In recent years, India has entered into more than three dozen “strategic partnerships”, but France remains the original one. It underlines the need for a comprehensive approach, removes any distinction between al-Qaeda and the terrorist groups targeting India like Lashkar-e-Toiba, Jaish-e-Mohammed and Hizbul Mujahideen, calls on Pakistan to bring to justice the perpetrators of the Mumbai attacks and calls for a dismantling of sanctuaries and safe havens in Pakistan’s border areas that can destabilise Afghanistan.
