Tuesday, April 15th, 1947.

The Board of Supervisors of Lenawee County met at the Court House in the City of Adrian on Tuesday the 15th day of April 1947 in regular session pursuant to Jaw.

The Board was called to order by Robert B. King County Clerk. The following Supervisors were ptesent as the representatives of

the Cities of Adrian, Hudson and Morenci and the several Townships of the County,

structed to cast the unanimous vote of the Board for K J. Fatchett for Chainnan.

The motion prevailed, whereupon the Clerk cast the unanimous vote of the Board for E.. J. Fatchett fo1· Chairman.

Sup. Benner moved that the rules be suspended and the Cle1·k be instructed to cast the unanimous vote of the Board for Leland Brighton aS Chairman Pro Tem.

The motion prevailed ,whereupon the Clerk cast the unanimous vote of the Board for Leland• Brighton as Chairman Pro Tem.

Sup. Bnllenberger moved the rules governing the previous Boaid be adopted for the present Board.

The motion prevailed. On motion of Sup. Taylor the Board adjourned until tornorrow

Sup. Calkins moved that the County Treasurer be authorized to attend the Stnte Convention at the County expense.

The motion prevailed, a majority of the Supervisors present vot­ing therefore.

Sup. Burch from the Printing Committee reported back claim #72 and recommended payment of the same at the amount stated.

Sup. Schneirla moved the report of the Committee be accepted and adopted, the account placed on file and warrant ordered drawn for the respective amount.

The motion prevailed, a majodty of the Supervisors present voting therefore.

Sup. LeRoy Titley from the Salary Committee moved the Board appropriate $200.00 for the Probation Officer's expense account.

The motion prevailed by the following vote: Yeas: Ballenberger, Benedict, Blaker, Benner, Brighton, Brown, Burch, Calkins, Fatchett, Fellows, Germond, Gibson, Clarence Keller, John Keller, Kunze, Mingus, Mitchell, Moore, Newell, Robertson, Ryan, Sawyer, Schneirla, Swift, Taylor, Herman Titley, LeRoy Titley, 27. Nays: None.

Sup. Benedict offered a resolution regarding division of Gasoline Tax.

Sup" Sawyer moved the following resolution be adopted and made part of the record.

WHEREAS, Michigan has billions of dollars invested in a Highway System which is vit.1.l to the prosperity of this great indus­trial and agl'icultural state;

AND WHEREAS, because of the increased cost of labor, rna~ terial and equipment in the construction of highways and a decrease in revenue, the State and County Highway System are faced with n serious financial problem,

AND WHEREAS, we believe that the Gasoline Tax is the most equitable way to finance our Highways and City and Village streets.

THEREFORE BE IT RESOLVED, that the Board of Supervisors of Lenawee County go on record in favor of a two cent (2¢) increase in the Gasoline Tax, to be divided equitably between the State High­ways, the County Highways and City and Village Streets.

BE IT FURTHER RESOLVED, that copies of this resolution be sent to the Hon. Kim Sigler, Governor of Michigan, to Mr. Elmer Por­ter, State Senator, to Mr. Rollo G. Conulin, State Representative, to the Roads and Bridges Committee of the House of Representatives, and to the Highways Committee of the Senate of the Legislature.

The motion prevailed. Sup. Newell moved that the petitions for Annexation be t·eferred

to the Judiciai-y Committee. The motion prevailed. Sup. Sawyer moved that all bills in the hands of the Clerk be

refened to the propel'· committees. The motion prevailed. . Dr. Buntley, County Health Officer, appeared before the Board

and gave a r·eport on the activities of his Department. On motion of Sup, Germond, the Boal'd took a 1·ecess until this

aftemoon at one thhty o'clock

AFTERNOON SESSION Roll calL Qumum present. At this time, Mrs. E. T_ Armstrong, County School Commissioner,

appeared before the Board and asked for a BUdget for the County Normal School.

Sup., Robertson moved the County Normal Budget be made a special order for Thur·sday, June 26th, 1947 at two o'clock P.M.

The motion prevailed. On motion of Sup. Swift the Board adjourned until tomorrow

Tuesday, June 24th, "1947. The Board met pursuant to adjomnment, Roll calL Quorum present. The Journal was read, approved and signed in open session. Rex Martin, Prosecuting Attorney appeared before the Board for

the Judiciary Committee and reported that the Petitions for Annexa­tion were in order and suggested resolutions which the Board should adopt.

Sup" Kunze moved that the matter of Annexation of tenitory in Adrian and Madison Townships, to the City of Adrian, be made a special order for Tuesday June 24th, 1947 at 2 P.M.,

The motion prevailed. Sup. Moore gave the following report on the Allocation of the

WHEREAS, it appears to the Board of Supervisms of Lenawee County, Michigan that the petition filed tequesting a change in the boundal'Y of the City of Adrian, Michigan, to include certain pieces and parcels of land described below, and to detach the same from the Township of Adrian, in said County, confotms in all respects to the requirements of the statute in such cas'e made and providedi

NOW THEREFORE be it hereby resolved, by the Board of Su· pervisors of the County of Lenawee, State of Michigan, and it is here­by pr·ovided by the said Board of Supervisors, that the question of maldng the proposed change of boundaries in said City of Adrian and said Township of 'Addan, by annexing to said City of Adrian and detaching from said Township of Adrian, so as to include within the corporate limits of the City of Adrian, the lands described in the pr·o­posed question below, in accordance with the petition filed, should be submitted to the qualified electots of said City and Township; and it is therefo1·e determined and declared that the question of malting said proposed changes in boundary shall be submitted to the qualified electms of the City of Adrian and the Township of Adrian, and in the disti·ict affected as below described on the 9th, day of September 1947; and said date is het·eby fixed as the date to hold a special elec-

Bang's Disease Control Committee and the Committee asks that the County Board of Supervisors take the action indicated. ·

WHEREAS, BRUCELLOSIS, or BANG'S DISEASE is a serious menace to livestock production and to human health, and said disease has been determined among cattle in Lenawee County.

