Protecting local funds from state raidsCerritos Council endorses ballot initative.

The Cerritos City Council unanimously approved a resolu-tion in support of a ballot initia-tive that will prevent the State from raiding local government transportation and public transit funds.

In a report to the council, Assistant City Manager Kathy Matsumoto said over the years California voters have over-whelmingly passed separate ballot measurers to keep local funding sources essential for lo-cal services and prevent the State from raiding local government transit and transportation funds. “Despite this, the State recently passed a budget that borrows and takes approximately $5 billion in city, county, transit, redevelop-ment and special district funds this year. For Cerritos, these costs are estimated to be $14.1 million in redevelopment funds over the next two fiscal years. “

The Resolution is in support of the Local Taxpayer, Public Safety, and Transportation Pro-tection Act of 2010, a ballot mea-sure sponsored by the League of California Cities. If approved by the voters, it will prevent the State from borrowing, raiding or otherwise redirect local govern-ment, transportation and public funds, including:

Carmenita and South - Storm winds knocked down a tree that fell on a car in Cerritos. The vehicle was headed southbound on Carmenita Road and was struck just north of South St. at 1:05 p.m. Tuesday. The tree was blown down from the center median and into traffic. The driver appeared to be out of the vehicle and uninjured. Editor’s Note: The following is an interview with Cerritos High School Junior and Varsity Cheer-leader Marin Chattong prior to her trip to Great Britain as a member of the United States Cheerleading Team that participated in the New Years London Parade. She and four other Cerritos Cheerleaders were among those selected from throughout the United States to go to London and represent the United States in the Parade. She also kept a journal of her trip to London.

Marin Chattong is a typical high school student. She likes Volley Ball and “I can only be on one varsity team,” she explained. I chose cheerleading. However, I am on the junior varsity vol-leyball team, which is my favor-ite sport.” She said she has been playing volleyball since she was in the third grade.

“I really love where I am,” she exclaimed. I love volleyball and love being a cheerleader. I’ve been on the cheerleading varsity team three years.

I’ve never been in snow before, she said, except for a visit to Big Bear. She thought it might snow while she was in London. Holiday Home Decoration Contest in Artesia

It’s home decorating time again in Artesia and this time the city is awarding gift certificates to the winners. The 2010 Holiday Home Decorating Contest judg-ing will be happening in December and your decorated Artesia home can be a winner in one of four different categories if your home is entered into the judging.

If you see a well-decorated house, nominate it or nominate your own home. Don’t be shy! The more participants the more fun it is for everyone. The Artesia Beautification and Maintenance Com-mission will be viewing the entrants on Dec. 16 between 6:30 p.m. and 9:30 p.m. so be sure your displays are at their best during that time. There will be first and second place winners in the follow-ing categories: 1) Best Use of Lights – judged on the total effect and extent of the use of lights, 2) Lawn/Roof Display, 3) Animated Display – outdoor display that has more than one object in motion, 4) Total Display – may include lights, window, lawn, roof, and animation.

Winners will be announced the week after the judging, and the gift certificates will be presented at the January 10th Council meeting. Billed as “a Celtic Christmas” this show could have been anything from a belted out “Buala Bas” (Jingle Bells in Gaelic) sung with a brogue to Mi-chael Flatley influenced, arms at the sides headbanded hoofing. Thankfully it was nothing of the sort but so much more. Since many of my favorite yule-tide times were experienced in an Irish household I was hoping for some of that good cheer to jump-start the holidays in the right direction. Of course there was only talk about Irish coffee to create the proper mood but it wasn’t necessary to enjoy this sweet and gentle performance of old-fashioned storytelling punctuated by excellent Celtic folk music and some spirited dance. It does take some gump-tion to take five people on a bare stage and create a landscape with just words and sounds but Tomaseen Foley and his talented musical accompanists filled up the entire, great hall with warmth and good cheer. The current of Christmas was achieved early and when young Marcus Donnelly put his dancing shoes

to the planks on stage the energy surged joyfully. The leisurely pace and perfectly mixed offerings just glowed like a good party at a rambling house in the land of the forty shades.

Foley is a master-storyteller and his tale “the Christmas Parcel” was at the center of this show, unfolding from his charming gift of Irish gab over the entire two-hour show.

It is a quaint but evergreen tale of a widow’s sadness parted by the largesse of neighbors in the parish of Teampall, a Ghleanntain in the West of Ireland. Even if you see the glimmering generosity and selflessness of the simple farm folk com-ing from the first phrases of the tale the ending will give you a lump in your throat the size of a pint of Guinness. Tomaseen does not rush it but sits on a plain lac-quered stool out front and spins the story as interludes. The words draw you in but the music both stimulates and keeps you wanting to get back to the plotline.

