MAASIN CITY – The infrastructure project in-tended for the celebration of the 500 years of the First Easter Mass in Asia will need around P200 million.

This was disclosed by Southern Leyte Governor Damian Mercado who said that the funding will come from the national government, particularly from the Department of Tourism.

“The provincial gov-ernment will have a coun-terpart of P30 million or 15 percent of the budget,” Gov. Mercado said.

The 500th year of the First Mass will be held in 2021.

Infrastructure projects for the 500 years celebra-tion includes the construc-tion of 30 feet cross over-looking Limasawa Island that will have restaurant and a café, a shrine and a chapel.

TACLOBAN CITY- The Philippine Statistics Au-thority (PSA) reported that the region’s inflation rate last month stood at 2 per-cent.

The latest inflation rate is relatively lower compared to previous month’s 2.1 per-cent inflation rate, Wilma Perante, PSA regional di-rector said.

The decline of the re-gional inflation rate was due to the decrease of prices of basic commodities like rice, she added.

The April inflation rate of Eastern Visayas is said to be the third lowest among the country’s regions.

Among the provinces, Leyte posted the fastest in-crease on prices of goods and services at 3.5 percent, followed by Southern Leyte, 2.0 percent, Eastern Samar, 1.8 percent and Northern Samar at 1.6 percent.

anniversary in 2021be relocated because their houses are located in the area where these projects are to be built,” Mercado said.

“The provincial govern-ment had already bought a lot where they will be relo-cated and we also bought the properties within the project site so that when it begins the national govern-ment will not face any prob-lem,” Mercado added.

The province bought the property for P7 million.

Last week, the provincial government with DOT8 Regional Director Karina Rosa Tiopes, Limasawa Mayor Melchor Petracorta, Diocese of Maasin as repre-sented by Fr. Dennis Cagan-tas and the event technical team met to talk for updates for this monumental event in Philippine history and to Christian faith.

“Most of our discussion was focused on the up-dates,” Mercado said.

DOT8 heads the com-mittee for the fifth cen-tennial celebration of the First Mass, with the pro-vincial government as co-chair, while members were the Department of Pub-lic Works and Highways (DPWH) and the local gov-ernment unit of Limasawa.

In its earlier full council meeting in June this year, the RDC issued Resolution No. 32 which endorsed the request for support and funding requirements of the 500th celebration to concerned agencies.

Aside from the DOT, the Department of Transporta-tion also implemented a project in Limasawa Island to ease travel of tourists and guest who will be visiting the town in 2021 by con-structing a new port in the eastern part of the island closer to Barangay Magal-lanes where the major ac-tivities are to be held.

ORMOC CITY- Mayor Richard Gomez of this city is inviting the public again to visit Ormoc for this year’s Piña Festival as he vowed that it would be ‘better, big-ger, and brighter” compare to the previous years of its staging.

“There are a lot of people

working together for our fiesta. Everyone involved wants the celebration to be more exciting,” said Gomez who is now on his second term after winning in the May 13 elections.

“The Piña Festival also seeks to promote, not only Ormoc’s very own sweet queen pineapple but also its people’s strong personality that overcomes challenges and obstacles they face, from personal problems to calamities and disasters,” he added.

The city government has earmarked P22 million for the city fiesta celebration with other funds to be aug-mented by private sponsors.

According to the mayor, the month-long festivity is expected to draw over a million visitors while en-suring to keep the econom-ic activities alive in the city

Dr. Gregorio Yrastorza III, city councilor and com-mittee executive-co-chair-man, urged the visitors to get ready for the “exciting days” as they will be rolling out the various month-long activities for the 422nd fi-esta celebration in honor of its patrons, Saints Peter and Paul on June 29.

Rotary groups like the Rotary Club of Ormoc Bay through its president Apple Anido Alagon will also lead in different socio-civic ac-

tivities during the celebra-tion.

One of the major fiesta events will be the Parade of Lights on the evening of June 15.

The parade, with its theme “Storyland”, will fea-ture luminescent vehicular floats and lighted costumes

that will pass through the city’s major thoroughfares.

Parade of Lights was also among the crowd-favorites in last year’s fiesta events.

“Now in its third year, the Piña Festival street dance and ritual showdown is one of the highlights on the entire celebration which will be held on June 23,” said the Piña Festival chair-woman Estrella Maria Pan-gilinan.

About 10 schools will compete during the event with a grand prize of P500,000.

Also, there will be 20

candidates who will vie for this year’s Search for Miss Ormoc scheduled on June 28 at the Ormoc Super-dome.

The crowned queen will have the chance to represent the city in the Miss World Philippines pageant in Manila, added

Nelson Alindogan, chair-man of the Miss Ormoc 2019.

Aside from being an advocate on environmen-tal protection and local tourism, the title holder will also receive P100,000 as the grand prize.

