Winter seems to have arrived in Ohio with our first real batch of cold weather in January. Now would be the time to check your credentials and up- date any that may be expiring this year. Labor History classes are un- derway. District 1 held its class in early January and it was well attended by the membership. The remainder of the classes will be held this month and next. Please check with your union hall or this issue of the Buckeye Engineer for the date of its class. If you haven’t been to a Labor History class, spend the day with us and learn how organized labor got to where it is today and get updated on the current state of events fac- ing Local 18. As everyone is well aware, we now have a new President of the United States who was sworn into office on January 20. President Trump wasn’t our first choice, but now Labor must find a way to work with him and his ad- ministration that can benefit the membership. Right-To-Work (RTW) is not dead. Ken- tucky just passed RTW in January with HB #1 and followed it up with HB #3, the elimi- nation of prevailing wages on school con- struction. The borders are closing in and we must continue to fight the fight so that Ohio doesn’t become the next state to adopt RTW. Talk to your legislators, your friends and neighbors and let them know RTW is not good for anyone, Union or Not. 2017 has the indications of being another good work season for ODOT projects. We must organize everyone who performs Operating Engineer’s work in order to maintain market share in the construction industry. The Organizing Department makes more than 500 contractor contacts each month with the nonunion sector. Local 18’s work- force development efforts bring new mem- bers and contractors to the organization which brings new jobs and opportunities for the entire membership. looks like a busy year in district 3

Work this year looks prosperous for District 3.There has been a great deal of activity in

Delaware County. On Sandusky St. in Dela -ware, McDaniel’s Construction is doing thesite work on a seven-story law office, withMaxim Crane Works setting steel with SofcoErectors as a sub. Miller Pipeline had severalcrews working around the city of Delaware re-placing gas lines for Columbia Gas.

Also in Delaware County, George Igel hasa slip repair at state routes 315 and 750 with190 caisson holes to be drilled. This area willbe shut down for approximately four months.

Trucco Construction has several jobsaround the county. It is working at theDelaware Area Career Center in Delaware andon a new water line from Shaughnessy Reser-voir to Clark Shaw Rd. in Powell that will bearound 40-feet deep in some places.

Strawser Paving built a new bike bath in thevillage of Mount Air.

In Polaris, Igel connected the sewer andwater from the new Gemini Parkway to IKEAand Kokosing built a new three-mile long road.

Double Z Construction has two intersectionwidening projects underway, one at CountyLine Rd. in Westerville and the other at Wor-thington and Big Walnut roads in Lewis Center.

Igel has a design/build project with twobridges on county roads 49 and 255 outsideof Sunbury.

In Union County, Dew Excavating is workingon a pond and putting in all roads while ParkEnterprises is installing the sewer and water toa housing development on Creekview Drive inMarysville. Also in Marysville, Double Z isworking on a S.R. 31 bridge deck replace-ment. Elite Construction is replacing sewerlines on various Marysville streets. Atlas Indus-trial has had several operators busy this winterat the Honda plant with maintenance andbuilding a new car paint booth.

In Morrow County, several bridges arebeing replaced by Ohio Bridge, R&I Construc-tion and Crawford Construction as part ofODOT’s Ohio Bridge Partnership Program.

In Marion County, Underground Utilities isreplacing sewer lines on Belmont St. in thecity of Marion and Park Enterprises is replac-ing sewer lines on Greenwood St. in the city.Helms & Sons is replacing water lines onQuarry Rd. in Marion. T.G. Mercer has a pipeyard on S.R. 309 for the Nexus Pipeline.

In Wyandot County, Underground Utilitiesis replacing sewer lines in Upper Sandusky. InMcCutchenville, R&I will be replacing twobridges over Thorn Run. Igel is moving top soilfor National Lime & Stone in Carey.

In Franklin County, the heavy shops of OhioCAT, Columbus Equipment, RECO Equipment

and Southeastern Equipment all had a jumpin sales and service this winter due to the mildweather, allowing contractors to work longer.Towlift, W.W. Williams and Cummins arestarting the year off busy.

Work in Franklin County is still booming atthis time. At the U.S. Rt. 23/I-270 inter-change, the Igel/Ruhlin joint venture on tun-nel and bridge work is substantially complete.Subcontractors were Kokosing, MP Dory,Danbert, McKinney Drilling, GeoBuild, Mt.Carmel Stabilization, McDaniel’s and PreciseBoring of Ohio.

Complete General Construction has alllanes open now at the I-270/U.S. Rt. 33 inter-change in Dublin. Remaining work is the veryextensive landscaping package being per-formed by Complete General and JohnLoehner. There were many subcontractorsworking on this project including Shelly,Howard Concrete and Amelie Construction.This job included building 11 bridges, sevenof which were built in a four-month period byComplete General.

Buds and MP Dory have been working onbarrier wall and signage upgrades on varioussections of I-270.

Complete General was low bidder on amajor reconstruction of the I-70/I-270 inter-section on the west side of Columbus fromWilson Rd. past Rome-Hilliard Rd. This projectincludes several bridges, lane additions andsound walls. Shelly, Strawser Paving and Budsare some subs on the job.

On I-71 south of Columbus, Shelly & Sandswas low bidder on a lane addition in theGrove City area. The project includes buildinga new bridge over White Rd. and creating anew noise wall.

The city of Columbus also has several treat-ment plant projects underway. Kokosing hasbeen at the Hap Cremeans plant for the pastthree years with tank replacements and facil-

ity upgrades, and continues working on theDublin Rd. plant expansion. Work on thisplant has been let out in four phases withKokosing awarded all four of them. The com-pany also was low bidder on the expansion ofthe existing Parsons Ave. plant.