Yet, these are exceptional musicians, not just space between paragraphs. Mari-anne Knight is a marvel with a heavenly soprano that sounds like the great singer

A Celtic Christmas at CerritosKate Rusby and mastery over several in-struments. Every tune she touched was sweet including “the Kerry Christmas Carol,” “The Wexford Carol” and “Ned of the Hill” that transfixed the hall. Wil-liam Coulter solos sparingly but his skill with the acoustic guitar is superb.

The folk songs of this show stood tall with the buttressing of his work and the rare solos he did perform were transcen-dent. Brian Bigley on Uilleann pipes, whistle and flute had to be very good to stand with Knight and Coulter but he was in perfect harmony and quality with the band. Bigley and Ms. Knight also stood up and danced in one of the show’s most delightful segments, rattling the hasps with young Marcus Donnelly in breathtaking synchronicity. Still, the star of the show is Tomaseen Foley’s ancient skill at storytelling that demonstrated the human voice telling a good story is bet-ter than any electronic in the world. The ensemble finished the cozy evening with “oiche chiuin” or “Silent Night” as we have heard it for decades but the wild ap-preciation from the Cerritos faithful was anything but silent.

Residents in single-family homes can recycle their Christmas trees begin-ning Monday, December 27 through Friday, January 14 by placing them at the curb for pick-up by 6 a.m. on their trash collection days. The trees will be composted or used for the Los Ange-les County Sanitation District's daily landfill cover.

Trees to be recycled should not contain any lights, tinsel, nails, metal stands or decorations, and should not be placed in bags. Trees more than 4 feet tall should be cut in half. Flocked trees will be accepted.

ABC Unified School District was honored at the 31st Annual Golden Bell Awards Ceremony of the California School Board Association (CSBA) Dec. 4 at the Marriott Marquis Hotel in San Francisco. The event is held in conjunc-tion with the CSBA’s Annual Education Conference.

The award was won in the Science category for Niemes Magnet School’s Environmental Science Fair and Festi-val Program. Niemes Magnet School is located in the city of Artesia.

The Environmental Science Fair and Festival empower students to become active participants in the stewardship of our planet. In addition to displaying their knowledge of grade level science during the Environmental Science Fair, students are able to access a Science Lab, Nature Center, Green Kids Club,

and Environmental Stewards Club at the school. The program is under the direction of Meg Jimenez, Principal of Niemes Magnet School, Fran Barron, Magnet Coordinator, and John Zawacki, Science teacher.

in education. Law went on to say that in these fi-

nancial times of uncertainties and bud-get cuts, and to say the least confusion at the state level, the District with more than the 500 partnerships and collabora-tions that are part of ABC, along with the leadership and willingness of our teach-ers and classified employees who he de-scribed as being full partners in the goal of good education for the community. He concluded by saying he looked forward to moving ABC to greater education heights.

Superintendent Dr. Gary Smuts is-sued a warning about school funding in the future. At the same time he said the state’s overall education achievement is pretty good. “It’s not great but it is pretty good.” He said this years state budget shortfall is $6 billion and combined with next years estimated $19 billion shortfall the budget picture in California is pretty bad.

Dr. Smuts agreed with newly elected Board President Maynard Law that too many people have jumped onto the “beat up the education bandwagon.” He said California’s K-12 school system is the

largest one in the country. Twenty-five percent of the country’s English Lan-guage Learners are located in Califor-nia. “We have more high school students eligible for college attendance than we have had in the history of California.” He noted that seven years ago 35 percent of the students advanced, This year 52 percent did. He said the number of math students seven years ago rose from 35 percent to 48 percent. High School stu-dents are taking 60 percent more college prep science and math courses than they did seven years ago.

“There’s a lot to be said. California is doing a good job. Not great, but there has been persistent growth for the last seven years. And we’re doing it for $825 less per child than the national average per child.” He said that was two years ago. Since then the number has grown. Two

years ago the average American school had an average of 34 percent more teach-ers than California, 40 percent more ad-ministrators than California and 75 per-cent more counselors per student than California “We’re doing more with less in California he stated.

“Public Education in California is working, but think how great we would be if we received average funding for our children.” He concluded by saying achievement in California has grown during the last decade and this is espe-cially true in ABC.

Artesia Historical Society President, Barbara Applebury welcomed guests to the seventh annual AHS Gala and ex-pressed appreciation for the support of those in attendance. She recalled how the group and the event have evolved from the first two years held in tents, which were very labor intensive, to the more recent held in the Community Cen-ter. Appreciation was expressed for the loan of the unveiled historic fire engine, which will greatly compliment the “Old Station #30 Fire Museum.” She recapped the history of Artesia’ firefighters, which started in 1918.

