• Thisreportdrawstogetherthemesacrossthetotalityofsurveysinordertoprovideabroadoverviewofpublicsentimentwithregardtotherangeofissuesbeingconsideredinthe“Let’sGetWellyMoving”(LGWM)project.

• Thisoverviewreportencompassesresultsfromseveraldifferentsources:a) 2xUMRfocusgroups– usersofmultipletransportmodesb) UMRdemographicallyweightedphonesurvey(n=750)c) GWRConlinepanel(n=631)d) WCConlinepanel(n=643)e) UMRstreet“intercept”survey(n=1000)f) LGWMonlinesurvey(n=2503)

• Thisreportdoesn’tcurrentlyincludefeedbackfromtheLGWMonline“image”surveywhererespondentswereinvitedtocommentonawidevarietyofimage-basedprompts.Thiswasapopularforumwiththepublicandincludedaround25,000responses.Thesehaveundergonethefirststageofautomatedtextanalysisbutrequirefurtheranalysisfromwhichongoinginsightsonspecificissueswillbedrawn.

• Methodologydifferedbetweenallsurveysandisdetailedinindividualreportsforitems(a)through(e).Insomecasesquestionwordingdifferedslightlybetweensurveys,andnotallsimilarquestionsacrosssurveyswerecompulsory.Whileemployingavarietyofmethodologieswasfelttobeinkeepingwiththebroader "engagement"goalsoftheproject,itdoesmeanthatcareneedstobetakenwhenmakingdirectnumericalcomparisons– andinsomecasesthissimplyisn’tpossible. Accordingly,cautionisadvisedininterpretingresultsasstatisticallyrepresentativeinanysurveysexcept(b)and(c).Thatsaid,therewereoftenstrongthematicqualitativesimilaritiesacrossthesurveys.

• Aseparatereportdoesnotyetexistforsurvey(f)– fullresultsareinsteadincludedinthisoverviewreport.ThissurveywasadministeredbyWCCandconductedviatheN2Aprojectwebsite.Aswiththeimagesurvey,itwasopentoallmembersofthepublicandrespondentsself-selected.

• Resultsfromanothersurvey,theLGWMonline“image”surveyarenotreferencedinthisoverviewreport.Thatsurveyreceivedaround25,000qualitativeresponsesanddataprocessingisongoing.Whiletherewereoverlapswiththeothersurveysintermsofcontent,thequestionsthemselvesaren’tasstraightforwardlycomparable.Theseresponseswillinsteadbeinterrogatedforspecificinsightsonanongoingbasis.

• Insomesurveys,automatedtextanalysiswasusedtoprocessthelargevolumeofopen-endedresponsesandthoughthisprocessdiffersmethodologicallyfromhuman-coding,strongthemeswereneverthelessapparent.

Howtoreadthe“qualitative”illustrations

Acrossallofthesurveysahugeamountofqualitativematerialwasgenerated.Thistypicallycamefromtheopen-endedquestions intheonlinesurveys,forexample:“Whatareyourfavourite thingsaboutWellington?”Whilesomeofthismaterialwashand-coded(UMRphonesurveyandGWRCpanel),muchwasprocessedwithspecialistanalysissoftware.Theoutputsaredetailedbelow.

Overallmethodofanalysis

• Computer-assistedanalysisemployedSPSS/IBMTextAnalysisForSurveyssoftware,whichenableswaves ofdatatobecodedsemi-automatically.

• Analysisenablesbothanindicationof“numberofmentions”ofeachtopic,andalsogivesvisibilitytopotentialrelationshipsbetweentopicsandthemes.

• Ittypicallyproducesalargernumberof“codeframes” or“themes”thanhuman-coding.Thisisbothastrengthandaweakness.Whileitintroducesanelementofobjectivity,preservesnuancedconceptualdistinctions,andcanhighlightideasthathumancodersmayhaveoverlooked,furtheranalysisisoftenrequiredtogroupconcepts.Thisisaqualitativeprocess,outlinedbelow.