The city’s OARS tunnel project has beenunderway for more than five years and hasemployed three dozen Operating Engineersworking three shifts. Kenny-Obayashi has thecontract to build the 4.4-mile long by 22-footdiameter tunnel that will separate the city’sstorm sewage for treatment. It took untilSeptember 4, 2015, (three years) for the tun-nel boring machine to finally see daylightagain as it reached the final shaft at Neal Ave.Work is scheduled for completion by the endof this year.

The Blacklick Sewer Interceptor bid out lastMarch, with Michels/Jay Dee Joint Venture,under the name Blacklick Constructors, beinglow bidder. This is a four-mile long tunnel onthe east side of Franklin County which should

petitionAs GOP lawmakers and a new governor vowto make Missouri the 27th Right-to-Workstate, Missouri AFL-CIO President Mike Louishas filed several versions of an initiative peti-tion that would amend the state constitutionto protect union negotiating rights.

A Right-to-Work law has been a longtimepriority for Republican legislators who found acontinual roadblock in Democratic Gov. Jay Nixon.

But while Nixon used his veto pen to blockthe legislation in the past on the grounds thatit’s anti-worker, newly elected governor EricGreitens has promised to sign it.

In the weeks leading up to their return toJefferson City last month, leaders of the leg-islature’s GOP supermajorities said it’s the toptask in their pro-business 2017 agenda, andseveral lawmakers have already filed Right-to-Work proposals.

Louis’ petition for the ballot would essen-tially reverse any Right-to-Work law passedduring the upcoming session by giving em-ployers and employees the “unalienable”right to negotiate contracts that would re-quire workers to pay fees covering the costsof union representation.

“That employees shall have the right to organ-ize and to bargain collectively through represen-tatives of their own choosing,” it reads. “No lawor ordinance shall restrict or impair an agreementwhich requires employees to support their cho-sen collective bargaining representative.”

In a statement, Louis said such negotiationswere essential to ensuring fair wages, goodbenefits and safe working conditions.

The initiative petition process has becomean increasingly popular way for Missouri ac-tivists, particularly Democrats, to push agendaitems that wouldn’t be palatable to the GOP-led legislature. Recently, that’s included effortsto raise the tax on cigarettes, limit campaigncontributions and legalize medical marijuana.

But it’s a difficult and arduous process toget a referendum on the ballot, one that re-quires approval of the secretary of state andattorney general, analysis of fiscal impact bythe state auditor, and a certain number of sig-natures from registered voters.

New Hampshire’s newly elected governor,Chris Sununu, son of famed Republican op-

erative John Sununu, has made it clear Right-to-Work legislation will be a key piece of hisupcoming agenda.

Even though Republicans will control bothhouses in the state legislature as well as thegovernorship, Sununu is stressing that he willaccomplish labor reform with bipartisan sup-port from Democrats.

“We can’t just ram down a piece of legis-lation down everybody’s throat,” Sununusaid. “We have to be good listeners on bothsides of the aisle.”

Despite his assurances, labor leaders arenot so convinced of the governor’s new bi-partisan spirit.

“For all his talk of reaching across the aislethere is no doubt that Chris Sununu believeshe has a mandate to lead,” says Richard Dal-ton, business manager of the InternationalUnion of Operating Engineers (IUOE) Local18 in Ohio. “As a result, he will try to imposeunwanted and harmful laws on the hard-working people of New Hampshire. He isgoing to be in for a fight because the work-ing people of his state will be ready to takehim on. Believe it.”

Chris Sununu defeated Democrat Colin VanOstern, who was staunchly against Right-to-Work proposals.

Opponents of Right-to-Work measuresclaim the laws result in decreased workerrights and ultimately damage the middle class.

“There’s always going to be a new threatthat labor supporters have to fightagainst,” says Dalton. “Everyone involvedknows the stakes and will be prepared tostep up when it’s time. Workers and laborleaders in New Hampshire will do every-thing they can to stand against this dam-aging legislation.”

Update: The NH legislature passed a RTWbill. As this issue went to press, the governorhad not signed off on it.

kentucky passes legislationRepublican lawmakers in Kentucky passed

a Right-to-Work bill on January 7.The effort to pass the legislation in Ken-

tucky came two months after Republicanswon control of the state’s General Assemblyfor the first time since 1921. Republicans nowcontrol both chambers in the state’s legisla-ture and the governor’s office.

A Kentucky Senate committee on January6 passed the Right-to-Work bill, sending it

The report findsthat the U.S. transportation system, and thecurrent planning and funding mechanisms, willnot meet the demands presented by trends in-cluding population growth, climate change,and new technologies like driverless cars.

“Beyond Traffic started a long overdue con-versation about whether our transportationinfrastructure will keep pace with our chang-ing country,” said Secretary Foxx. “The finalreport again shows that if we do not invest inour infrastructure, we will let conditions moveus backwards.”

Beyond Traffic 2045 was the product ofmore than two years of research and study bythe U.S. Department of Transportation(USDOT). The report is a comprehensive studyof the major trends that will shape the nation’stransportation system over the next 30 years.It looks at broader trends, such as populationgrowth and increasing freight volume, as wellas issues of economic opportunity, transporta-tion funding and emerging technologies, toidentify the key transportation challenges thatthe United States will face.

Questions and trends explored in BeyondTraffic 2045 include:• How we move – America’s population is ex-

pected to grow by 70 million by 2045, andby 2050, three-quarters of Americans couldlive in 11 emerging megaregions – largergeographic clusters in spanning multiplecities and communities.

• How we move things – Freight volume is ex-pected to increase by more than 40%, partlydriven by online shopping, adding extra de-mand to our transportation networks.

• How we adapt – Predicted rises in globaltemperatures and mean sea levels, andmore frequent and intense storm events,could drastically affect highways, bridges,public transportation, coastal ports and wa-terways.