Jenny Kubinski, the event chairper-son then took the podium, also express-ing her appreciation for the support of those in attendance. She stressed that the Artesia Historical Society has a strong history of perseverance from the time it was organized by its founder, June Lar-son until today. When the group was of-fered The Frampton/ Dantema House for use as a museum, three strong communi-

ty women, Veronica Bloomfield, Barbara Applebury and Diane Young picked up the mantel and presented the opportunity to the Artesia City Council. Through their efforts, The Artesia Historical So-ciety and the City of Artesia became partners in the creation of “The Artesia Historical Museum,” which opened in 2004. The Artesia City Council contin-ued their support with the purchase of the former Chamber of Commerce building at Corby Avenue and 187th Street. They directed that the building be restored to its original state as a Fire Station.

John P. Lyon was recognized for his dedication as project leader for the recent restoration of “Old Station #30 Fire Mu-seum” which will be incorporated into the city’s Historical District campus and become part of AHS’ school tour out-reach program.

In conjunction with the new fire mu-seum, special recognition was given to AHS member Fred Earl, a retired Los Angeles County Fire Fighter, for his do-nation of a portion of his fire fighting re-lated toy collection, accumulated over the past 60 years. Fred and several members of his family were present. His daughter, Lou Ann Zulawski, made a special pre-sentation to AHS of framed photos of Fred, his late wife Mary Lou, Lou Ann and her brother Steve taken through the years. The photos and a plaque will be displayed with the toy collection. Also on display was Fred’s “turnout uniform” which is on display at the County of Los Angeles Fire Museum. Fred was given a standing ovation, expressing the group’s appreciation for his support.

Dr. Edward Bloomfield with assis-tance from Sarah Kubinski, Lucas Young and Steven Shelton conducted the Op-portunity Drawing of about 25 donated gifts including dinner gift cards, theatre tickets, collectibles, a hotel stay and other venue admissions. Restless legs syndrome

Restless legs syndrome is a neurological condition that causes unpleasant sensations in the legs and sometimes arms. People with restless legs syndrome (RLS) feel a strong urge to move their legs in an effort to get more com-fortable. But the periods of relief are short-lived. Uncomfortable feelings quickly return. The sensations are often described as creeping, crawling, tugging, gnaw-ing, aching, burning, pulling, tingling or cramping. Any way you describe it, RLS can make sitting or lying down very uncomfortable. People with severe RLS even have difficulty sleeping.

Most cases of RLS have no known cause. It tends to run in families and affect women slightly more than men. RLS can occur at any age, but usually worsens with age. Some research sug-gests that it may be due to an imbal-ance of dopamine, which is involved in controlling muscle movement, in the brain. Some diseases, conditions and medications also can trigger RLS, including kidney failure, Parkinson’s disease, diabetes, rheumatoid arthri-tis, pregnancy and iron deficiency. In these cases, RLS usually begins suddenly but may go away if the condition is relieved or the medication is stopped. For example, RLS that occurs during pregnancy often goes away after giving birth. Kidney trans-plantation (not dialysis) can relieve symptoms associated with kidney failure. Medications associated with RLS include anti-nausea medicine, antidepressants, antipsychotics, cold and allergy medicines that contain antihistamines, and calcium channel blockers (to treat heart problems and high blood pressure).

There is no diagnostic test for RLS. Rather, the diagnosis of the condition is made if the patient meets four criteria established by the In-ternational Restless Legs Syndrome Study Group.• There is a strong urge to move the legs, usually accompanied by uncom-fortable sensations.

• Symptoms be-gin or get worse when sitting or lying down.• There may be partial or tem-porary relief of symptoms by walking, stretch-ing or moving around.• Symptoms are worse at night.

Treatment for RLS may begin

by treating any underlying condition, such as an iron deficiency. Because the brain uses iron to make dopamine, taking iron supplements could relieve symptoms. But if you have RLS with-out any associated condition, lifestyle changes may help, as well as medica-tions such as sleep aids, muscle relax-ants, pain medicines or anticonvulsant medicines. A combination of medica-tions may be needed to best treat the condition. Lifestyle changes that can help alleviate symptoms include:• Taking an over-the-counter pain reliever such as ibuprofen.• Soaking in a warm bath or massag-ing legs to relax the muscles.• Applying warm or cold packs to lessen sensations in the limbs.• Trying relaxation techniques like yoga or meditation.• Having good sleep habits.• Engaging in moderate, regular exer-cise (but not too late in the day). • Cutting back on caffeine, alcohol and tobacco.