Rey Evangelista, the sports committee chair-man, said that tourna-ments will be played start-ing June 1.

These include volley-ball (June 1-2), basket-ball (June 3-6), triathlon (June 9, open to all players

Many years ago no one even imagine that a one-stop shop Technology Management and Demo Center that will feature various farm equipment and machineries (of all sizes and shapes) could be set up right here in East-ern Visayas or Region 8.

But today, local farm-ers here couldn’t believe that the impossible sud-denly became possible. All because something very significant happened inside the Abuyog Ex-periment Station in Bal-insasayao, Abuyog, Leyte.

Unknown to many, the Philippine Center for Postharvest Dev’t and Mechanization (Phil-Mech), an attached agen-cy of the Department of Agriculture, was silently constructing its own sat-ellite office inside the DA Research Station in this part of Region 8.

In close collaboration with DA-RFO 8, Phil-Mech started a big leap by way of building a P3 million-worth of Tech-nology Management and

“Stop and Salute” is the present campaign of Salute to a Clean Flag movement - a non-polit-ical citizen’s initiative that aims to reignite patriot-ism through the abun-dant and proper display of the Philippine Flag.

This movement aims to spark renewed respect and love for the Philip-pine flag, through the re-education of the private sector in proper and vis-ible flag management.

This celebration is the year’s project of National Historical Commission of the Philippines (NHCP) and Pronov Tai Interna-tional Property Consult-ants.

The DPWH issued a memorandum dated May 16, 2019 signed by

B. Elizabeth Yap, Assis-tant Secretary for Support Services, directing all Un-dersecretaries, Asst. Sec-retaries, Bureau Direc-tors, Regional Directors, Heads of UPMOs, and District Engineers to ac-tively take part of the said national celebration.

During the flag cere-mony, Creole Montallana, Administrative Officer (AO) thanked the DPWH Samar II management and to all employees for showing their respect to the one flag of the coun-try which symbolizes vic-tory and unity of every Filipino.

Tag-abaca Elementary School (TES) is a multi-grade school located in the far-flung barangay of Tag-abaca in the municipality of Leyte, Leyte.

In the year 2014 after the typhoon ‘Henry’, the school grounds and buildings de-veloped some cracked and erosions due to heavy rains.

The school head re-quested the local govern-ment unit and Mines and Geosciences Bureau (MGB) to conduct ocular inspec-tion of the said school.

Based upon the findings of the MGB, the school site of TES is prone to landslide. The MGB with the imple-mentation of the 2nd phase of the National Geohazard Mapping and Assessment Program aimed at disaster risk reduction had con-ducted field assessment for landslide and flood haz-ard sometimes June 18-26, 2014.

Field assessment showed that Brgy. Tag-abaca is one of the villages in Leyte town that are prone to landslides reason for the immediate transfer of the school to saf-er location.

Consequently, after a month of survey by the MGB, heavy rains occurred which resulted to major

ground cracks evidently observed at the site of the school which affected the structural integrity of its buildings.

Presidential Decree 1096 otherwise known as the National Building Code of the Philippine specifi-cally under section 215 pro-vides that when any build-ing or structure found to be dangerous, building of-ficials shall order its repair, vacation, or demolition, depending upon the degree of danger to life, health or safety.

In the case of structures within the school of TES in Brgy. Tag-abaca declared by Municipal Engr. May Wen Beth P. Sabite that buildings to be unsafe for occupancy and immediate transfer of the structures was highly recommended.

The teacher-in-charge of TES, Mrs. Marilou N. Go, initiated in looking/solicit-ing land donor for the new site for the school for its im-mediate relocation.

Fortunately, the heirs of Muertegui families donat-ed one hectare for the new school site of TES last 2015.

Finally, last January 2015, TES transferred/relo-cated to the new site with the help of barangay offi-

cials.At present, TES has a

total of 167 pupils, offering Kinder to Grade 6 respec-tively. The government has a mission to deliver quality and equitable basic educa-tion to all Filipino children.

But this government’s vision could not be realized due to lack of conducive classroom buildings for the learners as there are still schools which uses make-shift classrooms.

This shortage of class-rooms could be addressed by seeking donations either from government agencies like the Department of Ed-ucation, local government unit or nongovernment or-ganization.

In the case of TES, the AGAPP Foundation do-nated one unit two-class-rooms and school supplies of the learners.

At the moment, TES has an ongoing two-storey with classroom school building from the Depart-ment of Education.

TES is the first recipi-ent school of a two-storey building in the municipal-ity of Leyte.

We work to earn money for use of the above needs. A good number seek employment in public and private establishments. Others go into their own income-generating activities to earn money.

