MESSAGE
In furtherance of the Land Registration Authority’s mandate in the protection of the integrity of our Torrens system of land titling and regis-tration, and in consonance with the commitment of HIS EXCELLENCY President Benigno Simeon C. Aquino III towards good governance through his slogan “Tuwid na Daan,” I have the honor of presenting the Accom-plishment Report of the Authority for CY 2010 which is highlighted by: (1) The Land Titling Computerization Program (LTCP), the most impor-tant agency project to date, and is aimed at securing land titles and related documents, preventing the issuance of dubious, duplicate (double) and overlapping titles and providing a speedy lot status verification with a fea-ture on anytime/anywhere query on land research, (2) Drive against fake land titles and (3) Professionalism in the bureaucracy.
This report includes among others, our achievements in income gen-eration which totaled to PhP 4.2B, making the Authority as one of the top five (5) revenue earners of the government; land titling services; Anti-Corruption Campaign and Public Awareness and Information Campaign.
We shall continuously perform towards the highest level of expecta-tion and shall strive to be the premiere agency under the Department of Justice you can be proud of.

The LRA exists for the sole purpose of implementing and protecting the Torrens
system of land titling and registration It is the central repository of all land records involving registered or titled
lands; It issues decrees of registration pursuant to final judgment of the courts in land
registration proceedings causes the issuances by a registrar of deeds the corre-sponding certificates of titles;
It is tasked to issue all subsequent or transfer certificates of title which may
either be issued judicially or administratively; It keeps the title history or records of transaction involving titled or registered
lands; It exercises control over the disposition or alienation of registered lands in ac-
cordance with existing government rules and regulations; It provides legal and technical assistance to the courts on land registration
cases; It extends assistance to other agencies of the government in the implementation
of the agrarian program; It is a revenue collecting agency of the government.

MISSIONMISSION
The Land Registration Authority is mandated to issue decrees of registration and certifi-cates of title and register documents, patents and other land transactions for the benefit of land-owners, Agrarian Reform beneficiaries and the registering public in general; to provide a secure, stable and trustworthy record of land ownership and recorded interests therein so as to promote social and economic well-being and contribute to national development. To achieve this mission, the Land Registration Authority is committed to effectively im-plement the laws and regulations relative to the registration of land titles and deeds; to maintain and foster greater public trust and confidence in the Torrens title through honest, prompt and effi-cient service; to preserve and maintain the integrity of land records; to provide vital, accurate and timely land-related development as well as provide convenient working conditions and adequate incentives to all LRA personnel.
For the successful achievement of this mission, the LRA solemnly commits itself.

The Department on Registration is essentially charged with the primary re-sponsibility of processing and examining documents pertaining to ordinary and cadastral land registration proceedings and the issuance of decrees of reg-istration pursuant to court decisions and orders for the issuance of decrees. It is also tasked with the examination and verification of subdivision, consoli-dation, and consolidation – subdivision survey plans preparatory to their ap-proval by the Administrator. In addition, for purposes of record preservation and security, the Micrographics and Computer Division, under the Office of the Administrator, undertakes the microfilming of decrees of registration, cer-tificates of title, survey plans and related documents.

The Administrator of the LRA is assisted in the management of the agency by the active cooperation, participation and support of two (2) deputy administrators, four (4) department directors, thirteen (13) division chiefs, CARP Program Manager, 168 city and provincial Registrars of Deeds.
The Administration and Personnel Management Department (APMD) is tasked to implement memoranda and circulars promulgated by the Administra-tor with regard to personnel services and requirements, as well as to provide ex-ecutive direction, control and supervision over all employees and activities per-taining to (a) performance of personnel functions such as preparation of ap-pointment, promotion and separation papers, processing of applications for leave of absence and salary and policy loans, and enforcement of civil service rules and regulations; (b) systematic filing and custody of records and docu-ments; (c) procurement, distribution and custody of office supplies and equip-ment; (d) maintenance of hygiene and other healthful conditions in the office building and premises.
The Financial Management Department has the sole responsibility of preparing the annual and special budgets of the Authority and conse-quently the budget execution and control of funds. It maintains and keeps the books of accounts and supervises the bookkeeping work of the Author-ity. It gives technical advice on fiscal matters and prepares performance and fiscal reports. It also undertakes regular management studies of the
Authority’s organizational structure, manpower and operations.