Although RLS is a life-long condi-tion that cannot be cured, it can be managed. Therapies are available to control the disorder, minimize symp-toms and increase periods of restful sleep. The organization provides services to families afflicted by domestic violence which has been described as on of the great tragedies of American Society and weakens economy by incurring a loss of eight mil-lion days of work each year due to abuse. This is equivalent of more than 32,000 full time jobs and is and nearly 5.6 million days of household production. She said there is a correlation between poverty and violations. She said Su Casa operates an emer-gency shelter in which 2/3 of those taking refuge are children. Many of the victims of violence have no place to go and we are keeping them longer. The Cerritos Optimist Club meets the first, second and four Thursdays at 7 a.m. and the third Thursday at 7 p.m. at the Off Street Café across from Gahr High School.

the City Council chambers for a media tour of the city. Councilmember Carol Chen, who hosted the event, said, “The purpose of the tour was to acquaint the media with Cerritos and show them and hopefully their readers and viewers who we are and what we have here.”

In 1956 Cerritos incorporated as the City of Dairy Valley. “There were more cows than people,” Chen quipped. “However, through proper planning

over the years since its incorporation and the adoption of Master Plan, Cerritos has grown into a city where you want to live. “Both the business community and residents agree,” she added.

Chen said many people look at Cerritos as being a wealthy city with a large budget. They often asked why there are so many city employees? The city has 210 full-time employees and 430 part-time employees. Her reply is, “One just has to look at what the city offers its residents and business com-

munity to find the answer.” The city has 25 parks, three community centers, a senior center and a state-of-the-art golf course, Ironwood Nine, which serves 137,500 golfers annually. It also has a world-renowned library and performing arts center. In addition more than 3,200 businesses are located in Cerritos with 35,858 employees.City’s Location

City Manager Art Gallucci, pointed out the city is directly served by the San Gabriel Freeway [605], The River-side Freeway [91], and the Santa Ann Freeway [5]. He said unlike most cities, Cerritos does not have a local property tax, utility tax and library tax. Source of the city’s revenue comes from the Cerritos Auto Square, the Los Cerritos Center, and the Cerritos Towne Center in the form of sales tax revenue. Cer-ritos earns one cent for every dollar earned by its retailers. It also owns the land the Towne Center, Cerritos Center and the Auto Square is located on and receives rent from the developers. He said the Towne Center generates $168.7 million in annual sales. The Cerritos Auto Square total in 2009 was estimated at $600 million. The Los Cerritos Center total sales were $262 million estimated for fiscal year 2009-10. The city’s sales tax revenue projected for 2010-11 is $19.8 million.

Referring to the auto square, he said three new auto dealers recently opened dealerships in there: Kia of Cerri-tos, Penske Chevrolet, and McKenna Volkswagen. In addition the city has

an Industrial Park with approximately 12 million sq. ft. of space and employs 10,369 people. He noted the city ranks number 56 out of 537 cities in total sales tax collected.

From the council chamber the group moved to the Cerritos Library where Councilwoman Chen took them on a tour of the facility . She said the library has 1.1 million visitors a year and is available, free of charge to Cerritos residents and students enrolled in the ABC Unified School District, Cerritos Community College as well as employ-ees who work in the city.

From there the group proceeded to the Cerritos Senior Center at Pat Nixon Park, where it was pointed out the site is where Patricia Nixon, wife of President Richard Nixon lived while attending school as a girl. The Center has more than 500 senior visitors every day and 125,000 annually .It affords them group activity, lunches, and an exercise room with the latest equipment. Groups can rent space at the Center for private par-ties when it is not in use by the seniors.

The next stop on the media tour was the sheriff station. It was explained the city owns the station, having built it and recently expanded it. All the equipment in it is also owned by the city. However, it is manned by the Los Angeles County Sheriff Department who Cerritos has contracted with for its law enforcement.

The last stop on the tour was the Cerritos Center for the Performing Arts. This state-of-the art center is home to many of the nation’s top performers, including the late Frank Sinatra who inaugurated the center on its opening night. Cerritos.

EXCHANGE from page 1nese city of Kakamigahara to promote the sister school concept with ABC that has provided teachers, administrators, and students from both countries oppor-tunities to learn about each other’s cul-ture and their schools.

Initially co-sponsored with the Cerri-tos Rotary Club, the program has grown into a

strong partnership between both school districts with the Rotary Club continuing its participation in the pro-gram.

Kakamigahara has a population of

135,000 residents. During May 16-23, 2001 an ABC team flew to Kakamiga-hara and visited K-12 schools and other local attractions, resulting in a signed initial agreement establishing the sister school relationship that would encour-age exchanges in the fields of education, sports, visual and performing arts.

Since then teachers and students from both districts have visited each other. The City has provided all costs related to the visits to Kakamigahara.

