The new directory sign was finished last Friday (Jan. 16), though it’s 12 plates still remain empty. Despite the fact that we’re still months away from the annual flood of visitors in the summer, the Town of Lake Cowichan’s Chief Administrative Officer Joe Fernandez explained that the sign can serve the community all year-round. “Downtown beautification was one of the ideas [behind the sign],” Fernandez said. “Signage is an issue a lot of communities are tackling. Visitors want to know where to go, they want to know where to find the arena, the bank, the lake.” The idea of a new sign came up several months ago, as town council was discussing new sign regulation bylaws, which mostly concerned signs on or in front of commercial buildings. “The sign was initiated by by the advisory planning commission,” Fernandez said. “Council was dealing with signage bylaws, so it made sense to take the opportunity to look at civic signage.” The 12 plates on the new sign will be rented out to local businesses, and the Town of Lake Cowichan is currently looking into renting them out in five-year periods. Should a business close during that five-year period, the plate would be taken down, without reimbursement. “[The plates] should be up as soon as we can convince people to get their names up there,” Fernandez said. “There was a lot of interest in the sign initially, but since we’ve put the sign up, nobody has phoned and asked me.” A certain number of plates on the sign will be set aside for civic buildings, such as the Cowichan Lake Sports Arena, “depending on the level of interest” from private businesses, according to Fernandez. As the recently lifted boil water advisory remains a hot topic in Lake Cowichan, there has been discussion within town council of how the town can get the word out quicker in any similar scenarios in the future. One idea that came up was to post advisories to town signage. —Continued on page 2 WEDNESDAY, JANUARY 21, 2015 | VOL. 19, NO. 3 | $1 + GST | www.lakecowichangazette.com PAGES 11-13 Sign directs visitors to local businesses PAGE 3 Minor Hockey: The annual hockey jamboree is back. Plans for columbarium move ahead, council hopes to have plans by the end of the year

Drew McLachlanLake CowiChan Gazette

After spending some time on the back burner, the process is moving along for Lake Cowichan’s proposed columbarium.

A columbarium is a public storage facility which allows for funeral urns to be stored inside.

“Right now our planner’s looking at where we can situate one,” Mayor Ross Forrest said. “We’re looking at the requirement for putting one up — we’re still not sure what type of zoning or other requirements are necessary.”

Forrest said that he hopes to have plans set in place by the end of the year, though having a budget ready in 2015 seems unlikely right now.

“It depends on when

we get the report back,” he said.

The idea of putting a columbarium in town was first brought up last spring, during a public meeting in which Forrest discussed the idea with local business owners and residents.

“When it first came up, everybody was very positive about it,” Forrest said. “We’ll be talking to them again, once we get further with this.

“When it came up at the public meeting, people were saying that the town doesn’t have a cemetery, and people who have lived here their whole lives want to stay here after.”

Joe Fernandez, Chief Administrative Officer for the Town of Lake Cowichan, confirmed that a study had already been done in the past that determined that Lake Cowichan

doesn’t have land for a cemetery.

“A columbarium would be the next best thing,” Forrest said. “It would give residents the opportunity for their ashes to remain in Lake Cowichan.”

Although the columbarium is still in its early planning stages, Forrest said that he’s yet to see any opposition to

the idea, either from the public or council.

Councillor Tim McGonigle has been one of the people on board with the project since it was first brought up in April.

“You can live here,

you just can’t live here and die here,” he said. “This has always been an issue as long as I’ve been at the table. It’s

an excellent idea that doesn’t need to be a full blown cemetery. It’s also a provincially legislated service but you don’t need a lot of room for it. It’s just for cremations and urns.

“It’s not a money maker so if we’re looking to make money off it we’re in the wrong business. It’s a place for people to pay their respects.”

While the financial and other requirements needed to move ahead with the columbarium are still to be seen, Forrest said he is looking forward to seeing the plans being finalized.

“It’s all about giving people a place to go and visit,” he said. “We’re an aging community and now is the time.”

No place to rest: While Lake Cowichan may lack a graveyard, the proposed columbarium would let residents stay in town

”“It was brought up in a public

meeting last year. People were saying that the town

doesn’t have a cemetery, and people who have lived here

their whole lives want to stay here after.

Ross Forrest

New sign the first of several: Three smaller pedestrian signs planned, locations under consideration

—Continued from the front page

Fernandez said that should another boil water advisory or watering restriction be issued to Lake Cowichan, it would appear at the entrance to town or the town hall, rather than be posted on the new sign.

The Town of Lake Cowichan budgeted just under $16,000 for the new sign.

The town is also planning on installing

three more signs, and is currently looking at different options for location. Tentative locations include outside the Cowichan Lake Sports Arena, outside of town hall and near the “cougar sign” on South Shore Road.

While the first sign is larger, and designed to be read from a vehicle, the other three will be smaller and designed to be read by pedestrians, which means they will also be cheaper for the town.

Councillor Bob Day suggested the town should have a separate rate for small, independent businesses, in order to give them more exposure.

“[Separate rates] are something we’ll be looking at,” Fernandez said. “We’re still looking at different options.”