Financial Management DepartmentFinancial Management Department
Serving as legal counsel of both the Authority and the registries of deeds, the Legal Affairs Department has four Divisions under its adminis-trative supervision, namely, the Law Division, Clerks of Court Division, Inspection and Investigation Division and Reconstitution Division. The Law Division has two (2) basic support services: opinion-making and legal research. Under its first function, the Division renders public assistance in the form of replies to written and verbal queries on registrability of titles, deeds or documents, as well as remedies available for specific titling prob-lems and allied cases. The Clerks of Court Division provides assistance to the Presiding Judge of the 4th Branch of the Regional Trial Court of Manila in cases of original title registration, as well as motions and petitions filed after origi-nal registration of land situated in the City of Manila. It is also the Divi-sion charged with the conduct of hearings of consulta cases. In addition, it also prepares reports for the guidance of the courts nationwide concerning petitions for inscription and/or correction of technical descriptions on cer-tificates of title. The Inspection and Investigation Division on the other hand, is man-dated to conduct investigations of administrative disciplinary complaints and charges against erring LRA officials and employees. In turn, the Reconstitution Division is tasked to undertake the ad-ministrative reconstitution of original copies of certificates of title lost or destroyed due to fire, flood and other force majeure.

Its functions are as follows:
Register deeds affecting registered (Act 496) and unregistered (Act 3344) properties as well as deeds affecting personal properties under the Chattel Mortgage Law;
Entry and issuance of original certificates of title pursuant to judi-
cial decrees and patents; entry and issuance of all transfer certifi-cates of title pursuant to registration of all subsequent dealings vol-untary or involuntary, on registered lands;
Collection of entry, registration, Information Technology (I.T), legal
research and assurance fund fees in accordance with the rates pro-vided by law;
Reconstitution of lost certificates of title in accordance with the
provisions of Republic Act No. 26 as amended by PD 1529; Cooperation with other agencies of government in the collection of
taxes and fees such as the land transfer tax, capital gain tax, donor’s gift tax, estate tax, real estate tax, residence tax, privilege tax;
Cooperation with other government agencies regarding the land re-
form program under PD 27 by requiring fulfillment of land reform requirements previous to registration;
Repository of all titles, deeds and records within the limits of its ju-
risdiction.

Registries of Registries of
Under the Comprehensive Agrarian Reform Law (CARL), the LRA is mandated to provide direct assistance to the Department of Agrarian Reform (DAR) and other government agencies involved in the implementation of the CARL, particularly in the registration of Eman-cipation Patents (EPs), Certificates of Land Ownership Awards (CLOA) and Free Patents (FP). Since the LRA is the guardian of the Torrens System of land registration in the country, it is also duty-bound under the CARL to see to it that no disposition or alienation of agricul-tural lands is done unless properly authorized by said law. The role of the LRA in the implementation of the CARL is considered crucial because there can be no distribution of land titles to the farmers – beneficiaries unless the same are registered with the Reg-istries of Deeds (RDs). Aware of this responsibility, the LRA is closely monitoring the RDs’ performance under the CARL to ensure that its CARP registration targets are accomplished.

To closely monitor the attendance of LRA personnel, a Memorandum dated 18
November 2010 was issued purposely to curb the old yet prohibited practices of the
personnel in leaving their post during office hours and not for official business.
Aimed at Improving the work ethics of our personnel and to raise the level of
professionalism, Memoranda dated 13 August 2010 and 26 August 2010 were issued
requiring all officials and personnel of the central office specially those in the field of-
fices to be in their respective places of work by 8:00 A.M. up to 5:00 P.M. daily under
pain of administrative liability ( following a mandatory 8 hour daily work ) .
Also, all employees were mandated to attend the Monday flag raising ceremony.
This occasion is an opportunity for the management to directly inform the employees of
all incoming or forthcoming activities, current issues and concerns and other priority
matters of the Authority.
Another Memorandum dated 12 August 2010 was issued setting maximum time
limits within which various kinds of transactions are to be completed ( i.e. 5 days for
certifications and 20 days for transfers ) . This maximum limit will be further shortened
based on the demands of the service. The purpose is to fast track the processing of
transactions and to eradicate corruption caused by delays.
REVENUE GENERATIONREVENUE GENERATION
Total accumulated collection during the year was Php 4.249 B.
Percentage wise, we have accomplished 157% against our Revenue
target of Php 2.7 B for FY-2010 or an excess of 57% or Php 1.549 B for the
year. The total collections of Php 4.249,117,506 were composed of Php

