RailBuses replace trains between Moorabbin and Mordialloc, and between Frankston and Stony Point from 10pm Saturday 23 May to Sunday 26 July.

Buses will also replace trains between:

• Moorabbin and Frankston from 10pm Saturday 23 May to 1.15am Sunday 24 May

• Parliament and Mordialloc from 8pm on Sunday 24 May

• Moorabbin and Frankston on Sunday 7 June

• Caulfield and Mordialloc from 1am Saturday 20 June to Sunday 22 June.

BusMentone and CheltenhamDuring the planned road closures, there will be changes to bus routes 600, 708, 811, 812, 822, 825 , 903, 922 and 923.

RoadMentone and CheltenhamWe will close Park and Charman roads in Cheltenham and Balcombe Road in Mentone to build the new roads over the rail trench.

• Balcombe Road closed from 1am Thursday 14 May to Tuesday 23 June

• Park Road closed from 11.30pm Saturday 23 May to Monday 8 June

• Charman Road closed from 11.30pm Saturday 23 May to Thursday 11 June

ParkingAlternative all-day parking for rail passengers will remain available until mid 2021, with 284 car spaces at two locations at Westfield Southland and 136 car spaces near Parkdale Station.

Como Parade East in Mentone is one way towards Warrigal Road until late July, with street parking temporarily removed.

There will be temporary parking changes on local streets in Cheltenham and Mentone to keep traffic flowing and ease congestion.

Pedestrian You’ll still be able to get around your local area while the roads are closed. There will be a free pedestrian shuttle bus in Cheltenham, with stops near Olympic Avenue and Westfield Southland bus interchange (until Monday 8 June), and stops near Hall Lane and Glebe Avenue (until Thursday 11 June).

The stops for the free shuttle bus in Mentone will be on Balcombe Road near Swanston Street and on Mentone Parade near Brindisi Street. There will be pedestrian access over the rail line at Mentone from Thursday 28 May.

Truck movementsTo dig out the rail trenches in Cheltenham and Mentone we will move more than 200,000 cubic metres of earth from the construction site in trucks.

We expect an average of 50 truck movements every hour, day and night, while we dig the trenches. We have contacted residents on affected streets about how we will minimise impacts and about temporary changes to parking on local roads.

CHANGES TO THE WAY YOU TRAVEL

How we are managing impactsWe need to work around the clock to get these works done. Here’s how we reduce the impact on the local community:

• Noise and vibration – we limit out-of-hours works and use noise blankets wherever possible, while actively monitoring noise and ground vibration levels.

• Dust – we spray exposed areas with water, cover truck loads and stockpiles, use street sweepers regularly and actively monitor air quality to comply with Victorian guidelines.

• Lighting spill – while temporary lighting is needed at times for safety, we keep lighting to a minimum and direct light towers away from homes and businesses wherever possible.

• Traffic changes – our traffic management plans consider existing conditions, speed limits, traffic volumes and public transport.

We are planning for all conditions to make sure major construction stays on track, while helping you get around your area during any upcoming ‘back-to-work’ transitions.

Our contingency planning includes:

• Having more train replacement buses on stand-by for any increase in demand on public transport. This means we can maintain social distance requirements while still getting you where you need to go.

• Monitoring live traffic conditions and working closely with VicRoads to manage any hot spots to keep you moving.

• Working closely with local schools on practical strategies for student safety in preparation for schools reopening

during major works. This includes dedicated ‘school special’ train replacement buses.

• We are continuing to support local traders, buying a range of pre-packaged goods for our workforce. We encourage you to keep shopping locally too!

Health and safetyThe health and safety of our workers and the community is our key priority as we continue to deliver level crossing removal works on the Frankston line, as is supporting physical distancing measures in line with current health advice.

We have strict protocols in place to protect the safety of our construction workforce, including enhanced industrial cleaning arrangements, provision of personal protective equipment and measures to reduce staff contact, including staggered shifts.

There is also increased cleaning across the public transport network as part of efforts to stop the spread of coronavirus.

This includes nightly sanitation of all trains, trams, and buses, including wiping down all surfaces and entirely spraying with disinfectant. There will also be enhanced cleaning during bus layovers at major interchanges.
