Overview Constantine Engineering, Inc. is a full service consulting engineering and technical services firm made up of dedicated professionals that provide engineering and technology solutions to utility, municipal, industrial, federal, state, and commercial clients throughout the Southeast and Colombia, South America.

Rather than concentrate all of our resources in a few large offices, we consolidate administrative and overhead functions in a single corporate office, then maintain smaller offices in more locations convenient to our valued clients across the Southeastern United States and Colombia, South America.

Detailed Description of Constantine’s Services Constantine Engineering is truly unique within the consulting engineering arena because our engineering design is tempered by decades of real-world, hands-on construction and operations experience. We take projects from concept through planning, evaluation, permitting, financing, design, construction, and even operations, maintenance, rehabilitation and replacement.

Detailed descriptions of the professional services that Constantine Engineering offers our clients are presented below:

Wastewater Engineering Our key staff has extensive experience in the planning, design, construction, startup and troubleshooting, operation, maintenance, and management of wastewater treatment facilities and has successfully provided these services for facilities ranging from 30,000 gallons per day (gpd) to over 60 million gallons per day (mgd). These treatment facilities have used a myriad of treatment processes including conventional activated sludge, biological nutrient removal processes, trickling filters, aerated lagoons, sequencing batch reactors, and membrane bioreactors.

Constantine Engineering’s professionals work with clients to quickly evaluate feasible wastewater alternatives, concentrating on those that promise to reduce Total Costs of Ownership (TCO) while meeting or exceeding regulatory requirements. When evaluating the suitability of such applications, Constantine Engineering professionals give special consideration to simplicity and ease of operation. Although we have applied advanced technologies to meet stringent discharge standards, cost-effectiveness and energy conservation have been equally important in selecting appropriate treatment and disposal systems.

Constantine Engineering professionals have performed many alternative treatment evaluations to determine the most appropriate technology to use to meet the specific regulatory or water quality criteria of each project. Wastewater Collection and Transmission Design

Constantine Engineering provides master planning and feasibility studies, design, and construction management services for wastewater collection and transmission systems and reclaimed water conveyance systems. Our design services include selection of materials and preparation of specifications, estimates, and contract documents. We have also designed, managed, and inspected miles of sewers.

Biosolids/Residuals Management

Residuals management has been an operational issue at all of the nearly 50 wastewater treatment facilities which Constantine Engineering professionals’ have consulted or designed. Considering site-specific variables such as landfill tipping fees, hauling distances, farmland

availability, and existing sludge treatment processing, our professionals provide the client with extensive expertise in crafting site-specific solutions for each

facility. Frequently, it requires a staged or phased-in approach because the economics and constraints change over time. Our hands-on operational experience ranges from land filling and land application to composting, and even lime-stabilization.

Constantine Engineering’s professionals have worked as engineering consultants to develop sludge management plans for volume reduction,

stabilization, beneficial reuse, or disposal for a number of communities across the Southeast U.S. Our staff has extensive experience with in-plant studies and waste audits, and is experience in residuals management, from planning through implementation.

trouble-shooting, startup and long term operation of sprayfield irrigation systems that provide a zero surface water discharge alternative for wastewater treatment and disposal. We have designed and constructed numerous land application projects and our “hands-on” startup experiences, as well as our operations experiences, help to refine and improve subsequent designs.

Our professionals are also experienced in the design and implementation of reclaimed water reuse systems; that can consist of landscape and agricultural irrigation, wetlands enhancement, groundwater recharge and recovery, indirect and direct potable use, or industrial recycling.

Natural Treatment Systems

Constantine Engineering professionals also have applied natural treatment systems to solve complex wastewater treatment issues including, designing constructed wetlands to naturally treat wastewater effluents to meet strict standards. Our professionals also have worked on projects teams that developed award-winning natural treatment projects that eliminate the need for costly, more traditional treatment technology. In fact, our professionals designed one of the very first man-made wetland treatment systems in the Southeast U.S. that was designed specifically to meet stringent ammonia-nitrogen permit limits.

CMOM Program Development

Constantine assists wastewater utilities in developing Capacity Assurance, Management, Operations and Maintenance (CMOM) programs. EPA developed the CMOM concept nearly a decade ago. Although never formally adopted as a regulation, CMOM is still promoted by EPA, and is now being embedded within NPDES permits.

SSES and I/I Studies

Excessive infiltration and in-flow (I/I) disrupts a wastewater utility in many ways. I/I can overload a collection system to the point of costly over-flows; it causes higher operations and maintenance costs; and it can lead to treatment plant upsets. Constantine has the experience and expertise necessary to investigate and analyze infiltration and in-flow, and to develop effective programs to mitigate its effects.

The goal of an I/I strategy is to determine the most cost effective strategy to reduce the impact of I/I on collection system performance. Built into every Constantine I/I program is our wealth of engineering experience gained from treatment and collection system design, performance analysis, and rehabilitation design, as well as our experience with utility customer relations and regulatory agencies.

Constantine understands that a flow-meter investment is worth no more than the quality and clarity of the information it produces. To maximize our clients’ investments, Constantine has developed an array of flow analysis tools and software to analyze pipe flow and storm events, identify trends, and ultimately to prioritize areas for subsequent I/I investigation and mitigation.

Constantine has hands-on experience with a wide spectrum of flow meters and software from proven manufacturers. We understand how to maximize the advantages of each flow meter technology, to better suit the utility’s specific program needs.

Sewer Rehabilitation Design

Constantine’s professionals have decades of experience analyzing sewer collection system data to recommend, specify and design rehabilitation projects. Our past rehabilitation projects include many cutting-edge trenchless technologies, such as cured-in-place concrete linings, slip-lining, and pipe bursting.