We are however mesmerized in these present

times that money seems to be losing its intrin-sic value among wealthy politicians and filthy-rich businessmen. Money flooded our commu-nities during the May 13 elections. Voters, for the first time received in thousands of pesos to favor candidates.

Lately we are informed that candidates for Speaker in the House of Representatives will be distributing from P500 thousand to P1 mil-lion per Congressman to vote for a candidate for Speaker.

Who says that the Philippines is poor? But what do we expect from winning candidates who prostitute the ballots? Normally they will recover their ugly expensaes. How? Via graft and corruption.

Filipino community in Ja-pan last Thursday, of his 4-day state visit, President Duterte emphatically an-nounced that he has in-structed the Commission on Elections to cut the con-tract of SMARTMATIC in serving the 2022 national elections. It is possible that the President may have received authentic data- authentic information of systematic manipulation of the election reults to favor losing but favored candi-cates.

a Senatorial candidate has bravely exposed the alleged cheating by SMARTMATIC by scrap-

ping his name in the vote counting machines. He mentioned several provinces that did it. He claimed he had all the ev-idence to prove his point.

-oOo-The conduct of elec-

tion is a basic function of government to put to life the idea that sovereignty resides in the people in a democracy. The people has the power to choose who they want to lead and serve them.

If elctions is manipu-lated to favor candidates via cheating the teners of democracy is in danger. We lose the chance to be served by competent official cho-sen by the people in a fair, honest and credible elec-tions.

Thank you Mr. Presi-dent!!!

WE are children of God, and not his puppets or robots. The freedom he gives us is real freedom be-cause it can even enable us to go against the true na-ture, source, meaning and purpose of freedom itself. We can use it—or better said, misuse or abuse it—to go against God himself.

While it is true that God is always on top of things, he allows us to use our freedom the way we want it. Remember those famous lines in the Book of Ecclesiastes that articu-late this truth: “There is a time for everything, and a season for every activity under the heavens…” (3,1)

Even if he is on top of everything, he does not treat us as his puppets or robots whom he controls. He treats us as his children, for that is how he has cre-ated and designed us. We are supposed to be his im-age and likeness.

As such, his dominion over us is a dominion of love. It is a dominion that is akin to that of the par-ents over their children, but much, much better than that. In fact, it is infi-nitely better.

There is some forceful-ness involved there, but one that is not coercive. There is obedience and do-cility involved also, but one that does not compromise freedom. When we obey God and follow his will and ways, we do it because we want it and we know that it is good for us. Yes, there is some fear involved, but not of the servile kind, but rather of the filial type.

This dominion of love comes as a result of the abundant and gratuitous outpouring of God’s good-ness over us—his grace, his blessings, his inspirations, etc. He is full of compas-sion, slow to anger, quick to forgive.

He provides us with everything that we need, especially the things that we most need in our quest for true happiness, our ul-timate salvation, our fulfill-ment as image and likeness of God, children of his.

It is because God loves us first that we learn to love

Life insurance is just simple. It is meant to pro-tect those who depend on you. It’s not much of an in-vestment as some life insur-ance companies make it ap-pear. It’s not to prepare for one’s death; it is to ensure one’s dependents will keep on living even after one’s death.

Simply put, life insur-ance provides financial pro-tection for one’s loved ones in case one dies. If one does not have spouse or kids, it may not be necessary. If one is married and one’s spouse can afford living expenses alone, it may be unnecessary. But if one has loved ones that one needs to support financially in the future, then one should consider life insurance for adequate protection of those who’ll be left behind.

How much should one spend for life insurance? The answer to this is not always simple. What’s im-

What is life insurance for?

portant is that, life insur-ance proceeds should pro-vide your loved ones with the same economic lifestyle they would have had if you were alive.

The basic rule is that, you need a policy that would pay six times your pretax income should you die. Or even more than that. If you have young children and want them to have col-lege degrees, you may need more. If you are older with accumulated wealth, you may need less, with life in-surance as a mere part of a estate plan.

Here’s a more detailed determinant of the amount of life insurance needed, taking into account the fol-lowing items: your family’s cost of living, income from earnings of the surviving spouse, benefits from So-cial Security, investment or income, life expectan-cies, special needs for col-lege, etc. There are many resources available that can help you make a more accu-rate estimate.

There are two basic types of life insurance policies - term and cash value whole life. The most basic form is term life insurance regard-ed as pure protection whose only purpose is to pay your beneficiary if you die and is generally much cheaper, especially at younger ages. But its cost goes up as you get older. Term policies just provide protection for specific numbers of years. When the term runs out, you will have to apply for

another policy.Many insurance agents

urge their clients to buy the more expensive cash value type of life insurance. These policies provide death ben-efits and enable the policy-holder to build up a “cash value” that acts as a savings account. Earnings on this “savings” account are tax-deferred and you can usu-ally borrow against it when in need of money. These policies are also generally permanent, meaning, once you buy them and contin-ue to make the premiums, they remain in existence. They also allow you to con-tinue to have protection af-ter paying for a number of years.