Frequencies(barcharts)

• Thebargraphsidentifyallthementionsofeachwordorphraseandshowthepercentageofrespondentanswers inwhichtheyappear.Thesoftwarecodesallwordsandphrasestoensurethatcomplexmeaningordetailedsentimentisn’tlost.Thisexplainsthe(oftenhigh)frequenciesoftermslike“City”,“CBD”or“issues,problems,difficulties”.Thenatureoftherelationshipsofthesetermstoothersisbestvisualised bythe "netmaps"asbelow.

Netmaps(or“spiderdiagrams”)

• The "netmap"connectskeywordsandphrasesvisuallybasedonassociationsinrespondents’ answers.Thesize ofthenodesrepresents therelativefrequencyoftheterm.Broadthematicterritorieshavebeenoverlaidascoloured shapes.Thoughsupportedtosomedegree byfactoranalysis(see below)these illustrationsshouldbeinterpretedqualitativelyandareintendedasanaidtounderstandingratherthanadefinitiveobjectiveinterpretation.Theboundariesoftheregionsarenotabsoluteandthenatureofthesoftwareoutputmeansthatit’softenimpossibletocaptureallnuancesonasinglediagram.

Factoranalysis (notpictured)

• Aprocessknownas“factoranalysis”sitsbehindthethematicoverviewspicturedonthenetmaps.Factoranalysisisastatisticalmethodthatcalculatesthestrengthofassociationbetweendifferentwordsandphrases andgroupsthembasedonthat.Byindicatinghowideas“clumptogether”withinrespondentanswers,itcanaidintheidentificationofthemes,andcanhelptoidentifyassociationsbetweenconceptswhichmaynotbereadilyapparentfromhuman-codedoutputs.

Acrossallsurveys,both those thatwerestatisticallyrobustaswellasthosewhereparticipantsself-selected,therewasahighdegreeofthematicconsistency.Whileit’simpossibletoquantify thefactorsbelowpreciselyfromsurvey tosurveybecauseofthegenerallyqualitativesenseinwhichtheywereexpressed, theyallfeaturestrongly.

Intermsofthetop tenthingsthatpeoplelikemostaboutWellington,thecompactnessandeaseofgettingaroundwereregularfrontrunners acrossthesurveys thesewerefrequentlyfollowedbycommentsrelatingtothenaturalenvironment.Theharbourandwaterfrontwereoftensingledout formention.

Aclusterofissuescloselyassociatedwiththevibrancyofthecapital– economically, culturallyandsocially– tended to roundout thelists.

Similarly,therewassignificantagreementfromrespondentswithineachsurveyabout thebiggestfrustrations theyfaceinWellington.

Trafficandcongestion issuesappearedconsistentlyatthetopofpeople’s listsofconcerns. Thesewerefrequently accompaniedbycommentsrelatingtothewaysinwhichthey thinkpublictransport– inparticular– shouldbeimproved tohelpdealwiththeproblem.

Safetyissuesforbothcyclistsandpedestriansfeaturedprominently too,withsomementionofparkingdifficultiesformotoristsandroadconditions roundingout transport themes.

HighcostsoflivingandtherisingpriceofhousinginWellingtonalsotended tobeafairlysignificantconcern formany,supporting initialfocusgroup findings.

• Thecompactnessandtheeaseofgettingaroundareimportantelementsofwhat’sgreataboutWellington

AswillbeevidentfromtheTop10listonthepreviouspage,“compactness”and“easeofgettingaround”wereverystrongthemesacrossallofthesurveyswhenitcomestowhatrespondentslikemostaboutWellington.ThehighaccessibilityofallofthethingsthatWellingtonhastooffercommercially,socially,andculturallyappearstobeastrongelementinpeople’soverallenjoymentofthecity.Preservingthis“feel”andmaintainingandimprovingeaseofaccesslookstobeamajordriverinthedemandforimprovedtransportoptions.

