  • Leadership for Human DevelopmentValue leadership focuses on human development which is more than economics and more than power. Human development is defined broadly as life free from fear, poverty, ignorance, access to education and health care, and opportunities for personal growth.

  • Studying leadership at the McGregor Burns Academy of Leadership at Maryland University (1999).

New Leadership for New Siberia helped us to focus on the ideas and methods of leadership development we could bring to SAPA.

  • Educational institutions have a particularly important responsibility to assume and leadership role to play. In the face of failure of our global institutions to effectively advance human development, educational institutions must step in to forcefully promote the ideals of inter-cultural understanding, acceptance of difference, and the value of social equity. To do that effectively universities and institutions of higher learning must accept the challenge of internationalization by promoting programs of student and faculty exchanges, expanding their curricular offerings to include other cultural perspectives, promoting the value of service-learning locally and globally, and offering their students skills in global citizenship Educational Institutions

Working in Amman, he founded the first UNESCO Leadership Chair in Jordan where he was Director of The UNU Leadership Academy. Four years later he founded the second UNESCO Leadership Chair in Turkey when he was President of the School of Government and Leadership and president of the International Institute of Leadership and Public Affairs (IILPA) at the Bahcesehir University. The basic concept behind the establishment of IILPA was to offer a comprehensive, multidisciplinary and multicultural conception of training in leadership. • UNESCO Leadership Chair

  • UNESCO Leadership Chair at SAPAProfessor Safty made several significant proposals on the UNESCO Leadership Chair Development. He strongly proposed that leadership for human development was needed at every level in all sectors of the society to promote all three priorities. We have agreed thatThe UNESCO affiliation at SAPA emphasizes public service. The UNESCO Chair can build capacities in leadership, management, economic development, and support for public service . An efficient, accountable, and transparent public service strengthens the democratic concept of government by the people for the people.

  • UNESCO Leadership Chair at SAPAThis requires engaged involvement in the community and collaboration with all stake holders: business, public service, and youth and women associations. The UNESCO Chair here at the Academy will provide an opportunity for the Academy to strengthen its informal leadership, build local and regional capacity, and promote commitment to public service. This is an essential component of democracy and an important dimension of leadership for human development.

  • Four main fields of activities of the UNESCO Chair:1) The inner leadership development at SAPA; target groups: Faculty and staff of SAPA, involved in civil servants training and students of SAPA. 2) Leadership for civil service, development and providing training for civil and municipal servants. • International Conference Training of state and municipal servants: dialogue of authorities, academic and education, April, 2009.

  • We use the concept of Value Leadership (Safty et al , 2003) which has an eminently practical application in all fields of leadership activities and at all levels of the organization whether in the public sector or in the private sector. Its basic constituent elements are:1. A moral vision committed to advancing human development2. Organizational Justice: The reality and the perception of justice in the organization are certain to enhance commitment , encourage ownership , and in the end produce a work force committed to shared values and aspirations.

  • Learning Community: In creating a learning community at the work place, not just learning professional skills, but learning for self-development, learning becomes a force of liberation and a tool for overcoming fragmentation and conquering alienation. The UNESCO Chair has created a annual plan of activities for the 2009-10. The most important work was aimed to create a Learning community for SAPAs teachers through regular seminars and workshops.

  • Value Leadership has an eminently practical application in all fields of leadership activities and at all levels of the organization, whether in the public sector or in the private sector.Whether you have 2 people or 2,000 people working with you, you can practice Value Leadership by applying its constituent principles:A moral visionOrganizational JusticeLearning Community

    Value Leadership in Practice

  • Moral Vision

Leadership is first and foremost about vision- the problem has been one of clashing visions. The vision of Value Leadership is morally linked to advancing human development by working together to change the world and make it a better place for everyone. The vision of the Global Leadership Forum is to help make leadership the business of everyone; convince everyone interested in leadership that they can make a difference; that they can help advance human development.

  • Organizational Justice

Organizational justice is about the reality and the perception that the organization is dealing with its people fairly, that in all its treatment of people, it observes due process and fair dealings. The absence of organizational justice is certain to produce dissatisfaction, frustrations, increase absenteeism, and in the end alienate people from the work place. The perception and the reality of justice in the organization are certain to enhance commitment, encourage ownership, and in the end produce a work force committed to shared values and aspirations.

  • Learning Community

Learning Community is about organizing regular learning opportunities for all members of the organization: employees and managers, students and teachers, supervisors and supervisees. Learning is related to self-development, to areas of professional and personal growth; it is a life-long journey to self-actualization.In strengthening our sense of belonging, learning becomes a force of liberation: from the mechanical motions of the management model that dehumanizes and depersonalizes. Learning becomes the tool for overcoming fragmentation and conquering alienation.

  • CONCLUSIONWe all must make a living, but only leaders want to make a difference. Think Value Leadership.