COWICHAN NEWS LEADER

Rock of the Woods has yet to nd a permanent home community during its half-decade in Cowichan.

A meeting next Thursday could determine if that pattern will continue.

A relatively small summer music festival featuring West Coast indie rock acts and catering to a mostly 20-something audience, Rock of the Woods moved to Sahtlam last year after earlier runs in Bamberton and Glenora.

Although police and media reported crowds at the event — staged on a private property bordering the Cowichan River during the last weekend of July — were well-behaved, its lead-up was punctuated by a series of concerns and questions by area residents.

High on their list of grievances was a lack of public consultation prior to its approval.

Thursday’s meeting is an attempt to rectify that.

“What is unique about this meeting is that it will be

the rst of its kind under a new temporary use permit bylaw that was created for events over 250 people in Cowichan Valley Regional District Area E,” Rock of the Woods community outreach co-ordinator Kelly Black said.

“The CVRD generally does not have zoning or other bylaws in place for large events and we are, in essence, the test case for how this new Area E bylaw and process works.

“This meeting should prove interesting, not only to hear from the festival and residents about the future of this great community music event, but also to better understand how this new process works.”

Because Rock of the

Woods 2014 was expecting less than 500 attendees, it was not subject to a vigourous public approval process. This new process was instigated by previous Area E Director Loren Duncan in the wake of letters and a petition last spring from people concerned about noise, traf c safety, alcohol and threats to riverside habitat.

News Leader Pictorial reporter Peter W. Rusland reported well-behaved good

times during his visit.“Woodheads of all ages

were soaking up rays, frolicking in the river’s super-cool swimming hole, playing games such as bean-bag toss, sipping a beverage, enjoying lunch, and listening to a bunch of bands on the

single stage perched on private property in Sahtlam, owned by hosts Sarah Devito and Clay Frost,” he wrote in July.

This year’s festival is scheduled for the same Sahtlam property at 4383 Irvine Drive, called the Rock of the Woods Ranch.

Promoter Dave Bain said the festival worked hard to address neighbourhood concerns and aimed to set a new standard for environmental sensitivity and sustainability with car-pooling and on-site recycling. It features overnight camping and markets itself as family-friendly.

The CVRD wants to hear from you how successful they were before approving a sequel.

The Jan. 22 meeting is scheduled for 7 p.m. at the Sahtlam Fire Hall, 4384 Cowichan Lake Rd.

‘Hippie’ science is easy, and wrong

Tom FletcherBLACK PRESS

Did you do a “cleanse” to start the year? A diet or supplements to, you know, “detox” your body?

Please, if you did, I don’t want the details. I’m here to discuss the underlying assumptions of this fad. TV presenter Dr. Oz is a promoter of various schemes, soup diets and the like, but there are many books and consumer products being ogged.

“Supplements, tea, homeopathy, coffee enemas, ear candles and foot baths promise you a detoxi ed body,” writes Ontario pharmacist Scott Gavura, who treats cancer patients with medicine’s most potent drugs.

Frustrated by the pharmacy industry’s willingness to cash in on fake cures for nonexistent conditions, Gavura began contributing to ScienceBasedMedicine.org, where you can search “detox” to nd his takedown of this notion.

He traces the roots of puri cation rituals in religious and medical history, such as when patients were bled with leeches.

Actual “detox” is administered in hospital for those with dangerous levels of drugs, alcohol or other poisons. Credible physicians abandoned theories of “autointoxication” in the 19th century.

“Today’s version of autointoxication argues that some combination of food additives, salt, meat, uoride, prescription drugs, smog, vaccine ingredients, GMOs and perhaps last night’s bottle of wine are causing a buildup of ‘toxins’ in the body,” Gavura writes. “And don’t forget gluten. Gluten is the new evil and therefore, is now a toxin.”

Gluten-free products now occupy whole sections of grocery stores, not far from the pricey “organic” produce that may or may not be tested for synthetic pesticides.

Living in the Lower Mainland 20 years ago, I noticed people lugging big plastic jugs to the grocery store to ll with water. Metro Vancouver is a rainforest, with some of the best tap water in the world, so I wondered what they were trying to avoid.

Discreet inquiries yielded similar answers. Aside from the odd superstition about chlorine

or uoride, they had no idea at all. They didn’t know about the Coquitlam reservoir, or ozonation, or what they were buying, which was essentially municipal water run through a lter. They had been convinced to pay $2 for water in plastic bottles, and this somehow led to the conclusion that their tap water is only t for washing clothes and driveways.

Vaccinations? Don’t get me started. In the past year I have had an argument with a registered nurse at a blood donor clinic, annoyed that the health ministry denied her imagined “right” to infect frail patients

with in uenza, and with a veteran politician who only recently overcame a vague taboo against putting vaccines in her body.

It’s no wonder people constantly fall for enviro-scares like toxins from the Alberta oil sands that are actually concentrated in cities where all that fuel is burned, or the threat of genetically modi ed canola oil, or smart meters. The media are frequently part of the problem, lacking scienti c literacy and preferring con ict over common sense.

