Welcome to the 2016/17 Training and Development Programme for Governors and ClerksThe education system has changed dramatically in recent years and it continues to do so. Those changes are affecting school governance and at the same time raising its significance and importance. The value of good quality induction, training and development in meeting the challenge of governance is widely recognised by governing bodies.

If you have been familiar with the training programme over the last few years you will notice a bit of a change this year. We have streamlined the core programme to focus on the key sessions that governors are attending. This gives us flexibility to add new sessions through the year and respond to emerging priorities. We have trialled this approach in 2015 and found it successful, with new and targeted sessions such as Governors’ Role in the Quality of Teaching and Promoting British Values generating much interest.

We have also restructured the brochure, it is now split into three key sections:

• Group governing body development sessions – for groups of schools working together

• Individual governing body sessions – for an entire governing body

Our ServicesCore Training ProgrammeOur core training programme offers a wide range of governor training sessions around the county. There is no limit on the number of sessions that governors can attend. Additional sessions are added to the programme subject to demand or as a result of new initiatives and developments in education. Training and Development Governors are kept up to date with any changes.

Governing Body Development SessionsSubscribing schools are entitled to one two-hour in-school session each year. Some schools subscribe as a group and pool this entitlement to plan a programme of courses locally.

When requesting a school-based course, please provide us with six weeks’ notice and at least three possible dates in order to give us the best possible chance to match your request. If you subscribe as a training group we recommend that you contact your training group lead to plan your group training requirements for the year.

This brochure is only a guide to the professional development available to you. Most of the two-hour courses listed in the programme can be delivered at no additional cost. If you wish to discuss more bespoke training, we will be pleased to give you advice and provide an estimate of any additional charge that may be applicable.

Sessions must be taken between 1 April 2016 and 31 March 2017. Please book by 31 December 2016; we cannot guarantee trainer availability if you book after this date.

Governors E-Learning (GEL)All subscribing schools are entitled to access GEL, which provides online training for governors. It is designed to complement the face-to-face training courses and enables governors to access a broad range of modules at their own pace and convenience. We have included information about which GEL course links to the face-to-face training session where relevant. To use GEL e-learning go to www.elc-gel.org/home/ and follow the login instructions.

Governance Self Evaluation Tracker (GSET)Governing bodies should review their own effectiveness and impact – the Governance Self Evaluation Tracker creates an excellent framework for enabling governors to do this. It has been developed by Essex County Council for governing bodies to share information, evaluate and evidence their effectiveness online. Visit www.gset.co.uk for more information.

NGA Standard Membership

The National Governors’ Association represents school governors in England. It is an independent charity that aims to support and promote good governance in schools. Standard membership entitles governing bodies to a range of benefits. Visit the NGA website to discover more www.nga.org.uk.

NCTL Chairs’ Development Programme

Being a chair of governors is a key leadership role and governing bodies are central to the effective accountability of schools and academies. The NCTL national programme will develop chairs of governors as leaders, focussing on essential elements of leadership. The programme can be accessed at a discounted rate when purchased as part of the governor training package.

External Review of Governance

GDS is able to offer governing bodies a review of governance which may be recommended as a result of an Ofsted inspection. Schools do not need to wait for an Ofsted inspection recommendation to seek a review: any school can arrange a review of governance at any time in order to improve the effectiveness of the work of the governing body.

NCTL Clerks’ Development Programme

Applying for a course

How to bookPlease book early for all training courses so that we can ensure you are able to attend the course of your choice. This will also enable us to arrange additional courses if there is sufficient demand.

Booking a course can be done in one of three ways. Decide which course you would like to apply for and then either:

Complete an online booking form using the link at www.leics.gov.uk/governors.

Email [email protected] including your name, school, course title and code.

Telephone 0116 305 6519.

Applications should be received by GDS at least three weeks prior to the course date. If, however, you wish to apply after this date it is always worth contacting us to see if a place is available.

Booking confirmationOn receipt of your booking we will email you a booking confirmation. This is followed up with a reminder approximately two weeks before the course.

CancellationCancellation of a booking can be made either in writing or by email giving at least five days’ notice. Telephone cancellations are accepted but should be followed up in writing or by email.

