The House League Select Program is a hockey program that is based in the House League and should be an extension of that program. Players and their families that choose to participate in a House League Select Program do so because it reflects the attitudes and community affiliation of the House League to which they belong and in which they participate. Therefore, the focus of a House League Select Program should not be to emulate higher levels of competitive hockey, but to offer the values of House League programs to a group of House League players participating in an advanced program.

The ORHC Executive and Board of Directors will determine, prior to the start of the season, based on registration and ice availability, whether the Oakville Rangers Hockey Club will offer a Select program during the upcoming season for each of the divisions.

Teams participating in House League Select Programs, while considered more competitive than House League teams, are an extension of the House League and are intended to reflect the same spirit of community-oriented recreational hockey. Therefore, they should seek to be inclusive and provide as much opportunity as possible for House League players to participate.

MEMBERSHIP ELIGIBILITY All House League Select players must be registered with Oakville Rangers Hockey Club and considered in good standing. In addition to this the following criteria must be met:

• Players that have participated in the ORHC House League program for a minimum of two (2) consecutive seasons

• Players on a bonafide House League team that has separate and distinct practices and games

SELECT SEASON

The House League Select season will begin in November and be concluded in late April. Tryout times and locations for House League Select will be posted on the ORHC website each year. Throughout the season the Select Team will participate in Exhibition Games against other Select teams and will compete in Select Tournaments.

PARTICIPATION RULES

House League Select Players must abide by the following rules. Failure to do so may result in disciplinary action, up to and including suspension and removal from the Select Program:

• A select player’s priority will always their House League team and practice/game schedule. Players with a conflict between their House League commitment and House League Select commitment will honour their House League team first.

• The only exception to this rule is for scheduled Select tournaments. Select teams are given priority for tournament selection.

THE DIFFERENCE BETWEEN A BENCH MANAGER AND AN ADMIN MANAGER

It is important to understand the difference between a Bench Manager and an Admin Manager. The two roles are identical with only one small but distinct difference – Bench Managers are allowed on the bench. Admin Managers are not.

Bench Managers are a part of your bench staff and are included on your approved roster. They need to complete their RIS, Police Clearance, and Gender Sensitivity Course. Bench Managers are allowed on the bench during the game.

Admin Managers do not require a background check or any certifications. They are given access to Sportskeeper to assist with the management of the team, but they are not included on the roster and they are not allowed on the bench. House League Select Teams will typically be made up of seventeen (17) players. This will be comprised of two (2) Goaltenders, nine (9) forwards, and six (6) defensemen. As per OMHA rules, Affiliate Players (AP`s) are not permitted for House League Select teams. A team may roster up to two (2) additional players, up to the OMHA roster limit of nineteen (19).

The Bench Staff will consist of the Head Coach and a Trainer, at a minimum. Each team is permitted up to five (5) people on the bench. Ideally the bench staff with consist of the Head Coach, and Assistant Coach, the Trainer and an Assistant Trainer, and a Bench Manager. All participants in the House League Select Program – players, parents, coaches and team staff – are bound by the ORHC Code of Conduct.

Please see the ORHC Code of Conduct for details https://oakvillerangers.ca/Public/Documents/ORHC_CODE_OF_CONDUCT.pdf

CHANGING ROSTERS

If a player is suspended the roster for the House League Select team will not be altered so that the suspended player can be replaced. If a player chooses to withdraw from a Select team due to injury, illness or other reasons during the House League Select season they are not eligible for a House League Select refund. This player can be replaced as long as this occurs prior to OMHA cut-off date listed in the OMHA Manual, which is the final date that the OMHA will allow for a player can be added to the roster.

EQUIPMENT

It is mandatory that all players in the ORHC wear approved hockey equipment as stated in the ORHC House League Manual and OMHA Manual of Operations. This rule shall be in effect at all times when involved in any game or practice, including tournaments and exhibition play. Failure to comply with this rule may result in a player suspended from participation until the approved equipment rule has been satisfied. Further failure to comply with this rule may result in suspension of the player and team officials by the Division Convenor. This rule will also be in effect for all team officials assisting or participating in any on-ice activity (must wear CHA approved helmet with chin strap done up).

TEAM JERSEYS & APPAREL

Each team will be provided with home and away uniforms including jerseys and socks. To protect the jerseys from damage garment bags are recommended. Garment bags with a Rangers logo are available at Corbett’s.

All Ranger approved (with logo) clothing shall be purchased from the approved distributor as outlined by the league. At this time, this supplier is Corbett’s Source for Sports. Teams should contact Corbett’s for team appointments for sizing of players. No player names on jackets or bags, just numbers

No sponsor bars or sponsor recognition is allowed on player jackets This rule allows returning players from year to year to use the same jacket if it fits without concern for a different sponsor

Referees and timekeepers are automatically assigned to home league games. Managers should check about 30 minutes prior to game that the officials (referees and timekeepers) have arrived. If they have not arrived, a call needs to be placed to the Referee in Chief. Do not assume that if there is a game before your game that these officials will be officiating your game.

