California CCA Developments

Humboldt CountyRedwood Coast Energy Authority

Enrollments for final member city (Ferndale) are commencing this month; Interim Peak Day Pricing program and Feed-in-Tariff are priorities for early 2018; RCEA is also starting to look at off-shore wind projects with Principle Power. www.redwoodenergy.org

Davis/Woodland/Yolo County Valley Clean Energy Alliance

SMUD contract is now complete; Certified implementation plan expected Jan 16th. VCEA will soon hire 3 positions including Assistant GM, community outreach and administrative support. On track to enroll all customers in a single phase in June 2018. www.valleycleanenergyalliance.org

Central Valley: Fresno and San Joaquin Counties

Center for Climate Protection has hired two field organizers in Stockton and in Fresno to lead outreach in their counties. The clean power message is a harder sell there, but hoping for some traction in 2018.

Central Coast: Santa Barbara, SanLuis Obispo and Ventura Counties

Tri-county effort under umbrella name of Central Coast Power has folded. The good news is that each County is continuing to pursue CCA in its own way:Ventura County – the County and several of its cities including Oxnard and Thousand Oaks have joined LACCE; remaining cities have Council votes set in the coming week.Santa Barbara County – The County and City of Santa Barbara are commissioning a new study focused on a CCA serving all or some of their county; technical consultant will be selected in next weekSan Luis Obispo – In December, SLO City directed staff to engage neighboring communities in forming a JPA; SLO County to decide its next steps on January 23rd.

San Mateo CountyPeninsula Clean Energy

PCE - PCE is hiring for 3 new positions– manager of power resources, legislative analyst, director of energy programs; RFP for medium and long-term power supply will be issued in the next few weeks; PCE is winning local sustainability awards. www.peninsulacleanenergy.com

California CCA Developments

East Bay -East Bay Community Energy (Alameda Co)- Contra Costa County

EBCE –Has secured services for banking and credit, wholesale energy services, and data management/call center. Phase 1 C&I outreach has commenced for service launch in June; final power mix and rates to be set in February. Comment period open for Local Development Biz Plan. www.ebce.org

Contra Costa County – Unincorporated County and 8 cities to start service with MCE in April.

Monterey Bay Community Power Santa Cruz, Monterey and San Benito Counties

MBCP – 1st notices have gone out for Phase 1 C&I/Muni customers for service in March; residential will follow in July. Staff have moved into new offices in Monterey; more hires to come. 2 voluntary programs called MBGreen+ and MBShare will complement default MBChoice product which is 100% carbon free. Rates will match PG&E, net of PCIA and Franchise Fee, with a 3% rebate credited at various intervals during the year depending on customer class. www.mbcommunitypower.org

Los Angeles County-LA Community Choice Energy (LACCE)-CA Choice Energy Authority (CCEA)-Southbay Clean Power (SCP)

LACCE: Amended Implementation Plan filed last month brings LACCE to 24 total members, serving ~2.3M accounts with 2000 MW peak load, up from 3members in original IP. This includes over 650,000 from Ventura County and 2 of its cities. County municipal accounts come on line in February; remaining C&I in June. Outreach to interested cities in Edison territory continues. www.green.lacounty.orgCCEA: Program in Pico Rivera launched September 1; Cities of Rancho Mirage and Palmdale have signed agreements and will launch soon. www.californiachoiceenergyauthority.com

Riverside County-Coachella Valley Assoc. of Govts./Desert Community Energy (DCE)-Western Riverside Council of Govts. (WRCOG)

CVAG – Has formed Desert Community Energy with 3 cities – Palm Springs, Palm Desert and City of Cathedral Springs; Desert Hot Springs voting on 1/16/18. DCE Board approved implementation plan on 12/4 and it was submitted on 12/11/17. Pending outcome of PUC draft resolution, DCE plans to begin serving customers in June 2018. www.cvag.org

WRCOG - Local government outreach in WRCOG territory continues. County of Riverside is launching their own program with Good Energy.