A cancellation charge of £30 will be charged where five days’ notice has not been given. Non-attendance is also charged at £30.

In the rare event of a course being cancelled, we will contact you. The minimum number required to run a course is eight participants.

Access to coursesIf you require support of any kind to enable you to participate fully in our training courses, for example, wheelchair access or large print documentation, please let us know when you book your place and we will make suitable arrangements for you.

Governors’ expenses for trainingGoverning bodies should have a policy to cover governor expenses. You may be able to claim for childcare, other carer expenses and travel. Please refer to your governing body for details of your policy.

Governors’ Core Training ProgrammeNew Governors It is vital that new governors feel welcomed into the school community and have the necessary information and support to fulfil their role with confidence. The Governor Development Service strongly recommends all new governors attend an induction session to ensure they are aware of the expectations and responsibilities of the role. The induction training will complement the detailed induction governors receive from their respective governing boards.

Induction Training for New GovernorsThe induction course is designed to give new or recently appointed governors a good understanding of what is expected of them as a governor. Through presentations, small group activities, discussions and case studies, governors will gain an understanding of the legal framework for governance, how a governing body works and the three key roles that they have to fulfil.

The course offers an excellent opportunity to meet with other newly appointed governors to share experiences and ideas enabling them to feel more confident in understanding their role. The training can be done in a full day or over three sessions. Lunch is provided on the full day course.

Course objectives:

• To understand roles and responsibilities of governing bodies in improving schools• To explore how governing bodies work in practice• Develop knowledge and understanding of ‘hot topics’ affecting schools

Intended for: Governors in their first four year term and governors wishing to refresh their knowledge of their role.

Continuing Professional DevelopmentAs governors become more familiar in their role, and take on responsibility for specific areas, such as SEND or finance, the Governor Development Service provides a diverse development programme of support on all aspects of governance and school improvement.

Allegations ManagementGovernment guidance outlines the procedure to be followed when there are allegations or concerns about the conduct of a member of staff in a school. The responsibility to follow the procedure in the case of concerns or allegations against the headteacher falls to the chair of governors.

This course will give participants an understanding of their roles and responsibilities with regard to the handling of allegations about staff conduct with children, the role of the Local Authority Allegations Manager and safer working practices. There will be the opportunity to meet with the Allegations Manager and an HR representative and to understand exactly how this procedure works.

Effective Financial GovernanceThis course is a must for those looking to gain a better understanding of the principles of good financial governance and the obligations of governors in relation to financial governance as set out in the Academies’ Financial Handbook.

Course objectives:

• To understand how effective financial governance is key in the autonomous world of academies• To understand the options governors have for obtaining assurance on financial systems and procedures• To understand the basics of risk management and how the risk management cycle links to overall good governance

ExclusionsThis course is a governors’ guide to exclusions from maintained schools, academies and pupil referral units in England. It is aimed at governors on the designated committee for the consideration of exclusion decisions.

Course objectives:

• Develop an understanding of the exclusion process and latest government guidance• Explore the different responsibilities of the headteacher/principal, governing body and LA/academy trust in the

exclusion process• To examine the functions of the governors’ designated committee and the role of governors in reviewing exclusions

Intended for: All governors, but will be of particular interest to governors who are members of such committees dealing with exclusions and/or reviews.

Finance for Academy GovernorsThe governing body has a key strategic role in the financial management of an academy and in ensuring financial systems and procedures are correctly managed. This course will support governors in understanding their new financial responsibilities under academy status.

Course objectives:

• Understand the financial implications of being an independent state funded school• Consider the financial roles and responsibilities within an academy • Clarify the financial reporting, financial management and governance requirements

Finance for Maintained School GovernorsFinancial management training is essential for school governors. This course is aimed at new governors but will also be of interest to more experienced governors who have not previously attended a finance course.

Course objectives:

• To understand how decisions made by central and local government influence how much money your school receives

• To understand how a typical school budget is made up• To explore how governing bodies should set, approve and monitor the budget

Intended for: All governors on the finance committee

This course operates on a waiting list basis due to low demand. Please contact GDS to register your interest. As soon as we have sufficient numbers to run a session you will be contacted.