THEREFORE, be it tesolved by the Lenawee County Board of Supervisors that the Director of the State of Michigan Department of Agriculture be and is hereby requested to conduct a county~wide test of the cattle of Lenawee County for Bang's disease, as provided by Act N. 181 of the P.A. of Michigan for 1919, being Section 5183 of Compiled Laws of Michigan, 1929, as amended by Senate Bill No, 48 of 1939, being Act No, 91, P.,A, of Michigari. for 1939"

And be it further resolved that the program of testing cattle be accompanied by assistance from the Sta.te Department of Agriculture in a comprehensive program of calfhood vaccination with Brucella vaccine in the herds containing reactor cattle and that delayed or de­ferred slaughter on non-vaccinated 1 eactor cattle be permitted,

Lundahl move dthat the Buildings and Grounds Committee be instructed to again proceed with plans for a New Court House, and they present their plans to the Board at the October session, and that the Chairman appoint the same Special Committee who worked with the Biulding and Grounds Committee on the previous plans.

he was a member of the Building and Grounds Committee at the time the previous plans were presented.

The motion prevailed. Sup. Moore moved that the Building and Grounds Committee and

the Special Committee be authorized to spend such money as they think necessary to secure plans for a New Court House.

visors Regional Organization #10 to help defray expenses incurred by the Organization and that the Chairman appoint two Supervisors to attend the meeting to be hCld at Ann Arbor in August.

WHEREAS, part of the normal Income of the Road Commission has been ta1ten away by the Legislature and costs of operation have increased so that by May 1st, the Road Commission will have a deficit of about $50,000.00,

J3E IT RESOLVED that the County Treasurer be authorized to loan to the Road Commission from the General Fund $25,000.00 in January and $25,000.00 in March, same to be paid back to the County about May 1st, 1948.

tion. WHEREAS, the State of Michigan has made available certain

funds by Act #329 P.A of 1945, being the Million Dollar Matching Fund ,to be used in matching local and federal funds for airport, purposes, and

WHEREAS, each County and its political subdivisions have been allocated, certain portions of such Fund, under a formula for use by the County, and the political subdivisions within its territorial limits, available until 1952, and

WHEREAS, the several County Board of Supervisors, by official action, are to determine which political subdivisions are to 1eceive certain portions of the allocation, and the amounts thereof,

NOW THEREFORE BE IT RESOLVED THAT WE, THE BOARD OF SUPERVISORS OF LENAWEE COUNTY, hereby de­termine Adrian City Ail'port to receive $8,188 .. 21 from the amount allocated to Lenawee County and its political subdivisions under the above described Million Dollar Matching Fund.

her to be appointed by the Chairinan, attend a Road Commission meeting to be held in Grand Rapids, Michigan, March 16th, 17th, and 18th, 1948.

The motion prevailed. Sup, Benner moved that the Legislative Committee of the Board

of Supervisors meet with the County Road Commission and offer a Resolution to the Board on the method of raising and distributing money for Road Use"

The motion prevailed. The Chairman announced the appointment of Sup, Taylor to at­

tend the Road Cimmission meeting to be held in Grand Rapids Ma1·ch 16th, 17th, and 18th.

voting therefore" Sup. Kunze offered the following resolution. WHEREAS, many of the roads throughout Michigan have been

neglected during the past several years because of a lack of funds to supply adequate labor and material for their maintenance and, as a result, some of these roads both gravel and hard surfaced, have reached a point of n very poor state of repair and our road system is rapidly giving away, and,

WHEREAS, the original allotment of funds for secondary Toads has not been increased since the first one fifth of these roads were tal{en over by the County Highway Commissions, in spite of promises of more aid as the system was enlarged.

THEREFORE BE IT RESOLVED, that we, the Board of Super­visors of Lennwee County favor an increase of two cents (2¢) pe1' gallon in the gasoline tax, and

BE IT FURTHER RESOLVED that the first $4,000,000.00 derived from this tax be allocated to the so called McNitt roads in the same manner that the present $4,000,000"00 is given on a mileage basis, and

BE IT FURTHER RESOLVED that the remaining money col-lected from this tax be distributed in the following manner.

One third (1!3) to the State Highway Commission One sixth (1/6) to cities and villages One fourth (1/4) to County Highway Commissions, to be divided

on a mileage basis, and BE I'I,' FURTHER RESOLVED that copies of this resolution be sent to the Governor of this State, to representa­tive Rollo G. Conlin, to Senator Elmer Porter and to the Bonr·ds of Supet"Visors of the several Counties of this State.

Senator Elmet· Porter appeared before the Boatd and explained some of the pr·oblems of State Government.

Sup. Taylm- moved that Judge Tripp be authodzed to hire addi­tional help fox· Rex Fordster and to meet with the Salm·y Committee regarding the salary to be paid for such help.