• How we move better – Automation and ro-botics will affect all modes of transporta-tion, improving infrastructure maintenanceand travel safety, and enabling the main-stream use of autonomous vehicles.

The 132nd Ohio Gen-eral Assembly hasbeen officially swornin and is under way.Chairmanships, newcommittees and com-mittee assignmentshave been made forthis GA.

The first six monthsof business at theStatehouse will be focused on budgets!

The first budget will be the ODOT budgetwhich is generally finished by the end ofMarch. As you would expect that will belargely where we focus our attention duringFebruary and March.

At the same time the ODOT budget isgoing through its hearing process, the state’s

General Revenue budget will be in the hear-ing process.

This is the budget that will keep us busyuntil the end of June. It must be constantlymonitored because it will be thousands ofpages and this is where things can be hiddenconcerning our prevailing wages (yourwages), relevant items and where the “devilis in the details.”

As you probably have heard by now, thereis also a legislative push on Right-to-Work(RTW). I am confident at this time (writtenin early January) we can keep it out of thelegislature.

Tune in next month to find out more on thisvery important year in politics for our mem-bership and all unions as we move into thenew 132nd General Assembly here in Ohioand the Trump Era in Washington D.C

Two labor Historyclasses in FebruaryThe first of two Labor History classes thismonth will be held on Saturday, February 11,at the District 3 union hall, 1188 Dublin Rd,Columbus. A week later, the District 4/5 unionhall, 3860 Towne Blvd. in Franklin, will hostthe class.

The Saturday classes will run from 7:30 a.m.until 4 p.m. The final class this year will be heldon March 4 at the District 6 Union Hall.

• How we align decisions and dollars – Fed-eral gasoline-tax revenues have failed tokeep up with our transportation needs andcould decline further as vehicle fuel effi-ciency improves, and inflation furthererodes purchasing power.As the title suggests, one of the key issues

examined in Beyond Traffic 2045 is the costof increasing traffic congestion. It finds thatthe average American driver in a city or a sub-urb will spend an entire work week sitting intraffic, the annual cost of congestion delaysand lost fuel is $160 billion, and that truckcongestion alone will cost $28 billion inwasted time and fuel this year.

In his introduction to the report, SecretaryFoxx outlined three strategies that need to beemployed to ensure that America is able tomeet the challenges of the next thirty years:take better care of our legacy transportationsystems to keep our roads, bridges, and portsin good repair; fund and prioritize new proj-ects based on future projections, not out-dated models of how people moved in thepast; and use technologies and better designapproaches that will allow us to maximize theuse of our old and new transportation assets.

In conjunction with the release of BeyondTraffic 2045, Secretary Foxx designated 18 Be-yond Traffic Innovation Centers across thecountry to lead research on the transportationchallenges outlined in the report. The centersare non-profit institutions of higher educationand non-profit organizations which conveneleaders and other key decision-makers in eachof eleven megaregions around the UnitedStates, as well as in rural communities, to dis-cuss these challenges and coordinate relatedresearch, curriculum, outreach, and other ac-tivities.

The Great Lakes/Midwest megaregion is theCenter for Neighborhood Technology, OhioState University and University of Michigan.

Chao eyes safety enforcement, expeditingprojects, getting value for the moneyElaine Chao is President Donald Trump’s choiceto be the next transportation secretary, andshe has vowed to develop a major infrastruc-ture investment plan. Chao is seen as some-one who would play a key role in selling it onCapitol Hill and implementing the transporta-tion portions afterward. She is also married toSenate Majority Leader Mitch McConnell, R-Ky., who will help decide if and when such aprogram reaches the Senate floor for votes.

In her responses to questions prior to theconfirmation process, Chao said she believesher background “makes me well suited” forthe top USDOT job. She cited her previousgovernment experience as labor chief, deputytransportation secretary, chair of the FederalMaritime Commission and deputy chief ofUSDOT’s Maritime Administration. Chao alsosaid she had been a transportation banker attwo financial institutions.

She said all that had “prepared me not onlyfor the management challenges of a largefederal department, but also for the task ofproviding leadership and developing legisla-tion and regulatory programs that will en-hance transportation safety and infrastructurefor our country.”

Asked to state what she sees as the topchallenges facing the USDOT, Chao said a toppriority “is to maintain a culture of good stew-ardship on behalf of the American people.”

She said that means “effective enforcementof safety measures; getting the most benefitfrom the department’s expenditures includingstrengthening its planning and acquisition prac-tices; and preparing for the future by consider-ing new technologies in our infrastructure.”

In addition, “given the nation’s need toimprove critical infrastructure, it is important

I regret to say I re-ported on far toomany accidents re-sulting in fatalitiesthat occurred withinour jurisdiction in2016. I have re-searched national

sources to find fatal accidents that are tragic,yet preventable. I did this in an effort to edu-cate our members about the devastating andlife changing event that is a fatality.

One of the most informative and completesources for this information is the Mine Safetyand Health Administration website. With thegoal of reaching the public with this informa-tion MSHA has developed the “Fatalgram.”With its rather morbid name, it leaves nodoubt as to the subject matter it discusses. Ihave three such reports I wish to share withthe Brothers and Sisters of Local 18.

On February 26, 2016, a truck driver deliv-ering multiple sections of polyurethane pipewas struck by a section of pipe during the un-loading process. A forklift removed two sec-tions of pipe from the passenger side of thetruck, and then left the area with the two sec-tions. While the forklift was away, a single,unsecured section of pipe rolled off on thedriver’s side of the truck and struck the victim.

Each section of pipe was approximately 50-feet long and weighed approximately 1,750pounds. Miners began first aid but the driverwas unresponsive. He was transported to thelocal hospital and later died. This accidenthappened at a sand pit in Granbury, Texas.