The issue with cash value policies is that, they are expensive. Usually, a large commission is paid to the agent, and the earnings rate on the “savings” ac-count portion is relatively low. You may calculate to compare the two. Assume that you can invest the dif-ference between the two premiums and compare what that grows to with the build up of the “savings” account portion of the cash value policy.

Here’s another issue to consider. There may be life insurances available that are cheaper than what you would find just shopping on your own. Some em-ployers offer group term insurance as part of their employee benefit pro-grams. There are also some organizations that provide special group life insurance programs to their mem-bers. Professional organi-zations, such as account-ants, lawyers and medical professions have programs specifically designed for their members. They are most of the time able to negotiate very favourable rates.

If you have been con-sidering life insurances yourself, do check out these types of sources.

We are not God’s puppets

him and others in return. It is this love that enables us to live and use our freedom properly. And this love-inspired freedom leads us to our true joy where truth, beauty and everything that is good for us are integrated.

This love-inspired free-dom makes us realistic with the realities of our earthly life where there will always be mixture of good and evil, successes and failures, joy and sorrows, health and sickness. It’s not afraid of suffering. In fact, it wel-comes suffering. Neither does it spoil us when we happen to have good things in life.

We understand that freedom as the freedom of

the children of God, where we are willing to unite our will with the will of God. We would never feel that we are enslaved or tied down by God.

The unavoidable con-ditionings that our earthly life entails will never be re-garded as limitations. They would be assumed willingly and lovingly. They would be regarded as means and oc-casions to further our de-velopment as a person and a child of God, despite the cost, inconveniences and sacrifices that they may in-volve. In short, they are seen as what would enhance our freedom, not what would deter it.

To be sure, God does not want us to be mere puppets and robots of his. He wants us to be like him, full of love and goodness. We just have to understand that for our freedom to be true freedom, we have to live and exercise it always with God’s will and ways in mind.

That is why we need to develop a close relation-ship with him who actually initiated an intimate rela-tionship with us. It was he who started that relation-ship. We just have to try our best to correspond to that relationship, in spite of our weaknesses and mistakes.

Some sectors viewed the order of the president to Comelec to dispose Smart-matic as an implied confir-mation that there was fraud in the vote count6ing. The president reportedly issued the order in his meeting with the Filipino commu-nity during his visit to Ja-pan, saying “I would like to advise Comelec now, I won’t delay this: Dispose of that Smartmatic and look for a new one that is free of fraud”. The instruction for Comelec to look for a new entity that is free of fraud is a subtle statement that Smartmatic’s system is tainted with fraud. The statement came after the recent midterm elections where glitches in the auto-mated counting had caused serious doubts on the integ-rity and honesty of the elec-tions.

Notwithstanding the multifarious complaints raised from various quar-ters, mainly on the cir-cumstances that transpired

Confirmed?during the hours that trans-mission of canvass was halt-ed due to reasons beyond the knowledge and under-standing of the electorate. It appears that the issues had remained unexplained by Smartmatic to satisfy all doubts lingering in the pub-lic mind. Results of the na-tional canvas was declared complete and winners were proclaimed pending resolu-tion of the issues.

All clouds hovering over the credibility of the mid-term elections remained as doubts as doubters have yet to gather evidences in sup-port of their allegations. The sectors questioning the canvass of votes deduced their conclusions on re-ports emanating from the precinct level. There were calls for manual counting in the precincts where there were failure in the transmis-sion of results and from the counting machines with de-fective secured disk cards. The process could be a good way to dispel all doubts and

show to the whole world that the system accurately reported the true will of the voters.

But the recent instruc-tion from the president may have brought us to a conclu-sion that there was indeed fraud in the automated vote counting machines. This will put to doubt the results where the said vote count-ing machines were utilized. The midterm election is the recent electoral exercise where automated counting was used by Smartmatic. While needed explanation did not merit urgency from Smartmatic, the proclama-tion of winners was an ur-gent matter for Comelec. This resulted in the clari-fication of the issues that attended the automated counting of votes being overtaken by the proclama-tion and eventual assump-tion of office by the declared winners.

Already, there was expli-cation from Comelec that the statement of the presi-dent was an expression of his dislike with Smartmatic and not of the automated counting. It sounds a good way out from the real issue see Confirmed /page 20 ...

TACLOBAN CITY-The Department of the Interior and Local Government (DILG) through Director Artemio B. Caneja urged Local Chief Executives (LCEs) in Eastern Visayas especially those outgoing officials to initiate the crea-tion of the Local Govern-ance Transition Team.