Teams will pay referees and timekeepers for all playoff and exhibition games. Referees and Timekeepers must be paid in exact cash prior to the start of the game. Failure to do so may result in the officials’ refusing to proceed with the game. In the case of a Playoff game, this wold be counted as a forfeit. Referees and Timekeepers for a hosted Exhibition Game are requested in Sportskeeper – you would request the officials at the same time you request your Travel Permit. The cost for the Officials varies depending on the Level of play and will be communicated to you when the Officials are confirmed.

• a maximum of 3 House League Select tournaments during the hockey season, maximum one per month

• a maximum of 3 exhibition games per month total

Travel permits are required for all House League Select tournaments, as well as for both home games and away games. Travel Permits should be requested as far in advance as possible and no less than at least 7 days prior to the event. The ice times allocated for the home games will count toward the allocated ice of hours.

BOOKING TOURNAMENTS

It is the responsibility of the Select Coach and the Division Convenor to ensure the Select Tournaments do not interfere with the House League schedule and / or tournaments booked by the House League teams

• Select Teams are expected to have their tournaments selected and booked by September 1st

• House League teams with Select Players are not permitted to book a tournament that conflicts with a Select Tournament – they must work around the Select Tournament schedule.

• HOWEVER – as of September 1st House League teams can start booking their tournaments. They are required to work around the tournaments already booked by the Select Team but if the Select Team books any tournaments following September 1st, they must work around what the House League teams have booked.

• The ORHC will ATTEMPT to reschedule any House League games impacted by a Select Tournament. While the ORHC does prefer to reschedule the impacted games there is no guarantee that will be the case.

GAME & PRACTICE ICE

The following Rules and Policies will be applied to all Select Team Game Ice and Practice Ice:

• Practice ice will be assigned to the coach or team manager by the ORHC Hose League Ice Scheduler and these will be posted on the ORHC website

• Each team will be allocated weekly/bi-weekly practice ice, and 1-2 home game ice a month for the duration of the season (cost of officials for these games are included in the team’s budget allocation)

• Teams have the option of using their practice time for exhibition games. The maximum of 3 exhibition games per month still applies.

Page 11: Last Update: Nathan McAnsh€¦ · 4 | P a g e LAST UPDATE: NATHAN MCANSH | February 5 / 2020 • Players Affiliated (AP’d) to a Rep team, if there is a conflict between the House

While House League Select Teams are not bound by the Fixed Playing Structure, it is expected that all players will receive equitable ice time in all games, including exhibition and tournaments. The phrase “equitable ice time” should not be confused by anyone with the phrase “equal ice time”. However, with the exception of discipline situations, no players are to be benched or have a reduction in their amount of playing time.

The coaches are to roll the lines throughout the game giving all the players the opportunity to play during “power play” and “penalty kills” as exposure to these situations will enhance the player’s ability and build their confidence. The development of all players is the primary consideration of our organization and this includes fair playing time. While it is acknowledged that some players may have exemplified an ability to perform well in key situations, it is expected that the coaching staff will develop ALL players to be able to perform in key situations. The only acceptable reason for a coach to deviate from this is for disciplinary reasons and it is recommended that this tactic only be used in divisions Minor Peewee and above.

It is of paramount importance that the coaches communicate clearly and effectively with the parents throughout the season as to what position their son or daughter will be playing and when changes are made involving the player.

It is strongly recommended that you keep a copy of all your Gamesheets for your records

TOURNAMENT GAMESHEETS

It is no longer required that you submit your Tournament Gamesheets unless there is as GM, GRM, or MP levied against your team. In the case of a GM, GRM, MP it is your responsibility to get a copy of the Gamesheet from the tournament director and submit it to the Tri-County Convenor and the House League VP immediately. There is more information on where to send your gamesheets below.

EXHIBITION GAMESHEETS

Official Gamesheets are required for all Exhibition games. Select Teams do not utilize Electronic Gamesheets - paper Gamesheets can be picked up from the ORHC Office. You are required to submit the Gamesheet for each of your Exhibition Games to the Tri-County Select Convenor. It is fine to sit on your Gamesheets for a little while then send a few at once - typically, most teams submit their Gamesheets once a month.

