Before the presentation,Let's see the story...

Back in 2009...


BSMI (Bureau of Standards, Metrology & Inspection, Ministry of Economic Affairs) formulated a national standard, named "CNS15251", which is based on ODF 1.2 draft, and published it on January 22, 2009.


But, without any surprise,


Nobody cares.


Then in 2014…This Incident Changed Everything...


In The Bottom Half of 2014

An up-to-down power "to awaken CNS15251 (ODF 1.2) as national standard" raised, again.

NDC (National Development Council) in Taiwan central government started a series of discussions...


In Early 2015...

Yi-Lan County started a project migrating LibreOffice into the whole county government. I got the chance to help them. It is a big victory and they've insisted for nearly 2 years until now.

That was what I presented in LibreOffice Conference 2015.

About the ODF...


The main "KPI"

● Our official documents use a format based on XML, with extension ".di".

● The attachments of official documents can be of any format, now mainly Microsoft format (.doc/.docx, … etc), some PDF or zipped files.

● The main KPI is to raise the ratio of attachments in ODF format instead of Microsoft format.

Communication phase...


1. ODF vs OOXML

● Interesting fact: Though many people are using Microsoft Office, only very few people know that they're using OOXML.

● Actually, both ODF and OOXML are open-spec and international stardards.

– Therefore OOXML also meets our requirement.

● However, what will happen if we choose OOXML as our national file format standard?

2. Open Standard

● Why should we use Open Standard?

– An artist's story: he was not able to keep his creative artworks, which were accumulated for more than 6 years, after SoftImage was "killed" by Autodesk.

– Using open standard we don't need to worry about if the software would be "killed" or not.


3. International Trends● In September 2015 Italy Defense Department migrated

LibreOffice/ODF● Proves the safety of LibreOffice

● In March 2016 The National Procurement Services in Sweden suggested 46 IT open standards, including ODF 1.2, HTML5, SVG, … and so on.

● What the news didn't say: No OOXML!!● Why?


Finally, About the Attitude:How We Face Problems?

● People ALWAYS complain and resist a lot when they have problems or get frustrated using FOSS (not only LibreOffice!)

● But how would they react when having trouble using commercial proprietary software?

● Let's recall some "Good Memories…"


We are deeply used to Windows system. But do you remember how you react when you see...


Attitude: Make It Better Together

● Using open standard format and free software, we can together make it better.


Conclusion

● When communicating, we need to focus on file format (ODF) more than software(LibreOffice).– If we focus on software, it would be easily counter-

attacked. ● (True story: commercial company's "free beer"...)

– Focus on ODF, then ask people to use software that can "generate the ODF format correctly" instead of directly asking them to "use LibreOffice".

● All the training courses are still for LibreOffice, no doubt.

– A new plan/project is going on...
