Bettelyoun advised the board that the 2019 road project will be County Road #11. Bettelyoun would like to hire Brosz Engineer- ing for the administration of the road project and American Engi- neering for gravel testing. Motion made by Bear Runner, seconded by Yellow Bull, to approve the hir- ing of Brosz Engineering, Inc. for the CR #11 Road Project. Discus- sion was held on not having one of the contracts at this time. Motion withdrawn by Bear Runner and Yellow Bull. Discussion was held about not having a tax moratori- um. Oglala Lakota County sells tax certificates. Rhoe would rec- ommend that they continue to do so. Prairey Walkling, SDSU Ex- tension and Aminah Hassoun, 4-H, met with the board to pres- ent programs that are available. Community gardens and canning could be a possibility. A park in Kyle would be another thing that could be done. Funding is avail- able for these programs and ed- ucational opportunities are also available. Discussion was also held on the possibility of a coun- ty fair. The typical cost of a fair is $5,000.00 per county. Joe Herman, Sheriff, met with the board. ment PlanThe Oglala Sioux Tribe Depart-

ment of Transportation will be hosting a public meeting for the 2019 - 2023 Tribal Transportation Improvement Plan (TTIP). The meeting will be held February 20, 2019 in Pine Ridge, South Dakota at the Oglala Sioux Tribe Depart-ment of Transportation Building from 4:30 p.m. to 6:30 p.m.

The TTIP is a multi-year fi nan-cially constrained list of proposed transportation projects devel-oped by OSTDOT and derived from the Long Range Transporta-tion Plan and Pavement Manage-ment Plan.

The purpose of the meeting is to solicit comments/sugges-tions from the general public and agency/department personnel on the draft 2019 – 2023 TTIP. Copies of the draft TTIP will be available to review at the meeting.

Oglala Lakota County Board of Commissioners has set a hear-ing to be held on March 1, 2019 at 10:30 a.m. to determine if the County shall continue contracting with owners of private roads with-in Oglala Lakota County for emer-gency maintenance. Maintenance of private roads by the County is authorized by S.D.C.L. 31-11-41 – 31-11-45.

The DDC System shall be HTML5 web based and accessi-ble from any PC, mobile device, or tablet without the use of ad-ditional software or apps. Floor plan and equipment graphics shall be provided. The system shall have a (3) year parts and (1) Year warranty.