At the Oct. 19 meeting of the ABC Board of Education the 10th anniver-sary of the sister school agreement was

observed. Students and teachers relived their visits to Kakamigahara. Superin-tendent Dr. Gary Smuts, Deputy Super-intendent Dr. Mary Seiu, School Board President Celia Spitzer and three princi-pals recently returned from Kakamiga-hara, having been invited by the city’s mayor, Shin Mori, to visit Kakamigahara as part of the 10th anniversary of the partnership at the city’s expense.Looking to the Future

Deputy Superintendent Dr. Mary Sieu said that ABC’s 21st century students and staff must become international minded in order to be better prepared for the future. “Learning a world language and increasing our world understanding has been part of our district’s fabric for many years.” She said ABC has been in the forefront of promoting international programs with “our” Pacific Rim Coun-tries for more than 15 years. The District has sister school agreements with Tai-wan, Japan, and the People’s

Republic of China, providing op-portunities for ABC students, teachers, administrators, board members and par-ents to learn about life outside our class-rooms, homes and borders.

She said more than 150 ABC stu-dents since 2001 have participated in the 11 day Japanese High School Program in Japan, with the students staying with a host family. In addition approximately 300 middle school students has visited Japan in the same time period. She said the three-day program in October affords the opportunity for Japanese students to visit ABC middle schools and also stay

with host families.Since 2002 under the Japanese Sum-

mer Teacher Training Program, ABC has sent two teachers to train Japanese ESL teachers in the city of Kakamigahara during the summer. “They have trained move than 200 teachers on various strat-egies to use in teaching English as a sec-ond language to students in Japan.

In 2004 and 2005 the Adult School provided a Senior Adults Program for more than 50 Japanese senior adults from Kakamigahara. They participated in ESL classes at the Adult School as well as provided cultural lessons for various el-ementary District schools.

Another program is the ABC Jazz Band that in the fall of 2005 performed at several venues in the City of Kakami-gahara under the Direction f Music Di-rector Alan Hallback.

All the visits and programs in Ja-pan have been sponsored by the City of Kakamigahara. No District funds were used.Programs Described

Gahr/Artesia High School Japanese teacher Kim Suzuki described the pro-gram as broadening her students hori-zons. She said there was only so much she can teach in the classroom, but the exchange program has allowed the stu-dents to go to Japan and experience what we have learned in the classroom.

“It really has broadened their hori-zon,” she said. “Whey they come back they are a changed person. They are more tolerant to different individuals, open to new ideas and see things from a different angle. They have also forged new friend-ships across borders and cultures helping them grow as a person.”

Juan Cortez, a former student at Gahr High School participated in the 2007 program He related how the program benefited him. He said, “We like to think through globalization the world is slowly becoming one culture. But it is not. If you visit Japan you will notice there is an extreme difference between American Culture and Japanese culture.” He said anyone could go to Google and bring up pictures of Japan. but a truly experience in Japan is a totally different thing.

Cortez noted that in America, the cul-ture is very individualistic, me myself and I. “In Japan I noticed anyone helps ev-eryone. He said their schools are a good example. The schools are very clean. Nothing on the floor. Everything goes

Weekly crime summaryNovember 29 to December 5, 2010

There were twenty-six Part I felony investigations conducted by Cerritos Sheriff’s Station deputies last week, up from seventeen the previous one. Commercial and vehicle burglaries in-creased, residential burglaries remained the same, and robberies and vehicle thefts declined. 271 calls for service were handled by patrol personnel, up from 263 the week before. The current 2010 weekly average in calls for service is now 297.

GREAT NEWS! There were no robberies reported last week.

Two residential burglaries were again investigated last week. Two kitchen windows were left unlocked and resulted in the loss of watches, TVs, laptop computers, and guitars. The cur-rent 2010 weekly average in residential burglaries is 2.9.

Good neighbors look out for one another. If you see anything suspicious, don’t hesitate to call the Cerritos Sher-iff’s Station at once. It is always better to find out that there is a legitimate reason for activity than not to call and have a neighbor victimized.

There were four commercial bur-glaries reported last week. Front door windows were shattered on three adja-cent businesses where cash was stolen. A storage room was breached at an apartment complex, but no loss could be determined. The 2010 weekly average in commercial burglaries is 2.3.

Vehicle burglaries increased from one to nine last week. Seven of the crimes occurred in high-volume com-mercial parking lots. Six involved

SUVs, and two were trailers. One ste-reo and one GPS unit were taken along with purses, laptop computers, wallets, checkbooks, and miscellaneous papers. The 2010 weekly average in vehicle burglaries is now 6.7.

Leaving ANY property in the pas-senger compartment of your vehicle is a gamble.

Vehicle thefts dropped from six to four last week. High-volume commer-cial parking lots were the venue in all

four. Three motorcycles and an SUV were stolen. The 2010 weekly aver-age in vehicle thefts is 4.6.

