Low-skilled workforce
Almost a third of the European labour force
is low-skilled (80 million people) .
(EU Commission, 2005)

Necessary upskilling by 2010
“By 2010 only 15 % of newly created jobs will be for people with basic schooling, whereas 50% will require highly skilled workers”. (EU Commission, 2005)
“Half the EU workforce (some 100 million people) require upskilling, a gap that cannot be closed through classroom instruction alone, but will require e-learning scenarios”.
(Urdan et al, 2005)

Informal, non-formal,technology-enhanced learning …
… gaining in significance - demand for acceptance ‘Non-formal learning is the basis of all projects supported by the ‘Youth’
programme …‘school dropouts’ might prefer non-formal activities‘.(European Commission, 2005)
‘Non-formal education is of paramount importance to society in the EU. It must be recognised by institutions through curricula and by wider society as complimentary of formal education‘. (Rome Youth Declaration 2007)
Common European principles for the identification and validation of non-formal and informal learning. (EU Commission, 2004)
Numerous studies and publications underline the importance of “ digital competence“ and the impact of ICT on young people. (Molina, nd; Becta, 2007; EU Parliament & Council, 2006)