To prevent an accident of this type, evaluatethe stability of the material before unfasten-ing a load. Pay particular attention to loadsthat may have shifted or become unstableduring transport. Install secondary supports(side stakes) of adequate height and strengthto prevent material from falling when the loadis unfastened; or prior to unfastening the ma-terial, secure the item being unloaded to themachine used in the unloading process.

Stand clear of items of massive weightshaving the potential to become off-balancedwhile being loaded or unloaded. Implementmeasures to ensure persons are properly po-sitioned and protected from hazards whileperforming a task. Ground personnel shouldbe highly visible. Unauthorized personsshould be kept clear of the area.

On March 22, 2016, a 42-year-old leadman with six years of mining experience wasfatally injured at a surface limestone minewhen he was struck by fly rock from blastingoperations. The lead man was parked in hispickup truck at a location to prevent othersfrom accessing the blasting site. He was ap-proximately 1,200 feet from the blast area.The rock that caused the fatality only weighed20 pounds but traveled at a high trajectorynearly four football fields striking the roof ofhis pickup truck, suggesting the destructivepower behind the blast. This accident oc-curred in Earlham, Iowa.

To avoid being involved in an accident ofthis nature, clear and remove all persons fromthe blast area unless suitable blasting shelters

On April 11, 2016, a 61-year old dozer op-erator with 18 years of mining experience wasfatally injured at a surface titanium ore mine.He had been leveling the haul roads into thepit with the dozer and was found lying ap-proximately 30 feet in front of the dozer. Theinvestigation by MSHA revealed that the park-ing brake was not set, the drive was in neu-tral, the blade of the dozer was eight inchesoff of the ground and the dozer was found atthe bottom of an incline.

With this information, the investigators con-cluded that the operator attempted to exit thecab. While doing so, the dozer started to trackbackwards in neutral dragging the operatorbetween the cab and the track. The machinethen tracked over him and continued downthe slope to rest at the bottom 30 feet away.

new USdOT report reveals america's$926 billion infrastructure needJust prior to leaving office, U.S. TransportationSecretary Anthony Foxx announced that a newreport on the state of America's transportationinfrastructure, “2015 Status of the Nation'sHighways, Bridges and Transit: Conditions andPerformance,” confirms that more investmentis needed not only to maintain the nation'shighway and transit systems but to overcomea nearly trillion-dollar investment backlog.

“We have an infrastructure system that isfundamental to the nation’s economic health,and it needs greater attention and resources,”said Secretary Foxx. “Improving our nation’sroads, bridges, and transit helps create jobs,connects communities and ensures that ournation is equipped for the future.”

He added that the Congressionally man-dated report confirms the projections outlinedin “Beyond Traffic,” a U.S. Department ofTransportation study issued in early 2015 thatexamined the challenges facing America'stransportation infrastructure over the next 30years, such as a rapidly growing populationand increasing freight traffic.

The new report – commonly known as the“Conditions and Performance” report – iden-tifies an $836 billion backlog of unmet capitalinvestment needs for highways and bridges,or about 3.4% more than the estimate made

in the previous report. Addressing the grow-ing backlog – while still meeting other needsas they arise over the next two decades – willrequire $142.5 billion in combined transporta-tion spending from state, federal and localgovernments. In 2012, the most recent yearin which the report’s data were available, fed-eral, state and local governments combinedspent $105.2 billion on this infrastructure –35.5% less than what is needed to improvehighways and bridges.

“The case for more investment in our na-tion’s transportation system is clear,” said Fed-eral Highway Administrator Gregory Nadeau.“A strong transportation system will makebusinesses more productive and freight ship-pers safer and more efficient while improvingAmerica’s quality of life.”The report found that between 2002

and 2012:• The percentage of structurally deficient

bridges decreased from 14.2% to 11%.• Road quality improved, with the share of

travel taking place on smooth pavement increasing from 43.8% to 44.9%.

• Delays in traffic cost the average commuter more time than ever, with an estimated 41hours of delay per year in 2012, up from 39hours in 2002.

given to all District chairmen or secretaries,weather and health permitting.

The participation in our clubs improved dur-ing the year, but at Christmas time it was exceptional.

Local 18 is once again holding Labor His-tory classes, and I encourage all Club mem-bers to attend and take a friend or relativewith you. We must spread the word thatworking union has great advantages overworking non-union.

Club members are always looking for waysto improve our meetings, so if you have onemake sure your chairman knows about it.Each one of us knows some union memberswho are not active in our Club, and I encour-age each of you to let them know how themeetings keep you informed both in unionand retiree activities.

At the last meeting in Toledo, I saw a membershow up for the first time. He was at the backof the room talking it up and laughing withmembers he had worked with years before,having a good time. That is what it is all about.

To the Editor:The New Hampshire Senate began its 2017

session by introducing a right-to-work billSB11-FN, one of newly inaugurated Gov.Chris Sununu's legislative priorities. Right-to-work is wrong for the Granite State.

The label of right-to-work sustains the myththat union membership is required to work ina business in which a union acts as the bar-gaining agent for employees. Under federallaw, no one can be forced to join a union asa condition of employment or pay dues forpolitical purposes.

Proponents argue that right-to-work willlower labor costs and encourage businessesto move to New Hampshire. The non-partisanEconomic Policy Institute has found thatwages in right-to-work states are lower thanin non-right-to-work ones and that workersin the former are less likely to have employer-sponsored health insurance. The Bureau ofLabor Statistics reports that workplace deathsare higher in right-to-work states. Right-to-work may lower labor costs by depriving

unions of the funds to be effective advocatesfor workers, union and non-union alike.

There is no evidence that right-to-work leg-islation attracts new businesses to a state.