Regional Director Caneja revealed that it is imperative to prepare for an effective turnover of re-sponsibility as part of en-suring continuity in local governance, as enunciated by Secretary Eduardo Año.

Pursuant to Memoran-dum Circular 2019-39, the team is responsible in con-ducting an inventory of the properties of their respec-tive LGUs. These include the immovable properties such as the land, buildings, infrastructure facilities and its improvements, and machineries made immov-able as well as the movable

Director Caneja said all official documents and/or records of LGU official transactions such as, but not limited to, Governance As-sessment Report (CY 2018) and Commission on Audit Report (CY 2018) should be gathered, secured, and pre-served by the newly elected and reelected officials.

Furthermore, the offi-cials are directed to conduct turnover of accountabilities using the prescribed forms. They should as well organ-ize a turnover ceremony that will include briefing on the Governance Assess-ment Report and key chal-lenges to incoming set of officials to ensure a smooth local governance transition.

The DILG8 chief like-wise encouraged them to accomplish and submit the Elective Local Official Per-

sonal Data Sheet (ELOPDS) not later than July 8 to their respective Human Resource Management Offices, Sang-gunian, and DILG city/mu-nicipal office.

The newly-elected and reelected officials will also undergo the Program for Newly-Elected Officials (NEO) led by the Local Government Academy (LGA) which will train them on how to become ef-fective leaders.

The NEO Program has five major components which shall be open to all elected local officials. The five components of the program are: (1) Ensur-ing Smooth Transition; (2) Jumpstarting Local Gov-ernance; (3) Creating the Roadmap for LGU Devel-opment; (4) Sharpening the Competencies of NEOs and Functionalities; and (5) LGU Performance Manage-ment.(PR)

Students of Gov. E. Jaro Elementary School (GEJES) in Babatngon, Leyte participate in the quarterly earthquake drill.

It’s good to be prepared always, thus the need to strengthen the capacity of schools to enable them to respond in the event of dis-asters and emergencies to save more lives and ensure resilience.

Recently, the Philippine Institute of Volcanology and Seismology (Phivolcs) has warned of a possible strong earthquake in Leyte as the Philippine Fault in the province never had sig-nificant shaking in more than 100 years.

Aiming for disaster re-silience, Gov. E. Jaro El-ementary School (GEJES) in Babatngon II District has initiated its disaster risk re-duction (DRR) programs that prepare students and teachers for different disas-ters.

According to Head Val-entin C. Trapela, the school regularly conducts earth-quake drills.

“All students and teach-ers participate in the regu-lar drills, where they pass through the designated routes to evacuate,” Trapela said.

Trapela emphasized the importance of preparing for earthquakes through regu-lar drills, as the province of Leyte is prone to earth-quakes, and earthquakes are more difficult to predict.

Barangay Gov. E. Jaro, where the school is located is also prone to flood, be-ing located near Bagahupi River.

But Trapela said it is easier to predict floods. “We can see it coming, and people can make announce-

ments right away. Unlike with earthquakes, there aren’t announcements for that, except when it actually happens, then that’s when you respond. That’s why we focus on having earthquake drills,” Trapela said.

Aside from strength-ening the capacity of the school, GEJES has also bol-stered its partnership with different agencies for the promotion of volunteerism, humanitarian values, and culture of safety and health through trainings on life saving and first aid.

The local Philippine National Police (PNP) and Bureau of Fire Protection (BFP) and the local govern-ment unit have been active partners for activities and programs involving disaster risk reduction. These tech-nical assistance strengthens the capacity of the school and help minimize and ef-ficiently respond to the im-pact of disasters.

This also becomes an opportunity for the school officials to ask the PNP and BFP for evaluations and rec-ommendations, either writ-ten or oral, and uses then to improve the program.

“We study the evalua-tions. Whatever they point as weaknesses, that’s what we keep in mind for im-provement. What they point out as okay, that’s what we maintain,” Trapela

said.Every year, GEJES

boosts the disaster aware-ness and preparedness through the conduct of quarterly nationwide si-multaneous earthquake drills (NSED).

Trapela meanwhile hoped that GEJES’ DRR programs will equip all members of the GEJES community with the knowledge and skills to prepare for any kind of disaster.

“We urge our students to take earthquake drills seriously so they would know what to do when a strong tremor happens. We also asked them to share what they learned in the drills to their families,” Trapela said.

The Leyte Island fault line is part of the 1,200 kilometer-long Philippine fault zone, a major tectonic feature that transects the while Philippine archi-pelago from northwest-ern Luzon to southeastern Mindanao.

The presence of active fault zone have put some areas in Eastern Visayas as high risk to earthquakes.

“As they say, it’s good to be prepared,” he said.

BURAUEN, Leyte-Soldiers from the 78IB 8ID took their time out, from 20th to 25th of May, to participate in “Brigada Eskwela” initia-tives in public schools in Burauen, Leyte as part of their social responsibility and community obliga-tion.

