About California Title 24 – 2013 Energy Code Compliance and LightingEnergy efficient design of buildings is required by energy codes and challenges building owners to reduce their carbon footprint. California implemented Title 24, 2013 Building Energy Efficiency standard for non-residential and residential buildings on January 1, 2014 replacing the previous Title 24, 2008 standard. It has many similarities to ASHRAE 90.1-2010 which was adopted by several other states but has additional control requirements and more stringent requirements for testing and certification of controls commissioning.

Energy efficient lighting provides the greatest opportunity to save energy since lighting represents up to 35% of the energy usage in commercial buildings. High efficiency lighting systems with controls provides the most significant energy savings to meet or exceed energy code requirements. New solid state lighting (LED) luminaires can save up to 50% in energy over the fluorescent systems

they replace. Retrofitting existing fluorescent T12 or T8 luminaires with higher efficiency, longer life T8 lamp and ballast systems not only can save up to 40% in energy cost, but can provide longer lamp life, up to three or four times the life of older fluorescent lamp technologies and significantly reduce maintenance cost. Plus, the incorporation of lighting controls can save an additional 10-75% in energy cost depending on the chosen control strategies.

Impact of California Title 24 – 2013

Alterations affecting 10% of the lighting load, including basic retrofits, must comply with lighting power density (LPD) and control requirements. Building spaces with fewer than 40 fixtures are exempt from the luminaire modification in place controls and LPD.

Non-residential buildingsThe control requirements are the biggest challenge. All interior luminaires in non-residential buildings must have manual on/off controls with each area independently controlled.

Lighting System/Luminaire Alterations include alterations where an existing lighting system is modified, luminaires are replaced, or luminaires are disconnected from the circuit, removed and reinstalled, whether in the same location or installed elsewhere.

Requirements to comply can be found in Table 141.0-E shown below.

To qualify as a Luminaire Modification-in-Place, luminaires shall only be modified by one or more of the following methods:

• Replacing lamps and ballasts with like type or quantity in a manner that preserves the original luminaire listing.• Changing the number or type of light source in a luminaire including: socket renewal, removal or relocation of sockets or lampholders, and/or related wiring internal to the luminaire including the addition of safety disconnecting devices.• Changing the optical system of a luminaire in part or in whole.• Replacement of whole luminaires one for one in which the only electrical modification involves disconnecting the existing luminaire & reconnecting the replacement luminaire.

Commissioning and Testing Requirements Commissioning report on all functional performance tests

Title 24 requires commissioning report from the building owner. Projects issued a building permit on or after July 1, 2014 must undergo acceptance testing for the following: • Automatic daylighting controls• Automatic time switch controls • Occupancy sensors• Outdoor lighting shut-off controls• Outdoor motion sensors• Demand response (DR) controls Checklists can be found in Title 24 non-residential buildings compliance manual for indoor lighting, indoor lighting controls, outdoor lighting and, outdoor lighting controls.

Lighting controls acceptance test technicians will have to be certified through approved training program (CALCTP)

Individual lighting energy management strategies can be implemented into a space to reduce energy consumption. The benefit of utilizing an advanced lighting control system, such as the ENCELIUM® Energy Management System (EMS), is individual strategies are employed simultaneously where they work in concert with one another to meet the governing strategy of the customer, resulting in optimized energy savings.

Time Scheduling In areas of a building where occupancy control is not appropriate, time scheduled switching or dimming of lights can be employed for zones as small as a room or even an individual light fixture based on a pre-set schedule. (Potential Savings: 10 – 40%)

Daylighting Through use of photo sensors, light levels are automatically adjusted to account for ambient natural sunlight. Appropriate light levels are maintained and artificial lighting is dimmed when necessary. (Potential Savings: 5-15%)

Task Tuning With advanced lighting controls, light levels can now be tuned by individual fixture or zone throughout a building or facility to suit the particular tasks or use of a workspace. This feature is particularly advantageous to save energy in over-lit buildings. (Potential Savings: 5-20%)

Occupancy/Vacancy Sensing Occupancy sensors can be installed to eliminate energy waste in spaces that are periodically unoccupied throughout the day. Occupancy sensors assigned to individual fixtures and groups will automatically turn on/off or dim fixtures based on occupancy sensing. (Potential Savings: 25-50%)

Personal Control Studies have shown a correlation between personal dimming control and higher job and environmental satisfaction among office workers. Personal dimming control enables users to control their workspace lighting and even pre-set scenes based on their preferences right from their desktop. (Potential Savings: 5-15%)

Load Shedding Demand response employs load shedding, which entails automatically reducing electrical loads in response to either shave peak demand or reduce energy consumption during periods where utility costs are higher. (Potential Savings: 10%)

The modern office uses an open plan to embrace an increasingly mobile workforce. Workstations are communal, with breakout rooms and private offices to drive business conversation.