The New Hampshire unemployment rate of2.7 percent is the lowest in the U.S. leadingconsequently to a shortage of qualified appli-cants for many job openings. Right now thestate needs more workers for its current busi-nesses. New Hampshire's population growthfor 2010-2015 was only 0.2 percent while thepercentage of working adults has decreased.The Granite State is tied with Maine for theoldest median age in the U.S. of 42.8 years.The national median is 37.8 years.

While no other New England state has en-acted right-to-work, all have higher minimumhourly wages ($9-11) than new Hampshire's$7.25 per hour. Our Legislature should beworking on ways, including increasing the min-imum wage, to attract young people to thestate and keep them here – not an ineffectiveand wage-lowering right-to-work legislation.

take three years to complete. George Igel hasall the site work and is excavating two shaftsat the launch site. Capitol Tunneling has a120-foot long by 12-foot diameter hand dugroad bore on the project.

Elsewhere throughout Columbus, Danbert isworking for AEP on electrical upgrades to ductbanks and vaults. Danbert is also installingwater lines and doing some street reconstruc-tion off of Hudson St. for the city of Columbus.

In downtown Columbus, S.G. Loewendickis busy demolishing some of the older build-ings for Lifestyles Communities. The devel-oper’s plans are for construction of a 10-storybuilding with retail shops and residential livingabove. Children’s Hospital is adding three newoffices and a parking garage. One officebuilding on Lexington Ave. is already underconstruction, as is the parking garage withMcDaniel’s doing the site work and MaximCrane Works setting the steel.

Elsewhere downtown, Igel is on a parkinggarage project at COSI that, when finished,will have two parking levels underground anda park on the surface. Igel has 880 sheets ofpiling to drive before it can excavate the nec-essary 35 feet for the garage.

The outlook for work in Franklin County isincredible with several large projects to bidout plus ongoing work that will resume in latewinter.

Complete General is on site for the CherryValley interchange in Granville. This has beena fast-paced project that started in the fall of2015, with the moving of 240,000 yards ofdirt and a widening of S.R. 16. A new bridgeis being added, as are entrance and exit rampsthat connect Cherry Valley Rd. to S.R. 16. Sub-contractors include Shelly doing the paving,John K. Leohner doing the seeding and LakeErie on the signs, fencing and guardrail.

Igel is also very busy in and around down-town Newark, where it is installing more than20,000 feet of combined storm and sanitarysewer pipe. Subcontractors include CompleteGeneral doing the electrical work and Kokos-ing doing the paving.

Shelly & Sands is at work on the U.S. Rt.33/Winchester Rd. interchange in Carroll,west of Lancaster, building several newbridges and removing the traffic signal whichshould make the morning commute mucheasier for many.

Igel is also rebuilding a dam in the Hide-away Hills community in Hocking County.When completed the dam will feature a muchlarger spillway.

In New Albany, Trucco is adding entranceand exit ramps at S.R. 161 & Mink St., as wellas new sewer lines. It is also widening Mink St.

Compressor station work this past yearkept many Operating Engineers busy. Price

Gregory is building a station in the Ashvillearea with the help of subcontractors BeaverExcavating, Forest City Erectors, Lear West,Lunda, Ohio CAT, Babcock Fence, Capital CityCrane and All Crane.

Compressor work in Philo has newly signedJones-Blythe as the contractor. Work on sev-eral culverts in the Southeastern Ohio areaalong state routes 13, 93 and 550 really hasParker’s workers staying busy.

Howard Concrete Pumping is working in theNelsonville area grouting voided mine shafts.

Ohio Bridge and LMS are working on abridge demolition and rebuilding a newbridge on S.R. 555.

In Circleville, Berkel is working on an esti-mated 5,000 holes, each to be drilled at adepth of 40 feet, on the site of the new Sofi-del tissue plant. It has three crews working toaccomplish the job as quickly as possible.Richard Goettle is on the same job with othercontractors Capital City and Baker Concrete.

Newly signed Spirtas is doing the demowork at the old Pickaway County powerplant.

National Lime & Stone moved its stoneplant operation and is moving quickly to getits operation up and running along the U.S. Rt. 23 corridor.

In Gallia County, Entact EnvironmentalServices anticipates employing approximately25 operators by summer on the fly ash pondclosure at the Gavin power plant. Duke &Duke currently has six operators working inthe refined coal facility at the plant.

new FHWa rules aim to improveperformance of nation’s highway systemThe U.S. Department of Transportation’s Fed-eral Highway Administration (FHWA) has re-leased two final rules outlining newperformance measures to improve the condi-tion of the nation’s roads and bridges and as-sess travel reliability, congestion and emissionsat a national level.

The rules call for states to account for airquality improvement by establishing perform-ance targets, and greater transparency andaccountability in setting and achieving per-formance targets for several key measures ofhighway performance, including pavementand bridge condition and travel reliability.

“Deteriorating and congested roads and

bridges in our nation must be addressed headon, and today’s actions help us do exactlythat,” said U.S. Transportation Secretary Anthony Foxx. “These rules will play an im-portant role in reducing travel delays and airpollution, and also improving infrastructurequality, giving the American people a bettertravel experience.”

“These new rules will improve the informa-tion available to state departments of trans-portation to help them focus their planning andprogramming decisions,” said Federal HighwayAdministrator Gregory Nadeau. “Overall, theyare about targeting investment decisions morestrategically and evaluating their impacts.”

The rules are expected to bring aboutgreater accountability nationwide in additionto more consistency in data collection andanalysis and more comprehensive practices.

Flu season approaching peakFlu season is in full swing and it’s starting tolook like a severe one, according to U.S.health officials.

That’s why they’re urging that the most vulnerable – the very young, the elderly, thechronically ill and pregnant women – get theirshots before it’s too late.

“We are still a few weeks (February) fromthe peak of flu season, and then there’s thesecond half of season to go,” said LynnetteBrammer, an epidemiologist with the U.S.Centers for Disease Control and Prevention.“I would be surprised if this was the peak.”

