1.0 INTRODUCTION

This report summarizes the results of the preliminary lead in drinking water sampling performed by

CHA Consulting, Inc. (CHA) at school buildings within the Bergen County Technical Services

School District. This investigation was conducted to provide a preliminary assessment of the

presence of lead in the drinking water at the Technical Services District school buildings. The

sampling was conducted in accordance with the scope of services outlined in CHA’s May 11, 2016

proposal to sample and analyze drinking water for lead.

This report includes a description of the work performed, methods used to complete the sampling, ,

an evaluation of data collected, and conclusions and recommendations relative to the project

objectives. More specifically, this report consists of five sections with this Introduction being the

first section while the following sections comprise the remainder of the report:

2.0 PROJECT BACKGROUND

There are no federal regulations requiring testing of drinking water in schools, except those that have

their own water supply. However, the United States Environmental Protection Agency (USEPA)

developed a technical guidance document intended to be utilized by school officials to aid school

districts in minimizing student and faculty exposures to lead in drinking water at their facilities. The

guidance is entitled “3Ts for Reducing Lead in Drinking Water in Schools” and is specifically

targeted at school systems that receive water from water utilities or water suppliers.

Additionally, until recently the State of New Jersey had no regulations mandating sampling of

drinking water at schools. Discretionary annual water testing performed in the first quarter of 2016 at

the City of Newark Public School System facilities revealed elevated levels of lead in the drinking

water at several of the city’s school buildings. In the wake of the lead in drinking water issue

impacting the City of Newark Public School System, on May 2, 2016 New Jersey Governor Christie

ordered mandatory lead testing in the drinking water at all New Jersey public school systems.

Pursuant to the City of Newark issue and prior to the May 2, 2016 Governor’s order, in April 2016

the Bergen County Technical Services School District took a pro-active initiative to randomly

sample various taps within their operating school buildings and analyze the water samples for the

presence of lead in the drinking water at those taps.

3.0 SAMPLING ACTIVITIES & ANALYTICAL RESULTS

Lead most frequently gets into drinking water by leaching from plumbing materials and fixtures as

water moves through the plumbing system. Even though the drinking water provided by the water

supplier meets federal and state standards for lead, a facility may have elevated lead levels due to

plumbing materials and water use patterns at the facility. Lead concentrations can change as water

moves through a distribution system, therefore, the best way to know if a school might have elevated

lead levels in their drinking water is by testing the water at that school. Testing can provide an initial

indication of the presence of a problem, and in part, help evaluate and understand the cause or causes

of the problem, if there is one, and for the development of an appropriate response/remedial action.

The USEPA recommends that a two-step sampling process be followed. In Step 1, initial samples are

collected following a specified period of non-use (8-18 hours). These samples are referred to as first

draw samples. The purpose of the first draw samples is to determine the lead content of water sitting

in water outlets or fixtures. First draw samples are collected directly from the outlet/fixture into the

sample bottle without allowing any water to flow to the drain prior to sample collection. A 250

milliliter (ml) sample size is recommended.

Step 2 consists of follow-up flush samples collected from those outlets that exhibited elevated lead

levels in the first draw water sample. The purpose of the flush samples is to determine if the source

of the lead concentrations is from the fixture or the upstream plumbing. As with the first draw

samples, the flush samples are to be taken following an 8-18 hour period of non-use of the facility’s

water system. For follow-up flush sampling the sampler should start a slow steady flow (about the

size of a pencil) and allow that steady flow to continue for 30 seconds (minimum) to one minute, or

until the water is cold. A high rate of flow should not be used. After the flush period has elapsed, a

250 ml sample is collected directly from the outlet into the sample bottle.

3.1 FIRST DRAW SAMPLING

The initial sampling round at the Technical Services school buildings consisted of collecting first

draw samples from 35 points located in 12 different buildings. Collection points were selected based

on access points where water would be used for consumption by building occupants and focused on

higher priority points such as, though not necessarily limited to, kitchen sinks, water fountains,

bathroom sinks, faculty area sinks, nurse’s office sinks, and classroom sinks. Collection point

selection also included consideration of location within different wings, on different floors, and/or

areas of varying construction vintage.

In addition, a sample was collected at each building from a tap located as near as possible to where

the service connection enters the building. This sample was referred to as the “intake” sample and

was collected to evaluate the water in the service line entering the building.