Collection System Hydraulic Modeling

Advances in computer technology have led to a greater reliance on hydraulic modeling as a

means of system analysis, design, and management. Constantine Engineering professionals

use the latest technology and methods for modeling wastewater projects to improve the

efficiency and quality of wastewater systems we design.

Our engineering professionals have completed models associated with CMOM programs, I/I

studies, master planning, and water hammer investigations to name a few on various collection

systems. Many of the models that we have created have been turned over to clients that we

have trained, for their in house use.

Collection system hydraulic models use GIS mapping, flow monitoring, and physical system data

to develop a computer representation of the hydraulic system that allows the owner to make

changes and instantly see results. As a result, our staff works closely with clients to develop

“what if” scenarios when diagnosing and recommending solutions for complex issues. This

may include effects of increasing a lift station pump capacity on the downstream collection

system to looking at the effects of sidestream storage on sanitary sewer system overflows

Surface Water Quality Studies

Constantine Engineers have extensive experience performing point source wasteload allocations (WLA), watershed assessments and Total Daily Maximum Loads (TMDLs). Constantine can perform watershed surveys and water quality monitoring and modeling using state of the art computer models such as Mintequa, Eutromod, Cormix, Plumes, WASP, and others. We have teamed with biologists, chemists and environmental scientists to develop complex hydrodynamic water quality models to analyze a range of surface water impairments, from dissolved oxygen and sedimentation, to nutrients and pathogens.

Potable Water Engineering Constantine Engineering professionals are experienced in every facet of water supply engineering, and have provided these services for more than 20 years to water systems ranging in capacity from less than 100,000-gpd to greater than 70-mgd. Water Supply and Treatment Process Design

Constantine Engineering professionals have designed or managed the design and construction of surface water and groundwater supplies and treatment systems for new facilities and the rehabilitation and expansion of existing facilities. We have provided water supply and treatment engineering services across the Southeastern United States for more than 100 water distribution systems.

Reclamation Facility Design-Build Project, Fort Walton Beach, FL

Okaloosa County, Florida selected Constantine Engineering, Inc., as their Program Manager to construct a new 10 mgd WRF, the Arbennie Pritchett Water Reclamation Facility (WRF). The new WRF will replace the aging 6.5-mgd Garniers Wastewater Treatment Plant (WWTP). The new WRF was constructed on leased property located on Eglin Air Force Base that was previously used by OCWS for disposal of treated effluent from the existing Garniers WWTP.

Constantine Engineering managed the $65 million program that included the design and construction of the new Arbennie Pritchett WRF, a new 15 mgd re-pumping station to convey flow from the existing Garniers WWTP site to the new Arbennie Pritchett WRF site, a new 200 acre rapid infiltration basin (RIB) effluent disposal system, construction of more than 10 miles of new 8-inch to 36-inch diameter raw sewage and effluent piping, and decommissioning and demolition of the Garniers WWTP.

OCWS chose to implement the construction of the new 10 mgd WRF using the Design-Build (D-B) project delivery approach, in accordance with the Consultant’s

Decatur Utilities owns and operates a potable water treatment and distribution system for the northeast Alabama port city of Decatur. The water supply for Decatur is the Tennessee River. DeKalb Cherokee Gas Revenue Analyses and Rate Studies, Fort Payne, AL

The DeKalb-Cherokee Counties Gas District (DC Gas) serves almost 7,000 customers in DeKalb

County, Cherokee County, Marshall County, and Etowah County in northeast Alabama. DC Gas

originated in 1952 and currently purchases gas supply

from Tennergy Corporation, Southeast Alabama Gas

District, Prior Energy, and BP Amoco. DC Gas purchases

approximately 2,000,000 Dekatherm (Dkt) of natural gas

each year for customer demands. The annual cost of

gas varies approximately $6 million to $15 million each

year, mostly depending on market pricing for natural gas.

Starting in approximately 2004, natural gas market

pricing experienced significant increases and finally

decreased in 2010.

In 2005, Constantine Engineering was authorized by DC Gas to evaluate

customer rate classes and actual rates to ensure that revenues would be

sufficient. Constantine developed a financial model to project revenue

and margin based on rate structures, customer demands, cost of gas, cost

of operations, and other factors. The model allows DC Gas to predict and

compare revenue projections to current conditions. Since 2005, Constantine has continued to

develop revenue projections and rate analyses for DC Gas, sometimes completing the analyses 2

or 3 times annually. The financial analyses helps DC Gas maintain sufficient financial margins

while also maintaining customer satisfaction through stable and reasonable rate adjustments.

Work Breakdown Structure A key strategy of effective planning is to partition the project into manageable tasks and subtasks that can be individually planned, estimated, and controlled. The work breakdown structure (WBS) approach is a graphical tool that displays the project's statement of work making it easier to understand and communicate with the project team. It is employed from the earliest stages of project planning.

The WBS represents the project in terms of the hierarchy of deliverables and services it will produce. The project is therefore described just as a manufacturer would document the bill of materials breakdown for a washing machine or automobile. The WBS starts with a single box at the top which represents the whole project. The project is then partitioned into its components with lower level boxes.

The WBS supports the principle of management by deliverables providing a map of what is to be produced. The role of the WBS is to:

Constantine Engineering uses the WBS to breakout project work activities into multiple independent tasks that can be evaluated and reported to our clients.

Web-Based Document Management System Constantine provides clients and teaming partner’s access to project files and documents via a

web-based document management system. This password-protected secure system, hosted

on Constantine’s servers, facilitates collaboration and minimizes redundant file sharing,