The prominent strain this time around isH3N2, which often signals a severe seasonthat hits the oldest and youngest the hardest,she said.

“Not all H3 years are severe years, but a lotof the severe years are H3 years,” Brammersaid.

Influenza H1N1 and influenza B viruses arealso circulating throughout the country, sheadded.

Although the height of the flu season is ap-proaching, it’s not too late to get vaccinated.“It’s not uncommon to see a second wave ofinfluenza B go through after the wave of A,”Brammer noted.

This year’s vaccine contains all the circu-lating viruses, she said, but the vaccine maybe less effective against predominant H3N2virus.

“We would all like to have a better vaccine,but vaccine is still the best way to protectyourself against flu,” Brammer added.

If you get vaccinated and still catch the flu,it may be milder than if you weren’t vacci-nated, she explained.

If you do get so sick with the flu that you’rehospitalized, there are antiviral drugs that canhelp.

Tamiflu and Relenza are effective if takenearly. That’s particularly important for high-risk individuals, such as the elderly and peoplewith chronic conditions, such as heart andlung disease, according to the CDC.

The heaviest flu activity is along the eastand west coasts, but it’s also circulating in thecenter of the country. “Flu is everywhere,”Brammer said.

So get the shot soon, because it can take sev-eral weeks to produce enough antibodies togive you maximum protection, the CDC noted.

Most years, the vaccine is between 40%and 60% effective, according to the CDC.

In a typical flu season, flu complications – in-

cluding pneumonia – send more than 200,000Americans to the hospital. Death rates linkedto flu vary annually, but have gone as high as49,000 in a year, according to the CDC.

Hospitalizations for flu are continuing to increase with the highest rate among the elderly, Brammer said.

The CDC recommends that anyone aged 6 months and older get a flu shot. Besides theelderly and the chronically ill, pregnantwomen also fall into the high-risk group inneed of vaccination.

Also, mothers of newborns need a flu shotto help protect their infants, who can’t bevaccinated until they’re 6 months old.

One recent change in guidelines is that thenasal spray vaccine is not recommended be-cause it’s less effective than a shot.

Why unions must strike“the single largest massacre . . .”

In August, 1897 – almost 120 years ago –what has been termed the “single largestmassacre of American workers in the 19th century,” took place in a small town inPennsylvania.

Yet it took almost eight decades for a smallmemorial to be placed at a nearby crossroadswhere 19 striking miners had been killed.Shot in the back!

In the late 1800s people in many parts ofthe world decided to leave their homes andimmigrate to the United States. They came fora variety of reasons, but between 1870 and1900, nearly 12 million immigrants arrived inthis country.

The bulk of these immigrants, 2.5 to 4 mil-lion, were Italians, Greeks, Hungarians, Polesand others speaking Slavic languages.

The overwhelming majority of the immi-grants consisted of young men of workingage who planned to spend only a few yearsin this country and earn enough capital to re-turn home and return to their farming life.

By the 1890s, Pennsylvania’s anthracite coalfields were heavily populated by southern andeastern Europeans. Anti-immigrant sentimentwas widespread against these “foreigners”who refused to accept passively low wages,dangerous work and miserable living arrange-ments offered to them by employers.

But in order to earn money, instead of mov-ing into agriculture in line with their tradi-tions, these young men went to work in thecoal mines and steel mills. They felt only inheavy industry did they have a chance to col-lect enough money to be able to fulfill theirgoals and return back to the “Old Country.”

At the same time, mine owners needed awork force that would produce coal ascheaply as possible. Miners were paid accord-ing to how much coal could be produced, nothow many hours they worked.

For a couple of decades, labor tensions inthe state’s anthracite coal fields were compar-atively quiet. But in 1897 they began heatingup again. (It’s important to note that the Panicof 1893, a very serious economic depression,was just easing up in 1897.)

In the summer of 1897, in the heart ofPennsylvania coal mining country, the Hazel-ton Evening Standard offered an editorialwarning: “The day of the slave driver is pastand the once ignorant foreigner will no longertolerate it.”

The warning didn’t seem to have any ef-fect. In August, the Honey Brook division ofthe Lehigh and Wilkes-Barre Coal Companylaid off workers at its strip mines, cut the payof remaining employees and raised fees forworkers living in the area’s company towns.

Those seem to be standards for a strike.

This one had quite a different underlying reason.

In addition to the above changes, the com-pany consolidated its mule stables, requiringteenaged mule drivers to travel much furthereach day to pick up their mules – time forwhich they were not compensated.

Mules were used almost exclusively to pullcoal cars before mechanized vehicles. Largehorses were too expensive and too large tomaneuver in the mine’s tight quarters. Unfor-tunately, most mining companies valued themule’s life over that of a common mine laborer. At one time, a trained mine mule wasworth $200. Miners, if lucky, might average75 cents a day, working seven days a week.Easier – and cheaper – to replace a miner thana mule.

That was the start. A scuffle between a supervisor and some teenaged drivers led towalkouts by 25-35 of these drivers, followedby strip miners as well as underground coalminers, and by August 16 nearly 2,000 work-ers were on strike. Almost all of the minersjoined the United Mine Workers on August 18,and within two days most of the mines in theregion had closed due to the spreading strike.

Many Slavic miners had not joined theUMW, primarily because of ethnic discrimina-tion exhibited by English-speaking and Amer-ican miners. By being shamed with suchderogatory terms as “hunky” or “bohunk,”they didn’t join the union until the UMWcalled for a 15% wage increase. At that pointthey joined.

On August 23 the “first” strike ended afterthe company agreed to pay overtime, bringwages up to the national average, allow min-ers to see their own doctors when injured andno longer force miners to live in company-owned housing.

When the new pay rates were announceda few days later, only a limited number ofworkers received raises. Management didagree to treat Slavic workers more fairly, butreneged on their other promises.