Take Vancouver (please). The mayor rose to fame with a

company that sold overpriced imported tropical fruit juice in single-serving plastic bottles. Calling it “Happy Planet” convinced a new generation of urban rubes that they’re doing something for the environment. Plus, there are “no chemicals” in it, to cite the central myth of hippy science.

At the risk of giving you too much information, I did a cleanse last year. It was for a screening colonoscopy, one of many that have taxed the B.C. health care system since a new test was added to the standard medical checkup.

Try that one if you’re over 50.

B.C. Views: Dietary cleanses have continued to grow in popularity, but is today’s fad any more scienti cally sound than yesterday’s?

Bernie Wildy“It just started this week so I did the organic thing separate from the garbage. It seemed to work out well.”

Russ Mitton“It seems to be working

ne, I managed to put it out on the street right so they could pick it up. The bins are a good size, its working.”

Dale Sharp“I just moved here and got a yellow recycling bag but they wouldn’t pick up newspapers. I’m single and live in an apartment, so the amount of garbage I have is minimal and I don’t have the organics pickup yet.”

Mike Cronin“Being as it’s the rst week they were a little slower, but I think that will improve. The containers are a good size.”

Ron Brown“When I put out the bins I must have put them too close together because we got one of those yellow notes explaining how to place them. I went out when the truck came and talked with the guy and he helped me out.”

Photos Malcolm ChalmersMusic in the Lake: Winter Nights returned to the 50 Plus Seniors’ Centre for an encore performance last Saturday (Jan. 17). The Good Times Band, which features Music in the Lake coordinator Elvin Hedden, opened the night before local musicians Ray Harvey and Jack Gunderson (pictured) hit the stage. The duo headlined the night with a setlist lled with classic rock covers. The event was the second in the Winter Nights series, after the Cowichan Valley Swing Band’s performance in November. Hedden said the February and March events are already in the planning stages.

Resignation leaves Lake Days leaderlessDrew McLachlanLAKE COWICHAN GAZETTE

After six years as executive chairperson for Lake Days, Bob Day announced yesterday (Jan. 20) that he would be stepping down from the volunteer position.

Day cited personal reasons

for his departure.“I could return as

chairperson, but I’ve chosen not to — I have other things I want to do in my life,” Day said.

As executive chairperson, Day coordinated the Lake Days volunteers and oversaw the week’s events.

Although Day had already announced he would be

departing after last year’s Lake Days, nobody stepped up to run for the position during the group’s annual general meeting earlier this month.

Now that Day has stepped down, the Lake Days Society has been left without a leader and is facing an uncertain future.

Day speculated that if

his position is not lled by another volunteer, the Lake Days Society may hire a paid employee to take the position, which would likely affect the admission price to the event for residents and visitors. He said that another option would be to continue some of the events, but without the Lake Days banner.

He also speculated that a sense of complacency and intimidation may have kept any residents from pursuing the position.

“I hate to scare people away, but for me the position was like running a business,” Day said. “It’s starting now, I’m getting about half a dozen phone calls a week, and I typically have to take a

week off work before Lake Days starts.”

The Lake Days Society will be holding a second AGM and election next Saturday (Jan. 31) in the Country Grocer meeting room at 3 p.m.

The annual Lake Days celebrations are still planned to take place from June 7 to 14.

Next in the series of former Lake Cowichan mayors features Mack Frederick Wise, widely known as “Bing” Wise. As a young man, Wise “rode the rails” out of Alberta to British Columbia, soon nding his way to Duncan where he met and married his wife Dot. In 1951, the family moved to Lake Cowichan where Wise managed the local BA Oil agency and where their children, Rocky, Karen, Glenda and Randy, attended school.

After a year as commissioner (equivalent to present-day councillor) on village council, Wise successfully ran for mayor in 1957, holding the position for two years. During his tenure as mayor, he, along with the rest of council, were instrumental in having a new village of ce and adjoining re hall built. The town of ce is still in use today as the seat of local government for the Town of Lake Cowichan. The water system, still used here today, was the second major project that council, under Mayor Bing Wise, established. Up until that time, the water source that served the village often went dry during summer months. Like other movers and

shakers during this era, Wise was very much involved in local community sports including baseball. Consequently, council of the day acquired nine acres on which the recreation facilities that we see today are located. The construction of the senior baseball eld was the rst project to be completed. According to Wise, local resident Nels LaForge (who was also on council at the time) “was a major contributor in supervising the construction and donating his time [well] beyond the call of duty.” As if that wasn’t enough, the towns Little League Park was also constructed during Mayor Wise’s tenure. In 1957, Wise was the recipient of the Kiwanis

International award for service to youth in the Cowichan Lake district.

For seventeen years Bing operated the local fuel business here in Lake Cowichan, rst for BA Oil agency, then under the name Bing Wise Fuels, before returning to Duncan in 1968 to manage the Gulf Oil agency. His son Rocky remained at Lake Cowichan.

Bing’s interest and participation in sports remained throughout his life. He was inducted into the BC Baseball Hall of Fame and in his late 70s he “refereed his last football game”, (Cowichan Valley Minor Football Association). On Jan. 20, 2013, Bing Wise passed away in Duncan, BC.
