Additional Information Permitted uses Under current zoning: manufacturing, processing and assembly of products, warehousing, etc. Under proposed zoning: indoor shooting range with training center, retail sales and offices. Adjoining zoning and uses East (opposite side of N.C. 16 Business): zoned B-G and B-N, storage building sales lot and vacant office building. South: Zoned I-G, industrial building used for storage/warehouse West: zoned I-G and R-SF, undeveloped land. North: zoned R-SF, church. Required buffers Class A buffer along highway Class C buffer on north side abutting residential district Traffic The average daily traffic count on N.C. 16 Business in this area is approximately 17,000 vehicles, according to 2010 figures. This proposed amendment is consistent with the Lincoln County Comprehensive Land Use Plan and other adopted plans in that: This property is part of an area designated by the NC 16 Corridor Vision Plan as the North Triangle/Unity Church development node, an area where commercial activity is encouraged.

This proposed amendment is reasonable and in the public interest in that: This is an existing business area. Other properties in this area are zoned B-G. Because this is a conditional rezoning, the development of the property will be subject to the approved plan.

Community Involvement Meeting Report CZ #2013-1 Bob Watson, applicant A community involvement meeting on this rezoning request was held on June 11, 2013, at the East Lincoln Community Center. Bob Watson, property owner and applicant, and associate Robert Hosey spoke about the proposal and answered questions. Upwards of 40 people came out to hear the presentation and ask questions. Planning Board chair Christine Poinsette and vice chair Darrell Gettys were on hand.

Following is a summary of the comments, questions and answers.

Bob Watson introduced the project by stating that he will be constructing an upscale range. It will include 16 lanes 25 yards in length and four lanes 100 yards in length. The facility will be soundproof with no noise audible outside the outer walls. He anticipates 52% of the clientele will be women. Staffing for the facility will be between 10 and 15 fulltime employees. The facility will also have a state-of-the-art ventilation system.

Question 1: Will classes be offered? Yes, concealed carry along with a variety of NRA and gun specific classes.

Question 2: Will there be gun sales? Yes, ammo will be sold as well.

Question 2: The church wants to ensure that noise is addressed and requested that manufacturer’s specifications on soundproofing materials be provided to them prior to the public hearing. The church also requested that the facility not open until at least noon on Sundays.

Question 3: Have you considered offering simulated training? No, it is a different type of setup and operation.

Question 4: How many parking spaces will there be? 75 spaces including handicapped accessible spaces.

Question 5: Will there be a buffer between the facility and the church? Yes, as many trees will be saved as possible. Where trees are not able to be saved or the area does not meet the county’s minimum buffer requirements, new trees will be planted.

Question 6: Will there be any freestanding signage? That has not yet been determined yet.

Question 7: Will memberships be offered? Yes, membership levels will be offered. The pricing and details have not yet been determined.

Question 8: What will the building be constructed of? The building will be a metal shell encased in block.

Question 9: Will there be space available for independent instructors to qualify their own students? This is still being looked into.

Question 10: Will there be a minimum age requirement? This is not yet determined. Safety will be the number one concern with this decision.

Question 11: Where are you in the rezoning process? This is the first phase of the public engagement process where the applicant and staff tries to gather as many comments as possible on the front end, prior to the public hearing process. After this meeting there will be an opportunity to revise the plan in order to address any comments gathered at this meeting. The zoning hearing will actually take place on Monday, August 5, with a decision anticipated by Monday, August 19. If the application is approved, the applicant would then be free to move forward with final design for the project and be able to apply for his building permits.

Question 12: What will the range safety procedures be? There will be a range officer on duty at all times and the range will be monitored with video.

Question 13: Will there be gunsmiths on staff? That is part of the plan at this point.

Question 14: Are there any expansion plans? We are just trying to get the first phase off the ground at this point. (The applicant was advised after the meeting that he may want to consider a second phase as a part of his initial rezoning.)
