• Requires a “meaningful connection” where possible to the national network of intercity bus services-

• Subsidized service should serve same location as national service

• Schedules should coincide to allow reasonably convenient transfers

• Does not include “commuter bus service (service primarily designed to provide daily work trips within the local commuting area)”

• Needs link non-urbanized areas (under 50,000), or non-urbanized to urbanized (over 50,000)
