Welcome from the PresidentCr Keith Rhoades AFSM

It’s with great pleasure that I welcome you to Coffs Harbour for the 2014 LGNSW Annual Conference.

The NSW local government sector is currently facing a period of extraordinary change, and this year’s Conference could not be more timely, especially given the ‘Fit for the Future’ local government reform package announced last month by the NSW Government.

NSW Premier, the Hon Mike Baird MP, and the Minister for Local Government, the Hon Paul Toole MP, will both be giving addresses at the Conference. This is your opportunity to hear firsthand from the Government on the ‘Fit for the Future’ package and discuss in detail the reforms and what this means for councils and communities.

Many other current issues facing our industry are on the Conference agenda too, including the Federal Government’s freeze on Financial Assistance Grants and the negative impact this will have on council services, infrastructure and facilities.

The primary purpose of LGNSW is to advocate on behalf of NSW councils and this Conference enables all 152 councils, 12 county councils and the NSW Aboriginal

Very few people ever need convincing to come to Coffs Harbour – and now that you’re here, I’m sure you’d agree. It’s always a pleasure to welcome visitors to the city and I hope you will very much enjoy your time here.

I can certainly promise you a stimulating, thought-provoking and valuable time at the 2014 LGNSW Annual Conference that will give you the chance to learn, network, share and inform.

Land Council to come together to address common challenges that affect all communities, and set the policy direction of LGNSW for the next year.

The NSW Premier, the Hon Mike Baird MP

Premier Baird was elected leader of the NSW Liberal Party on Thursday 17 April 2014 and was sworn in as the state’s 44th Premier on Wednesday 23 April 2014. He is also the Minister for Western Sydney and the Minister for Infrastructure.

The Minister for Local Government, the Hon Paul Toole MP

The Hon Paul Toole MP, Member for Bathurst, was appointed Minister for Local Government in April 2014. He has been committed to community affairs within Local Government for almost 20 years.

Paul Clitheroe AM

Paul Clitheroe AM is the Director of Ipac Securities, one of Australia’s largest specialist financial advisory firms, leading media commentator on financial issues, author, radio commentator and government advisor.

David Borger

David Borger is the Western Sydney Director of the Sydney Business Chamber. Prior to entering public life, David worked as an Urban Planner and adviser to the Minister for Planning.

Ellen Fanning

Ellen Fanning is an award-winning current affairs journalist, with a wealth of experience in communications, politics, social, cultural and business issues.

Elizabeth Farrelly

Elizabeth Farrelly is Associate Professor (Practice) at the UNSW Graduate School of Urbanism and is a Sydney-based columnist and author. She trained in architecture and philosophy, practiced internationally, holds a PhD in urbanism from the University of Sydney and is a former City of Sydney councillor.

Claire Madden

Claire Madden is the Director of Research at the internationally recognised McCrindle Research. She is a media commentator on TV, radio and print, a business speaker and an engaging communicator.

Chris Johnson

Chris Johnson is the CEO of Urban Taskforce Australia, an organisation that represents the property industry. When Executive Director of the NSW Department of Planning, he worked closely with Local Government in developing the Housing Code, plans for regional cities and general urban renewal strategy.

Peter Duncan AM

Peter Duncan AM is the Chief Executive of Roads and Maritime Services NSW and former Deputy Director General of the Department of Premier and Cabinet.

RegistrationAll Conference attendees need to register at the registration desk to receive their lanyard for identification purposes during the Conference. Partners should register as well to find out if any changes have occurred to their tour itinerary. All delegates, sponsors and partners should be pre-registered online prior to the Conference. For all cancellations, name badges and replacement delegate information, please contact the registration desk.

If you are a special guest or speaker, please make yourself known at the registration desk or ask to be directed to the events team who will look after your requirements.

Delegate registration fees cover business papers, the President’s Welcome Reception, two days of Conference business sessions (including morning and afternoon tea), lunch, the Gala Dinner, name badge and a satchel. The cost to attend the Conference is heavily subsidised by LGNSW and our successful sponsor relationships.

Voting at the ConferenceIf you are the voting representative for your council, you must be in the main auditorium on Monday 20 October so that a quorum can be achieved.

All voting at the Conference will be by electronic handsets and a delegate plastic voting card will be distributed at registration. The plastic voting card must be returned at the end of the voting day or a fee of $100 will be invoiced to councils. Electronic handsets will be distributed at access points to the main auditorium, and a demonstration of how to use the cards and electronic handsets will be given out prior to business motion voting.

Changes to Voting DelegatesTo change a voting delegate at the Conference, see the registration desk for a nomination form to be signed by your general manager, transferring the voting right.

Business PapersMember councils were posted an allocated number of business papers as per their voting delegate quota. A copy of the business paper is also available on the LGNSW website.

Commitment to Environmental Sustainability Local Government NSW is committed to ensuring the LGNSW Annual Conference 2014 is organised and conducted in a sustainable manner to reduce the impact on the planet. The event will adhere to LGNSW Principles and Guidelines for Event Sustainability (version 4). A full list of sustainability measures is on the LGNSW website.

Conference Venue C.ex Coffs is accessible via the Castle Street or Vernon Street Receptions. Both entrances will be open for the LGNSW Conference. Conference sessions will be in the main auditorium upstairs with stair and lift access. The trade exhibition and the President’s Welcome Reception will be in the Entertainment Lounge and Vista Area on the ground floor.

Conference Feedback SurveysIn the week following the Conference, LGNSW will send all councils an electronic survey to gather views on the Conference proceedings and procedure. All feedback received is appreciated and helps us to further improve future LGNSW events.

Cancellation Policy As previously stated in the Conference Registration Brochure and on the LGNSW website, cancellations made after 5pm Monday 29 September 2014 are not entitled to any refund. Should a registered delegate be unable to attend the Conference, a substitute delegate is welcome to attend on the day at no additional charge, but they must notify the registration desk.