A sample was collected from cold water outlets at each of the selected sampling points after the

water had remained unused for 8-12 hours in the building prior to sample collection. Upon selection

of each sampling location, CHA personnel donned a new pair of disposable latex gloves and opened

a laboratory supplied sample bottle. The bottle was filled from the sampling point without allowing

any water to flow prior to collection directly into the bottle. Once filled to the top, the bottle was re-

capped and placed into a cooler. Each sample location was recorded and each sample was given a

unique alpha-numeric identification number consisting of the city location followed by the number

of the facility address or the building name in certain cases followed by the sampling point type

followed by the sample number. Identifiers used for the sample naming protocol are listed below:

Using this naming protocol, an example of a sample identification number is T-504-KS-01

indicating the sample taken from the kitchen sink at 504 Route 46 in Teterboro.

The first draw samples were collected on April 11-12, 2016. The locations at which first draw

samples were collected are summarized in Table 1. All samples were shipped via courier to

TestAmerica Laboratories (TAL) under proper chain-of-custody procedures for the analysis of lead

in drinking water utilizing EPA Method 200.8. The TAL facility used for the first draw sample

analyses is located in Edison, New Jersey and carries current New Jersey Department of

Environmental Protection (NJDEP) certification to perform the requested analyses.

Sample analytical results were compared to the USEPA Secondary Drinking Water (40 CFR Part

141) and NJDEP Safe Drinking Water Act Rules (N.J.A.C. 7:10-1) recommended Action Level of

15 µg/L for lead in drinking water. An Action Level (AL) is not a regulatory Maximum Contaminant

Level (MCL) but is considered to be a trigger value at which a remedial action is needed.

Review of the laboratory results indicated that of the 35 first draw samples analyzed, seven samples

exhibited lead concentrations above the 15 µg/L AL. Lead levels reported in all of the remaining

samples were below the AL. Analytical results are presented in Table 1. The locations and sampling

points at which elevated lead levels were detected consisted of the following:

Main Building – 200 Hackensack Avenue, Hackensack – intake sample from utility sink near

the maintenance shop in the older wing

Continuing Education Building – 200 Hackensack Avenue, Hackensack – intake sample and

bathroom sink

HVAC Building – 11 Carol Court, Hackensack – faculty bathroom sink

The Barn – 275 Pascack Road, Paramus – only drinking fountain in the building

Animal Care Building – 275 Pascack Road, Paramus – intake sample

Vocational School Building – 275 Pascack Road, Paramus – intake sample

Based on these results, CHA provided initial recommendations for restrictions of water usage in the

six buildings listed above and follow-up flush sampling at the sampling points with the elevated lead

concentrations (letter from CHA to John Susino, May 6, 2016). The recommended restrictions

included the following:

No use of water for direct drinking or ingestion – if the fixture could not be turned off, a

physical barrier, such as tape or illustrative signage, was to be placed over the affected

faucet/tap so that building occupants would know that the water was not to be used.

For food preparation areas (kitchens, cafeterias, etc.) – flushing of water outlets was to be

performed, use of water from the cold water spigot(s) only, if hot water was needed it was to

be drawn from the cold water tap and heated.

These initial restrictions were limited to the use of water for drinking/ingestion/food preparation.

There were no restrictions recommended for the use of water for washing (hands, face, etc.) or

cleaning (pots, pans, silverware, dishes, floors, countertops, etc.).

3.2 FOLLOW-UP FLUSH SAMPLING

As stated above, if first draw sample test results revealed lead concentrations greater than 15 µg/L in

a sample from a given sampling point, follow-up flush sample testing was conducted at that point to

aid in the determination of whether the elevated lead concentrations were from the fixture itself or

indicative of the buildings’ plumbing lines. Follow-up flush samples were collected from seven

sample points located in six different Technical Services buildings (see list above in Section 3.1)

Follow-up flush samples were collected before a facility opened and before any water was used for

at least an eight-hour time period. Upon arrival at each of the flush sampling points, the

tap/spigot/etc. was opened and the water allowed to run for a minimum of 30 seconds at a steady

flow rate. After the 30-second flush time was achieved, CHA personnel donned a new pair of

disposable latex gloves and opened a laboratory supplied sample bottle. The bottle was filled from

the sampling point, re-capped, and placed into a cooler. Each sample location was recorded and each

sample was given the same unique identification number devised during the first draw sampling for

that location with the addition of an extension of “R”. It should be noted, that during the follow-up

flush sampling it was discovered that the initial first draw intake samples from the Animal Care

Building at the Paramus Campus and the Main Building at the Hackensack Campus, may have been

collected from the hot water tap at those sampling locations. It was ascertained that the cold water

taps were sampled for the flush samples.

