification of Union Membership, Local 350 started to pay per capita around September 2010.
There will also be other questions concerning our relationship. If Local 333 is represented on the UMD
Executive Board then why are we left in the dark on the businesses of the UMD? You alleged that the
UMD By-Laws were changes in March of 2010 but no notice of propose changes were given to this Local.
What will it take for the United Marine Division John Healy and its officials to attend a Local 333Meeting? Our next Executive Board meeting is June 23, 2011 at 10:0 AM. Please advise if you will be
attending.