The strike resumed!On September 3, three days before Labor

Day that year, 3,300 workers closed downfour mines.

The mine owners’ private armed force, theCoal and Iron Police, were too few to handlethe strikers, so owners called for help fromLuzerne County Sheriff James F. Martin. Thesheriff created a posse of about 100 Englishand Irish citizens to prevent any further dis-ruptions. He armed them with new Winches-ter rifles, metal piercing shells and buckshot.That may have been the wrong move. Withinfive days, 8,000 to 10,000 miners were onstrike.

On September 8, mine owners demandedthe sheriff of Schuylkill County arrest severalthousand miners who had forced anothermine to shut down, but he refused.

Sheriff Martin of Luzerne County didn’t refuse.

On September 10, about 300-400 unarmed miners, most of them eastern Europeans, raised an American flag andmarched toward Lattimer to support thenewly formed UMW union at the still-openLattimer mine. Although told to disperse, theykept marching. (See photo)

Sheriff Martin and his deputies were wait-ing. In fact the deputies had spent most of themorning joking about how many miners theywould kill. While on a streetcar headed forLattimer with the sheriff and his comrades,one deputy was overheard saying, “I bet Idrop six of them when I get over there.”

to find ways to expedite the process of mak-ing repairs and building new constructionsand decreasing the regulatory burdens whenappropriate,” Chao wrote. “With or withouta new infusion of funds, it is necessary tolook at the existing processes for infrastruc-ture development and find more efficientways to address bottlenecks in planning andpermitting.

Finally, she said that “with so many needseverywhere in the country, a big challenge willbe to strive for equity between urban andrural areas, among different modes of trans-portation, and other competing but equallydeserving stakeholders.”

Clark County, OdOT seek federalmoney to move up I-70 wideningThe Ohio Department of Transportation hasmade a grant application for $31 million in federal transportation money to move upthe I-70 widening between U.S. Rt. 68 andS.R. 72.

The $52 million project is currently sched-uled to begin construction in July, 2019.

The 3.46 miles of the roadway from U.S. Rt. 68 to Ohio 72 remains two lanes inboth directions of I-70. The second phase ofthe U.S. Rt. 68 project includes adding a lanein the east- and westbound lanes from U.S.68 to Ohio 72, redoing the existing four lanesand replacing six bridges.

The improvements will reduce congestionfor trucks hauling freight and improve trafficsafety issues, ODOT Planning and EngineeringAdministrator Matt Parrill said. The districtalso has work to do to maintain the currentinfrastructure, he said. Aging bridges along I-70 need repairs, Parrill said. The project willallow several bridges to be replaced, headded.

“From my perspective, its system conditionat a local level, but from a regional and na-tionwide level, it’s creating a continuous six-lane section for the truck traffic,” Parrill said.“It’s a change for now.”

If the federal application for a U.S. Depart-ment of Transportation FASTLANE grant is ap-proved, it’s unclear how soon constructionwould begin, Clark County-Springfield Trans-portation Coordinating Committee DirectorScott Schmid said.

“It will move the project forward, it’s just amatter of how fast,” he said.

The $18 million Phase 1 of the projectfrom Enon to U.S. Rt. 68 was completed inthe fall of 2015. A third lane was added ineach direction in the 3.8-mile stretch of I-70, which took nearly a year-and-a-half tocomplete.

ODOT applied for a similar a grant last year,but was not selected, Parrill said. It is submit-ting an updated application during this round,Parrill said.

“It’s very competitive, but it’s an opportu-nity to jump ahead of the existing (schedule),”Parrill said. “We’re going to take every oppor-tunity for these programs when they comealong. If we qualify, we’re going to apply.”

The $5 million design for the project has al-ready been completed, Parrill said, meaning itcan move forward as soon as funding is inhand. It was chosen by state ODOT leaders asa project worthy of FASTLANE money. If ap-proved, ODOT will need to find $20 million infunding to complete the project. They hopeto get the money through the TransportationReview Advisory Council (TRAC) or district al-locations, he said.

“They do know that if we do receive it, it’s not the full amount,” Parrill added. “Theywould have a financial plan to bridge the gap.”

The Springfield City Commission, ClarkCounty Commission and the Chamber ofGreater Springfield are also expected to writeletters of support, according to Schmid.

Springfield is the lone two-lane area wheretraffic bottlenecks in a 40-mile stretch be-tween Dayton and Columbus, Clark CountyCommissioner John Detrick said.

“The economic impact is just phenome-nal,” Detrick said.

Late in 2016, the U.S. Federal Energy Regula-tory Commission (FERC) granted Rockies Express Pipeline LLC permission to place partof its Zone 3 Capacity Enhancement projectin Ohio and Illinois into service.

FERC said Rockies Express could put intoservice compressor stations at WashingtonCourt House and Chandlersville in Ohio andSt. Paul in Indiana.

Rockies Express has said it will request per-mission to place the rest of its 0.8 billion-cubic-feet-per-day enhancement project intoservice at a later date.

REX built two new compressor stations inOhio (Pickaway and Fayette counties) and onein Indiana (Decatur County) to support this

When the demonstrators reached Lattimerin mid-afternoon, they were met by the sher-iff and 150 of his armed deputies. The sheriffordered them to disperse and then attemptedto grab an American flag out of the hands ofthe lead marcher.

When the flag bearer held tight, the policeopened fire on the unarmed crowd. Nine-teen miners were killed and anywhere from17-49 others were wounded. All had beenshot in the back, and several had multiplegunshot wounds which indicated they hadbeen targeted.

The immediate result was mob rule in thearea. Sheriff Martin phoned for help and2,500 members of the Pennsylvania NationalGuard were dispatched to restore order.

