INTRODUCTIONGladman Developments Ltd have successfully invested in communities throughout the UK over the past 25 years, developing high quality and sustainable residential, commercial and industrial schemes. These boards illustrate our emerging outline proposals for a new residential development on the Site located at Land off Tollbar Way, Hedge End, Eastleigh.
The purpose of the public consultation process is to outline the details of the draft scheme and seek comments from the local community which will be considered before the outline planning application is lodged with Eastleigh Borough Council.
The SiteThe Site is located to the north west of Hedge End, to the north east of the M27 junction 7. The Site comprises grassy fields in agricultural and pastoral use. It is bound to the south east by residential properties, Tollbar Way and Berrywood Business Village; and to the north west by Bubb Lane and Moorgreen Road, a crematorium, garden centre and a small number of properties.
A Sustainable LocationThe Site is sustainably located with good access to a range of services and facilities within Hedge End. It also has convenient access to the public transport network. The nearest bus stops are located approximately 150m to the south and north of the proposed access point on Tollbar Way. The bus services that run along Tollbar Way provide connections to a number of surrounding towns and villages including central Eastleigh, Bishops Waltham, Botley and Boorley Green. The Site is also located approximately 1.1km from Hedge End train station, which offers trains to London and Portsmouth.
The Need for HousingEvery Council is required by the Government to significantly boost the supply of housing and to make planning decisions in light of the presumption in favour of sustainable development.
Whilst both Local Planning Authorities suggest they have a robust housing land supply, more housing and additional deliverable sites are required in order to meet this demand and maintain this five year housing supply, as required by National Policy.
The ApplicationGladman Developments Ltd intends on submitting an outline application for up to 140 new dwellings to Eastleigh Borough Council. This application will establish the principles of development with all matters reserved. All other details would form part of subsequent Reserved Matters applications if outline planning approval is granted. The outline proposals currently include the following:
Up to 140 new homes of varying sizes, types and tenures (including up to 35% affordable housing).
Indicative vehicular access point off Tollbar Way with numerous pedestrian connections connecting the Site to the wider Public Right of Way network.
New publicly accessible greenspace incorporating the existing vegetation along the boundaries of the Site and the addition of woodland hedgerows and orchard planting.
A new children’s play area.
A sustainable drainage solution to manage surface water run-off, such as attenuation basins or ponds.

HISTORIC MAPSThe following historic maps show how Hedge End and the surrounding area has grown over the past 145 years.
In 1871-72 the railway line to the north and the local road network north west of the Site, including Bubb Lane were present. The public footpath across the Site and the track along the south western boundaries were evident.
By 1957 little had altered locally, with limited development. After 1957 gradual growth of Hedge End occurred, escalating from 1977 to the present day. The M27 motorway was constructed between 1975 and 1983, effectively severing Southampton from Hedge End. As can
be seen comparing the 1910-11 and modern day maps, Hedge End has grown to meet Tollbar Way, with remaining areas of land being infilled with residential development and areas of public open space over the past 15 years. There are a range of housing styles of varying scale, character and density.
As can be seen from the aerial photograph, green corridors have formed through the new areas of development where pockets of woodland once existed. The proposed development will integrate into this green network through the retention of the majority of trees and hedgerows on Site.

03 THE SITE
The Site is located adjacent to the northern edge of Hedge End, to the north east of junction 7 of the M27. It comprises 18.88 hectares of agricultural and pastoral land. The Site is characterised by relatively flat grassed fields of medium size which are influenced and enclosed by the surrounding residential areas, employment areas and settlement fringe uses including a cemetery and garden centre. The fields within the Site are divided by low trimmed hedgerows, with occasional hedgerow trees and ditches. Significant tree belts and woodland blocks border the southern Site boundary, with the wooded rail corridor providing containment to the north. The countryside to the west of the Site is fairly flat and is characterised by tree-lined hedgerow boundaries with a small number of coverts which together limit views across the landscape.