Lt. Col. Roberto B. Obaob, commander of the 78th Infantry Bat-talion (IB), lead the sol-diers in the activity and were joined by parents, teachers and stakehold-ers in preparing schools in Burauen, Leyte by providing manpower as-sistance and mechanical supervision.

Obaob said the an-nual Brigada Eskwela was spearheaded by the DepEd officials in the municipality, both el-ementary and secondary.

Since there were nu-merous schools in the

municipality, the battalion s c h e d u l e d their soldiers in order to ac-commodate all schools who requested help and assistance in the entire Brigada week. Aside from the invitation of schools in Burauen, nearby mu-n i c i p a l i t i e s sought assis-tance from the battalion.

“The soldiers’ partici-pation in the Brigada Esk-wela highlight the spirit of volunteerism and unity”, he said in a statement.

The Babatngon Cen-tral School (BCS) of the District of Babatngon, Leyte is a firm believer that students should not only excel academ-ically but also in sports.

And for the school to realize this dream, the BCS through its school sports chair-man, Marcelino C. Cañete, Jr., conducted a scouting among learn-ers, especially those coming from Grades Five and Six as poten-tial athletes and for them to be trained rig-orously.

The school, thus, laid down the follow-ing rules in order to en-courage students of the school appreciate the importance of schools while they are having their academic studies: (1)motivate children to come to school regular-ly;(2) arouse the inter-est of slow learners ex-cel in sports;(3)develop

emotionally, physi-cally, spiritually, and sportsmanship;(4)as-set of the school as well as in the community as a whole; and (5)par-ticipate school intra-murals, district athletic meet, provincial sports competition, Eastern Visayas Regional Ath-letic Association Meet or even the Palarong Pambansa.

But to help the school realized this vi-sion, there should be the needed sports facil-ities and equipment for the school’s athletes to use during their prac-tice.

It is the dream of the BCS to produce student-athletes that can excel not only in school-based compe-tition but even in the regional and national-level competitions.

Pupils access the mobile application through these tablets. These digital tools give teachers innova-tive ways to bring hands-on learning to the classroom. Aside from the laptop and tablets, ProFuturo has also provided the schools with various equipment such as router (local netwok), UPS, LG Projector etc.

Four teachers from Ca-mote Elementary School at-tended the Digital Learning through ProFuturo Solu-tion Teachers training. The

said training has enriched the knowledge of teachers on how to shift teaching pedagogy or their role in a classroom that is integrat-ing technology.

ORMOC CITY- Au-thorities in Ormoc City re-trieved about 2,000 board feet of illegally cut lumbers in Barangay Cabintan, this city, on Thursday (May 30).

Mayor Richard Gomez and police operatives in-cluding personnel from the Department of Envi-ronment and Natural Re-sources lead the team who confiscated the abandoned lumber of Lawaan and Nato tree species.

Lawaan is a popular material in making cabi-net, furniture and gui-tar while Nato is a strong wood that is usually used for making guitar neck.

Authorities seized hot lumbers in Ormoc City

“These are taken from the mountainous part of the city because these are far from the authorities and they have plenty of time to cut,” Gomez said.

But some residents in upland communities are providing information to authorities that resulted to confiscation of these hot lumbers, the city mayor said.

“Eventually they are caught because residents are giving information to authorities if they noticed that there are illegal cut-ting activities in their area,” Gomez said.

The recent incident, however, did not result to

the arrest of suspects.Authorities will be con-

ducting investigation to determine the identities of the suspects so they could file a case against them for violating PD 705 otherwise known as the “Revised For-estry Code of the Philip-pines.

The confiscated lumber are now in the custody of the Ormoc City Police Of-fice.

“If there are people who owned a tree and wanted it to be cut, they should seek permit from the DENR, but if they will cut it illegally these will be confiscated,” Gomez said.

TACLOBAN CITY- Jason and his wife Nilda (names withheld upon their request) don’t really want to have another child.

“The original plan is my wife will have ligation. But it didn’t push through be-cause she felt afraid. So we decided to use pills, then after three years she got pregnant. We were caught by surprise,” said Jason, 41.

His wife, 39, is now three months pregnant of their fifth child.

“I did not know that my wife was taking the pills on and off. For our first three children, we used rhythm method, followed by pills,” said the father of four chil-dren ages 14, 9, 4, and 3.

Jason, however, said that they were not able to consult a health profes-sional on what kind of con-traceptive that is suited for

them.“We’ve decided to con-

sult a doctor when we found out that she’s already pregnant,” Jason said.

Undersecretary Juan Antonio Perez III, execu-tive director of the Com-mission on Population and Development (Popcom), said the national govern-ment is aiming to bring down the fertility rate of the Filipino women and lessen the prevalence of unwanted pregnancy.

