SUBJECT: CBE Recommendation: George Bush Statue

At its January 14, 2014 meeting, the Council for the Built Environment( CBE) discussed a requestfrom the George Bush Presidential Library and Museum and the George Bush PresidentialLibrary Foundation to place a sculpture of President George Bush on the plaza of the Bush Centerin the Spring of 2014.

The sculpture is valued at$ 50,000 and will be funded by the George Bush Presidential Libraryand Museum and the George Bush Presidential Library Foundation.

The sculpture is bronze with a granite base. Casting, lighting, and installation will be superviseddirectly by Chas Fagan, sculptor, using specialists in the production and use of top qualitymaterials. Jim Singleton Architects has produced site drawings and renderings. Acklam

Construction Company will prepare the flowerbeds and install the pavers. It will require minimaloutdoor maintenance. Wind, rain, and sunlight should not be a factor. The maintenance of the

flowerbeds will fall under Texas A&M's existing contract with the National Archives (GeorgeBush Presidential Library and Museum).

The placement of the sculpture, at the center of the Bush Center, will symbolize the unique past,present, and future dynamic between the Museum, the Archives, the School, and the Foundation.

The George Bush sculpture will also lead our visitors down the plaza from the sculpture, The Day

the Wall Came Down by Veryl Goodnight to the tranquility of the pond and the Barbara BushRose Garden to the Bush's eventual gravesite beyond the pond. The fall of the Berlin Wall and the

unification of Germany are two of the major international events and achievements ofPresidentBush's administration. The placement of these two sculptures within eyesight of each other is

fitting and appropriate.

The sculpture will be placed on the Bush Center plaza during the last two weeks of March 2014.In April 2014, the Bush Foundation will be hosting a major celebration commemorating the 25thAnniversary of the presidency of George Bush, and the Library would like to dedicate the statueat this time. Also, President Bush will turn ninety years old in 2014, and this sculpture will be acenterpiece in the media celebration of his birthday.

Because of the Policy on the Acceptance, Commissioning, and/ or Purchase of Statues, Busts,Sculptures, Memorials and Public Art at Texas A& M University, The George Bush PresidentialLibrary and Museum and the George Bush Presidential Library Foundation is requesting anexception because of President Bush's special status as 41st President of the United States andbecause his presidential library resides on the campus of Texas A& M University.

Recommendations from the Sub- Councils:

Design Review Sub- Council ( DRsc)—- The DRsc unanimously voted to recommendapproval of the addition of a sculpture of President Bush as presented, with the followingcomments:

While the DRsc continues to support the CBE Policy on Acceptance,

Commissioning and/ or Purchase of Statues, Busts, Sculptures, Memorials, andPublic Art at Texas A& M University that" statues of living persons normallyshould not be accepted", DRsc members recognize the compelling reasons for anexception based on his special status as 41st President of the United States andbecause his presidential library resides on the TAMU campus.DRsc members suggested that, if feasible, the label at the granite base of thesculpture reading " George Bush, 41st President of the United States" be carved inPresident Bush' s own handwriting to create a personal effect to the statue.A hose bib for cleaning and maintenance should be installed within 50 feet of thesculpture.

The rise in slope shall stop at the front edge of the semi- circle that is the reddish-orange color as noted on the rendered site plan. The intent is for the level/ flatsurface to encompass both locations that are rendered reddish-orange as well as theone rendered maroon.

Consideration to re- word/re- configure the plaque inscription, in coordination withthe DRsc Chair.

Technical Review Sub- Council (TRsc) - The Technical Review Sub- council supports the

proposed statue placement and recommends approval, provided the followingissues/ concerns are addressed and funded.

Utilities & Energy ServicesTAMU UES has reviewed the proposed site and see no utility conflicts at this time,however other entities SSC/ Telecom need to be consulted. The selected contractorwill need to follow the TAMU policies regarding digging on campus -https:// utilities.tamu.edu/digging-campus/. The design team/ contractor is required

to submit plans to UES for review prior to any construction.

Facilities Services

Facilities Services supports this project. The project team should coordinate with

Grounds Management for landscaping and irrigation concerns. The project teamshould coordinate with Utilities and Energy Services for utilities concerns. Allwork should meet applicable building codes and ADA requirements.

It is with great pleasure that I recommend the attached proposal to install a statue of President George Bush on

the plaza of the George Bush Library Center. We propose that the sculpture be placed in the center of the plazabetween the Allen Building in which the Bush School of Government and Public Affairs is housed, theAnnenberg Presidential Conference Center in which the George Bush Presidential Library Foundation is housed,and the George Bush Library and Museum. We believe the proposed location is ideal for several reasons.