The lighting of the open office is soft and uniform, with a 30 fc average light level, using LED for maximum efficiency with a ceiling height of up to 12 feet. Undercabinet task lights at each work station supplement the troffers to achieve 50 fc at the work surface of each desk.

The high windows allow maximum daylight penetration and provide scenic views for the workforce. Photosensors adjust the dimmable LED troffers accordingly to save electricity when daylight is available. Occupancy sensors in each area reduce energy use by dimming the lights in unoccupied areas of the office.

Translucent glass panels are used to maximize daylight contribution to the private offices while still providing a quiet and private space to conduct business. Acoustic ceilings with integrated LED downlights help to dampen the sound and create isolated meeting pods while 2x2 troffers provide ample light in adjacent private offices.

The open plan office draws 0.9 W/ft2 at full power, but the use of daylight harvesting, task tuning for presentations and occupancy controls reduces the average consumption by 43% to 0.5 W/ft2.

ENCELIUM® Energy Management Systems The ENCELIUM Energy Management System (EMS) is comprised of the ENCELIUM GreenBus II® communication network and the ENCELIUM Polaris 3D® software.

ENCELIUM® GreenBus II is a networked communication system designed specifically for controlling lighting to achieve maximum energy savings and optimum lighting comfort. It enables cost-effective, individual dimming control of all fixtures in a building by integrating peripheral devices, including luminaires, switches and sensors, with front-end servers via dedicated ENCELIUM GreenBus II cabling, into a complete, programmable lighting solution.

ENCELIUM® Polaris 3D is the central control software application used to commission, configure and manage the ENCELIUM EMS. It enables configuration of every system parameter in a building for each individual user or space and establishes the baseline settings. Polaris 3D offers the enhanced ability to analyze and update lighting layouts from an intuitive and easy-to-use computer interface. This brings lighting control to a whole new level, by giving facility managers the ability to easily control individual fixtures, groups of fixtures, entire floors, or even entire buildings right from their desktop or laptop.

The highly flexible, ENCELIUM® EMS network can integrate with phase-cut dimmable sources, analog 0-10V dimming lighting systems and Digital Addressable Lighting Interface (DALI) lighting systems on the same platform. Where DALI ballasts are preferred, the system utilizes an ENCELIUM DALI Bridge as a gateway between the ENCELIUM GreenBus II® field bus and the DALI ballasts. The DALI Bridge also allows for the mixing of Class 2 and Class 1 wiring within the same lighting system.

When natural daylight is available, the ENCELIUM Energy Control Unit utilizing networked photosensors, reduces electric light levels and maintains constant illumination when daylight conditions fluctuate. Illuminance sensor parameters are configurable through the ENCELIUM Polaris 3D software. Photosensors should be placed in areas where their line-of-sight is not blocked by furniture or decoration.

For spaces more suited to conventional lighting controls, as opposed to larger spaces where an advanced lighting control system, such as the ENCELIUM®EMS, would be implemented, daylighting and occupancy/vacancy sensors are frequently employed to reduce lighting energy consumption.

ENCELIUM®offers a sensor line of low-voltage occupancy sensors. – Full range of passive infrared (PIR) and dual technology (ultrasonic/PIR) low-voltage sensors available in both wall-mount and ceiling-mount configurations.– PIR and ultrasonic line-voltage wall switches available in 120V, 277V and 347V power packs. Any of the low-voltage sensors can be converted to line-voltage use with a Power Pack or a unique Power Base Adaptor. All of the sensors are customized for use with the ENCELIUM EMS with optimized factory presets for sensitivity and default time-outs.

QUICKTRONIC® High Efficiency Electronic Fluorescent SystemsHigh efficiency electronic fluorescent systems provide the same light with less power compared to standard electronic ballasts providing up to 6% in energy savings. Maximum energy savings up to 42% is possible when retrofitting 34W T12 magnetically ballasted systems with high efficiency T8 lamp and ballast systems.

High efficiency fluorescent ballasts are available for T5, T5HO and T8 fluorescent lamps. All high efficiency ballasts have lamp striation control and meet the DOE 2011 ballast rule frequency and efficiency requirements (BLE) effective November 14, 2014.

QUICK 7XL+™ System WarrantyQUICKTRONIC® PROStart® Electronic Systems coupled with long life SYLVANIA fluorescent lamps are covered by the QUICK 7XL+™ warranty, the longest in the industry. This warranty covers PROStart® T8 and T5HO fixed light output and dimming ballasts for 84 months when paired with OCTRON® 800 XP® XL (eXtended Life) ECOLOGIC® 3 and PENTRON® HO XL ECOLOGIC® fluorescent lamps. As with the original QUICK 60+® warranty, the QUICK 7XL+ warranty offers additional coverage for those lamps, and each time customer group re-lamps after installing this system, the lamp portion of the warranty will extend for an additional term.