From the current 2.7 fer-tility rate, the government is working on lowering it to just 2.1.

“Filipino women only wanted to have two chil-dren but they end up having almost three,” said Perez as he went around the coun-try to push for the National Program on Family Plan-ning Towards Better Health

Outcome, Poverty Reduc-tion and Socio Economic Development in line with the Philippine Develop-ment Plan for 2017-2022 under the administration of President Rodrigo Duterte.

However, this goal of the government limiting the number of children has meet objections from the Church.

“Setting a kind of quota of how many children mar-ried couples should have is simply ridiculous. What is needed is to encourage everyone to be generous, faithful, and responsible in begetting children,” said Fr. Roy Cimagala from Cebu City as he opposed the plan.

While the government continues to hurdle the challenges in implement-ing its Reproductive Health Law, Cimagala said that “it is just fortuitous that

the government cannot ef-fectively implement that unjust law that is clearly against human rights and God’s will.”

Usec. Perez said that family and population management as critical component and strategy of the socio-economic agenda of the national government.

As this developed, Du-terte threw his strong politi-cal support to the Philippine Population Management Program and placed the Popcom as new attachment to the National Economic

will be monitoring during the opening of classes and school heads should be present,” he said.

According to Uytico, it is expected that stu-dents would no longer be required to clean their school’s surroundings or classrooms during the opening of classes con-sidering that they have al-ready conducted ‘Brigada Eskwela’ weeks ahead of the school opening.

The Brigada Eskwela, an annual activity of the DepEd aim to conduct cleanup and repairs of damaged school facilities, was conducted from May 20 to 25, participated by students, parents and vol-unteers.

During the week-long activity, DepEd in the re-gion was able to collect P334 million in donations.

He asked the parents to immediately report at their school division offices if they would be asked to pay during the start of classes.

Uytico said that any complaint should be in written form for their office to act accordingly.

how to pray, we also provide lessons on rights aware-ness and health issues,” said Lieutenant Colonel Ma. Bella Rentuaya, the police regional spokesperson.

Police patrolwoman Flo-rlyn Gapul, who is assist-ing the children inside the chapel, said the holding of Flores de Mayo inside the camp “is not something new.”

The Santacruzan, a no-vena procession culminat-ing the Flores de Mayo, is participated by selected beautiful young ladies and children wearing extrava-gant costumes, bedecked with accessories and es-corted by well- chosen fine young men in every neigh-borhood.

The center of attraction during the Santacruzan are those that will act the role of Reyna Elena, in honor of St. Helena, and Constantine,

Flores de Mayo in the Philippines, with its long Catholic tradition of devo-tion to the Blessed Virgin Mary, said to start in 1854 after the proclamation of the dogma of the Immacu-late Conception.

“Most of the police are Catholics. We really ob-serve tradition, Catholic rites,” she said.

While Gapul admitted that she noticed the appar-ent “gap” on the perception of the public to the police amid the brutal drug war campaign of President Rod-rigo Duterte, she however said that they are doing the Catholic tradition for chil-dren every month of May “to bridge the gap.”

Gapul she said that the holding of Flores de Mayo brings out the “soft side” of the police.

“We are also human, we have hearts. Even though we are in the authority, we also believed that Jesus Christ is the real authority. We are led by God. In my case, I feel I cannot really do what other rogue police were doing because I am guided by God,” said Gapul.

Michelle (name with-held to protect her identity), a mother, said she is also sending her children inside the camp to attend the re-ligious activity despite that her husband was caught and imprisoned due to al-leged drug activity for two years now.

“I am happy that they are holding Flores de Mayo at the same time, sponsor-ing snacks to the children. Good thing that they are giving free snacks because I cannot give at all times for my children,” said the 35-year-old mother who is now working alone as dressmaker to support their

four children.“I looked at policemen

as good people,” said Mi-chelle.

“The case of my hus-band is still in the court now,” she said.

The administration of President Rodrigo Duterte is waging a controversial and brutal war against il-legal drugs which drew strong condemnation from the Church and human rights groups, both here and abroad.

While the police vowed to continue their Catho-lic tradition for children, Duterte also pledged that his drug war will persist until he will step outside Malacañang in 2022.

“It will be as relentless and chilling as on the day it began,” said the firebrand president during his State of the Nation Address in July 2018. (RONALD O. REYES)

Development Authority (NEDA) to “carry out the full and intensified imple-mentation of the national program on population and family planning.”

The plan has targeted outcome of zero unmet need for modern family planning method, modern contraceptive prevalence rate of 65 percent, increase use of Family Planning method among males, zero gap between actual and wanted fertility, and ado-lescent birthrate of 40 per 1,000 adolescent women (15-19 years old).

