About TRIEC

Real people seeing real change in their lives.

ImmigrationisadefiningrealityoftheTorontoRegion.Over100,000new

immigrantsarriveinthisregioneachyear,addingtothecultural,socialand

economicdiversityofthearea.Over40,000ofthesehaveanundergraduate

degreeorhigher.

TheTorontoRegionImmigrantEmploymentCouncil(TRIEC)wascreated

toaddressanurgentneedoftheTorontoRegion–effectiveandappropriate

inclusionofimmigrantsinthelabourmarket.EstablishedinSeptember

2003,TRIECisamulti-stakeholdercollaborationcomprisedofmembers

representingemployers,occupationalregulatorybodies,post-secondary

institutions,assessmentserviceproviders,communityorganizations,and

allthreelevelsofgovernment.

Highlights

Sinceitsinception,TRIECanditspartner

programshave:

> Placedover340immigrantsinCareerBridgeinternshipswithover130TorontoRegionemployers,resultinginover85percentfindingfull-timeemploymentintheirfieldofexpertise.

> Matchednearly1,000skilledimmigrantsinMentoringPartnershiprelationshipswithestablishedprofessionalswhosharethesameoccupation.Ofthosewhocompletedthefour-monthprogram,nearly70percentfoundfull-timeemployment.

> Broughtover100employersonboardthroughvariousprojects,increasingtheirawarenessoftheissueofimmigrantintegration,andformalizingtheirroleaspartofthesolution.

Duringtheirfour-monthrelation-

ship,PustaihelpedSassoon

strengthenherresume,heldmock

interviews,helpedhermake

contactsinthemarketplaceand

siftedthroughjoboffers.Fromthe

beginningheassuredherthatthey

wouldbothbelearningfromeach

other.“Kenwaslikemycheer-

leaderandalsoagreatsourceof

A message from our leadership

Changing the lives of immigrants.

In2004,TRIECwasjustapromisingideawiththeobjectiveofintegrating

skilledimmigrantsintotherightjobs.In2005,westartedtoseetheresults

ofcitizenengagementandleadership.ThroughTRIECandourpartners

hundredsofskilledimmigrantshavefoundemployment,internshipsor

beenmatchedwithamentor.Moreemployersarenowinvolvedand

governmentsatalllevelsarecooperatingtofindsolutions.

Withafocusondevelopingsolutionsthathavethepotentialtochangethelivesofskilledimmigrantsandthebehavioursandactionsofsociety,institutionsandgovernments,westrengthenedTheMentoringPartnershipwithsignificantnewrelationships.TDBankFinancialGroupjoinedusasakeypartner,providingbothsignificantfundingandasignificantnumberofmentors.Theresultsofnearly1000mentoringmatchesandanemploymentrateofnearly70percentforthosewhohavecompletedthefour-monthprogramaremostencouragingandwearecommittedtomakingmentoringamainstreammovementintheGTA.

Ourpartnerprogram,CareerBridge,continuedtoworkwithemployerstoprovideCanadianworkexperiencetoimmigrants.TimPenner,presidentofProcter&Gamble,ledCareerBridge’semployeroutreachasitshonorarychairandbroughttheprogramtoover340internshipswithover130GTAemployers.In2005welaunchednewprograms,specificallyhireimmigrants.ca,andthepracticaltoolsandseminarsthatflowfromitslearnings.Webelievethatthisparticularinitiative,whichgeneratesdiscussionamongandbetweenemployersondifferentwaysofdoingbusiness,holdshighpromiseforintegratingskilledimmigrantsintotheworkplace.

Notwithstandingthegainswehavemade,wearealsopainfullyawarethatthemajorityofimmigrantsstilldonotreceivetheopportunitiestheyshouldtousetheirskills,educationandexperience.NewstatisticsindicatethatonlyfourintenimmigrantsinTorontofindajobintheirintendedoccupationwithintwoyearsofarrival.Thisisalossnotonlyforthem,butalsoforourregionandournation.TRIECisdedicatedtohelpingmoreskilledimmigrantsmeettheirpotential.

