Important: If you are on a J-1 visa, and you want to change to an F-1 visa, you have to check your DS-2019 and your J-1 visa to see if you have the Two-year Rule Restriction. If you do have the Two-year rule restriction, then you cannot apply for an F-1 visa since you have to return to your country for two years. However, if you do not have the Two-year Rule Restriction, then you are eligible to apply for an F-1 visa by submitting a change of status application (I-539) to USCIS through the International Student Services. The Change-of-Status can be done only if your I-94 card has not expired and the application must be submitted to us at least one month before the expiration date on the I-94 card. To qualify for the Change of Status, you must first complete the Initial F-1 Visa Application process.
