A third round of the competition is set to start at the end of 2010. In each round, up to five Leading- Edge Clusters will be selected to receive a maximum of EUR 200 million of funding over a period of no more than five years. There is no restriction of topics: those appli- cants who come up with the best strategies for future markets – in their particular sector – will be selected. High-Tech Strategy A core element of the High-Tech Strategy for Germany is the building of bridges between science and busi- ness: to safeguard growth and employment, research results having innovation potential must be recog- nized and quickly and successfully brought to market. At the same time, research matters of relevance for the future must be formulated and solutions found. This requires close cooperation between the business and scientific communities. www.bmbf.de www.hightech-strategie.de Participating in the Cool Silicon Cluster are large semicon- ductor companies such as: Globalfoundries, Infineon, X-FAB, AMD and a multitude of powerful SMEs with 16 chairs at three technical universities (Technische Universität Dresden and Hochschule für Technik und Wirtschaſt Dresden, Technische Universität Chemnitz) and nine research institutes. The large research project makes Cool Silicon one of the global leaders and represents a valuable contribution towards strenghtening the position of Saxon based companies in the global competition. Area 1Micro- and NanotechnologiesDecrease energy consumption for computing hard- ware by developing new devices, architectures, soft- ware hierarchies and power supplies in combination with advanced analysis and production methods.

The Areas

The Global ChallengeDue to its strategic relevance for economic growth, infor-mation and communications technology (ICT) is the key market for semiconductor products. As a driving force in technology and with increasing market volume, ICT is setting the standards for R&D and production. However, the steady growth in the ICT sector has meanwhile a significant ecological footprint: 2% of global CO2 emissions are due toICT systems already today – one fourth of the emissions caused by cars. The energy costs for running ICT infra- structure have become a significant economic factor.

The VisionThe aim of the Leading-Edge Cluster “Cool Silicon” is to build the technological basis for a massive increase of energy efficiency in the ICT sector.

Energy Efficiency from Saxony

Area 2Communication SystemsDevelopment of energy-efficient communication systems from network organization perspectives towards individually powered network stations and lightweight, web compatible devices for the mobile user.

The Leading-Edge Cluster COOL SILICONThe Dresden/Saxony region in Europe provides a unique con- centration of companies specialized in micro- and nano elec- tronics, telecommunications technology, and network sensortechnology. About 40 of these companies and about 20 local research institutes and universities have formed the Leading- Edge Cluster “Cool Silicon” to jointly create technologies that will massively increase energy efficiency in the ICT sector. The cluster shows how industry, research institutes and public administration can successfully cooperate in streng- thening their position and the position of the region as world leading site in energy efficiency in the ICT sector. Subsidized by the Federal Ministry of Education and Re- search (BMBF) and the Saxon State Ministry of Science and the Arts (SMWK), the “Cool Silicon Cluster” is a well- equipped research and development project.

Area 3Network SensorsEnergy-efficient sensor systems for constant monitoring and lifespan evaluation of lightweight constructions for traffic applications from the aviation to the car industry. Used for the survey and contol of materials where tradi- tional testing methods are not applicable.