TRIEC’sprogressowesagreatdealtoitsvolunteersandstaff.Withoutthem,ourideaswouldremainuntestedandunvalidated.Wewouldliketothankalloftheorganizationsandindividualswhohavehelpeduslaythefoundationforchangeoverthepastyear.Andfinally,averyspecialthankyouandacknowledgementtoElizabethMcIsaac,whohasbeeninstrumentalinmovingagermofanideaintoasuccessfulmovement.

Partners and programs

It was a year of action and growth.

TheideabehindTRIECwasclearfromtheoutset–theTorontoRegionneeds

tofindandimplementlocalsolutionsthatcantacklethebarriersimmigrants

facewhentryingtofindworkintheirfields.WhilethefirstyearofTRIEC’s

lifewasdedicatedtoideagenerationanddevelopment,in2005webegan

toseetheresultsofourefforts.

Itwasayearofactionandgrowth.Ayearinwhichrealpeople’sstoriescametotheforefront.RealpeoplewhomadetheTorontoRegiontheirhome.Realpeoplewhostruggledtofindemployment,regardlessofthequalificationsandcredentialstheypossessed.RealpeoplewhofoundoutabouttheprogramsofTRIECanditspartnersandthroughtheseprogramssetonthepathtotheirnewlivesinCanada.

2005wasalsoayearofemergingleadership.Manycivicandcorporateleaderssteppedforwardtoshowtheirdedicationtotheissue.Corporateleaderstooktheissueastheirown,lendingtheirinfluencetochangewithintheworkplace;governmentleadersmovedforwardonlandmarkagreementsbetweenthefederalgovernmentandtheProvinceofOntario;communityleadersworkedtogethertoincreasetheircoordinationtobetterservetheimmigrantcommunity.

TheMentoringPartnership

TheMentoringPartnershipprovidesnewimmigrantsintheCityof

TorontoandtheregionsofHalton,PeelandYorkwithoccupation-specific

mentoring.Participantsenteringtheprogrampossesstheeducation,

experienceandlanguageskillsneededtoexcelintheworkforce–allthey

aremissingaretheconnectionsandknowledgethatcanonlybegained

fromreal-lifeexperience.TheMentoringPartnershipopensnetworksand

buildsrelationships,leadingtoemployment.

RunthroughacoalitionofcommunityagenciesandTRIEC,TheMentoringPartnershipisacollaborationoffunders,agenciesandemployers.Over35corporatepartnershavesignedontotheprogram,fromallthreesectors;private,publicandvoluntary.Partnerspromotementoringtotheiremployeesandseetheprogramasawayfortheirpeopletodevelopcoachingandleadershipskills.ThroughmentoringemployeesbecomemoreawareoftheissuesnewimmigrantsfaceandhelptosupportsomeonewhoistryingtofindtheirplaceintheCanadiansocietyandeconomy.

In2005,TDBankFinancialGroup(TDBFG)madeasignificantfinancialcommitmenttoTheMentoringPartnership,allowingittostrengthenitsprogramandcontinuebuildingrelationshipswithcorporatepartners,ensuringavibrantpoolofmentors.TDBFGhasalsobeenastrongleaderinmentoring,withover80employeessignedonasmentors.

In2005theprojectconductedmarketresearchwithsmallandmedium-sizedemployersandthirdpartyHRserviceproviders.Theresearchwasdesignedtounderstandtheattitudes,needsandbarriersofthegroup,withregardtoskilledimmigranttalentrecruitment,inordertodevelopanoutreachstrategytoengagethisaudience.

Alsolaunchedin2005weretheImmigrantSuccess(IS)Awards.TheISAwardsrecognizeproveninnovationandachievementinintegratingimmigrantsintotheworkforce.Theawards,sponsoredbyRBCFinancialGroup,willbepresentedforthefirsttimeinMay2006.Casestudiesofthewinnerswillbeincludedonhireimmigrants.ca.