The follow-up flush samples were collected on May 14, 2016. All samples were shipped to

TestAmerica Laboratories (TAL) under proper chain-of-custody procedures for the analysis of lead

in drinking water utilizing EPA Method 200.8. The TAL facility used for the follow-up flush sample

analyses is located in Savannah, Georgia and carries current NJDEP certification to perform the

requested analyses.

As with the first draw sample results, the follow-up flush sample analytical results were compared to

the USEPA Secondary Drinking Water (40 CFR Part 141) and NJDEP Safe Drinking Water Act

Rules (N.J.A.C. 7:10-1) recommended AL of 15 µg/L for lead in drinking water. Review of the

laboratory results indicate that of the seven flush samples analyzed, only one sample had lead

concentrations above the 15 µg/L AL. The flush sample collected from the drinking water fountain

in The Barn located at 275 Pascack Road in Paramus was the one sampling point that continued to

be elevated with the flush sample at 28.9 µg/L compared to the first draw result of 31.7 µg/L. Lead

levels reported in all of the remaining flush samples were lower than the first draw samples and were

also below the AL. Samples results are presented in Table 1.

4.0 CONCLUSIONS

Based on the results of this investigation, CHA has developed the following conclusions:

First draw sample results indicated the presence of elevated levels of lead in the water

collected from seven sample points in six different buildings within the District.

Elevated lead levels were found at intake samples as well as various types of end points.

Results for the follow-up flush samples collected at the elevated first draw sampling points

indicated lead levels below the AL, with the exception of The Barn drinking fountain.

Flushing of sampling points prior to sample collection appears to have reduced the lead

concentrations at all but one location to below the AL of 15 µg/L. This could indicate that

the source of elevated lead concentrations is related to the fixture or unit (drinking fountain)

from which the sample was collected.

Samples were collected and analyzed from a small subset of end points within each of the

District buildings and do not necessarily represent the lead levels at all end points, types of

fixtures, and/or areas of buildings not sampled during this investigation.

These test results should be evaluated in conjunction with the plumbing profiles for the

District buildings in order to draw further conclusions as to potential sources of lead in the

drinking water, sampling points for additional investigations, and potential remedial actions

that can be taken.

5.0 RECOMMENDATIONS

Based on our findings and conclusions presented above, CHA has developed the following

recommendations relative to routine and short-term measures and permanent remedies that may be

utilized in response to these preliminary findings.

1. Take the water fountain in The Barn out of service.

2. Provide bottled water for drinking purposes.

3. Inform faculty, students, and parents of the results received to date.

4. Encourage parents to have their children’s blood tested for lead if elevated levels were

detected in the facility that the children attend.

5. Develop a Plumbing Profile for each of the buildings within the school district. The

Plumbing Profile should identify at a minimum, the composition of piping, solder, and

fixtures; age of additions, wings, multiple buildings; areas were plumbing is used to ground

electrical circuits; and the types and age of water coolers utilized.

6. Once the Plumbing Plan has been reviewed, it will be imperative to collect additional water

samples from potentially all end use points, within the remainder of the system not sampled

previously, to ensure that all representative lead exposure points within the water system

have been evaluated.

7. Permanent remedial options should be evaluated and selected based on those most

appropriate for each facility. Permanent remedial options can include the following actions,

but would require additional sampling and evaluation of a plumbing profile to determine or

confirm the most appropriate actions:

a. Replacement of outlets or upstream components that may contain lead.

b. Installing point-of-use cartridge filter units on taps and faucets. However, these

devices/units are not intended to be used on drinking water fountains.

c. Check grounding wires.

d. Replacement of lead pipes.

e. Reconfiguring the plumbing system so that water used for drinking and cooking is

redirected to bypass sources of lead contamination.

f. Manual flushing of individual end points of concern.

g. If other treatment options are impractical, continued use of bottled water for drinking

and cooking.

h. Ensure that future repairs or replacement work on a facility’s plumbing system is

done using only lead-free solders and other materials.

i. If an outlet is not frequently used, permanently disconnect and take the outlet out of

service.

8. Follow typical operations and maintenance (O&M) activities such as:

a. Clean debris from aerators and screens frequently.

b. Continue to use only cold water for food and beverage preparation. If hot water is

needed, it should be taken from the cold water tap and heated on a stove or in a

microwave oven.

c. Post placards/signage above bathroom sinks prohibiting use of the sinks as a drinking

water source. Use picture signs if small children are using the bathrooms.
