SOLUTION

WHEREAS, this Association has approximately 737 members who own and/ox operatefarming businesses from Colusa, California on the north to Mendota, Californiaon the south, and

WHEREAS, the members of this Association are concerned about the increased demand

for electric energy to operate pumping facilities for agriculture to obtainadequate irrigation water from the underground supply, made necessary because ofthe drought; and

WHEREAS, the members are fearful that there will be an inadequate supply ofelectric energy from the hydro-electric power planes because of the draw. downof reservoirs, and

WHEREAS, after careful consideration the members believe that the operation ofthe nuclear generating facility at Diablo Canyon is safe, and

WHEREAS, 'the'embers are of the opinion that the placing of this facility on theline will help assure the peoples of this state of adequate food at'affordableprices

NOW, THEREFORE, BE IT RESOLVED: That the San Joaquin Valley Hay Growers Associationurge the Nuclear Regulatory Commission to expedite approval procedures and proceedforthwith to grant an operating license for the Diablo Canyon Nuclear Power Plantso that its generating capacity will be available to produce energy to combat the'expected drought conditions.

I believe people are waking up to the fact that nuclearpower is no longer needed considering the hazards. I believethis country will see a growing movement oP anti-nuclearpeople who will act on their consciences and Oiablo will mostcertainly be a place Por attention to be focused. To my understanding the government agencies involved instudying the seism'nfluence and environmental impact are noe.in the least bit extending themselves to complete tne study in.order to ezpedite the operation of this plant in the even theresorts are favorable. We rice farmers; as well as other agri-culturalists, would like to point out to you that, because ofthe drought, more and deeper wells are heing drilled in orderto save the crops. These wells are electrically run and un-fortunately, the conventional generating facilities depend onsteam generator or snow and ra'nfull runoff from tho moun ains,,Hence, the less water there is in mountain res rvoi™s, th greaterthe demand for more elect icity. lt would appear to me hat themost logical thing to do is expedite any reports.

Z would stronglv recommend that you take any stepsnecessary to hasten the agencies working on these studies todeclare wh ther or not it is safe to ope a e the plant and to ma!:eany decision as far as environmentalists ar concerned, so that theplant can open as soon as possible. X would also strongly urgethat vou consider the farmer and the ma",ority of the people whobene it from the farmer's products rather than any one group ofpeople.