Perez admitted that the poorest among Filipinos are those who have more children, saying that Filipi-nos have 4.3 children when

they only want 2.9 children. The Popcom official said

that the challenges being faced by the government in the implementation of its population program in-clude low acceptance and accessibility of family plan-ning services particularly among poor couples and in-dividuals, inadequate budg-etary support, low coverage of promotional and de-mand generation activities, inadequate commodities and family planning service providers and workers es-pecially in the rural and re-mote areas and slow impact to social, economic and de-velopment.

In its April 2019 report, the United Nations Popu-lation Fund (UNFPA) said the county’s population in-creased by 1.6% annually from 2010 to 2019.

The average annual rate is faster than India with 1.2%, China with 0.5%, and even the United States with 0.7%.

“Despite remarkable achievements in the past five decades, much more must be done to break the barriers that prevent wom-en, men and couples from fully exercising their repro-ductive rights and choices,” the UNFPA said.

While the world youth population (ages 15 to 24) is projected to rise to 1.4 bil-lion in 2050 from the cur-rent 1.2 billion, the com-mission is also challenged in educating young Filipino people on the government’s population program.

“Teenage pregnancy in the Philippines is on the rise, in fact, the data de-rived from the certificates of live births submitted by the Local Civil Registry of-

fice from 2011 to 2014 show that about one in every 10 women of child-bearing age was a teenager, and there were 24 babies born every hour by teenage mother,” said Reyan Arinto, Infor-mation Officer of the com-mission in Eastern Visayas region.

“Thus, we bring the ori-entation and the informa-tion drive directly to our schools where many teen-agers already start to engage into sexual activities and prevent them from doing such and in one way or an-other delay their sexual de-but,” he added.

The youth population comprised of about 20.1 million, half of which are adolescents aged 15-19 sail-ing for adulthood in the next few years, the commis-sion said. (RONALD O. REYES)

With the new school year just a few weeks away, Babatngon II District of the Department of Educa-tion (DepEd) along with various organizations and stakeholders from both the public and private sec-tors have geared up for the weeklong Brigada Eskwela.

Myrna F. Canete, the district head of Babatngon II said that Brigada Esk-wela was held to ensure that schools are ready and safe for the learners before classes.

“Every year, we witness the spirit of volunteer-ism in motion as everyone in the community make quality basic education all the more possible for our learners through bayani-han,” Canete said.

Canete added that com-munities and stakeholders have an important role in the preparation of schools to ensure that these are ecologically conscious, re-silient, clean, safe and con-ducive to learning.

the Brigada Eskwela – also known as the National Schools Maintenance Week – aims to bring together all education stakeholders to participate and contrib-ute their time, effort, and resources to prepare pub-lic school facilities for the opening of the school year in June.

Since Brigada has been institutionalized, there were new innovations and new activities and it has also be-come a “yearlong activity” in different schools.

Earlier, DepEd an-nounced that school open-ing in all elementary and secondary schools nation-wide is scheduled on June 3, Monday.

As part of the 2019 Brigada, school officials along with partners con-ducted activities advocacy campaigns and orientation against illegal drugs, health and sanitation, and disaster resiliency. There was also a series of skills trainings of-fered.

Among the highlights of this year’s Brigada Eskwela is to ensure that schools are safe and prepared in times

of emergencies.It was learned that

DepEd has also issued the School Safety and Prepar-edness Guide to provide “guidance to schools and education partners in en-suring safety and prepared-ness” of learners as well as personnel “before, during and after emergencies.”

DepEd said that the program shall focus on the school maintenance activi-ties throughout the year, school and community ef-fort to improve participa-tion and reduce dropout rate.

Meanwhile at Gov. E. Jaro Elementary School (GEJES), a real bayanihan was depicted through peo-ple from different sectors of society repainting walls and blackboards, cleaning win-dows and doors, or repaint-ing fences.

GEJES school head Valentin Trapela said that every summer for 16 years now, Brigada Eskwela has been transforming the school into a venue for peo-ple from the community get the chance to be directly in-volved in an endeavor with the government.

Trapela shared that

Brigada Eskwela made him realize that while the govern-ment has the duty to its citi-zens, the citizens also have a duty to the government.

“The government can-not do everything for us. We have to do what we can to help each other too,” Trapela said.

that has to do with the re-cent midterm elections. A common ploy in the guise of moving on, a way for-ward for the Comelec, this time into the proper selec-tion of the company that will use automated count-ing machines without fraud unlike Smartmatic. The development of events ap-

pears to be geared towards the next electoral exercises, leaving behind the recent one and all the issues hang-ing over the Filipino peo-ple. Where there is fraud or not in the recent mid-term elections remains an unanswered question but does the order to dispose of Smartmatic imply that fraud in the counting of votes is confirmed?