If you own an ex-pensive SUV, make sure that you use as many means to protect it as

possible. These are commonly stolen for wheels, third row seats, and DVD units.

Penny rushed for 2,125 yards and scored 23 touchdowns. He had seven multiple touchdown games including six against John Glenn. It was the second time in his career he had scored six touchdowns in a game. Penny leaves Norwalk as probably the school’s all-time leading rusher with 3,719 yards with 46 touchdowns.Defensive Player of the Year: Despite Norwalk’s defense allowing over 22 points a game, mostly because of a tougher schedule, senior defensive back Aaron Sanchez was the leader of that group. He combined for 79 tackles and three interceptions and clearly distanced himself from the rest of the Norwalk defense with at least 20 more tackles than the next teammate.Coach of the Year: Although the Cerritos Dons barely missed the playoffs, head coach Chad Reed has started to turn the program around. The Dons played for a playoff spot in their last game of the season and finished with a 3-7 record, the best mark since 2006. Crawford, who was virtually a one-person show for Artesia in the 2009 season, led the Pioneers with 551 kills, which accounted for 61 percent of the teams’ points in that category. She also led the team with 116 blocks and 493 digs. Fellow Suburban League counterpart Jessica Wu helped Cerritos win its second straight league crown with her performance. The senior outside hitter posted 129 kills for the Lady Dons, tops on the team, and was second on the team with 128 digs. Wu was also the leader in aces with 30.Coach of the Year: In just his third season, Micah Burpo transformed Artesia from a laughing stock to a playoff participant. The Pioneers went 10-14, finished fourth in the Suburban League and advanced to the playoffs for the first time since 1996. Of the 10 victories, six were sweeps. Before this season, the Pioneers had combined for 12 wins since 2006 and the fourth place finish was the best since 2001.

Gahr dominates Cerritos in all areas in “other” football gameBy Loren Kopff

Recently, Gahr has owned Cerritos on the football field every September but now, the Gladiators are beginning to duplicate the same trend in boys soccer. This past Tuesday, Gahr scored three times in the first 19 minutes and rolled to a 5-1 victory over the visiting Dons.

The Gladiators have not lost to the Dons since 2005, going 4-0-2 in the past six meetings (they didn’t play in 2006) but Cerritos still owns a 6-5-2 advan-tage since 1997. During the recent Gahr streak, it has outscored Cerritos 22-6. Both teams were coming off opposite results just 24 hours earlier as Gahr was on the short end of a 2-0 decision to

Owing more on your mortgage than your house is worth may seem like a bad investment. But the alternative - choos-ing to default on your mortgage even if you can afford the monthly payments - will take a significant toll on your credit rating.

It was a bitter sweet moment for termed-out La Palma Councilmember and former Mayor Larry Herman to just walk away after serving four terms--lon-ger than any other councilmember in the City’s history--but he was happy that his friend Steve Hwangbo will be taking his seat on Council.

“The last eight years in particular have been an interesting journey for me,” said Herman, who didn’t always agree with three of his colleagues on Council, “and I want my friend Steve Hwangbo to re-member that there is a lot of knowledge

and wisdom in my chair.”Herman hoped that the Council and

staff would continue with transparency and accountability in the future, and he made it clear that he wasn’t going away. He plans to continue to volunteer in the City.

Hwangbo is ready to serve. “I know how special our city is, and I am looking forward to representing our wonderful city and working hard to make La Palma an even better place.”

Both officials were not as happy dur-ing the recent election when allegations of campaign irregularities ran rampant as opponents of Hwangbo were accused by community leaders of stealing his yard signs and delivering a falsely translated letter to English speaking residents that implied that he would only serve the Ko-rean residents of La Palma.

“I think our players were looking to respond to the defeat yesterday,” said Gahr head coach Jim Keating. “You can only play the opponent in front of you. Who was in front of us today? It was Cerritos.”

“In my opinion, the team yesterday was way stronger than it was in today’s game,” said Cerritos head coach Luis Paulo Oliveira. “Besides the fact that we have the fight, the tradition, our number one enemy, I think [Gahr] showed up to play and we didn’t show up to play for some reason.”

In the 10th minute, Gahr senior forward Edwin Colindres was on the receiving end of a long throw-in from senior defender Erick Lojan and headed in the first goal of the game. One minute later, junior midfielder Charles Gracien scored the first of his two goals from the right side of the penalty box. Then in the 19th minute, a header from senior midfielder Carlos Rincon made it 3-0.

The Dons (1-4-0) avoided the shut-out nine minutes before halftime when

senior forward Andrew Atilano scored off a corner kick. It was the second of two shots on goal for Cerritos in the en-tire game. Offensively, the Dons weren’t able to create any opportunities.

