II. LAND USE CASES

A. Case 2020-44 Anderson Goshen Campus

PUD Amendment

Developer: Anderson Goshen Real Estate LLC

Engineer: Oates Associates

Staff gave their report on the PUD Amendment. It is located at the intersection of District

Drive and Goshen Road. The original project was comprised of approximately 10 acres. They

will be adding approximately 4½ acres to this development making it approximately 14½

acres. They will be increasing the development from three buildings to five buildings. The

addition will be west of the existing site.

There are a couple minor labeling items staff would like corrected.

1. Sheet 3 label as Green Space.

2. Label existing / proposed right-of-way dedication on Sheet 3.

3. Final Plat should show new phases with existing platted land in background.

4. Update Parking Provided table on Sheet 6 (Phase 3 and total).

Staff also wanted to point out the placement of one sign on the south side of Building 3.

Normally the sign ordinance would not allow for signage at this location because it is not

directly adjacent to a roadway or parking spaces. They are proposing to remove any signage

on the north side of the building and place it all on the south side of the building. Staff is

recommending approval of this modification.

There is also a use modification for permitted uses in the retail building wihich will be located

in the southwest corner of the development. A small box retail building is not allowed in the

I-55 Corridor plan. They are proposing a small box retailer such as pharmacy or bank with

one drive through lane. Staff feels this use would be appropriate within this development.

Diviations from the I-55 Code are as follows:

1. Street wall height.

2. Ceiling height from MOBs

3. Glazing

4. Building widths

5. Awning encroachments

6. Building heights

7. Building footprint

8. Lot/building types

A member from Anderson Hospital was present to speak regarding this development. They

have opened the surgergy center. A therapy building is under construction and planned to be

open the summer of 2021. There will also be an outpatient building planned. There will be

over twenty (20) medical providers within this proposed building. The first floor will provide

imaging and lab services. There will be urgent care facilities including pediatric care from

Cardinal Glennon. This will be a great addition to Goshen Campus. They would love to have

a retail pharmacy on the corner of this development. If not, a bank would work. They do not

have plans for a gas station or convenient mart as that would not be consistant with their

development of this campus. There will be one additional building planned for the

development but will not be construction for a couple of years.

The developer explained the need for a patient drop off area which posed difficulty for

parking. Either way pedestrians would have to cross traffic to access the buildings. They

agree it is not an ideal situation but with the means of crosswalks and appropriate signage, it is

achieveable. After looking at several layouts, it was the best suited for the site.

The board asked if they could limit the small box retail to a pharmacy or bank only. Staff

agreed.

The board discussed with the engineering firm the pedestrian circulation. It was suggested to

add a crosswalk from the northwestern property to the walking path around the water feature.

It was pointed out that this layout is similiar to the site layout located in Maryville.

A member of Anderson Hosptial asked if the small retail building could also include “for

medical uses” instead of just banking or pharmacy uses. The board agreed.

The baord asked if it would be better to use SIC codes to address the medical uses for the

small building. Staff agreed it may be better. They will work with the developers to get the

correct wording when sending the PUD forward.

The developers pointed out they added some addition codes to the narrative. They may need

to review the codes to make sure it addresses the medical uses. They tried to stay within the I-

55 code requirements. The aesthetics will mimick the adjacent surgery center as well as the

rehabilation center.

Staff is recommending approval with the items discussed earlier.

MOTION: Mr.Boline. Move for approval from Plan Commision pending the notes provided

by City staff with the inclusion of wording restricting the usage of the site in the southwest

corner. SECONDED: Mr. Gerber.