• Peoplearehighlysupportiveofpublictransportimprovements

Strongpublictransportthemeswereevidentacrossallsurveys– particularlycallsforitsimprovement.Thefrequencyofpublictransportservices,perceptionsofhighcost,andjourneytimepredictabilitywereespeciallyprevalentthemes.WhilemanyrespondentsappeartothinkthatWellingtonhasafairlygoodpublictransportsystemalready(andparticularlycomparedtootherNewZealandcentres)alargenumberbelievethereissignificantroomforimprovement,andseeinvestmentasanimportantelementinhelpingaddresstheirfrustrationwithtraffic.

• Respondentsgenerallyexpressalowerpriorityforroadsandcars

Congestionandtrafficwereamongstthebiggestfrustrationsrespondentsexpressed.ThoughwhenqueriedinonesurveyabouthowbadthisproblemwascomparedtoAucklandortowhatextentcongestionwouldbeexpectedinasimilarlyvibrantcity,respondentstendedtobemorecharitabletowardsWellington.Neverthelesstheirfrustrationwithtrafficandcongestionwashighlyconsistentacrossallsurveys,withmanyexpressingapreferenceforacentralcitylessdominatedbycars.Ahighpercentageofrespondentsalsopreferredinvestmentinpublictransportoverinitiativestomakeself-drivingeasier,includingthebuildingofnewroads.

• They’dlikeacitythat’smorepedestrian-friendly

WalkingisapopularwaytogetaroundWellingtonandtheopportunitytodosoisvaluedbyrespondentsacrossthesurveys.Linkedtothelowerprioritygivento "morecars"aboveappearstobetheviewthatprivatemotorvehiclesarelargelyresponsibleformuchofthenoiseandpollutionthatdecreasestheenjoymentofwalking.

• Theenvironmentisanimportantconcernandpeople’sconnectiontoitisvaluedhighly

Thenaturalenvironment,particularlythewaterfrontandharbour,wereprominentinthelistsofthingsthatpeoplelikedandvaluedaboutWellington.Thevalueisbothintrinsicandextrinsic:peopletalkedoftheir“connection”totheenvironmentandalsothethingstheyenjoydoinginit:running,walking,cycling,tramping,sailingandsoon.Thebuiltenvironment,includingtheheritagevalueofpartsofWellingtonfeaturedaswell,thoughconsiderablyfurtherdownmostlists.

• InboththeUMRtelephonesurvey,andGWRCpanelthecompactnessandeaseofgettingaroundcamethroughmoststronglyasthemeswhenrespondentswereaskedabouttheirfavouritethingsaboutWellingtonCity.Thesesurveyswerehand-codedbutthereisbroadconsistencywiththethemesevidentfromtheautomaticcodingoftheothersurveys.

• IntheWCCpanelandLGWMonlinesurvey“easeofgettingaround”alsofeaturedheavily.

o TheWCCpanelnetmapof“favourite things”presentsaclusterofissuesaroundaccessibility,includingbothwalkability,andcompactness.Bothofthesefeatureprominentlyinthefrequencygraph. "Easytogetaround"alsoscoreshighlyontheWCCpanelfrequencychart.

o IntheLGWMonlinesurveyfrequencygraph "compactness"wasthemostfrequentlymentionedphraseat40%,while"walkability,access,easytogetaround"cameinsecondat31%.

• OtherthemesevidentacrossallthesurveysweretheCityculture,vibrancy,restaurantsandcafes,entertainmentoptions,andthenaturalenvironment.

o Theharbour andwaterfront;andcafes,restaurants,andentertainmentoptionswherethesecondandthirdmostprominentthemesintheUMRtelephonesurvey.

o Thewaterfrontandharbour wasthesecondmostprominentphraseintheWCCpanelsurvey,mentionedin24%ofresponses.

o The "naturalenvironment,landscape,greenspaces"(12%), "waterfrontandharbour"(12%),and "vibrantcity"(10%)werethefifth,sixthandseventhmostprominenttermsintheLGWMonlinesurvey.

o The "waterfrontandharbour"(17%)and "naturalenvironment,landscape,greenspaces"(15%)werethefifthandsixthmostprominentphrasesontheGWRCpanel.