Funerals of the slain marchers drew crowdsof up to 8,000 people, and newspapers ex-pressed shock and outrage at the “butchery”and “carnage.” The New York Tribune de-clared, “Strikers March to Death,” and inPittsburgh’s Slavic newspaper, the headlineread “Massacre of Slavs – in the Freest Coun-try Under the Sun – People are Shot at LikeDogs.”

Another paper noted that “if the strikers inthe Hazelton region were of the English-speaking class there would have been nobloodshed.”

A day after the killings, local Slavic commu-nity leaders held a rally to try to calm workers,raise money to provide for the families ofthose killed, and seek the prosecution of Sher-iff Martin and his deputies.

On September 12, bitter miners began asearch for Lehigh and Wilkes-Baer Coal Com-pany mine superintendent Gomer Jones. Itwas a search in vain, but miners did destroyhis home when they couldn’t find him.

The chaos wasn’t over yet.On September 20, a group of Slavic

women, armed with fireplace pokers and

rolling pins, led about 150 men and boys inan attempt to shut down the McAdoo coalworks, but was turned back by the arrival ofNational Guard troops.

Sheriff Martin and 73 deputies were ar-rested and put on trial. They claimed themarchers had refused to obey an order to dis-perse and were charging toward the sheriffand his deputies.

In formal testimony, one witness said, “Iwas with the strikers when the shooting oc-curred. When we approached the Sheriff hewalked to the middle of the road and told usto stop. Some few of the men went forward,and then I heard two volleys from thedeputies. None of the strikers was armed. Iwas shot in the right arm and as I started torun I was shot in the right leg, the ball enter-ing from the back and coming out in front.”

In spite of medical evidence that provedall the strikers had been shot in the back,the sheriff and his deputies were acquitted,similar to many of the judicial results thathave been reported in this series.

The massacre did create a sense of unityamong the immigrant miners in the an-thracite coal fields, and in four months,15,000 miners joined the United Mine Work-ers of America.

Companies plan gas-fired electricpower plant inGuernsey CountyTwo companies plan to build a natural gas-fired electric power plant in eastern Ohio,starting in early 2018.

Apex Power Group and Caithness EnergyL have filed what’s known as a pre-applica-tion letter with the Ohio Power Siting Boardto construct a 1,650-megawatt combined-cycle plant in Guernsey County. Construc-tion would begin in the first quarter of 2018and operations in the third quarter of 2020.

Called the Guernsey Power Station, theplant would generate enough electricity topower about 1.5 million homes, accordingto the project’s website. It would be sup-plied with gas from the Rockies Expresspipeline, one of the biggest pipelines in theU.S. that stretches from Colorado to east-ern Ohio

The plant will be built in Valley Township inthe southern part of Guernsey County, whichlike other eastern Ohio counties is home tomost of the state’s Utica shale oil and gas de-velopment.

California-based Apex has developed twogas-fired plants in California and is buildinganother in Texas. New York-based Caithnessis an independent power producer that hasheld interests in more than 40 wind, solar,natural gas and geothermal power projects inthe U.S.

There are quite a few gas-fired plants in de-velopment across Ohio, all funded by privatedevelopers. Power customers do not pay fortheir development.

Start of rover Pipeline near – hopefullyRover Pipeline is a new interstate natural gasproject proposed to transport 3.25 billioncubic feet per day (Bcf/day) of domestically-produced natural gas to markets in the Mid-west, Northeast, East Coast, Gulf Coast andCanada, with direct deliveries to Ohio, WestVirginia, Michigan, and into the Dawn Hub inOntario, Canada which has a broader net-work of distribution points back into the U.S.,the Northeast and into the Canadian market.

The approximate $4.2 billion pipeline willgather gas from processing plants in West Virginia, eastern Ohio and western Pennsyl-vania for delivery to the Midwest Hub nearDefiance, Ohio, where roughly 68% of thegas will be delivered via interconnects with ex-isting pipelines in Ohio and West Virginia fordistribution to markets across the U.S.

The remaining 32% of the natural gas willbe delivered to markets in Michigan via an interconnect near Livingston County, Michi-gan with the existing Vector pipeline, whichhas established delivery points to local distribution companies and the vast Michiganstorage fields throughout the state.

Rover will provide a long-term, reliablesupply of low-cost natural gas to theOhio and Michigan regions. As the eighthand ninth largest U.S. consumers by state ofnatural gas respectively, Ohio and Michigan

are largely dependent upon out-of-state pro-duction to meet their supply needs. Pipelinesthat once brought gas to the Midwest fromthe Western U.S. and South (like many oftoday’s existing pipelines) are not currentlyconnected with abundant U.S. Marcellus andUtica gas. Rover is a critical link to make newlow-cost natural gas supplies available to Ohioand Michigan consumers over the long-term.

Rover will employ new advancedpipeline technology to ensure safety andreliability. Pipelines are the safest mode oftransporting natural gas, according to statis-tics from the U.S. Department of Transporta-tion. But there are always opportunities toimprove on that record. Today’s natural gaspipelines are designed to exceed stringentfederal safety standards. Rover will be builtand operated using the most advanced tech-

nology and monitoring systems to make iteven safer.

The most immediate concern of Rover’s de-veloper’s focus is on the roosting habits of theIndiana bat (an endangered species) and thenorthern long-eared bat (a threatened species –species on their way toward being endangered).

As it turns out, during the warmer monthsthese creatures like to rest or sleep under theexfoliating bark of dead or dying trees, includ-ing many along 511 miles of Rover’s route.The developers have committed (as part ofthe federal environmental review process) toclearing trees only between October 1 andMarch 31 in Pennsylvania, Ohio and Michi-gan, and between November 15 and March31 in West Virginia, which means the clock isticking to get all 3,000 acres of the neededtree-clearing done prior to April Fool’s Day.