QUICK 60+® System WarrantyQUICK 60+® is one of the industry’s most comprehensive system warranties. It starts with the ballast, and when you purchase any QUICKTRONIC® ballast it’s warranted for a period of up to 60 months. Then, when you add SYLVANIA lamps, you benefit from additional coverage for those lamps - that’s the PLUS. Fluorescent lamps are covered for up to 5-years. Another benefit comes after you group re-lamp after installing this system, as the lamps will be covered by the extended warranty.

ULTRA HE LED T8 Retrofit KitsSYLVANIA ULTRA HE LED T8 retrofit kits with lamps and drivers are available in nominal 2 feet (10W - up to 1150 lumens), and 4 feet (19W - up to 2450 lumens) versions. They are energy saving, longer-life alternatives to traditional fluorescent T12 or T8 lamps. Energy savings up 35% over fluorescent systems and long life up to 60,000 hours can be achieved. The lamp design combines innovative optical and mechanical design features achieving a light distribution pattern that reduces lumen loss from within traditional recessed luminaires. 0-10V dimming down to 10% is possible. SYLVANIA ULTRA & ULTRA PRO LED lamps are available in a wide range of traditional technology equivalencies for replacement of 35W-90W halogen PAR lamps to meet all your lighting application needs. Lamps are damp-rated for indoor use.

– ULTRA PRO and ULTRA PRO HD lamps are premium quality lamps providing the best beam performance for accent lighting applications. Lamps are available in 2700K or 3000K and 82 or 95 CRI versions in a variety of beam spreads. The high definition (HD) 95 CRI lamps are ideal for color critical applications.

– Standard ULTRA lamps provide good quality light and are ideal for all general lighting applications. Lamps are available 3000K with select types available in 2700K and 5000K with an 82 CRI.

ULTRA RT LED Downlights

ULTRA RT Downlight kits are offered in 4", 5" and 6" cans and are compatible with most Insulated Ceiling (IC), Non-Insulated Ceiling (Non-IC), and Airtight (AT) downlight housings with gimbal versions available in 4" and 6" types. Offering includes RT6 in 700 lumens (10 watts) and 900 lumens (13 watts), RT5 625 lumens (11W) and RT4 600 lumens (9W). SYLVANIA ULTRA downlight kits provide energy savings up to 87% over the halogen equivalents they replace. All RT products are offered in 2700 and 3000K correlated color temperatures. The RT6 is also offered in 3500K and 4000K.

SYLVANIA ULTRA LED PAR lamps and RT Downlight retrofit kits provide energy savings, longer life, reliability and sustainability providing up to 82% in energy savings and long life of 25,000-50,000 hours (L70) for maintenance cost savings. They are high-quality replacements for conventional light sources.

OSRAM’s high performance and innovative PrevaLED® Cube, PrevaLED Core Z3, and PrevaLED COIN 50 paired with OPTOTRONIC® programmable constant current LED power supplies can be found in many downlights and track heads produced by our OEM partners. Electrodeless ICETRON® induction systems offer a high quality white light lamp with color consistency throughout the long 100,000 hour rated life thereby reducing maintenance cost without giving up light or color. Available in 40W, 70W, 100W, 150W and 200W systems in 3500K, 4100K, 5000K correlated color temperatures, these systems are ideal for use in post top, shoebox, canopy and low or high bay luminaires.

QUICKTRONIC® MH-HPS Outdoor Systems

High performance METALARC® or METALARC® POWERBALL® metal halide 200W, 250W, 320W, 350W or 400W lamps for low bay and high bay applications can be used in conjunction with QUICKTRONIC® MH-Outdoor dimmable electronic ballasts to save energy up to 17% in energy over magnetically ballasted systems, plus additional energy saving with dimming. Bi-level dimming or 0-10V continuous dimming 100%-50% is possible. LUMALUX® high pressure sodium 100W, 150W and 200W lamps can be operated on the QUICKTRONIC MH Outdoor ballast. These modules are available in a Zhaga Book 4 form factor allowing for easy installation into existing luminaire designs. The outdoor programmable power supplies offer OEMs the flexibility to fine-tune the light output for any application requirement. These power supplies also allow OEMs to program the dimming level, activate the AstroDIM autonomous control and LEDset feature, provide constant lumen maintenance, set an end-of-life indicator for end users, and set the LED thermal protection.

Utility Rebates Help lower initial cost to install! Utility incentives nation-wide are expected to grow by 16-20% per year thru 2020 focusing on new lighting technologies and controls. There are 10+ prescriptive lighting programs and many more custom programs particularly with LED luminaires at the 70+ utility companies/municipalities in the state of California. About 90% of the incentive programs recognize only approved products that meet certain performance criteria. These criteria include CEE standards for high performance fluorescent lamp and ballast systems, Design Lights Consortium (DLC) qualified luminaires and ENERGY STAR criteria for lamps and decorative luminaires as well as installation of specific controls for additional rebate money.
