    LAWS AND ETHICS IN EDUCATION

    Mid term Requirements

    1. Discuss the highlights of R.A. 7722 (Higher Education Act 0f 1994). How

    relevant is this law? How has this law brought reforms in higher education

    institutions? Cite specific curricular innovations and quality improvement

    mechanisms by CHED.

    R.A. 7722 otherwise known as Higher Education Act of 1994 paved way to the

    creation of Commission on Higher Education (CHED). The Commission is

    independent and is directly attached to office of the president for administrative

    purposes only. It is the governing body covering both public and private higher

    education institutions as well as degree-granting programs in all tertiary educational

    institutions in the Philippines as stated in section 3. Section 8 enumerates the

    commissions tasks to promote, maintain and further improve the quality of

    education through thorough planning and monitoring the Higher EducationInstitutions (HEIs) curricular programs s well as evaluate the performance of their

    programs by making research studies. Moreover, the act guaranteed academic

    freedom among the universities and colleges as long as they are able to conform to

    the standards set by the commission when it comes to admission and curricular

    programs. CHED is also commissioned to set incentives to those tertiary schools

    both private and public, whose programs are accredited (section 14).

    The EDCOM(, a congressional commission created in the 1990 Joint Congressional

    Resolution signed by them Senate President Jovito Salonga and House Speaker

    Ramon Mitra) report of 1991 revealed the ill situation of the countrys educational

    system highlighting the poor quality of graduates turn-out by HEIs and themediocre graduate education. The enactment of RA 7722 is the EDCOMs

    recommendation to address the continuous decline of the Philippine education

    system.

    CHED designed a program so that higher education can produce empowered and

    globally competitive graduates. Various projects have been created to improve

    higher education, namely: 1. National Higher Education Research Agenda (NHERA),

    2. Expanded Tertiary Education Equivalency and Accreditation Program, and 3.

    Centers of Excellence/Centers of Development1.

    1. Research setsHigher Education apart from Basic Education Research. Itensures the continued growth and development of the entire higher

    education sector. Creating NHERA is CHEDs response to the call for a

    stronger research orientation among the universities. National Higher

    Education Research Agenda (NHERA), formulated in 1996, articulates the

    goals of higher education research as well as the mechanics and concrete

    steps for achieving these goals. CHED has likewise established 12 Zonal

    Research Centers (ZRC) in the country to further promote and encourage

    research in public and private HEIs.

    2. ETEEAP (Expanded Tertiary Education Equivalency and Accreditation

    Program) is an educational assessment scheme that provides an access to individuals

    who wish to earn a bachelors degree through their professionalachievements, non-formal and informal educational experiences through equivalency

    and accreditation. The program was pursued through the issuance ofExecutive

    Order 330 by President Fidel V. Ramos on May 13, 1996 as an outcome of the Recommendation

    of the First Employment Summit in 1995, and run by the Commission on Higher Education, in

    partnership with colleges and universities all over the country Through this program, an individual

    may be granted a diploma for a degree after a competency-based evaluation from established

    equivalency competencies standards and a comprehensive assessment system employing

    written tests, interviews, skills demonstration, portfolio and other creative assessment

    methodologies2. . This program gives a great opportunity to working individuals who werent able

    to send themselves to school but have been very dedicated and efficient to their jobs.

    3. To strengthen and further improve the quality of teacher preparation in thePhilippines, CHED has identified Centers of Excellence (COEs) and Centers of

    Development (CODs) for teacher education. Center of Excellence refers to a

    teacher education program in a higher education institution (HEI), which

    continuously demonstrates excellent performance in the areas of instruction,

    research and publication, extension and linkages, institutional qualifications

    and provides excellent quality pre-service teacher education program to

    meet the needs of progressive teachers for elementary, secondary and

    special education programs. On the other hand, Center of Development

    refers to a teacher education program in an HEI, which demonstrates the

    potential to become a COE in the future. The identified COEs and CODs areexpected to serve as catalyst in attaining and fulfilling the programs mission

    of producing professionally competent and morally upright teacher education

    graduates 3.

    Among the specific roles and responsibilities of identified COEs include the

    following: Act as role

    models / leaders in teacher education programs (TEP); Sustain and enhanceresearch capabilities and upgrade

    professional or research graduate programs in teacher education; Provide

    assistance to agencies / institutions

    within their geographical area of coverage; Undertake activities / projects necessary

    in developing quality

    TEP; Accelerate the development of the TEP through strategic developmental

    agenda and projects; Develop

    quality instructional programs through faculty development and upgrading of

    facilities and library holdings;

    Undertake basic and applied research activities on emerging trends and

    developments in the field of teacher

    This program was focused on strengthening human resources via higher education

    thrusts with quality and excellence, relevance and responsiveness, access and

    quality and efficiency and effectiveness.

    Higher education makes up the backbone of any human resource development

    plan. National development depends on higher education for high level manpower.

    Higher education institutions are looked up as sources of the manpowerrequirements to spur socio-economic growth of the country.

    The seriousness of the present educational system as pointed out by EDCOM

    Report was translated into the enactment of RA 7722; creating the CHED

    (Commission on Higher Education), in 1995, to supervise the tertiary degree

    programs. This change was hopefully could turn out
