Objectives

Introduction
• A successor Project to two previous successfully
implemented land admin projects,
i.e. Ethiopia – Strengthening Land Administration
Program (ELTAP) 2005 – 2008; and
Ethiopia – Strengthening Land Administration
• ELTAP & ELAP were pilot Projects implemented in the
four regional states of Amhara, Oromia, SNNP, and
Tigray, Afar & Somali:
• piloted rural lands surveying and registration using
various measuring equipment and systematic parcel various measuring equipment and systematic parcel
based registration system.
• assisted regional states in developing their land
administration and use laws;
• introduced Public information and awareness campaigns
to make landholders know their land rights & their duties
• Built the capacity of federal and regional land
administration agencies

printed and distributed

• A particular emphasis of ELAP was developing the
pastoral land policy & legal framework in Afar and
Somali regional states:
• Afar regional state issued a pastoral lands • Afar regional state issued a pastoral lands
proclamation, regulation and guideline
• Somali regional state approved its pastoral lands
policy and proclamation
Land Administration to Nurture Development
(LAND) 2013 - 2018
LAND is:
A project implemented by GoE with USAID funding. A project implemented by GoE with USAID funding.
Tetra Tech ARD of USA, is contracted to provide
technical assistance and project management services
Project activities are implemented with & through the
Ministry of Agriculture’s Land Administration and Use
Directorate (MOA/LAUD) & the regional land
administration bureaus of Afar, Amhara, Oromia, Somali,
SNNP, and Tigray.
LAND has four Components:
• Improving legal and policy frameworks at national
and regional levels;
• Strengthening capacity in national, regional, and • Strengthening capacity in national, regional, and
local land administration and use planning;
• Strengthening capacity of Ethiopian Universities
to engage in policy analysis and research related
to land tenure and train land administration and
& land use professionals ; and
• Strengthening community land rights in pastoral
& agro-pastoral areas to facilitate market
linkages and improve pastoral livelihoods
Project Achievements to Date
Under Component 1• a study on the implementation of the rural land
administration laws in Amhara and SNNP commissioned
• Somali regional state being assisted in drafting the • Somali regional state being assisted in drafting the
pastoral lands administration regulation
• MOA being assisted in amending rural lands
administration and rural lands registration proclamation
• Commissioning Bahir Dar, Debub, Haramaya; and
Mekele universities law schools to develop rural land
laws and property rights training manuals for their
respective regions
Project Achievements to Date Under Component 1
• A national workshop on land use policy & land use
planning being organized;
• Land law training for woreda and zonal
administration staff in Afar, Tigray and Somali
regional states conducted
Project Achievements to Date Under Component 2:
• post graduate program study at Bahir Dar University,
ILA started for 42 land administration experts from the
regionalregional
states of Afar, Amhara, SNNP, Oromia, Somali, Harrari,
Beneshangul and Gambela and city administraitons of
Addis Ababa & Dire Dawa
• CORS in Jimma, Gondar, and Addis were made
operational for EMA
Project Achievements to Date
Under Component 3:
• A network of land research and development called
ETHIOLANDNET established to promote research on
land issues in Ethiopia and provide a forum for land issues in Ethiopia and provide a forum for
discussing and exchanging information on land issues
being formed
• Ethiopian institutions working on land research and
development are members
• Bilateral & multilateral institutions working on land
matters will be invited to join the network
Project Achievements to Date
Under Component 3:
• A competitive research grant scheme established to
promote research on land issues. The first round of promote research on land issues. The first round of
grants is being processed.
Project Achievements to Date Under Component 4:
• A study in the pastoral areas of Oromia is being
conducted to document the communal land tenure and conducted to document the communal land tenure and
governance situation in order to inform drafting of the
Oromia pastoral communal lands registration and
governance regulation

pastoral land rights and related issues was initiated
& established at regional and zonal levels.
Significance of LAND to agricultural development and
inclusiveness
• Ensuring tenure security of farmers and pastoralists is
indispensable for agricultural productivity and
environmental protection
• Land policies and laws should be strengthened to ensure
tenure security of farmers and pastoralists
• For policies and laws to be properly translated and
implemented, public institutions should be strengthened.
• Laws and policies should also be strengthened to protect
& ensure the equal rights of omen & other vulnerable
groups.
• LAND is working in all these areas that are fundamental
and basic to agricultural productivity & inclusiveness
