14. Hearing Of appeal ap plication

(1) An appeal application preferred in violation of proce duro laid down in rule l~ shall not lie and does not becomemaintainable. (2) An appeal application found on scrutiny as maintainable will be heard by adjudicating oflicor or appellateauthority, as prescribed in sub-rule (l)g of' rule 12.
