DG Tom’s Corner I have just returned from a two week visit to Ontario where I went to several meetings and attended the District A- 3 convention. The visit provided me an opportunity to meet and greet old friends. It also gave me the chance to offer thanks and present my banner. I can hardly believe my year is almost completed. Two more months, five more visits, two conventions, a cabinet meeting and few other activities to keep one’s life interesting. All clubs should have completed, or be near completion, of the election of officers for the coming year. It is very important to file your PU101 forms. Your club officers will receive passwords to access the Lions website to file monthly membership and activities reports. All Lions are invited to attend the officer training this weekend where we will also conduct a World Wide Induction Day. Many Lions have registered and we have planned an extension workshop on the Saturday afternoon. Our Multiple District Convention is set for May 14 - 15 in Kalispell, MT. If you have not registered, plan to do so soon. There will be elections for Vice Council Chair, Lions Foundation of Canada Director and resolutions on which to mark your ballot – all Lions are important in this process and every vote counts. Some clubs may not be eligible to vote. I have a list of clubs who have outstanding accounts with Lions Clubs International. If not paid in full, then your delegates may not have the opportunity to express the wishes of your club. Payment must be received before the day of voting . DG Tom’s CornerI have just returned from a two week visit to Ontario where I went to several meetings and attended the District A-3 convention. The visit provided me an opportunity to meet and greet old friends. It also gave me the chance to offer thanks and present my banner.I can hardly believe my year is almost completed. Two more months, five more visits, two conventions, a cabinet meeting and few other activities to keep one’s life interesting. All clubs should have completed, or be near completion, of the election of officers for the coming year. It is very important to file your PU101 forms. Multiple District 37 Resolutions to be voted at the Annual Convention,May �5, 20�0

Resolutions for Changes to Multiple District 37 Bylaws

Resolution #�:That Article II Section F 3 a. of the Multiple District 37 Bylaws be amended by the replacement of the words “shall allow thirty (30) days” by the word “and” to read

a. Applications from candidates to fill the vacancy shall be accepted by a three member selection committee appointed by the Council. Said committee shall be comprised of an Immediate Past District Governor, a District Governor, and a Past Council Chairperson. The committee shall allow thirty (30) days to advertise and give notification of the vacancy, shall allow thirty (30) days and for applications to be submitted and shall allow fifteen (15) days to review the applications and to make their recommendations to the Council.

Resolution #2:That Article IV Section B Subsection b – Multiple District 37 Finance Committee be amended to read:

The Multiple District 37 Council of Governors, in prior consultation with the Multiple District 37 District Governors-elect shall, at its final Council meeting of the year, appoint a Multiple District 37 Finance Committee to serve in the ensuing year. The members of the Multiple District 37 Finance Committee shall be:

• The incoming Vice Council Chairperson (Chair of the Committee)• The incoming Council Chairperson• One incoming District Governor (vice chair of the committee)• One incoming 1st Vice District Governor

These above noted Lions shall be full voting members of said committee with all rights and responsibilities as set out in the Multiple District 37 Bylaws and the Multiple District 37 Policies. The Multiple District 37 Finance Committee shall have the responsibility of selecting one advisor to its committee from the current Multiple District 37 advisors and said advisor shall be a non-voting member of this committee. The Multiple District 37 Secretary Treasurer shall be an ex-officio to this committee.

(This is a housekeeping item to amend the Bylaws to reflect the preferred membership on the Finance Committee.)

Resolution #3:Article IV Section B �.a. (Multiple District Administrative Account - Budget)

To amend the Bylaws by the elimination of the words “Multiple District Campaign Expense” and that Article IV Section H. Campaign Fund be eliminated, with the subsequent items to be renumbered accordingly.

(This is a housekeeping item to address the fact that the MD Campaign Fund does not exist as a separate line item.)

Resolution #4:Article VII Section A Convention Advisory CommitteeThat the Multiple District 37 Bylaws be amended by the elimination of the current wording, and replacing it to read: The Past International Officers nearest the convention site will be appointed by Council to act as advisors to the Multiple District 37 Convention Host Committee.

(This is a practical measure to have nearest Past International Officer work with the Convention Host Committee.)

Resolution #5:Article XVIII Section B – Multiple District Hall of Fame. That this article be amended by deleting Subsection 1 and 2, and inserting

1. The Multiple District 37 Hall of Fame banner(s) bearing the names of inductees will be displayed at each Multiple District 37 Convention.2. A medallion bearing the inductee΄s name, title, and year of induction shall be presented to the Hall of Fame inductee at an appropriate ceremony held during the Multiple District Convention.

(This is a change to the Hall of Fame permanent recognition, from a very old cracked wooden plaque to a more portable Banner format that can easily be displayed and transported.)