COMPUTERIZATION PROJECTCOMPUTERIZATION PROJECT
An independent IT expert was hired to make an in-depth assessment of
the computerization program, re-study the concept vis-à-vis the gains of the pro-
gram and to determine any possible flaws or weakness of the same.
Establishment of “ Anywhere – to – Anywhere ” CCV kiosk similar to
LTO branch offices is now in progress at the Micrographics and Computer Divi-
sion for pilot testing. This will enable the public to verify documents and/or se-
cure certified true copies of titles from any Registry of Deeds nationwide and
these will soon be located in malls and other convenient areas. However, to
date, said CCV Kiosk is now functioning and servicing the public regarding Que-
zon City RD titles.
To promote a faster and more efficient payment and collection of Capital
Gains Tax on the sale of real property before transfer of title to the buyer, we
have initiated talks with Commissioner Kim Henares of the BIR to electronically
link the LRA with the BIR data bases. The intention being is to minimize or re-
move any need for manual intervention and promote efficient and faster turn-
around time for all transactions requiring payment of taxes. Example. The pay-
ment of capital gains tax on the sale of real property and the issuance of the cor-
responding certificate authorizing registration ( CAR ) will be done at the BIR
and electronically transmitted to the concerned LRA Registry who will then cause
the necessary transfer of title. Note that under this scheme, there is no room for
“ n egotiations ” or any “ arrangements ” for the amount of taxes to be paid.
An Administrative Order was issued on October 8, 2010 forming the LRA
Technical Working Group to spearhead the connectivity effort. The Technical
Team of both the LRA and BIR have been meeting regularly to finalize the link-
ages as the undersigned and Commissioner Henares have imposed a deadline
to effect the link not later than December this year.

DRIVE AGAINST FAKE LAND TITLESDRIVE AGAINST FAKE LAND TITLES Full implementation of LRA Circular 98-12 and LRA Circular 98-12-B which authorizes
RDs to confiscate patently fake titles that are transacted in their Registries and to make a list
thereof for proper investigation and action. From January to December 2010, total of two hun-
dred nineteen ( 219 ) fake titles have been confiscated from Cavite, Quezon City, Calapan,
Oriental Mindoro and Calamba, Laguna and are now under investigation.
Strengthened the Task Force Titulong Malinis ( T FTM ) by reviving linkages with the
NBI and the OSG to go after professional syndicates of fake land titles as well as filing of neces-
sary charges against them. At present, LRA has endorsed a total of 36 cases to the OSG for
the institution of proper legal action and a total of 81 cases were forwarded to the NBI for inves-
tigation.
Requested and was granted by Sec. Leila Delima of the DOJ for the detailing of nine
( 9 ) prosecutors for augmentation of the TFTM.
Entered into special arrangements with the DILG ( t hrough Usec. Puno ) and formed an
investigating team with the help of private sector and lawyers. The team will develop cases
while going after known syndicates and other people involved therein. Owing to the available
opportunity, Tagaytay City is the lead area of this operation.
PUBLIC AWARENESS AND EDUCATIONPUBLIC AWARENESS AND EDUCATION
Established an LRA website which is now available online and can be accessed through
http://www.lra.gov.ph as a means to disseminate information to the public such as but not lim-
ited to: information on the latest services and achievements of the Authority; an overview of the
Land Titling Computerization Project and other ongoing plans and programs of LRA; the docu-
mentary requirements for the different kinds of transactions; the addresses of LRA central of-
fice and Registries; relevant and current notices from the Authority and to provide a means for
the transacting public to air concerns. To date, the public can verify the status of their transac-
tions using the Electronic Primary Entry Book ( E PEB ) number thru the agency website.
Publication of the LRA Newsletter on the second week of December 2010. This is one
of the information dissemination medium wherein the significant activities, plans and programs
of the Authority can be known to the public and to the employees in the field.
HANDOG TITULO PROGRAMHANDOG TITULO PROGRAM
Institution of Handog Titulo Program through the various Registries of
Deeds in coordination with the LGUs and the LRA-CARP, which is in line
with the present thrust of the government to alleviate the condition of the
country ’ s poor and to accelerate the delivery of titles to bolster registration
and revenue collections.
During the year we have registered and issued titles totaling 4,119
Emancipation Patents ( EPs ) containing an area of 4,461.104 hectares
and 33,442 Certificates of Land Ownership Award ( CLOA ’ s ) containing
an area of 93,361.9545, hectares and we have also distributed 71,707 Free
Patents with a total area of 78,834.6691 hectares nationwide.
ALLIED SERVICESALLIED SERVICES
Conducted a national summit with stakeholders ( real estate brokers
and developers and bankers ) last October 16, 2010 at the Crowne Plaza
and several follow-up meetings thereafter, to address matters such as: pro-
cedures to expedite processing of their requirements, determining their ac-
tive roles in curbing fake titles and formalized their participation in the main-
tenance of the integrity of our Torrens System. Also discussed was the need
for public awareness and education in dealing with land sale and develop-
ment, the enforcement of the legal term “ caveat emptor” or buyer beware
provision of the law and the possible necessity of adopting a nationwide
educational and awareness campaign against fake titles. The event was
sponsored by the stakeholders.