TRIEC’sIntergovernmentalRelationsCommittee(IGR)consistsof

representativesfromalldepartmentsandministriesinallthreelevelsof

governmentthathaveaninterestintheissueofimmigrantintegration.

Thecommitteemeetsregularlyandlooksatopportunitiesforcollaboration

andnewmechanismsforfundingandpolicymaking.

Threeimportantagreementsrelatedtoimmigrationweresignedin2005:

TheCanada-OntarioImmigrationAgreement;aLabourMarketPartnership

Agreement;andaLabourMarketDevelopmentAgreement.

Canada-Ontario Immigration agreementSignedbetweenCitizenshipandImmigrationCanadaandtheOntarioMinistryofCitizenshipandImmigration,thisisthefirstcomprehensiveimmigrationagreementbetweenOntarioandCanada.Itincreasesfundingtotheprovinceforservicestohelpimmigrantssettle,integrateandaccesslanguagetraining.

Canada-Ontario labour Market Partnership agreement (lMPa)SignedbetweenthegovernmentofCanadaandtheOntarioMinistryofTraining,CollegesandUniversities(MTCU);$1.368-billionwillbeinvestedoverthenextsixyearstofillkeygapsinlabourmarketprogramming,byassistingindividualswhoarenoteligibleforEmploymentInsurance(EI),suchasnewimmigrants.

Theallocatedamountintheagreementspecificallyforthelabourmarketintegrationofrecentimmigrantsis$292.5millionoversixyearsbeginningin2006-7.Theidentifiedprioritiesfortheimmigrant-specificportionoftheLMPAare:

1. Providebetterinformation2. Improveaccesstoemploymentneeds determinationandcounselling3. Expandbridgetoworkprograms.

TRIECwouldliketothankthemanyorganizationsandindividualswhohave

contributed,bothasvolunteersandparticipants,totheworkofTRIECand

itsinitiativesin2005.Thevariedrepresentationclearlyshowsthatthisisan

issuethatspeakstoabroadcross-sectionofsocietyandindustry.

TheMaytreeFoundationistheoperatingpartnerofTRIEC,providingkeymanagementandhousingwithinthefoundationoffices.WebelieveTRIECisoneofthemostimportantinitiativeswithwhichwehavebeeninvolvedinourlongengagementinimmigrantandrefugeesettlement.WearehappytobebothapartnerandfunderofTRIEC.Maytreehasbeenafunderofagenciesinvolvedinsettlementforalmostaquartercentury.Wehavealsooperatedprogramstoincreasethecapacityofthesettlementsectortoworkmoreeffectivelyonbehalfofnewcomers.Throughthoseactivities,wehavecometounderstandthatfindinggoodworkforwhichtheindividualistrainedandhasexperienceisthemostcriticalfactorinsuccessfulsettlement.ItisbothbetterfortheindividualandforCanada,whichcanmorequicklybenefitfromthenewcomer’scontribution.TRIEChascreatedprogramstoexpeditethelinkbetweentheimmigrantandthelabourmarket,andhasanumberofothersindevelopment.Forthesetoworkeffectively,theheartyengagementofemployersisnecessary.WithoutquestiontheleadershipofDominicD’AlessandroandDianeBeaniscriticalinattractingemployers.Butitistheparticipatingcompaniesthemselvesthatshouldbecelebratedfortheirleadership,andfortheirrecognitionbothofwhatCanadahasbecomeandtheirvisionofCanada’sfuture.Theyunderstandthattheywillmakethemselvesbetterbymakingothersbetter.AndwemustcelebratethegenerosityofspiritofthosewhohavebecomeengagedinTRIEC.WerecognizethatwhenweaskpeopletogetinvolvedinTRIECprogramsweareaskingthemtomakeanefforttheydon’tneedto.Buttheyhavebeengenerousinaninspiringway,devotingtheirtimetomentoringnewcomers,tomakingtheirnetworksavailable,andtohelpingtheTRIECmissionmoveforward.Theleadershipwehaveseen,andthegenerosityweareallexperiencing,isthefuturefaceofCanadathatwecanallwelcomeandcelebrate.
