WHAT IS THE PROBLEM YOU ARE

RESPONDING TO and HOW DID YOU GO  ABOUT IDENTIFYING IT?

• There were some real stories that havebeen published in the Times of Zambia, theDaily Mail and the Post Newspaper in

Zambia.• I thought GBV was not so rampant until i

read about one happening just here inChililabombwe which is a small town with an

estimated population of 94 000 people.

WHAT IS THE PROBLEM YOU ARE

RESPONDING TO AND HOW DID YOU GO

ABOUT IDENTIFYING IT?CONTD

• In December 2011, a young lady came to visit atthe servants quarter with her 6 days old baby ifound out later she was running away from her

abusive husband• Looking at the inadequacy of the space at the

quarter and considering the small baby, i askedher to come and spend a night at my house so

that at least she could sleep comfortably.

• She spent a night and latter on decided that shewanted to go back to her matrimonial home.

WHY IS THIS ISSUE IMPORTANT?

• GBV is important in our society & there is need for concerted efforts to manage to tackle it.

• The reason why it is important is that it is robbing our society of peace & harmony especially in the homes. Children grow up being violent themselves as this is the only

way of life that they have been exposed to,hence no other way of dealing with issues.

the home.

HOW ARE YOU GOING ABOUT ADDRESSING

THE PROBLEM? CONTD

• There is need to empower women in orderto reduce their dependency levels on themen and part of this empowerment has

been done through the CDF funds andthrough Community development andother stakeholders. One club that has

benefited through GID is the NakatindiWomen’s group with 105 members who

gave them a hammermill

WHAT IS THE TIME-FRAME FOR THE PROJECT?

• The project of empowering all the womengroups is a five year programme andcurrently, the impact of the intervention isstill being monitored to see if the community

lives have been significantly improvedthrough the provision of hammermills by thegovernment and the Council.

WHAT IS THE TIME FRAME FOR THE

PROJECT? CONTD

• Not all groups have the same needs, others mayrequire support in another form as opposed toprovision of a hammermill which will have much

positive impact on them. Other Gender InDevelopment groups mainly comprised ofwomen in the district with a few men who havealso benefited even through other stakeholders

Such as Konkola Copper mines and VillageWater.

WHAT IS THE TIME FRAME FOR THE

PROJECT? CONTD

• Other income generating ventures are yet to bediscussed with the clubs and the best providedfor them through partnerships. For sustainability,

the community will have to contribute a lot to thisand not just expect handouts. The contributionsmay be in form of a small fee for which themoney will be kept in accounts for the clubs (as

they have accounts already) for repair andmaintenance of some machines or tools thatthey may be assisted with.

RESOURCEFULNESS: WHAT FINANCIAL, HUMAN AND OTHER RESOURCES WERE

MOBILISED? HOW ARE THEY BEING USED?

• Financial resources namely fromConstituency Development Funds (on whichthe Area Member of Parliament sits and

greatly contributes to the well being of thewomen in the district and hence helping toprevent GBV) which has to be retired to thegovernment before any more funding is

released for other programmes.   P   R

RESOURCEFULNESS: WHAT FINANCIAL, HUMAN AND OTHER RESOURCES WERE

MOBILISED? HOW ARE THEY BEING USED?

• Officers from the Planning department, Corridorsof Hope, Victim support unit and communitydevelopment and Mulonga Water and Sewerage

Company who provided a vehicle, fuel and a PAsystem. Zanis went round during the period (16days of Activism) to inform the general public ofthe ills of GBV. The Victim Support Unit of the

Zambia Police equally gave us some posterswhich were condemning GBV in society andCouncil produced flyers

RESOURCEFULNESS: WHAT FINANCIAL, HUMAN AND OTHER RESOURCES WERE

MOBILISED? HOW ARE THEY BEING USED?

• to stick at the market places to discourage GBV, one of theCouncillors equally provided his vehicle, fuel and a Public Addresssystem to help go round announcing the dangers of GBV during the16 days of Activism in December 2011 from the 10th to the 25th ofDecember 2011. However, as Council we have realised that it is not

enough to do this only during this period but to keep on preventingGBV through and through, there is need to engage the womengroups themselves especially those who are beneficiaries of theCDF and other support in the district to mobilise themselves anddiscourage GBV in our district. A meeting has been scheduled with

the women’s groups so that during the commemoration of theInternational Women’s day on the 8th of March 2012 , they canperform some sketches even against GBV as a lot of people fromdifferent walks of life attend such functions.

CREATIVITY – HOW ARE ARTS, CULTURE, MEDIA & SOCIAL MEDIA BEING USED TO

MOBILISE & POPULARISE THE ISSUE?

• Arts in the issue is very important althoughat the local level, the Council has not yetengaged musicians to compose songs to

condemn acts of GBV. However, dramagroups such as the one with Corridors ofHope do perform at the market, for instancein December 2011, the group performed at

Lubengele hall for a good number of peoplewho came to participate in the 16 days ofActivism against GBV and this was veryeffective.

MONITORING AND EVALUATION – HOW DO YOU TRACK PROGRESS OF THE PROJECT? HOW

DO YOU TAKE CORRECTIVE ACTION WHERE NECESSARY?

• Tracking progress is done through monitoringexercises being carried out by the planningdepartment and the planning sub-committee of

the district. The women are asked if therehave been any significant changes in theirincome levels and if this has a bearing athome as well. Corrective action can only be

taken if the victim is willing to open up on theabuses that he/she may be going through    P   R

IMPACT (BASED ON THE SADC PROTOCOL TARGETS)

• The project is helping to achieve artical 17 ofthe SADC Protocol, which is the economicempowerment without discrimination andrecognising and appreciationg the

contributions of women in agriculture anddomestic production which has an impact onthe entire economy as a whole. A number ofwomen and men who had nothing to do but

were just staying at home are now involved insome income generating ventures which addsvalue to their lives and families as well.

IS THIS ACTION SUSTAINABLE? CAN IT BE REPLICATED BY OTHER INDIVIDUALS, GROUPS

AND ORGANISATIONS IN YOUR AREA AND BEYOND?

• The practice of empowering women’s groups is

quite sustainable as within their clubs, they giveeach other chances of empowerment in terms ofinvestment, e.g, they would give each otherturns by agreeing on a figure which they can becontributing on a monthly basis and if they aretwenty, they would do it in such a way that in amonth maybe two members will be given maybe

K500 000 each by every member of the clubuntil all of them have taken turns and thepractice goes on.

• In this way, they are able to recapitalise in theirsmall businesses and pay school fees for theirschool going children, hence not being so

vulnerable at the end of the day. Theprogramme can be replicated as it is helpingwomen and men find a place and group theycan identify with and this gives a sense of

belonging. Although the impacts both positiveand negative are yet to be monitored andevaluated by the planning department.

• The constraints in carrying out effectivemonitoring and evaluation programmes forsuch projects are the inadequate funds to

do so and inappropriate transport.Currently, the planning department hasone vehicle, a Corolla for monitoring

activities, this has proved to be achallenge especially going to the peri-urban areas of the district.

WHAT LESSONS HAVE BEEN LEARNED?

• Once a woman is empowered in any way, a lotof people will benefit from her status. She willnot ignore a child that is not in school in herfamily, but ensure that she helps to put thatchild in school. Involving everyone in the fightagainst GBV is not very difficult as they can just be asked to identify how they feel they cancontribute to this national and global problem,

no matter how small the contribution, it willmake a difference as GBV would have beenprevented as we head towards the year 2015.