NOTICE OF RESOLUTION TO ENDORSE A CANDIDATE FORINTERNATIONAL DIRECTOR

(to be voted upon at the May 2010 Convention in Kalispell)

The Multiple District 37 Council of Governors has approved the following:

Be it resolved that Multiple District 37 proceed to endorse an eligible candidate from Montana at the MD37 Convention in Kalispell for the office of International Director to run at the Lions Clubs International Convention in Seattle, USA (20��) or the Lions Clubs International Convention in Busan, Korea (20�2). Those Lions eligible are as per the LCI Constitution & Bylaws, Article II, Section 4. and the Multiple District 37 Bylaws – Article XIII.

All voting delegates will be asked to vote on this resolution in Kalispell, MT.

ARTICLE XIII CANDIDATES FOR INTERNATIONAL OFFICEA. Qualifications

Candidates for office in the International Association of Lions Clubs must qualify for said office pursuant to the Constitution and Bylaws of the International Association of Lions Clubs.

B. Notice of Intention: District Procedure

Subject to the provisions of the International Constitution, any member of a Lions Club in the Multiple District seeking endorsements of his District and the Multiple District as a candidate for the Office of International Director or International Second Vice President shall:

1. Deliver (by mail or in person) written Notice of Intention, to seek such endorsement, to the District Governor of his District thirty (30) days prior to the convening of the District Convention at which the question of endorsement shall be voted upon.

2. Deliver with said Notice of Intention, evidence of fulfillment of the qualifications for such office as is set forth in the International Constitution and Bylaws.

3. Each Notice of Intention as delivered shall be transmitted forthwith by the District Governor to the District Nomination Committee which shall review and perfect the same by obtaining from each prospective candidate any additional evidence of such intention and qualifications as may be necessary under the International Constitution and Bylaws, and shall place in nomination at the District Convention the name of each prospective candidate who has fulfilled said procedural and constitutional requirements.

4. The District Cabinet Secretary shall, fifteen (15) days prior to the convening of the Multiple District Convention, deliver (by mail or in person) to the Multiple District Secretary-Treasurer, the Notice of Intention and qualifications of the candidate for International Office as endorsed by the District.

C. Notice of Intention: Multiple District

1. Each Notice of Intention and qualifications so delivered, shall be transmitted forthwith by the Multiple District Secretary-Treasurer to the Multiple District Nomination Committee which shall review and perfect the same by obtaining additional evidence of such intention and qualifications as may be necessary under the International Constitution and Bylaws and shall place in nomination at the Multiple District Convention the names of such prospective candidates who have fulfilled such procedural and constitutional requirements.

2. Applications for endorsement by the Multiple District shall be presented to the Multiple District Convention, in

general session assembled, so that sufficient time will be allowed for the Multiple District Office to prepare a secret ballot which shall be distributed, at the Multiple District Convention, to all certified voting delegates. The ballot shall be prepared in such a manner as to provide the delegates for either endorsing or refusing the endorsement and in the event that two or more similar applications for endorsement of candidates for International Office are received, the ballot shall provide the means to each certified delegate to express a preference by all applicants.

3. The vote on the question of endorsement of a candidate shall be by written ballot, unless there shall be only one nominee seeking the endorsement, in which event a voice vote shall be taken. The nominee receiving a majority of the votes cast shall be declared endorsed as the candidate of the Multiple District. In the event of a tie vote, or failure of one nominee to receive the majority, on any ballot, balloting shall continue until one receives the majority of the votes cast.

D. Certificate of Endorsement

Any endorsement shall be valid only for the two (2) succeeding International Conventions following said endorsement and certification thereof shall be valid only for the International Convention immediately following the date of filing thereof. Any endorsement and certification that occurs less than thirty (30) days before the next International Convention shall be deemed to have occurred after that International Convention.

1. Certification of Endorsement by the respective Convention shall be made in writing to the International Office by the Multiple District Secretary-Treasurer, and in accordance with the requirements thereof set forth, in the International Constitution and Bylaws.

2. Certification of Endorsement must specify the single office sought and no candidate may seek election for any office other than the office covered by his certification. Only one endorsement for one office of the International Board of Directors shall be given in the same election year.

3. No endorsement of any candidate, of any member of a Lions Club in the Multiple District shall be valid unless and until the provisions of Article XIII have been met.

On April 4th, the Tumbler Ridge Lions Club organized an Easter egg hunt for the children of Tumbler Ridge. This annual event had previously been organized by another service club that was no longer in existence. Rather than disappoint the youth, the Lions Club stepped into the breach. A determined core of volunteers organized a wonderful day complete with plenty of chocolate, games and prizes, hot dogs and juice, and balloons. Several businesses in town donated the food, prizes, and decorations. Those with no suitable items gave cash. That enabled the volunteer crew to purchase all the chocolate treats. Over 300 children (aged 0-12) showed up to take in the fun. With the help of the local Scouts, the Lions Club made sure every child went home with treats and happy memories.

The Grande Prairie Lions wish to thank the Fox Creek Lions Club for their donation of used eyeglasses for the SRI LANKA program.