Foundation Governor Training

Anglican Leicester Diocese - Board of Education

Additional training arranged by the Leicester Diocesan Board of Education (DBE) is available for governors of Church of England Schools. Courses are repeated throughout the year, and include:

• New Governor Training• Being a Governor in a Church School• Self-Evaluation and SIAMS – Your Role as Governor

Governor VisitsA governing body needs to know its school well if it is to successfully fulfil its key roles in supporting the school to provide the best possible education for its pupils. This course is essential for all governors in understanding one of the most important responsibilities of a governor - monitoring progress in the school.

• To understand the purpose and impact of governor visits• Explore how visits can be linked to the governing body’s role in the strategic management of the school• Examine practical considerations in planning a visit and methods of reporting

Health & Safety AwarenessThis course is presented by a member of the Health, Safety and Welfare Team, who will focus on the role of governors in managing health and safety in school and look at the effects health and safety has on the day to day running of a school.

Course objectives:

• To develop an understanding of the governing body’s health and safety responsibility• To examine the role of the health and safety enforcing authorities on schools• To explore health and safety issues and current ‘hot topics’ relevant to schools

RAISEonline for Primary GovernorsOne of the key jobs of the governing body is to hold the headteacher to account for the performance of the school. LeadershipOne of the key features of effective governing bodies is that they are driven by a core of key governors such as the chair, chairs of committees and governors with lead roles. Specific support is available to governors taking on these key leadership roles.

Chairs’ Leadership Development ProgrammeGovernor Development Service is pleased to be working in partnership with the National Governors’ Association and The Eastern Leadership Centre to provide training for chairs and aspiring chairs of governors on behalf of the National College for Teaching and Leadership.

The Chairs of Governors’ Leadership Development Programme provides opportunities for chairs and aspiring chairs to develop their leadership skills. With school improvement as a key theme across the programme, it has been designed to help you focus on the essential elements of being an effective chair.

The current Ofsted framework places greater emphasis on effective governance this leadership programme provides a robust framework through which you can support and lead your governing body with confidence.

What is included in the programme?

The programme gives delegates the opportunity to develop their leadership skills through facilitated workshops, online activities, personal reflection and school-based learning. The programme consists of three units:

Engaging ParentsWhen parents are involved in their child’s learning and in the life of the school children do better. Engaging parents can be a time-consuming and challenging task, requiring a persistent and creative approach. This course will help build the case for parental engagement, consider strategies and case studies.

Equality & DiversitySchools have a number of responsibilities and duties under legislation relating to equality and diversity. This course will help governors to understand their responsibilities in this area.

Handling School Complaints This course will provide governors with a clear understanding of the steps involved in handling and resolving complaints and explores how certain actions can cause a complaint to escalate. It explains the procedures for appeals if a complainant is not satisfied with the response of the governing body. Governors will consider processes and procedures which are supportive of early resolution with the aim of reducing the number of complaints.

Higher Attaining PupilsGovernors have a key strategic role to play in ensuring provision is made for higher attaining pupils in their school. Strategies for improvement for higher attaining learners also have a wider impact in enabling ALL pupils to gain maximum benefit. This session will look at what governors can do to support able pupils in their schools

Minute Writing in CommitteesMinutes are a crucial source that can demonstrate, to stakeholders and Ofsted, evidence of leadership and the effectiveness of governance. While many governing body meetings are clerked by a professionally trained clerk, committee meetings are often left to a willing governor. The aim of this course is to support governors in clerking committees.

Promoting British Values through SMSC DevelopmentThrough ensuring pupils’ SMSC development, schools can also demonstrate they are actively promoting fundamental British values. The session explores how British values fit within this context and will support governors in monitoring and evidencing SMSC and British Values in their school.

SEN Governor Briefing

Summer Term 2016The focus of the summer term briefing will be on vulnerable learners which incorporates SEND pupils but is widened to include groups such as those at risk of exclusion and pupils with behavioural difficulties. The briefing will help governors to challenge schools to ensure they are fulfilling their responsibilities and have well developed strategies to support these learners in the classroom. You are invited to bring along your governor who has responsibility for vulnerable groups.
