DR. JOSE MARRERO

INTERNATIONAL DIRECTOR

Dr Jose Marrero, from Arecibo, Puerto Rico, USA, was elected

to serve as International Director of Lions Clubs International at

the association’s 102nd International Convention, held in Milan,

Italy, July 5-9, 2019.

Director Marrero has been a physician for 39 years, and is

currently Medical Director for a community care clinic with

emergency care, lab and X-ray facilities. His clinic is the primary

care provider to most of the population within the surrounding

areas. Dr. Marrero also works as an emergency physician for a

Level 3 medical facility which receives referrals from all medical

facilities within the Arecibo district.

Dr. Marrero became a Lion in 1996 when he joined the Arecibo Captain Correa Lions Club.

He has held a number of offices within the Association, including Multiple District Diabetes

Awareness and Action Chair, GLT Coordinator, and GST Coordinator. He has served as a

presenter in five Regional Lions Leadership Institutes and three USA/Canada Forums.

In recognition of his service, Director Marrero has received 11 International President’s

Certificates, one International President’s Leadership Award, and two International

President’s Awards. Director Marrero and his wife, Annie, are both Progressive Melvin Jones

Fellows.

Director Marrero also supports an outreach program to the homeless population within

Arecibo, one established by his son as well as his home Lions Club. Director Marrero has

served as president of his local chapter of the Puerto Rico College of Physicians, and is a

former city councilperson in the city of Arecibo

Aside from his Lions and professional responsibilities, Director Marrero pursues an interest in

botany and grows tropical bonsais and orchids in his home.

Our

….. is one of our very own from District 5M-6, Lion Kyle Anderson of the Wildwood Lions

Club. The topic will be “Challenging times are great opportunities for growth”.

Kyle has been a Lion for twenty years, accumulating numerous

recognitions for his leadership and dedication in his club. He is the

recipient of the Melvin Jones Fellowship, Helen Keller, Dream

Catcher, Hearing, and Lion of the Year awards.

His professional life includes 39 years as an independent insurance

agent. He sold his agency to Preferred Insurance Services in 2016,

and now is employed there. His personal life is centered on 34 years

of marriage to his “partner in service”, Sandy, his three adult

daughters, and two adorable two-year-old grandsons. Along the way, he has taught a fourth

grade Sunday School class at Community of Grace Lutheran Church for many years.

Panel – “The impact of Lions on communities?” Presenters are elected,

appointed and staff officials from cities within our service area. Currently scheduled for this

panel are White Bear Lake Mayor Jo Emerson, White Bear Lake

City Manager Ellen Hiniker, and Jason Viana, Executive Director

of Open Door, in Eagan.

Expect to gain new appreciation for not simply what Lions have

accomplished, but also for the possibilities that networking and

collaboration offer for future.

Childhood Cancer - Heartbreak and Hope

Our Presenter is Mindy Dykes, Outreach Coordinator for the

Children’s Cancer Research Fund (CCRF). Her organization,

CCRF, is one of those which has dedicated matching funds to the

MN Lions Childhood Cancer Foundation, Inc. for this fiscal year.

They will provide a match for up to $100,000 this year.

Mindy has been a speaker for 8 years. She is also the mother of

Connor, age 7, who a brain cancer survivor. Like us, she “finds

hope in being part of the solution.”

• Once again, we will tie blankets, which will be donated to Women’s Shelters

• Collect, organize and box used eyeglasses for shipping to our partners at the

Wisconsin Lions Foundation for cleaning, sorting, prescription labeling and bagging for

missions to underdeveloped countries. Please discard glasses cases at home. And

….. don’t forget the Hearing Aids.

Delegate Registration Form

Lions voting on issues at the convention must be designated by their Club as a voting delegate. Each

Club is allowed one voting delegate for each 10 members. Five or more club members, rounds up to

ten, For example a club with 33 members is allowed 3 delegates; and a club with 36 members is allowed

4 delegates. Please list alternate delegates as well.

To be a Delegate each Lion must be a member for one year and one day based on LCI records.

Delegates must pick up voting cards at the Convention Registration table no later than 30 minutes prior

to the start of the business meeting which is Saturday, January 18, 2020 at 3:00 p.m. Past District

Governors automatically receive a voting card and are not counted or listed on your delegate

registration form.

RULES OF PROCEDURE

MIDWINTER CONVENTION OF

DISTRICT 5M-6, LIONS CLUBS INTERNATIONAL

JANUARY 17 and 18, 2020

Rule 1. No Lion or Lions Club shall, sell or solicit sales of raffles or other fundraising activities.

An exception to this rule will be made this year to allow fund raising to support the candidacy of

PID Brian Sheehan for the position of 2021-22 International President as well as candidates for

2nd and 3rd International Vice President. Advertisements for club and foundation fundraisers

are not only allowed, but encouraged. Fun games of chance or skill which may involve an

entrance fee of up to $1.00 to go to a club’s administrative fund are permissible

Rule 2. The District Governor shall arrange the order of business for the district

convention. Except for registration and certification hours, which may not be changed, deviation

from the announced order of business shall be made only by consent of three-fourths (3/4) of the

certified delegates assembled at any session at which a quorum is present. A majority of those

certified delegates present in person at any session shall constitute a quorum.