“Unfortunately for us at Cerritos high school, they wait until the [Sub-urban] League season comes to start working, to start putting more effort, to start coming to practice on a consistent basis,” Oliveira said. “As the season progresses, I’m hoping we will be able to achieve in some of the goals we have defensively, offensively and as a team.”

In the 37th minute, Gahr (1-1-1) had a chance for a fourth goal but a free kick from senior defender Carlos Garcia hit the crossbar. Still, the Gladiators were able to control the game better because Keating was playing virtually everyone on the roster. The last two goals were from senior forward Wasiem Rabie a minute into the second half and from senior midfielder Daniel Mayarol in the 71st minute. Gahr took 22 shots on goal in the game.

Both soccer programs are hoping for better success this season as they have recently struggled mightily. After reach-ing the playoffs in three straight sea-sons, the Gladiators have gone 19-42-14 overall and 8-25-7 in the San Gabriel Valley League in the past four seasons.

“Last year, getting a very late start to the season, the players weren’t fit and they weren’t prepared for the season,”

Keating said. “This season, we’re better prepared. I think in some ways, pro-grams have a culture about them; a men-tality about them. I think for a while, the mentality of the program has been lackadaisical and apathetic. Iron sharp-ens iron, winning breeds winning and losing breeds losing. Now, it’s a chance to turn the program around to [the point] where we’re not going to accept medi-ocrity anymore.”

Gahr will host Whitney on Tues-day and even if the team doesn’t win a league title this season or advances to the playoffs, Keating is very pleased with the prospects of a competitive group in the near future.

“This program is very much a re-building program,” Keating said. “It is a very young squad with a big group of 10th graders coming through both the junior varsity and varsity teams. I don’t think we’re really going to see the full potential to this squad for about two more years.”

At Cerritos, it’s even worse with the Dons going 10-63-11 overall and 3-44-1 in league during the same four-year span entering this season. Cerritos will host Valley Christian today and visit Rancho Alamitos on Monday.

“I have 12 seniors right now who look like they are juniors or sopho-mores,” Oliveira said. “This is the year they need to step up.”

ticipated in the program and is now in college. She said she was the Philip-pine parent of four Whitney girls. In the

eighth grade her daughter chose to learn Japanese as opposed to Span-ish like her sisters did. One day she said her teacher asked if we could host a visiting Japanese student during her stay here. “I said yes, I had four girls, one more wouldn’t matter.” She said she believed her daughter thought if the student lived with us for a few days, she could go to Japan. She did in her sophomore year at Whitney. When she came home she said, “Mom, I think I want to live in Japan.” Her plan was to go to college in Japan, but her coun-selor told her to go there for one year, come back here and finish her schooling so she would bring some-thing new to the country. When she graduated Whitney she was given a special staff scholarship from the Foreign Language Department in the class of 2010.

“What I’m saying is the Japa-nese influence changed her person-ality. She has discipline. She always said she was m pushover child, but I told her she was my most obedi-ent child. I believe she got that from her visit to Japan. She is not here tonight, because she was accepted at San Diego State where she is studying Japanese. She plans to move Japan when she grad-

saying she hoped parents will consider sending their child to Japan and being a host family.

The good news for head coach Jim Webster is that he still has a tremendous amount of experi-ence with three returning starters.“It’s always hard to know what to ex-pect,” Webster said. “You expect to compete and play well. We obvious-ly had one of our best teams since I’ve been here and to meet those ex-pectations and a little beyond…was great. It definitely was exciting.”Holliday’s tag team partner last season, senior Manual Castaneda, returns as the team’s top player. Not only is he valuable on the boards, but like Holliday, he can light it up from the outside. Castaneda can be expected

to average five to seven more points a game from last season. Senior Cam-mie Lewis and junior Terence Traylor give the Lancers a solid trio that should

help put pressure on defending league champion Mayfair.

“We definitely have plenty of experi-

ence in those three positions,” Webster said. “Hopefully we’ll have enough scoring as well with them being three-year var-sity guys. We’re