If you are the Home Team you will:

• Mail the White copy to the Tri-County Select Convenor o Give the Pink copy to your opponent o The Yellow and Green copies are yours to keep

If you are the Away Team you will:

• be given a copy of the Game Sheet by the host team o you must mail that copy to the Tri-County Select Convenor o I would recommend taking a photocopy for yourself first, just in case

WHEN A SUSPENSION INFRACTION IS CALLED

If there are any GM, GRM, or MP penalties in your game you must email the Tri-County Select Convenor and the House League VP immediately following the game with the details of the infraction. If you are on the road you will only report MPs, GMs, and GRMs that were levied against your team. If you are the host you will report the infractions levied against either team:

To reiterate, in the event of a GM, GRM, or MP:

• This must be done immediately following the game

• Home Team is responsible to report GMs, GRMs, and MPs levied against either team

• Away Team is responsible to report GMs, GRMs, and MPs levied against their team only

• Include the following information in your email to the Convenor and VP: o Period and Time of the infraction o Team, Jersey Number, and Player Name of who the penalty was levied against o The penalty code o If you are able, include a scan or a picture of both the front and back of the gamesheet

SERVING SUSPENSIONS and Coaches who are under suspension are not permitted in or near the dressing room area pre, during or post game. Players can practice with their teams during this time. The coach/manager must list the suspended player on the game sheet under suspensions and the number of games – ie: Johnny Hockey, Suspension Game 1 of 3. Coaches and other Bench Staff under suspension must also be listed on the game sheet. Should a coach be rostered to more than one team the suspension will apply to all teams but must be counted toward the team that he/she was suspended from.

Teams wishing to do dance/auction, golf tournament etc. must submit their request with a budget plan prior to the event. A final budget summary of event must be submitted to the office after the event.

Team members should be informed of team fees and what the expectation will be when raising money for team. It should be made very clear to the parents as to how money will be spent and what expenses will be covered. Advise parents of payment options and deadlines for fees.

Every ORHC House League Select coach will hold a parent meeting prior to the start of the season to explain their philosophy regarding ice time and other issues which govern the team’s operation. It is important that there be communication between members of the team. At the initial meeting it is a good idea to take minutes and later distribute to parents. Following are some ideas of items that should be discussed:

1. Introductions of team staff and all others present should take place 2. Team budget / fundraising objectives / parent assessments / etc. 3. Assign a treasurer, if one hasn’t yet been assigned 4. Team rules / League rules / Code of Conduct / Dress Code 5. Tournaments / Dry-Land Training / Social Functions and Events 6. Coaching philosophy 7. Medical consent forms (ORHC website) 8. Player / Parent contact list 9. Committees: i.e., fundraising, banner, communications, stats, 50/50, team clothing, socials, hotel

bookings, restaurant bookings, etc. 10. Conflict resolution 11. Emergency Action Plan

MEDICAL INFORMATION All players are required to fill out a medical information form which will be kept in the strictest confidentiality within the coaching staff and especially the trainer. This form is found on the ORHC website under “ORHC Forms” in the “Trainers / injuries / Concussions” folder. Each team must have a form for each player at all practices and games in case of a medical emergency. Any player that has been injured and/or been under health practitioner’s care must have written permission from said health practitioner before they are permitted to participate in games and practices.

ACCIDENT / INSURANCE REPORTS

In the event of a player being injured while participating in a game or team event, an injury report (found on ORHC website, under ORHC Forms / Trainers-Injuries-Concussions – Hockey Canada Injury Report Form) must be filled out by the trainer and submitted to the ORHC Head Trainer, who will in turn provide it to the OMHA. A copy will be kept on file at the OMHA should a hockey injury claim be made.

The hockey injury claims forms are to be completed by the trainer and parent if a claim is being submitted. These forms are available at the ORHC office. Any player requiring medical attention due to injury will need to produce a doctor’s note to the trainer to return to play.

Teams who are traveling out of province should be purchasing additional coverage, such as Blue Cross, as Hockey Canada insurance program reimburses in Canadian dollars. It should also be noted that expenses incurred while traveling out of province or out of country must be first claimed through OHIP. The claims should be sent to Blue Cross or to claimants health care provider and then to Hockey Canada. Always submit original receipts.

CONTACT LIST It is very important for the manager to have a complete list of players, parents, home addresses, emails, and phone numbers, in case of an emergency or game/practice cancellations/changes. It may help to provide this complete list to all parents in order to assist with travel accommodations of players for games/practices.

This list should also include all Bench Staff, including Non-Parent staff.

TEAM INFORMATION BINDER

A team binder should be kept with the following information:

• Medical History (some trainers will insist on keeping the forms themselves – this is acceptable, the Medical History Forms must be in the arena for every game and practice the team attends)

• Approved Rosters and Travel Permits

• Schedules

• Team Rules / Code of Conduct

• Team info / phone numbers, etc.

The Team Information Binder must be available at all times, including during all practices, games, and tournaments. In particular, the medical information will be required by the attending Physician should the player require medical attention at a hospital.
