have furnished the detai Is of expenditure incurred by State for procurement of unsubsidized LPGcylinder for the year 2013-14. It has, therefore; been decided to release of Central Assistance for thereimbursement of additional funds of< 2940.67 lakhs (Rupees Twenty Nine Crore Forty Lakh andSixty Seven Thousand Only) as recurring Central Assistance due to Gov!. of West Bengal for theyear 2013-14 under Mid-Day-Meal Programme, which is trifurcated as per details given below:-

(i) < 2137.57 lakhs (72.69%) will be debited to Demand No. 59- Department of SchoolEducation & Literacy, 360 I (Major Head)-Grant-in-Aid to State Governments, 04 - Grants forCentrally Sponsored Plan Schemes (Sub-Major Head), 187-Elementary Education - NationalProgramme of Mid Day Meals in Schools (Minor Head), 06 - Assistance to States (Sub Head),06.02 - (Amount to be met from Prarambhik Shiksha Kosh) (Detailed Head), 06.02.31 - Grants-in-aid - General for 20 13-14 (Pian).

(ii) < 801.04 lakhs (27.24%) will be debited to Demand No. 59- Department of SchoolEducation & Literacy, 360J (Major Head) - Grant-in-Aid to State GovernlTlents, 04 - Grants forCentrally Sponsored Plan Schemes (Sub-Major Head), 789 - Special Component Plan forScheduled Castes (Minor Head), 35 - Elementary Education-National Programme of Mid DayMeals in Schools, 35.02 - Assistance to States-(Amount to be met from Prarambhik Shiksha Kosh)(Detailed Head), 35.02.31 - Grants-in- aid - General for 2013-14 (Plan).

(iii) < 2.06 lakhs (0.07%) will be debited to Demand No. 59- Department of School Education &Literacy, 360 I (Major Head) - Grant-in-Aid to State Governments, 04 - Grants for CentrallySponsored Plan Schemes (Sub-Major Head), 796 -Schedule Tribes for Sub Plan (Minor Head), 25- Elementary Education-National Programme of Mid Day Meals in Schools, 25.02 - Assistance toStates-( Amount to be met from Prarambhik Shiksha Kosh) (Detailed Head), 25.02.3 J - Grants-in-aid - General for 20 13-14 (Pian).

Note: The proposal for certification of Funds (under ST Component) was sent to IF-II. Sinceno funds under ST Component are available. therefore IF-II certified the amount of ~ 2.06Lak" (Rupees Two Lakh and Six Thousand only) (for ST Component) from the General Head.

2. Accordingly, I am directed to convey the sanction of the President of India to release of ~2139.63 lakhs ~ 2137.57 lakhs for General component + ~ 2.06 lakll for ST component)(Rupees Twenty One Crore Thirty Nine Lakh and Sixty Three Thousand Only) to Govt. ofWest Bengal as an recurring Central assistance under National Programme of Mid Day Mealin Schools for the year 2013-14.

3. The expenditure of ~ 2139.63 lakhs (Rupees Twenty One Crore Thirty Nine Lakll andSixty Three Thousand Only) will be debited to Demand No. 59- Department of School Education &Literacy, 360] (Major l-lead)-Grant-in-Aid to State Governments, 04 - Grants for CentrallySponsored Plan Schemes (Sub-Major Head), 187-Elementary Education - National Programmeof Mid Day Meals in Schools (Minor Head), 06 - Assistance to Stales (Sub Head), 06.02 -(Amount to be met from Prarambhik Shiksha Kosh) (Detailed Head), 06.02.3] - Grants-in-aid -General for 2013-14 (Pian).

4. The above grant is subject to the following conditions: -

The reimbursement of the additional cost will be made on actual basis oncertification of bills for additional requirement of fuel cost arising out of increase incost QfLPG cylinder duly certified by Officer In-charge ofMDM at district level andapproved by Officer In-charge of MDM Scheme at State level.The grantee shall maintain a separate and proper account of the expenditure incurredout of the grant and the accounts so maintained shall be open to audit by theComptroller & Auditor General of India or any authority deputed by him for thepurpose as per rules.The State Govemment shall contribute and release their minimum mandatory sharesimultaneously to implementing agencies.The grantee shall furnish this Department with item-wise statement of expenditure ona quarterly basis and other reports on physical and financial progress in approvedformats. The grantee will also submit annual progress within one month from theclose of the financial year. The unspent balance, if any shall be taken into accountbefore funds or subsequent years are released.The grantee shall follow strictly all the instructions issued by the Gov!. oflndia fromtime to time with regard to the implementation of the Scheme and the fundsearmarked for Special Component Plan for Scheduled Castes and Scheduled TribesSub Pian. Therefore, the funds are required to be further bifurcated into these'minorbudget heads i.e. for SCs and STs.

5. It is certified that the pattern of assistance under the Scheme has the prior approval ofMinistry of Finance. It is also certified that the grant is being released in conformity with rules andprinciples of the Scheme.

6. The utilization celiificate of this grant may be submitted to Gov!. of India within threemonths of the next financial year.

7. The accounts of the grantee shall be open to inspection by the sanctioning authority andaudit, both by the Comptroller and Auditor General of India under the provision of CAG (DPC) Act1971 and Internal Audit by the Principal Accounts Office of the Ministry of Human ResourceDevelopment, Department of School Education and Literacy, whenever the grantee is called upon todo so.

8. The amount of grant-in-aid is finally adjustable in the books of Principal Accounts Officer,Ministry of HRD, Department of School Education & Literacy, D-Wing, Ground Floor, ShastriBhawan, New Delhi-liD 115. On receipt of sanction letter, the Principal Accounts Officer may issuean advice to the Reserve Bank of India (Central Accounts Section), Nagpur for affording credit to thebalance of the State Government. The Principal Accounts Officer may forward a copy of the adviceto the Accountant General and Finance Department of the State Government along with a copy toundersigned in the Department of School Education & Literacy. State Government shall sendintimation regarding receipt of grant-in-aid to Principal Accounts Officer, Ministry of HRD,Department of School Education & Literacy, Shastri Bhawan, New Delhi-II D115.

9. Grantee is located in West Bengal circle of account.

10. This issues with the concurrence of Integrated Finance Division vide their Dy. No.5989/2013 dated 31.12.2013 and funds certified by IF.2 vide Dy. No. 12/2014-IF.II dated02.01.2014.

II. The Sanction ID and E-bill pertaining to above release has already been generated.
