GUIDING PRINCIPLESOPERATIONAL
1. Accessible
• Available to the General Public - A balance of drop in (spontaneous use) activities and scheduled programming will ensure the greatest access to the greatest number of citizens.
• Inclusive- A facility is envisioned that will accommodate people of all ages, income levels and abilities including those with physical, sensory and cognitive challenges.
2. Sustainable • Built to Last - The facility will be a community asset for many decades. Building a high quality facility
will not only serve the residents of today more effectively, it will be more cost effective and efficient in the long term.
• Flexible - Multi-use spaces that encourage a variety of uses for a variety of interests will be an important consideration in developing the facility. In addition, the facility must not only meet the needs of today but must be flexible enough to grow with the community well into the future.
• Viable – The facility should endeavour to provide and enhance opportunities and resources for citizens, while seeking to minimize tax supported annual operating costs.
• Effective - The facility will operate as efficiently and effectively as possible. Services need to be cost effective in terms of operational and life cycle costing.