definitely trying to manipulate the offense

where we get the good looks for them and then

spread it out too.”Last season, the starters combined for 87 percent of the team’s scoring. The Lancers got just 197 points from their non-starters. This season, Castaneda, Lewis and Traylor will need to get more help from the rest of the team. Webster has tabbed junior Angel Arevalo and sophomore Michael Rocha as the top two newcomers and both of them are guards. Also on the team will be se-niors Angel Montero, Vince Olvera and Gilbert Peregrina and juniors Andrew Gutierrez, Armando Holquin and Ondre Rissling. “We’re always going to need to replen-ish and rebuild and the good thing we’ve done this year is most of our new guys are juniors,” Webster said. “So, they won’t be one year varsity guys. Now, the Crusaders will say hello to some new league teams in hopes of giving Brander-horst his third winning season at V.C.“It was a tough year,” Branderhorst said. “We started the season off pretty well but that old Olympic League was a tough league. There was a lot of good, big time talent in that league. Heading into last year, we didn’t have a whole lot of experience. All of our guards were brand new. But we’re looking forward to this season. We have a lot of guys coming back, especially in the backcourt. That’s going to hold us steady.”While the Crusaders lose their top two scorers from last season, the team re-turns half a dozen players who not only have a lot of varsity experience, but have improved in their own ways. Branderhorst said that senior Trevor Rodriguez developed an offensive game during the summer and will be more of a threat. Senior Joshua Castanos is more of a total package as far as his defense and rebounding is concerned. Senior Jeff Hing is emerging as a leader on the floor, senior Connor Tien is a much better finisher and scorer while junior Anthony Roldan is the most versatile scorer on the team and junior Cole Clark has im-proved his perimeter shooting.“Those six guys are battle tested now,” Branderhorst said. “They took some lumps last year and I think it’s going to be good for them. I think it makes them hungry; it made them work hard in the offseason. It gave them some things to shoot for and to improve on.”Seniors James Griffin and Lionel Hendrick, juniors Nate Padilla, Jor-dan Rhodes and Lewayne Wright and sophomore Caleb Miller are new to the varsity squad. Of those, Branderhorst said Griffin will be an instant impact and is ‘ready to compete for some serious minutes’.“I assume we’re going to be fairly balanced,” Branderhorst said. “Hope-fully we’ll score a lot of points off our defense. As far as our offense goes, we’re not going to look to just jam it into one guy. We’re going to run an equal op-portunity motion offense and try to stay balanced.”In addition to Windward leaving the Olympic League, Brentwood, Campbell Hall, Crossroads and Montclair Prep depart. The Crusaders will now face Los Angeles Baptist, Maranatha, Vil-lage Christian and Whittier Christian in league. All four of those teams were in the Alpha League and none of them got past the second round in the playoffs.“I don’t think anybody around here is more excited about our new Olympic League than me,” Branderhorst said. “I think the competition is going to be evenly matched. I honestly couldn’t tell you who I think is favored to win our league. On paper, probably Whittier Christian is favored because they bring back a lot of starters.”

The ordinance adopts by reference Title 26 (Building Code) of the Los Angeles County Code, which includes the 2009 Edition of the International Building Code. Changes are based on local climatic, geographical and topographical conditions.

B. 2010 CALIFORNIA ELECTRICAL CODE LOS ANGELES COUNTY BUILDING CODE TITLE 26. (AMENDS HGMC SECTION RELATING TO 15.06)

The ordinance adopts by reference Title 27 (Electrical) of the Los Angeles County Code, which includes the 2009 Edition of the National Electrical Code (NEC). The ordinance makes changes to Title 27 of the Los Angeles County Code to clarify existing provisions and makes minor editorial changes.

C. 2010 CALIFORNIA PLUMBING CODE LOS ANGELES COUNTY PLUMBING CODE TITLE 28. (AMENDS HGMC SECTION RELATING TO 15.10)

The ordinance adopts by reference Title 28 (Plumbing Code) of the Los Angeles County Code, which includes the 2009 Edition of the Uniform Plumbing Code. The ordinance makes changes to Title 27 of the Los Angeles County Code to clarify existing provisions and makes minor editorial changes.

D. 2010 CALIFORNIA MECHANICAL CODE LOS ANGELES COUNTY MECHANICAL CODE TITLE 29. (AMENDS HGMC SECTION RELATING TO 15.08)

The ordinance adopts by reference Title 29 (Mechanical Code) of the Los Angeles County Code, which includes the 2009 Edition of the Uniform Mechanical Code. The ordinance makes changes to Title 27 of the Los Angeles County Code to clarify existing provisions and makes minor editorial changes.

E. 2010 CALIFORNIA RESIDENTIAL CODE LOS ANGELES COUNTY RESIDENTIAL CODE TITLE 30. (AMENDS HGMC SECTION RELATING TO 15.12)

The ordinance adopts by reference Title30 (Residential Code) of the Los Angeles County Code, which includes the 2009 Edition of the International Residential Code.

F. 2010 CALIFORNIA GREEN BUILDING STANDARDS CODE LOS ANGELES GREEN BUILDING CODE. (AMENDS HGMC SECTION RELATING TO 15.14)

The ordinance adopts by reference the 2010 California Green Building Standards Code. Only the mandatory requirements of the Green Building Standards Code are in effect. The various measures indicated in Appendices A4 and A5 of the Green Building Standards Code are voluntary.