04 EXISTING LOCAL CHARACTER

LANDSCAPE AND VISUAL ENVIRONMENTThe existing settlement edge of Hedge End adjoins the southern Site boundary along Tollbar Way. The Site boundaries are generally defined by hedgerows, with a significant tree avenue defining the south western boundary. A public bridleway follows this edge, connecting Grange Park to Moorgreen Road. It is identified as a ‘Strategic Green Infrastructure Link’ by Eastleigh Borough Council. To the north of the Site, woodland follows the railway line and visually separates the Site and Hedge End from the land to the north. A public footpath passes through the woodland, parallel to the railway line and is also identified as part of a ‘Strategic Green Infrastructure Link’ by the Council.
The surrounding area comprises farmland with hedgerows, trees and tree belts which extend to a low ridge of land just to the north west. A modern crematorium lies adjacent to the north western corner of the Site, and to the west is a garden centre and residential properties, including a line of properties on Moorgreen Road. There are fields, woodland and allotments to the south which screen views to the M27 and Southampton beyond. The Moorgreen Meadows Site of Special Scientific Interest (SSSI) lies to the south of the Site.
LOCAL BUILDING STYLESThe estates within proximity of the Site overwhelmingly comprise modern residential development. Many of these reflect examples of the traditional housing character, such as half-hipped roofs, chimneys, timber and tile details, however there are few original examples of traditional buildings in the area. These older buildings generally comprise farm buildings and isolated properties located within the wider landscape. Traditionally properties are 2 storeys in height, with red brick and white/cream rendering typically used throughout the town.

05 SITE ANALYSIS

LOCAL FACILITIESThe Site is sustainably located close to Eastleigh and Southampton, with bus services available to the City Centre, and next to Hedge End which supports a train station (approximately 1.1km from the Site). Hedge End train station offers services to London Waterloo and Portsmouth Harbour. The Site is also near to major retail and employment sites and has good connections to foot and cycle paths. Wellstead Primary School is located approximately 500 metres from the Site.
Bus stops are located along Tollbar Way, the nearest of which lies 150m north and south of the proposed access point. The existing bus services that run along this route provide connections to a number of surrounding towns and villages, including central Eastleigh, Bishops Waltham and Botley.

06 SITE ANALYSIS
KEY CONSIDERATIONSWe have undertaken a thorough assessment of the Site and its surrounding in order to identify the features which should be protected, retained and enhanced as part of the development proposals. These considerations provide the opportunities and constraints for development and have been used to inform the preparation of the Development Framework Plan.
The Site presents the opportunity to create a sensitively designed new development in a location that is closely related to the existing settlement form in this part of Hedge End. Analysis of the Site shows that it is well-enclosed by existing landscaping to its boundaries and that views into the Site will be limited by new and existing intervening landscaping.
The development has been designed to respect and retain the individual characters of Hedge End and Southampton with much of the Site remaining undeveloped which will help to ensure the separation between the settlements.

07 FRAMEWORK PLAN

The new homes will vary in size, type and tenure. Most of the homes will be 2 storeys in height, although it is considered that a limited number of 2½ storey dwellings could be accommodated to provide interest to the development’s roofscape.
The development would be set within an attractive network of open spaces, which will create an attractive setting for the new homes. These areas of open space will contain new landscaping, new routes for walking and a new children’s play area.
The assessment of the Site and its setting has helped to inform the preparation of the Development Framework Plan. The outline proposals provide for up to 140 new homes including a mix of house types, sizes and tenures. A number of design principles have influenced the development proposals for the Site. These principles include:
Vehicular access to the development will be from Tollbar Way. The loss of any existing trees or hedgerows will be mitigated with new tree and hedgerow planting within the adjacent areas of public open space.
Two proposed attenuation basins, located in the east of the Site, will be provided as integral parts of the development’s green infrastructure. The basins will store water during periods of heavy or persistent rainfall in order to maintain run-off from the Site to create an attractive new landscape feature.