Rule 3. Except as otherwise provided in the Lions Clubs International Constitution and By-

Laws, Multiple District 5M Constitution and By-Laws, District 5M-6 Constitution and By-Laws,

national custom and practice or these rules, Robert’s Rules of Order, Newly Revised, shall govern

all questions of order and procedure.

Rule 4. Credentials

(a) The Credential committee shall be composed of the District Governor, as

chairperson, the cabinet secretary and two other non-officers of the district appointed by

the District Governor, each of whom shall be a member in good standing of a different

Lions club in good standing in the district, and shall not through the duration of the

appointment hold any district or international office either by election or by appointment;

provided, however, the District Governor may designate any other committee member as

chairperson. The credentials committee’s primary responsibility shall be to verify club

delegate credentials. In carrying out this responsibility, the credentials committee shall

have the powers and shall perform the duties as established by national custom and

practice or as set forth in Robert’s Rules of Order, Newly Revised.

(b) The registration and certification of delegates shall occur on Friday, January 17, 2020

from 1:00 p.m. to 6:30 p.m. and on Saturday, January 18, 2020 from 7:30 a.m. to 12:00

p.m.

Rule 5. Nominations

(a) 60 days prior to the convening of the convention, the District Governor, unless

otherwise provided, shall appoint, and designate the chairperson of a nominations

committee consisting of three (3) members. It shall be the committee’s responsibility

to review the qualifications of each nominated candidate within thirty (30) days prior

to the election and rule on the eligibility of the same. In reviewing the qualifications

for District Governor, First Vice District Governor and Second Vice District

Governor, the committee shall use the qualification forms set out in the Standard

District By-laws as Exhibits D, E and F respectively.

(b) Candidates may withdraw from contest at any time prior to the issuance of the final

report of the nominations committee.

Rule 6. Replacement of delegates and alternate delegates.

(a) To replace a delegate and/or alternate delegate already certified, the replacement must

provide a certificate signed by two officers of the club, certifying that the replacement is

eligible as an alternate delegate.

(b) On the day of voting, a duly certified alternate delegate shall be allowed to obtain a

ballot and vote in lieu of a duly certified delegate from the same Lions club by

presenting his/her copy of his/her alternate credential certificate together with the copy

of the certified delegate's credential certificate to the voting personnel at which time

the voting personnel will make the necessary notation on the credential records

marking that a substitution has been made on the respective club's delegate

entitlement. Alternate delegates who were not certified cannot replace a certified or

uncertified delegate.

Rule 7. Nominations for the offices of District Governor and Vice District Governors and such

other offices to be filled by the convention shall be limited to one nominating speech not to

exceed five (5) minutes for each nominee, and one seconding speech not to exceed three (3)

minutes for each nominee.

Rule 8. Elections Committee

(a) Prior to the convention, the District Governor shall appoint, and designate the

Chairperson of, an elections committee consisting of three (3) members. Each duly

nominated candidate shall also be entitled to designate one (1) observer through

his/her club. The observers may oversee election procedures only, but may not

participate directly in the committee’s decision making.

(b) The elections committee shall be responsible for the preparing of elections materials,

vote tabulation and resolving questions concerning the validity of individual

ballots. The committee’s decision shall be final and binding. The committee shall

prepare the ballots in conformity with the forms set forth in Exhibit G of the Standard

District Constitution and by-Laws.

(c) The elections committee shall prepare a comprehensive report of the election results

containing the following components: date, time and place of election; specific

voting results by candidate; signature of each committee member and observer. The

District Governor, council chairperson and all candidates shall be provided a copy of

the committee’s report.

Rule 9. Voting.

(a) Voting will take place at the business meeting to be convened at 3:00 p.m. on

Saturday, January 18, 2020. Election for the District Governors, Vice District

Governors and MD5M Hall of Fame shall be by secret written ballot.

(b) To secure a ballot card, the delegate shall present his/her credential certificate to

voting personnel for verification. Once verified, the delegate shall be issued a ballot.

(c) The voter shall indicate his/her vote by placing a mark in the appropriate location by

the name of the candidates of his/her choice. The mark must be placed in the proper

location to constitute a vote. Any ballot containing votes for more than the specified

number of offices to be filled in any section shall be declared invalid to that particular

section.

(d) A majority vote shall be necessary to elect the district governor, first vice district governor, second vice district governor and MD5M Hall of Fame Nomination. A majority is defined as a number more than one-half of the total valid votes cast excluding blanks and abstentions. If a majority vote is not received in the unopposed election of district governor, first vice district governor and second vice district governor, a vacancy shall occur and Article IX, Section 6(d) of the International By-Laws shall apply. However, if there is more than two (2) candidates for any such position and none of the candidates receives a majority, the candidate with the lowest number of votes shall be dropped off the ballot and a revote shall be taken. This process shall be repeated until one candidate receives a majority of the votes.

(e) A majority vote shall be necessary to elect all other candidates. In the event any one candidate shall fail to receive the required number of votes to be elected or endorsed, additional balloting as described in (d) above shall take place until such time as one candidate secures a simple majority vote.