It is ideal because President Bush believes strongly that preparing students for careers in public service is ofvital importance. It is ideal because the George Bush Library and Museum focuses on American history andevents of enormous impact from the

20th

century. It is ideal because the George Bush Foundation continues topreserve the historic legacy of the President through bringing public attention to prominent scholars,practitioners and artists that invites public participation and exposure to leading cultural, scholarly and policyprograms. It is ideal because the statue will be located on the campus of Texas A&M University, an institutionmuch admired by the President.

The Greater Houston Community Foundation has installed this sculpture at Sesquicentennial Park in downtownHouston to great acclaim. We are excited that they have allowed us to cast this piece again. Chas Fagan is one .of America' s preeminent artists. In my view, Texas A& M University will be delighted to have a sculpture ofthis stature on our campus.

The installation of the sculpture makes this statue of President Bush very accessible to the public, much like theman himself. In fact, we have many photographs of President Bush strolling across this very plaza.

President Bush will celebrate his90th

birthday in 2014. We believe this statue is both fitting and appropriate fora man of such stature who has focused the world' s attention on Texas A&M University.

On April 4- 6, 2014, the Foundation will be hosting a huge celebration of the25th

Anniversary of the GeorgeBush Presidency here at the Bush Library Center. It is our hope that we can unveil this statue during thesefestivities.

Proposal for Bronze Sculpture of President George H.W. Bush

on the Bush Center Plaza

Intent

The George Bush Presidential Library and Museum and the George BushPresidential Library Foundation propose a sculpture of President George Bush beplaced on the plaza of the Bush Center in the Spring of 2014.

We understand the Design Review sub- council' s recommendation against placingstatues of living people on the campus as noted in the Policy on the Acceptance,Commissioning, and/ or Purchase ofStatues, Busts, Sculptures, Memorials and PublicArt at Texas A& M University. However, we are requesting an exception because ofPresident Bush' s special status as 41st President of the United States and because his

presidential library resides on the campus of Texas A& M University.

In April 2014, the Bush Foundation will be hosting a major celebrationcommemorating the 25th Anniversary of the presidency of George Bush, and wewould like to dedicate the statue at this time. Also, President Bush will turn ninetyyears old in 2014, and we foresee this sculpture as a centerpiece in the media

celebration of his birthday.

Main Concept of the Work

This sculpture is a replica of the George Bush Monument at Sesquicentennial Park in

Houston, Texas. The Greater Houston Community Foundation has given us themolds for the sculpture and their permission to produce a second cast. The

sculpture has the approval of President and Mrs. Bush.

The Artist

Chas Fagan is one of the preeminent portrait artists working in the United Statestoday. A native of Ligonier, Pennsylvania, Mr. Fagan graduated from Yale Universitywith a degree in Russian Studies. Mr. Fagan has been awarded monumental

commissions, including three figures for the National Cathedral altar. In February2008, he received the commission for the statue of Ronald Reagan that will

represent California in the U.S. Capitol' s Statuary Hall. In 2007, he wascommissioned by the Union League Club of New York to create a Lincoln bust. Mr.Fagan' s sculpture of George Bush as a young Navy pilot is placed aboard the USSGeorge Bush.

Request for Installation of President George Bush Statue

On January 8, 2014 the Design Review sub-council ( DRsc) reviewed a request from the GeorgeBush Presidential Library Foundation for the installation of a statue of President George Bushon the plaza of the George Bush Library Center.

The statue would be placed in the center of the plaza between the Allen Building, theAnnenberg Presidential Conference Center, and the George Bush Library and Museum. Thisproject would utilize the same cast as the sculpture at Sesquicentennial Park in Houston, byartist Chas Fagan. The sculpture would be eight feet tall and is intended to be approachable,

creating a photo opportunity for visitors.

Architect Jim Singleton presented the design details for the plaza. Granite and concrete pavers

will be utilized to create a semi- circle pattern around the statue. They will match the immediateexisting surrounding area in both material and color. Flower beds will be planted with dwarfChinese holly in front of the statue, and the yellow rose of Texas behind it. An existing light poleand bollard will be modified as necessary to provide proper illumination of the statue. A label willbe carved into the granite base at the foot of the sculpture, and a bronze plaque will be added

on a nearby retaining wall. The pavers leading up to the semi- circle will have a gentle rise ( 1: 20)to create an upward feeling as one walks toward the statue.

Recommendation

The DRsc unanimously voted to recommend approval of the addition of a sculpture ofPresident Bush as presented, with the following comments:
